REQUEST FOR SEALED BID PROPOSALS
SANDBLASTING, PATCHING, AN D PAINTING OF SPRING LAKE OUTDOOR SWIM MING POOLS

The Flagg-Rochelle Community Park District is seeking bids for the sandblasting, patching, and painting of the
Spring Lake swimming pools. The work is to be completed no later than May 10, 2014. If project may be
delayed due to weather or other unforeseen circumstances a revised completion date will be negotiated
between park district and selected contractor prior to May 5, 2014.
SCOPE OF W ORK:
Selected contractor will:
1) Sandblast entire pool surface of large swimming pool and children’s wading pool removing all
existing paint from Marsite surface.
2) Contractor will perform patching on pool surfaces where needed with Marsite or pool plaster.
Areas will be defined between contractor and park district personnel prior to start of work.
3) Contractor will smooth down all rough or protruding surfaces prior to painting.
4) Contractor to stay clear from existing caulk under gutter lines in both pools, it was replaced in 2013.
5) Contractor will replace and repair any caulk damaged during the sandblasting process.
6) Contractor to prime and paint both pools. Color to be white, stripes to be black. Type of paint to be
Olympic Zeron or Poxolon
or equivalent. Minimum 2 coats of paint
CONDITIONS OF WORK, RESPONSIBILITIES OF CONTRACTOR:
1) The selected contractor will be required to address and be responsible for hydrostatic water pressure
issues during job. Requirements at this time would be:
a) Contractor to provide own pumps and equipment, pumps approved by park district staff
b) Park District will provide water and electricity, contractor to furnish fuel for pumps if
required
c) It is sole responsibility of contractor to maintain hydrostatic water pressure at all times
during job, and to keep pumping system operable at all times until the pool is ready to
be filled with water. Park District will be available to assist or provide information
when needed.
d) It is the responsibility of the contractor to report any problems or issues with
hydrostatic water pressure immediately to park district staff.
2) Contractor responsible to return site to neat and clean condition upon completion of job. Contractor
responsible for removal of ALL garbage and hazardous materials, containers, or other items classified
as hazardous materials.
3) Selected contractor required to meet Illinois Prevailing Wage requirements.
4) Selected contractor required to provide proof of insurance, minimum $ 2 , 0 0 0 , 0 0 0 i n coverage.
5) Selected contractor required to identify and secure all hazards during work each day which includes
fall zones, equipment, and other items which could cause personal injury to authorized visitors to
site. It will be contractors responsibility to secure site at end of each work day
6) An initial meeting to be held on-site prior to start of work between selected contractor and park district
representative(s) is required.
7) Work restricted to hours of 7am to dusk, work on weekend days allowable.
8) The Superintendent of Parks will be the immediate contact for the selected contractor for questions,
issues, need for information, or problems which arise.
9) Areas requiring patching will be identified prior to start of job. Should sandblasting ng or other work
create a greater need for patching, the contractor will need figure that cost into the contract price.
10) Full payment to be made upon satisfactory completion of job.
SUBMITTAL OF PROPOSALS:
All proposals must be submitted in writing and in sealed envelopes by9am March 13, 2014, unsealed
bids will not be accepted.

Besides the Project cost to the park district for this work, proposals should
include this information as well.
1)
Brief history of company/contractor
2) Minimum of three (3) previous jobs involving outdoor swimming pool painting.
3) Minimum three references or contact information for previous customers.
4) Any considerations bidder feels should be mentioned outside of the scope of listed work.
5) Warranty period on all work and by whom. (contractor/manufacturer)
The Flagg-Rochelle Community Park District reserves the right to reject any and all bids /proposals.
