New Mexico Licensure Links Project Proposal Presentation Lindsey Kidd OILS 533 May 14, 2014 Justification of Project Need/Rationale New Mexico Licensure Links will provide New Mexico educators with a support and study system in order to efficiently pass the NMTA course exams to become licensed and endorsed in the state of New Mexico. Currently, all of the material is put on the learner with no human interaction to help in the testing process. Many teachers are choosing to leave the profession. New Mexico Licensure Links will aid in the ability to become and stay licensed for those looking into and already in education in New Mexico. Goals/Objectives Goal: This system will create alignment between the universities, school districts, and the PED, which, in turn, will ensure a support system for future and current educators in gaining and maintaining licensure. Goal: The educators will learn to better function and gain resources, which will help them not only pass the required assessments for licensure but also function within the school district and access information from the PED. The teachers will be given all necessary information as well as the opportunity to connect with other teachers and professionals in order to become more knowledgeable and successful. Goal: Future and current teachers will feel more enabled and motivated to become licensed and/or endorsed because of the accessibility and streamlined nature of the LMS. Objective Educators will be given access to all information that they need in a manor in which is made easy and informative. Timeline Operational Stage Time Line Description Approval for Budget Entry from Governor and Secretary of Education Approval before next fiscal year (July 2014) The Governor and Secretary of State must approve NM Licensure Links under the proposed budget for the licensure bureau. Appoint Director July 2014 In order for the program to begin developmentally, a director must be appointed. Hire Instructors & Personnel August-October 2014-Ongoing In order for the design process to begin, instructors, along with their curriculum must be approved. Skeletal Site and Course Construction August 2014-November 2014 This is the initial phase of design. This must be completed for each individual course and the overall site. Design Implementation November 2014-February 2014 Instructional designers, tech support, and instructors work together to design courses. Instructor Training December 2014-March 2014 All parties involved must be trained on the site Pilot Run March 2014-April 2014 A pilot run will be completed with students from UNM as the learner. Implementation May 2014-Ongoing Assuming the pilot runs well, the courses will be implemented as to accommodate learners signed up for exams in June 2014. Course Reporting Monthly, starting with the Pilot Study Surveys will be completed for each course completion in order to make the program more effective. Annual Reporting May 2015, yearly after Surveys and analyses reports will be completed at the end of each fiscal year. Budget and Worth Analysis July 2014-Ongoing From the beginning of the program approval, the budget will be monitored, maintained, and analyzed in order to show effectiveness and worth in keeping the program for educators. Organizational Capabilities/Placement/Linkages New Mexico Licensure Links will be housed in the Licensure Bureau of the New Mexico Public Education Department (NMPED). All personnel will be trained within the capabilities of NM Licensure Links. This program will be heavily connected to the NM public school districts as well as universities around the state. System Design and Rationale The majority of the courses will be one month long with the exception of dossier courses, which will last one semester. This is to increase popularity and likelihood of course completion. Learners can sign up for more than one course at a time. The NMPED already works with the NMTA, which will work in their advantage when it comes to ease of course materials. Courses do not follow each other so learners can sign up for whichever ones they need. Some tools may include practice exams/problems, video, text, diagrams/descriptions, discussion tools, web conferencing, and file exchange. Instructional Support Mechanisms Curriculum experts will need to be available. NMTA professionals will need to be available in order to hold the curriculum and instruction up to the standards that the testing requires. Other support systems will include web support, technology support, instructional design, and curriculum design. Faculty/Staff Participation/Training/Rewards Whole group, small group, and individual trainings will be provided depending on curriculum and level of ability. Trainings will consist of curriculum help and technology help. In this case, incentives for instructors may include awards and recognition from the state in regards to helping increase the number of certified teachers in New Mexico. Legal Issues The TEACH Act will come into play for this program and will allow the use of educational materials being that NM Licensure Links will be under government supervision. Copyright laws will be important to be weary of in order to keep in compliance of this regulation, which will also be part of The TEACH Act. The Dossier is comprised of information created from the NMPED. The NMPED already owns the rights to this information. HHS 508: requires that all websites be accessible to those with disabilities. Policies and Procedures All of the policies and procedures set forth by the NMPED and the Licensure Bureau will be followed within NM Licensure Links. Being that this is a government agency, all government policies and procedures will be upheld as well. In the next section, the policies and procedures identified by the NMPED and NMTA are described in more detail. Quality Control The quality of the instruction will be determined by the learners. It will be aligned to the NMTA standards. The quality will be partially controlled and monitored by the statistical analysis of the number of passing scores to the total number of enrollees. Criteria for Success The main level of success will be determined by an increase in licensed educators in the state of New Mexico in relation to New Mexico Licensure Links. New Mexico Licensure Links will also be looking at an increase in the test scores themselves. Through surveys that will be given to the learners, New Mexico Licensure Links will also be able to determine the quality of each course and the program as a whole. Formative and Summative Evaluation Model and Approach Formative Evaluation Surveys will be delivered and collected throughout the life of each course. These surveys will be used to determine the ease of use and efficiency of the course sites as well as to track the effectiveness of the instructors from the learners’ perspectives. Summative Evaluation Quantitative Data and Qualitative Data will be collected. Quantitative data will be related to that of the test scores at the end of each course, which determines licensure status. Qualitative data will refer to the quality of each course as well as the program as a whole.
