Volunteers throughout their ICS journey to
ensure optimal personal development and
effective placement outcomes; to ensure that
YCI’s ICS country programmes meet agreed
quality principles and targets, and that they
contribute to intended development impact.

Provide overall leadership for the planning, implementation, monitoring and
evaluation of YCI’s ICS country programmes
Strengthen the capacity of YCI’s local partners in Africa, Asia and Latin
America to effectively deliver ICS programmes
Lead on emergency planning and crisis management to ensure safety and
security of ICS volunteers on placement
Provide strategic direction for the achievement of ICS outcomes with an
emphasis on development impact of YCI’s ICS programmes
Line-management and supervision of ICS Programme Coordinators
Contribute to the strengthening of YCI’s reputation as a leading youthfocused international development agency
Volunteer Support, Health, Security and Safeguarding
 Provide guidance, resources and oversight for YCI’s local partners work with
young people, ensuring this meets minimum standards and demonstrates best
practice; especially in supporting vulnerable and marginalised young people.
 Provide direction, guidance and resources for YCI’s local partners to comply with
ICS volunteer risk management, health, security and safeguarding procedures.
 Oversee the development and updating of all relevant risk assessments
(including country and community level assessments).
 Under the direction of the Director of Advocacy and Engagement, lead YCI’s
emergency planning and crisis management to ensure the safety of ICS
volunteers on placement
 Under the direction of the Director of Advocacy and Engagement, lead YCI’s
response to issues related to volunteer support, health, security or safeguarding
arising in country during the ICS placement phase
 Participate as an ICS emergency phone holder on a rota basis, acting as first
responder to any emergency situations arising on placement.

Volunteer Learning and Development
 Oversee development and implementation of semi-structured personal and social
development programme for individual and teams focusing on learning for active
citizenship and global youth work methodologies
 Provide guidance and resources for partners to design and coordinate effective
In-Country Pre-Placement, In-Country Orientation training and Action At Home
activities for In-Country Volunteers
 Liaise with the ICS UK Delivery Manager and Youth Engagement Manager to
ensure effective volunteer learning journey from recruitment to alumni status
Programme Management
 Lead the development, planning and implementation of YCI’s ICS country
development programmes in line with DFID ICS programme quality principles,
requirements and Key Performance Indicators
 Provide guidance, resources and oversight for YCI’s local partners project
activity, ensuring this meets minimum standards and demonstrates best practice;
especially in supporting vulnerable and marginalised young people. Produce and
/ or locate training materials and resources to build the capacity of YCI’s ICS
partners, including delivering technical training. Tap regularly into available
expertise and information relating to capacity building within the ICS Consortium.
 Conduct in-country monitoring and technical support visits to YCI’s ICS partners.
 Working closely with colleagues, monitor the ICS budget related to in-country
placement costs and ensure that ICS expenditure represents good value for
money.
 Ensure Project Funding Agreements are in place with ICS partners and facilitate
transfer of funds to partners for ICS programme activities.
 Analyse and approve combined financial reports received from ICS partners.
Programme learning and development impact
 In collaboration with YCI’s MEL Advisor and in line with the ICS M&E framework,
contribute to the development of processes and systems to better monitor and
demonstrate the impact of ICS programme activities,
 Ensure high quality analysis of all in-country monitoring data, tracking trends and
providing intelligence for future programme planning
 Prepare high quality progress reports in line with agreed reporting schedules that
demonstrate YCI’s added value within the ICS consortium.
 Promote south-to-south collaboration and learning opportunities among YCI’s
ICS partners
 Produce and disseminate relevant learning from YCI and ICS Hub programme
quality monitoring and support visits, ICS conferences/events, etc. across ICS
programmes and the wider staff team at YCI.
 Draw on key learning and impact generated from YCI’s ICS programme to report
on YCI’s contribution to youth participation and active citizenship
External Relations
 Liaison with the ICS Hub in relation to the design, delivery, monitoring and
evaluation of YCI’s ICS Programme.
 Networking and information sharing with other ICS Consortium agencies and the
YMCA Worldwide Movement in relation to the ICS Programme.
 Representation on relevant groups in the UK/Ireland pertinent to the ICS
Programme e.g. through attendance at ICS delivery and strategy meetings.

Internal Relations
 Work closely with the ICS UK Delivery Manager and the Director of Advocacy
and Engagement in the planning, coordination, delivery and strengthening of the
overall ICS Programme
 Work closely with the Director of International Programmes and IPD ‘leads’ in
strengthening the placement phase of YCI’s ICS Programme.
 Interact with other departments at YCI as necessary, under guidance from the
Director of International Programmes
 Contribute to the development of strategic plans at the departmental and
organisational levels, as necessary and as appropriate, under guidance from the
Director of International Programmes.
Travel
 Conduct occasional overseas visits on YCI business, under guidance from the
Director of International Programmes, sometimes to rural / difficult locations.
 Occasional travel in the UK to participate in YCI/ICS/YMCA events or to
represent YCI externally
Environment
 Out of hours work (including some weekend working at ICS training workshops)
and occasional overseas travel, sometimes at short notice to difficult areas.
 The position is based at YCI’s office in London (Farringdon).
 Perform other duties as instructed by the Director of International Programmes or
Director of Advocacy and Engagement as required.
Discretion to Act
Working within the framework of the objectives set for the programme and under the
guidance of the Director of International Programmes or Director of Advocacy and
Engagement, the post holder will take responsibility for own work and for reaching
targets set for him/her.
Person Specification
Essential Requirements

Degree level education or equivalent experience obtained in a relevant field e.g.
international development, youth/community work

Demonstrable interest in and knowledge of working with young people; especially
in supporting their learning and wider personal and social development

Proven track record in the design, delivery, and monitoring and evaluation of
international development projects or programmes

Demonstrable ability to provide emotional and social support to young people

Experience of directly managing and/or supervising other staff

Fluency in written and spoken English; excellent communicator able to convey
information clearly and concisely both orally and in writing

Excellent computer literacy skills, especially in MS Word, Excel and PowerPoint

Excellent organisational and time management skills to be able to deal flexibly
with a wide variety of tasks and prioritise effectively to meet tight deadlines

Good financial management skills to prepare budgets, analyse financial
information, negotiate budget variations etc.

Strong interpersonal skills with the ability to relate to people from a broad range
of backgrounds, culture and influence

Good team player with the ability to work independently on own initiative

Enthusiastic about working with young people and developing YCI’s ICS
programme

Sensitivity and sound judgement to deal effectively with delicate and important
situations; including issues arising from harm experienced by young people

Sympathy with the YMCA mission as an international Christian-based youth
movement
Desirable Requirements

Ability to work in Spanish and/or French is highly desirable

Experience of directly working with young people, especially those form
vulnerable groups, either in the UK or overseas

Knowledge of and experience in
safeguarding policies and procedures

Experience of working with local partner organisations in the global south

Experience of in-country project management in a developing country

Knowledge and/or experience of international development work in relation to
issues facing young people, in particular related to YCI’s core programme
themes: youth enterprise and employability; health and wellbeing; justice; and
resilience.
