Job Title: Assistant Executive Director for Finance and Operations Formal Organizational Relationships The Assistant Executive Director for Finance and Operations is responsible to, and supervised and evaluated by the Executive Director. The Assistant Executive Director for Finance and Operations supervises and evaluates assigned CREC managers, supervisors and specific support staff. Statement of Job Purpose The Assistant Executive Director for Finance and Operations will: Provide planning and policy guidance and strategic planning on all fiscal matters and business functions of CREC; Plan, direct and provide leadership for the receipt, accounting, investment and expenditure of monetary resources, and the acquisition, inventory, use maintenance and disposition of physical resources and facilities of CREC; Utilize the concept of full disclosure of fiscal and personnel information about each fund through budgetary and reporting practices that will permit timely action necessary to realize the maximum amount of revenue available from each and all sources and to safeguard the use of these revenues through effective standards of expenditures, controls and cost effectiveness; Work closely with the various constituencies within and outside CREC to improve the business and financial operation of the organization. Statement of Job Responsibilities Supervises and manages the acquisition, investment and disbursement of all CREC funds; Provides overall direction and supervision of CREC fiscal and logistic operations; Plans, develops and implements strategies that assist CREC and local school districts to identify and utilize cost-effective practices; Directs the financial affairs of the organization; Prepares financial analysis of operations for guidance of management; Prepares reports which outline CREC’s financial position in areas of income, expenses and earnings, based on past, present and future operations; Directs preparation of budgets and future operations including forecasts; Arranges for audits of CREC accounts and oversees insurance programs; Monitors the application of CREC, federal, state and local legal and other nonprogrammatic regulatory and policy requirements throughout the organization; (over) Revised: 4/15/01 -2 V. Participates in the development of and provides administrative support for longrange and strategic planning and direction-setting; Oversees the acquisition, maintenance, repair, and sale of all CREC properties and equipment; Supervises and manages the annual budget planning process; Develops and implements programs and services to assist member school districts; Performs all other tasks appropriately assigned by the Executive Director. Extent and Limits of Decision-Making Authority The decision making authority of the Assistant Executive Director for Finance and Operations is limited by the generally accepted accounting practices for education, the CREC Constitution and By-Laws, and the applicable federal, state and local requirements. The Assistant Executive Director for Finance and Operations has recommending authority in the preparation and alteration of CREC policy; and responsibility for the preparation, modification and monitoring of procedures related to CREC's financial and logistical resources. VI. Qualifications for Job Experience Education A. Minimal 8 – 10 years of management experience in similar organization. progressive experience in public education, finance, budgeting, and the use of technology. knowledge and understanding of shared governance and serving client needs. Evidence of strong and effective interpersonal and communications skills. Masters Degree or equivalent graduate credit; Business, Accounting, Public Policy or Administr. B. Preferred Total responsibility for all business functions of a multimillion dollar non-profit or governmental agency. M.B.A. and/or C.P.A. C. Continuing Creativity in the use of resources in the public, non-public area. Leadership in shaping state statute and its regulation and interpretation with respect to RESCs.
