HELP STATION ASSISTANT WHAT IS REQUIRED TO VOTE? 1. Voters must state their name and address . (and party if it is a primary) 2. Only the voter can sign their voting forms. Voters unable to sign their name can make a mark. No one can sign the form for the voter. 3. An acceptable Photo ID is required to cast a regular ballot in person. • Must be one of the 6 types • meets expiration requirements • the photo depicts the voter • the name is the same or similar to the voters record 4. Voter must be 18 years of age before the General Election • 17 year olds may vote in a Primary Election OTHER VOTING INFORMATION 1. Voters must register 25 days before an election or they may register during One-Stop. 2. If an ID number wasn’t provided when the voter registered, a HAVA ID will be required before voting the first time. 3. If voting early, a voter may vote at any of the one stop sites in the county. If voting on Election Day, the voter will vote at the registered precinct based on the voter’s address. ASSISTANT DUTIES- PROVISIONALS 1. Assist Provisional Voters 2. Provisional Applications Manually complete the provisional voting reason with detailed information about the voter and ensure voter has signed the application. Reasonable Impediment Completed when voters don’t have a photo ID. Provisional Instruction Sheet Given to the voter after they have returned the provisional ballot sealed in the envelope. Provisional Ballot Accounting This form will be completed at the end of the day. What is a Provisional Ballot? When a voter appears ineligible to vote a regular ballot due to a discrepancy or issue with the voters registration information, or an issue with the voters Photo ID. Provisional voting allows the voter to cast a ballot that day. The ballot is then researched by the Board of Elections to determine if the voter was eligible to vote, or allows the voter to satisfy the Photo ID requirements prior to canvass. Provisional Ballots ARE COUNTED IF, the voter was eligible or met the requirements and are added to the certified vote totals. The vote totals we see on Election night are Unofficial. Retrieve the ballot from the provisional ballot bag. • Issue the ballot and the envelope to the voter and instruct the voter to return the envelope to you with the ballot sealed inside. DO NOT LET THE VOTER PUT THE BALLOT IN THE DS200!! ISSUING A PROVISIONAL BALLOT When the voter has return the sealed envelope, provide the voter with their instruction sheet. Notify them of their pin number and how they can find out if their ballot was counted and when. NON-VOTING SYSTEMS INCIDENT REPORT If a voter decides not to vote a provisional ballot OR refuses to sign the Acknowledgement of Voting Options, complete this form. ANYONE WHO ENCOUNTERS A VOTER ISSUE SHOULD COMPLETE THIS FORM. ASSISTANT DUTIES-CURBSIDE 3. Assist Curbside Voters Obtain voters information at the curbside area and retrieve all voting documents allowing the voter to vote outside the enclosure. 4. Check Photo ID or HAVA ID Only Curbside voters have the option to use a Photo ID or a HAVA ID. HELP STATION FORMS-CURBSIDE Curbside Voter Log Record the information of each curbside voter on this log and return to the Elections office each day. ATV Form Issued to every voter who is voting a regular ballot. How to Check a Photo ID 1. Is the type of ID acceptable? • Is it one of the 6 types? • Is it expired? NC license and ID cards can be expired up to 4 years OR If voter is 70+, the Photo ID can be expired if it was valid when they turned 70 2. Reasonable resemblance? • • Does the ID depict the voter standing in front of you? AND Is the name listed on the ID the same or similar to the name on the voters record? William B. Smith (married) Carol Jones (middle name) If Reasonable Resemblance cannot be determined at Voter Check-in, the Judges and the Chief Judge will review the Photo ID, and sign the Help referral form. 1 & 2 must be satisfied in order to be issued a regular ballot. PHOTO ID MATERIALS Curbside voters may show a Photo ID or a HAVA ID. Voters over 70 may use any of the six types of ID, even if expired, but only if it was valid when they were 70 years old. HAVA ID Only Curbside voters may use a HAVA ID document in place of a Photo ID for voting purposes. • A copy of one of the following documents that shows the name and address of the voter: a current utility bill, bank statement, government check, paycheck, or other government document. Non-Photo documents must be current (2 months) with name and address. Do not confuse HAVA ID with Photo ID. ATV FORM Section A: Voter’s information is printed here. Voter ALWAYS signs Section A. Section C: Election Day Transfer information prints here Precinct Official signs after confirming the voter has not voted at their old precinct. Section D: Voter’s information prints in the Affidavit when curbside is selected before printing the form. Voter signs Section D when voting Curbside. CURBSIDE VOTING 1. Take the Curbside Voter Log and clip board to the vehicle. Inform the voter of the requirements in order to vote curbside. 2. Ask the voter to state his or her name, address, and party, recording it onto the curbside log. You may also ask for their date of birth and if they have lived at the address provided for 30 days. 3. Ask for the voters Photo ID or HAVA ID And document which was shown If Photo ID- Verify it is acceptable, and has a reasonable resemblance to the voter. If HAVA ID- Verify it is acceptable, and name and address matches voter record 4. Return to the voting enclosure and locate the voter in the computer. CURBSIDE VOTING 5. The Judge will verify that the name, address, and Party (if in a Primary election) matches that stated by the voter. If the name/address doesn’t match, the Judge should will make any necessary changes. 6. The Judge will select Curbside and print the ATV form. 7. Take the ATV form to the Ballot Station Official, to be issued the correct ballot in a secrecy folder for the voter. 8. Return to the voter with the ballot and all voting forms. Administer the Oath, have the voter sign the ATV form, and Issue the ballot. Section D will print completed when Curbside is selected as the voting method. It can also be completed manually if needed. *If a name/address change was made Section B will print completed also. CURBSIDE VOTING Only voters and persons assisting voters should remain in the vehicle after this point. (The same assistance rules apply to curbside voters.) 9. Once the voter has completed voting, return to the voting enclosure and insert the ballot into the DS200. 10. Give the completed ATV form to the Ballot station and return to the voter with an I Voted sticker informing them their ballot was counted. HELP STATION CLOSING Complete the Provisional Ballot Accounting Form HELP STATION CLOSING VOTED • Sign and return the Curbside Log to the Help Judge. • Seal the orange Voted and red Unvoted Provisional Ballot Bags, even if empty. • Place signs and forms in the station folder. • Return all other supplies to the black supply bag. REVIEW OF HELP • Keep and account for all provisional ballots. • Collect the completed provisional ballot envelopes from the voters ensuring they do not place them in the DS200. • Assist Curbside voters.
