National Local Government Infrastructure and Asset Management Conference May 2015 Ryan Goff Program Manager - AccessCONNECT Background | NHVR • The NHVR is established under the Heavy Vehicle National Law (HVNL) to administer Heavy Vehicle Regulatory functions, such as compliance, enforcement and road access. • The HVNL specifies a role for councils as Road Managers, to which the NHVR is required to seek consent from, prior to finalising an access permit for a heavy vehicle operator. This will include elimination of lengthy manual processes through automation and streamlining of administrative steps, providing tools and approaches to governments to ensure Road Managers are supported to provide timely responses. Develop a new comprehensive framework and system for Access Management Permits to be delivered by the NHVR. This will support risk-based decision making processes, appropriate capacity to manage workloads, easily understood requirements by all stakeholders, and an integrated electronic system for permit issuing and compliance processes.
