PRESIDENT’S MESSAGE
Welcome everyone to a new season of fun and fitness at Medowie Little Athletics
Centre, where we encourage participation, personal improvement (it’s not really about
winning), and making friends. I enjoyed last year, in particular seeing the enjoyment
of the athletes achieving their goals and improving each week. We had a number of
athletes representing our centre at all levels and I congratulate them on their efforts
and achievements. I have no doubt, after seeing your exceptional effort and
performance last season, that there are still better things to come this year.
Little Athletics has a focus of enjoyment and provides the opportunity for children to
have fun whilst learning new skills and improving themselves. It is meant to be a fun
family sport so parents please get involved each week. Your child will appreciate your
efforts, as will we. We would all like to be there to share in our children’s efforts and
achievements, however, the events cannot run on their own. It is with this in mind that
I ask one parent from each family to assist us with the running of our centre meet each
week. Each week we need parents to timekeep, age marshall, start and help with
equipment set up. There is no athletic knowledge or skill required for this – it can
range from writing the results to holding a tape measure. If you have a particular skill
or an interest in becoming a qualified official or coach, please let us know and we will
do our best to make this possible for you.
I would like to take this opportunity to thank all the committee and parents of last
season for their time and efforts to make last year a success for our athletes. This year
we welcome in our new committee members. I am pleased to say that this year we have
a number of new committee members as well as those who served last year. I am sure
that their knowledge, energy and enthusiasm will benefit the centre immensely. We are
a friendly mob and we welcome any ideas, suggestions or assistance that you can give.
We encourage everyone to become involved in our centre’s promotion and
improvement as we are all part of the centre. Whatever time or suggestions you have
to give are greatly appreciated.
Above all please remember the committee and other parent helper are ALL volunteers.
There is no excuse for levelling abuse at anybody. If you perceive something not
working properly, approach a committee member to discuss it, and ask yourself,
“Have I done all I can to assist”!
I am sure we will all have a great year and I wish you all every success throughout the
season.

Assistance by parents is necessary and gratefully appreciated.

Activities commence at 5pm. Athletes are encouraged to participate in warm-up sessions as

It is the Centre’s policy to select competitors in accordance with each athlete's preference.
However, as the maximum number of competitors per event per Centre is four for U7 to
U12, and six events for U13 to U17, the athletes that have demonstrated the most
competitive performances to date will be selected compete. Certificates are awarded to the
top 8 finalists.
The U7 age group do not progress to the Regional Championships and therefore are
presented with medals for 1st, 2nd, and 3rd placing in their finals. For other age groups, the
first three finalists in each event qualify to compete at the Regional Championships. The
Zone Championship will be held this year on Saturday December 14th and Sunday

THINGS TO DO EACH WEEK

Assist in setting up the equipment. Equipment can be collected from the roller door at the
top side of the clubhouse. There will be an equipment officer in close proximity to provide
guidance as to where equipment is to be placed.

Send your athletes for the group warm-up.

Collect your performance tickets from the previous Centre meet. These are contained in
a binder on the ground fees table. Please make a point of collecting these as unclaimed
tickets will be periodically discarded.

Read the Noticeboard. On one side are the latest Centre and Kindlebark records which are
updated each week. On the other side is information which is considered worth reading such
as: upcoming competitions, next weeks program and items for sale.


Decide how you can best assist at the meet. You can achieve this by being an Age Group
marshal, Timekeeper, Place Judge, or help with a group (a minimum of 3 adults are
required). Please appreciate that the parent’s of athletes in the more senior age groups are
most likely either on the Committee or accompanying younger athletes. It is easy to neglect
these older age groups.
Return equipment to the shed. If you have competed in your last event for the meet and it
appears that there is no-one left to compete at that field event, please assist by returning the
equipment, i.e. Shotput, Discus, Markers, Tapes, Rakes and Instruction clipboards, to the
equipment shed. The age group folders are to be returned to the canteen.

GENERAL INFORMATION & RULES
BAD WEATHER CANCELLATIONS
A message informing cancellations can be obtained from the club Website or Facebook page at

FEES
All registration fees must be paid before an athlete will be permitted to compete in a club and
L.A.A.N.S.W. competition.
Anyone who is 2 weeks or more behind in their payments will not have their results recorded. This
may mean an athlete will not meet the requirements for end of year trophies.
GROUND FEES
A ground fee of $48.00 per child is payable at the start of the season. This fee goes towards ground
hire, trophies, equipment, insurance and lighting costs.

No child will be permitted to compete unless a parent helper is present or a suitable alternative
arrangement has been made with the organising committee.
PARENT ATTENDANCE
The purpose of the Medowie Little Athletics Centre is to provide a venue for our children to pursue
athletic endeavours, but not to provide a child minding service. The Centre can only succeed with
the attendance and participation of parents. The Centre management will not be held responsible for
any children that wander away from the athletics competition area to adjacent drains, streets and
playgrounds.




At least one parent and/or guardian must accompany each family group.
If a parent and/or guardian is not present to supervise their children, those athletes will not be
permitted to compete.
No parents will be permitted to act as a representative guardian for another family group. This
only compounds the efforts of those remaining parents to assist in running events.
If a parent and/or guardian cannot be present at a competition, prior arrangements for the
supervision of their athletes must be made with and agreed to by a member of the organising
committee.
CHILD PROTECTION FORM
In accordance with N.S.W. State Government legislation and administered by NSW Commission
for Children and Young People, all adults associated with this Centre, must submit to this Centre, a
signed “PROHIBITED EMPLOYMENT DECLARATION”.
CONDUCT OF ATHLETES
All athletes shall conduct themselves in a manner acceptable to the Centre. Unacceptable behaviour
is defined as:



Abusive or foul language.
Failure to comply with an adult or age group supervisor’s safety instruction.
Physical assaults of another person.
Any persons witnessing any unacceptable conduct is to report the matter immediately to a
Committee member and have the details recorded in the “Incident” log book.
16
17
DISQUALIFICATIONS
Athletes will be disqualified from an event if:


The athlete fails to comply with safety instructions.
Conducts themselves in an un-acceptable manner.
REFUND OF REGISTRATION FEES
There will be no refund of registration fees as a large part of this fee is passed on to LAANSW to
cover insurance and general operation costs.
RULES OF TRANSFER
There is no cost for a registered member of LAANSW wishing to transfer to or from another club,
region or state. However, an athlete leaving to join another Club or Centre, needs a Transfer Form
completed by the Registrar of this Centre.
SAFETY
Your cooperation is sought to ensure an accident free season. All athletes are to fully comply with
officials when safety instructions are given. Any athlete failing to comply with safety instructions
will be disqualified from that event. Parents, please impress upon your children the dangers of
incorrectly using or playing with the athletic equipment.


Safety is everybody’s responsibility, Committee, Officials, Parents and Athletes alike.
All accidents that occur at either a Centre competition or training session are to be report to a
Committee member and recorded in the “Incident” log book.
THE NEED FOR SOBER HABITS
The consumption of alcohol by officials and helpers is not permitted within the areas of
competition. The consumption of alcohol by spectators and parents is opposed and discouraged.
An alcohol-associated incident involving disruption, unacceptable behaviour, injury or bodily harm
will attract the full consequences of the law with associated liability and insurance implications.
Where a risk of infringing association or insurance guidelines is determined, offenders will be
approached to withdraw from the competition area and disassociate themselves from the meeting.
NO SMOKING
All Little Athletics venues are non smoking areas.

ULTRAVIOLET PROTECTION
Australia has the highest frequency of skin cancer in the world. The effects of sun exposure are
often not evident until many years later with adults of today experiencing problems due to UV
exposure during childhood (over 20 years or more ago). Over the past 20 years there has been a
significant increase in the amount of UV sunlight with the depletion of the ozone layer, and the risk
of skin cancer is now significantly higher. The need for protection is even greater. Little Athletics is
a summer sport. We should play an active role in protecting our children and providing an example
to this next generation.
This Centre recommends to all parents that during day time competition:

All children wear suitable hats at all times, unless they so desire to remove them during track
and field competition. Hats may be worn during participation in all events. If the hat falls of
during Long Jump, Triple Jump, Shot Put or Discus no penalty will be incurred. However, in
the High Jump the hat is considered part of the apparel and like any other clothing if it causes
the bar to fall then this is a foul. All children should be informed of this, but particularly in
relation to High Jump, so that unnecessary disappointment is minimised.

Parents/children apply Blockout to all exposed areas every 2 hours.
ASTHMA SPRAYS



Asthmatics should use their inhalers prior to each event.
Asthma inhalers may be carried on the person but not held in the hand whilst competing in a
running event.
Should an attack of asthma develop during an event, and there is a need to administer the
asthma spray, the competitor must withdraw from the event immediately and may not return
to the event.
TRAINING SESSIONS
To supplement the cost of Training, Registering and Insuring coaches, a fee of $2 per athlete or $5
per family will be charged for training sessions.
20
RULES OF COMPETITION
GENERAL




The Medowie and Districts Athletics club uniform must be worn at all athletics competitions.
Tops and singlets are to be tucked into the shorts, skirts or bottoms.
Shoes are to be worn at all times at Little Athletics competitions and Training sessions.
The club registration number, age group and athlete registration number badges are to be
attached to the top or singlet before entering any competition.
If an Official deems an Athlete’s uniform is incomplete or is not being worn correctly, the
Athlete can be disqualified from the event. The uniform must not be obscured by other items of
clothing.
TRACK EVENTS


Spiked shoes are not permitted in any race over 400 metres.
Under 11’s and older are permitted to wear spiked shoes where applicable.
Note - Spiked Shoes
There are rubber soled shoes on the market with removable spikes. These shoes are NOT permitted
at Little Athletics events, with the spikes removed.






Starting blocks are provided by the Centre and are optional for use in sprint events. However,
the athlete must be familiar with their set-up and will only be permitted a limited time for their
preparation prior to the start of the race.
Two false starts by the same athlete will result in a disqualification.
For events up to and including 400 metres, the Starter’s instructions shall be “On your marks”,
“Set” and when the competitors are steady, the pistol will be fired.
For events over 400 metres the instructions will be “On your marks” and when the competitors
are steady, the pistol will be fired.
For events up to and including 400 metres, athletes must keep to their allotted lane from the
beginning to the end of the event. Straying outside your lane could result in disqualification.
A race is completed and a time is measured when the athlete’s TORSO crosses the finish line.
WALKS



Race walking is a progression of steps so taken, that unbroken contact with the ground is
maintained.
During the period of each step, the advancing foot of the walker must make contact with the
ground before the rear foot leaves the ground.
The supporting leg must be straight (ie. Not bent at the knee) from the moment it makes contact
with the ground.
21
DISCUS





The discus must land wholly inside the lines marking the landing sector.
A failure shall be recorded if the competitor, after entering the circle and commencing to make a
throw, touches with any part of their body, the top of the circle or the ground outside the circle.
The competitor must not leave the circle until the implement has landed, and then they must
leave by exiting from the rear half of the circle in a controlled manner.
The distance is measured from the inside edge of the throwing circle to the closest part of the
landing mark.
The distances shall always be recorded to the nearest centimetre below the distance measured, if
the actual distance is not a whole centimetre. E.G. A distance of 10.547 meters is measured as
10.54 metres.
SHOTPUT









The shot shall be put from the shoulder with one hand only.
The shot shall touch or be in close proximity to the neck or chin, and the hand shall not be
dropped below this position, during the action of putting. (Close proximity should be about the
thickness of one finger)
The shot must not be taken from behind the line of the shoulder.
Immediately prior to release, the athlete may turn their head away from the shot.
The shot must land wholly inside the lines marking the landing sector.
A failure shall be recorded if the competitor, after entering the circle and commencing to make a
throw, touches with any part of their body, the top of the circle or the ground outside the circle.
The competitor must not leave the circle until the shot has landed, and then they must leave by
exiting from the rear half of the circle in a controlled manner.
The distance is measured from the inside edge of the throwing circle to the closest part of the
landing mark.
The distances shall always be recorded to the nearest centimetre below the distance measured, if
the actual distance is not a whole centimetre. E.G. A distance of 3.509 meters is measure as 3.50
metres.
HIGH JUMP




A competitor is permitted to place markers to assist their run up and take off, providing they do
not interfere with another competitor’s run up line. Shoe bags and clothing are not acceptable
markers.
The competitor must take off from one foot only.
A nominal one-minute time period is allowed to complete each attempt. Baulked attempts are
treated as part of the same attempt. An unreasonable delay in an attempt may be recorded as a
failed attempt.
A failed attempt is recorded when a competitor removes the bar during a jump attempt, or any
part of the athlete touches or passes any part of the high jump equipment during a baulked
attempt.
NOTE
There is a mistaken idea that provided the jumper scrambles out of the
landing area, before the bar falls, it does not count a failure. This is
quite wrong and there is no rule to this effect.
22



Competitors are disqualified when three consecutive failures are recorded at any height.
The high jump is complete when last remaining athlete fails or decides to stop.
Athletes are to be advised to jump so that they land in the Centre of the bags. The official may
stop an athlete from jumping, if the athlete’s jumping style is deemed dangerous.
LONG JUMP and TRIPLE JUMP



A jump marker may be placed along side the jump runway to assist run up and take off.
A one half metre by one metre take off area is provided for age groups U6 up to and including
U12. A twenty-centimetre take off board is provided for U13 and upwards.
The jump is measured as the shortest distance between an imprint made by any part of the
competitors body in the landing area and either:
1. The imprint made on the take off board, or
2. The take off line if the competitor jumps from behind the take off board.



Distances are measured to the nearest centimetre below the distance measured if the distance
measured is not a whole centimetre.
A failure is recorded if the competitor touches the ground beyond the take off line and before
the landing area or walks back through the take off area.
For triple jump, a five, seven, nine, and eleven metre take-off board is provided. The competitor
may change the take off distance as long as they notify the official prior to making each attempt.
JAVELIN, TURBO JAVELIN AND VORTEX



The javelin must be thrown over the shoulder or upper part of the throwing arm. It must not be
slung or hurled.
The javelin must land wholly inside the lines marking the landing sector.
A failure shall be recorded if:
1. The tip of the javelin does not strike the ground first;
2. The competitor completely turns around so their back is toward the throwing arc, with
the javelin in their hand;
3. The competitor touches the ground outside the runway, the lines or the landing area with
any part of their body.



The competitor must not leave the runway until the javelin has landed, and then they must leave
by exiting from behind the throwing arc and the two extension lines.
Distances are measured to the nearest even centimetre below the distance measured if the
distance measured is not an even centimetre.
No device of any kind shall be used to assist the throw. Taping of fingers or the wrist is allowed
for medical reasons only.
23
RECORD PERFORMANCES
Centre Records: These are the best performances measured by any of our athletes at our weekly
meets at Kindlebark Oval or a LAANSW recognised carnival, e.g. Zone, Regional, State
championship, etc.
Age Group Marshal’s are to check the current records located in the rear of the age group folder,
and if an athlete has broken a record, locate a Committee member to validate and sign for the
record. Don’t remove any markers or rake the sand until the record is confirmed.

Each week the Recording Officer of the Centre
processes every result from the previous competition
in order to provide the following to every Athlete:
1. A Result Slip stating where you were placed in each
event and the official measurement or time recorded.
2. Allocate points towards the end of year awards.
3. Keep track of the personal best performances for
each event, and
4. Determine if any records have been broken.

Join in the fun and track your improvement each
week by saving your Result Slips in the Sticker book
provided to you at registration.

TROPHIES AND AWARDS
ELIGIBILITY FOR AWARDS AND TROPHIES


To be eligible for any Club trophy or award, the athlete must attend a minimum of two thirds of
the Club competition meetings, and all outstanding monies owed to the Centre must be paid
prior to the last Centre competition night.
Points are awarded for each and every event that the athlete competes in. This means, the more
weeks you attend, the greater the total point score and therefore the greater the opportunity to
win an award or trophy.

HOW TO JOIN THE COMMITTEE
NOMINATIONS

Competition nights do not happen by magic. There is a hard working committee of volunteers
(non-paid) that expend many hours to organise and provide the facilities for the athlete’s
enjoyment. If you see room for improvement in the running of the Centre, don’t just stand back
and criticise, please join in and make a difference.

The Committee welcomes new parent members to the Centre and invites you to join the
organising team. Nominations for Committee positions are called for one month before the end
of season, and close one week before the AGM, with elections occurring at the AGM held on
presentation day.
