JOB SPECIFICATION Job title HR Officer Reports to Senior Human Resources Manager Grade 3 Directorate Business Services Job purpose To work as part of the Human Resources team, to ensure UK Anti-Doping’s human resources (employees and workers) are effectively managed and developed within a high performance culture, to best achieve business strategy. To include: The provision of a centralised HR function responsible for the delivery of UK Anti-Doping’s workforce plan/strategy To provide proactive, consistent, people management support, advice and direction to managers on HR policy, procedure, best practice, employment legislation and rewards and benefits. This role will focus in particular on the people management activities relating to UK AntiDoping’s field based workers – Doping Control Personnel (DCP) and National Education Trainers. The HR Officer will provide consistent HR support, advice and direction to those directly coordinating DCP and National Trainers in the field on HR policy, procedure, best practice, employment legislation and reward Key result areas Recruitment and Selection • Coordinate the recruitment and selection process for UK Anti-Doping employees and workers to include the development of job descriptions, preparing advertisements, pre employment Not Protectively Marked June 2014 Page 1 of 5 administration and checks. Coordinate, monitor and manage equal opportunities data in accordance with UK Anti-Doping’s Equality and Diversity policy • Manage and contribute the development of UK Anti-Doping’s induction process for new employees • Ensure recruitment and selection administration is carried out effectively • Monitor probation periods, advice employees and managers in relation to this process • Work with the Senior Human Resources Manager, Logistics and Allocations Officers, and Partner Delivery Education Officer, to develop and implement a sustainable recruitment and retention plan for Doping Control resource and National Trainers. Learning and Development • Take a lead role in coordinating the Logistics Support Group (LSG) to ensure that the Doping Control Resource procedures continually improves, working in conjunction with the Logistics and Allocations Officers • Take a lead role in coordinating and contributing to the development of training and mentoring programmes for Doping Control Personnel and Education Trainers to ensure that the accreditation and assessment of this resource group is to the highest standard • Working with the Senior HR Manager to establish and co ordinate a UKAD Workforce forum to improve engagement with field based Doping Control Personnel and Education Trainers • Contribute to the day-to-day management of the on-line DCP portal; developing training and mentoring modules and document management system and providing appropriate HR related updates • Work with the Senior Human Resources Manager to design and implement Corporate Learning and Development Programmes • Ensure all employees/DCP/National Trainers carry out mandatory training i.e. Equal opportunities/ Bribery Act training • Coordinate the booking of corporate training courses, manage the training evaluation process • Assist the Senior Human Resources Manager with managing the annual appraisal process, carrying out quality check, identifying training needs, advising managers and employees of the correct process to follow Performance management and reporting • Provide day to day HR support to managers, employees, Doping Control Personnel and National Trainers Not Protectively Marked June 2014 Page 2 of 5 • Carry out and support managers with disciplinary/grievance investigations and reports. Arrange and attend disciplinary or grievance hearings, arranging appropriate papers and taking minutes of such meetings as required • In conjunction with the Senior HR Manager, Testing and Results team, and Education Team, monitor the performance/of the Doping Control resource and National Trainers, ensuring that they deliver their projects and role requirements as specified in their worker agreements • Mange the Administrator tool for SelectHR (HR database) to include: • Issuing passwords to employees/workers to access the self service section of the database. • carrying out HR reporting from the database • resolving employee queries relating to the self service database • updating the employee database with payroll changes etc • updating organisation charts • Responsible for the production of HR Management information reporting • Assisting the Senior HR Manager with compiling HR related reports (Remuneration/Board reports) Reward • Manage the day to day administration of pension auto enrolment scheme for DCP and National Trainers in conjunction with Finance and Payroll Officer • Liaise with the Finance and Payroll Officer to ensure all HR amendments are accurately reflected in the monthly payroll run • Ensure that payroll changes are accurately reflected in Select HR (HR database) and all associated employee/payroll paperwork is accurately filed on individual personnel files • Monitor employee allowances i.e. healthy lifestyle payments, pension allowances, season ticket loans etc • Assist the Senior HR Manager with the implementation and administration of the annual performance related pay scheme Policy and Projects • Work with the Senior Human Resources Manager to monitor and update the Staff Handbook and any associated policies to ensure UK Anti-Doping remain compliant with current employment legislation • Support the development of policy and ongoing continual improvement of the Doping Control resource and National Trainer scheme • Working with the Senior Human Resources Manager on all HR related projects i.e. Investors In People accreditation, Organisational Skills Analysis, Staff Survey etc Not Protectively Marked June 2014 Page 3 of 5 Key internal and external contacts UK Anti-Doping Staff Doping Control Personnel and Education Trainers Logistics Support Group Logistics and Allocations Officer Partner Delivery Education Officer Service providers and Consultants National Governing Bodies of Sport Partner Organisations Contacts appropriate to projects Internal and External Auditors External suppliers and consultants Person specification Qualifications/experience. The successful applicant exhibit proven experience of the following: • A bachelors’ degree. CIPD qualified or working towards • Relevant experience in Human Resources with a proven background in developing and implementing HR policies and procedures, particularly involving varying types of workforce personnel i.e. contractors / workers and employees • Demonstrable employee relations experience (supporting the management of disciplinaries and grievances) • Well-developed Human Resources skills, including experience of establishing positive working relationships with line managers /relevant partners and stakeholders • Demonstrable experience in providing consistent and accurate HR advice and guidance • Proven experience of implementing and coordinating training events / programmes • Experience of working with HR databases and payroll data including pension administration • High level planning and monitoring responsibility with the ability to work to multiple tight deadlines within a time pressured environment, producing high quality results • Good attention to detail, high level analytical and problem solving skills including the ability to calculate risk and take decisive action • Experience of managing sensitive and confidential information Not Protectively Marked June 2014 Page 4 of 5 Additional information Working hours are 36 hours a week although flexibility is required in order to ensure core objectives are achieved.
