What is SOKO?
• A joint development program for planning

• Scaled on the worst case oil spill that has come ashore
• A complementary study to the statutory contingency plans
• Practical guidelines, helping the response commander in
delegating tasks
• Results are collected in region specific comprehensive guidebooks
Our main clients are

• Finnish Environment Institute (SYKE)
Method
• Studies undertaken mainly by further education
students
• Project steering group composed of oil
combating authorities, trans agency cooperation
• A temporary project will end in year 2011

Conclusions
• The SOKO plan: when the incident rises to the major
scale  oil washes ashore  important resources
are needed
• Large number of projects partners involves risks, but
brings together those who would naturally come
together to respond
• To ensure the whole logistic chain is considered 
reducing the response time  minimising
environmental damage & response costs
