RESTRUCTURING PAPER
A. SUMMARY
1. The proposed change is an extension to the closing date from November 30, 2015 to May 30,
2016. The extension is to ensure that the implementing agency is able to complete all project
activities, and thereby meet the Project Development Objective (PDO).
B. PROJECT STATUS
2. The PDO is to enhance the capacity of the Centre Africain d'Etudes Superieures en Gestion
(CESAG - The African Center for Higher Education in Management) to be established and
developed as a Center for Learning on Evaluation and Results (CLEAR) to provide demanddriven, high-quality, and cost-effective capacity building services in monitoring and
evaluation and performance management to the Participating Countries’ government and civil
societies.
3. CLEAR is a global program for evaluation capacity building that is supported by several
multilateral and bilateral donors. CESAG, in Senegal, was selected as the CLEAR center in
Francophone Africa, and CLEAR Grant No TF012951 (P132789) was signed in October
2012.
4. In September 2014, CESAG got a first extension for the grant for 14 months (from September
30, 2014 to November 30, 2015).
5. Implementation progress has improved substantially over the project implementation period.
Implementation was delayed due to a number of constraints, including: unstable political
situation in some target countries (such as Burkina Faso and Cote d'Ivoire that caused
cancellation or postponement of many planned activities); and frequent ministerial reshuffles
that caused CESAG to change implementation partners (such as in Benin and Togo).
6. Furthermore, CESAG was understaffed to execute this grant, but a temporary solution has
already been found to fix this issue. In the beginning, it was hard for CESAG to attract
experts to implement the grant activities. However, during the last four months, they have
able to attract teachers to develop and implement planned activities such as Impact Evaluation
courses and courses on M&E for Water and Sanitation.
7. This progress has been evident in the past virtual monthly progress review meetings held
between the Bank and CESAG. Overall, implementation is becoming sound with a strong
focus on working with strategic clients.
8. Despite this improved implementation some project activities will not be able to be completed
by end November 2015, jeopardizing successful achievement of the PDO.
9. As of November, 2015, the disbursement rate is 37%.
10. However, as indicated in their request for extension, CESAG estimates that the execution rate
is73% (US$196,511 out US$ US$268970). According to CESAG, this difference emanates
from the fact that some activities have already been executed and paid for, but not yet
submitted to for reimbursement (US$58,264); and other activities have been executed but not
yet paid for (US$38,420).

C. PROPOSED CHANGES
Closing date
11. CESAG has requested to extend the closing date of the grant by 6 months from November 30,
2015 to May 30, 2016.
12. The extension would ensure that CESAG is able to implement activities that were delayed
due to a number of constraints, including: unstable political situation in some target countries
(such as Burkina Faso and Cote d'Ivoire that caused cancellation or postponement of many
planned activities); and frequent ministerial reshuffles that caused CESAG to change
implementation partners (such as in Benin and Togo). Furthermore, CESAG was understaffed
to execute this grant. The Center had a Director that was part time and had many other
commitments within the organization. Also, the Center was having a hard time attracting
expertise outside of CESAG, and being able to leverage other members of the organization to
provide their expertise to design and implement the planned activities, as the original program
design envisioned. However, CESAG has already found solutions to these situations. A new,
full time Center Director was appointed. He has already recruited two full time additional
staff members for the Center. Additionally, CESAG’s director issued a memo requesting
CESAG’s staff to devote time on CLEAR’s activities. The Center has already gotten
additional support from two of CENSAG’s staff members for oter technical activities such as
a course on Water and Sanitation and on Impact Evaluation. Adequate staffing for the project
is being followed closely in the virtual monthly monitoring meetings between the Center and
the World Bank. .
13. Within the timeframe of the extension, CESAG will implement the following activities

for the project and CESAG’s staff time committed to CLEAR, by December 2016.
