2015 Accomplishments




Improved award advertisements by two weeks through a Save
the Date publication along with frequent reminders to PAG
Chairs and through the HS PAC newsletter.
Provided de-identifiers with a de-identification example which
improved redaction consistency.
Recruited new team members and expanded leadership roles
as well as diversified leadership to include junior and senior
officers.
Worked on new awards with our sister services.

2015 Accomplishments
 Promotion Team: Conducted a well-attended (300+ attendees) Promotion
Clinic during the October 2015 HSPAC All Hands Call; HSOs heard a panel of 9
distinguished CAPTs share their promotion-related insights
 Assessment and Analytics Team: Presented results of the HSO Promotable
Officer Profile Survey and Promotion Trend Analysis at the COF Symposium;
well-received by HSOs and updated and conducted the annual HSO Training
and Needs Assessment Survey; increased participation by over 300% (200+
more responses than the previous year)
 Promotion and Operations Teams: In conjunction with the Mentorship
Subcommittee, provided Career Counseling by senior HS Officers for junior
HSOs at both the 2015 Symposium (in person) and during Coaching on
Demand (virtually). Recruited senior officer reviewers for the annual HSO CV
review process, matched those officers, and oversaw follow up activities. This
year, an unprecedented number of HSOs (86) had their CV’s reviewed.

2015 Accomplishments
• Matched 85 junior officers with senior officers (as of November) through the regular HSO
Mentoring Program
• Oriented 19 newly commissioned Health Service Officers at 11 OBC events; matched 15
with mentors using the Call to Active Duty Transitional Mentoring Initiative (CADTMI)
• Partnered with the Career Development Subcommittee to provide career counseling at the
USPHS Scientific and Training Symposium
• Completed the CADTMI Standard Operating Procedures and incorporated the initiative into
ongoing Mentoring Program processes
• Circulated two editions of the Mentoring Subcommittee Quarterly News
• Provided career counseling for 103 officers who required it following the 2015 promotion
board
• Reviewed and analyzed mentoring database records to generate summary statistics to
characterize participation in mentoring program
• Developed a survey for nonparticipating HSOs to help identify areas to improve the program
and increase participation
• Updated the 2015 Mentoring Handbook
• Collaborated with the liaisons for each of the HS PAC professional advisory groups

Completed review of twelve documents including HSPAC SOP,
HSPAC Bylaws, and HSPAC Charter.
Developed Bylaws and Standard Operating Procedures
templates for use by the Professional Advisory Groups to
assist the PAGS with creation of their respective policies.
Document Tracking Tool developed to monitor progress of all
submitted policy documents.


Updated the HSPAC R&R webpage with current/ up-to-date
information including the revamped Health Services
Assignment Assistance Program (HSAAP) (by March 2015);
Convened 3 Brown Bag Webinars – two on successes and
useful tools for HSAAP mentors/mentees; one open to the
entire HSO category on “Retention and Resiliency (Part I):
Retaining HSOs During Difficult Times”, available on the R&R
webpage (by November 2015)
Administered R&R Surveillance tools: (1) exit interview
(throughout 2015); and (2) retention survey (by June 2015);
Completed an update to the HSO Welcome Packet (by October
2015)
Revised R&R Subcommittee Standard Operating Procedures for
submission to HS-PAC (by December 2015)

1.
Led the planning and coordination efforts of the 2015 HSO Category Day
with an attendance of over 250 Health Services Officers (HSOs).
2.
Led the planning and coordination efforts of the 2015 Combined Social
Event with an attendance of over 200 PHS Officers.
3.
Led the planning and coordination efforts of the 2015 HSO Holiday
Luncheon. Over 40 HSOs have reserved for this event.

Policy – standard template for PAG By-Laws developed and rolled out to PAGs for final
submission to HSPAC.
Liaison Roles – of the 10 PAGs, 3 have now identified utilizing a Liaison as part of
there executive leadership and incorporated it into the new By-Laws.
Mentoring – initially, 7 of 10 PAGs identified having an “active” mentoring
subcommittee. Through this process, the remaining 3 PAGs identified the development
and implementation of a Mentoring Subcommittee as a major goal and are now linked
to the HSO Mentoring process and subcommittee.
Awards – Through collaboration and coordination with all PAGS a standardized awards
SOP for each PAG was developed to increase oversight and awareness for all
members.
Cross-PAG- Collaboration – during 2015, collaboration between all PAGs rose
significantly through linked communication and coordination. The following activities
were most notable:
