Early Head Start – Child Care Partnership Initiative ERSEA SPECIALIST POSITION DESCRIPTION DIVISION: JOB TITLE: POSITION STATUS: EXEMPT STATUS: REPORTS TO: Early Head Start- Child Care Partnership (EHS-CCP) ERSEA Specialist (Eligibility, Recruitment, Selection, Enrollment & Attendance) Regular Full Time Non-exempt EHS-CCP Project Officer and SVP, Child Care Financial Aid This position is responsible for: 1) as assisting in the planning, development, and implementation of enrollment, recruitment, selection, eligibility and attendance (ERSEA) for Child Care Resources Inc.’s EHS – CCP program; 2) monitoring eligibility, recruitment selection, enrollment and attendance system implementation according to performance standards and program policies and procedures; 3) maintaining data information management system for EHS-CCP (to include developing reports to support timely and accurate information for the Early Head Start – Child Care Partnership initiative) and 4) planning, developing and implementing appropriate training and technical assistance regarding ERSEA topics. BRIEF SUMMARY OF JOB RESPONSIBILITIES: 1. Provide input and solutions to develop the agency’s ERSEA content areas, systems and agency policies and procedures. 2. Assist with planning, development and implementation of goals, objectives and performance standards of the EHS-CCP Program. 3. Implement and maintain a monitoring system and develop procedures to determine eligibility of all Early Head Start Children and ensure that sites will meet their overall ERSEA service goals and requirements. 4. Managing eligibility, recruitment, selection, enrollment, and attendance meeting the needs of Head Starteligible families. 5. Coordinate the year round recruitment process including updating posted recruiting materials in the local communities; direct recruiting of families through community canvassing as necessary, scheduling and conducting continuing enrollment, and informational booths and community outreach. 6. Develop, coordinate and monitor the integrated work plans, policies and procedures to ensure that ERSEA performance standard and federal and state rules and regulations are being followed. 7. Provide parent education on enrollment process to assist with completion of their application. 8. Maintain computerized record keeping system to document delivery of services related to ERSEA using ChildPlus data tracking software and ensure security of data. 9. Design and deliver training and technical assistance to EHS-CCP staff and child care partners on enrollment, recruitment and child file documentation requirements 10. Prepare and distribute timely reports and tracking regarding ERSEA updates. 11. Track and submit all Program Information Report data in regards to service area and data and produce required reports. 12. Oversee processing applications for accuracy and timeliness. 13. Provide workshops, training and/or technical assistance regarding ERSEA regulations, policies and procedures and related topics to staff, families, and community in large and small group settings or individually as needed. 14. Assist to fill vacancies as needed at the individual sites and analyze enrollment data to inform the planning process to ensure that EHS-CCP child care partners maintain funded enrollment levels. 15. Participate in team planning with other specialists, site staff, and families to facilitate a seamless system of program delivery. 17. Provide information, referral and coordinating efforts to link staff and families with appropriate child care resources through CCRI’s Child Care Search program. 18. Promote consistent exchange of information in all directions by communicating in a professional manner through verbal/written means while maintaining confidentiality at all times. 19. Follow Head Start Child Abuse and Neglect Policies and Standards of Conduct and Confidentiality Policies and report suspected cases of child abuse/neglect. 20. Other duties as assigned by the EHS-CCP Project Officer and CCRI agency president or designee. QUALIFICATIONS: Minimum Requirements: • Bachelors Degree in Early Care and Education, Education, Social Work or closely related field from an accredited institution. • Three years of experience in child care subsidy eligibility determination and case management or Head Start/Early Head Start Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) administration. • Knowledge of and familiarity with Head Start Performance Standards and Head Start’s Parent, Family and Community Engagement approaches preferred. • Familiarity with data processing methods, information storage, and information retrieval • Excellent interpersonal and oral and written communication skills, including demonstrated writing ability required. • Advanced skills and knowledge in office, keyboarding, and computer skills required (including Microsoft Office, Excel, PowerPoint, Word, Access, and Outlook and use of internet). • Ability to work effectively in an office setting. • Ability to work effectively with people from a variety of backgrounds. • Must be willing and able to travel; North Carolina driver’s license, proof of insurance, and Social Security card, and provide a vehicle for program business. • Criminal background check clearance is required, as is clearance on a drug screening test. Working Conditions: Work is performed in a classroom/office setting where minimal exposure to injury exists. Hours of work will generally be during regular business hours and average at least 40 hours per week. There will be work variations in work hours due to employee special projects, deadlines, and other concerns.
