TERMS & CONDITIONS
1.
Only those firms are allowed to participate in the tender who are General Sales Tax (GST) registered and
have National Tax Number (NTN).
2.
Bidder(s) must have sound financial position, sufficient experience, well reputation and capability for timely
completion of Repair/overhauling work.
3.
The interested bidders must visit NH&MP site (Office of Sector Commander, KLP Road, opposite Itehad
Sugar Mills) Rahim Yar Khan, to examine the vehicles on 02-10-15 to 09-10-15 during office hrs.
4.
The bidders shall bring all requisite tools for examination.
5.
Tender documents will be available in the office of the undersigned situated at “Office Of The Sector
Commander, N-5 Central-III NH&MP Complex, Karamabad Opposite Ettihad Sugar Mills Rahim Yar Khan”
at the cost of Rs. 200/- (non refundable) during office hours (09:00 am to 04: 00 pm).
6.
Tender should be submitted along with Call Deposit Receipt, Pay Order or Bank Draft @ 3% of the total value
of tender(Compete bid/offer, including GST) in favor of “Sector Commander NH&MP N-5 C-III, Rahim Yar
Khan” (cheque is not acceptable)
7.
Bid(s) found without 3% of the compete bid/offer (Cost with GST) as earnest money in the shape of Pay
Order, Call Deposit Receipt, Bank Draft will not be considered and rejected.
8.
No Bidder will be allowed to submit his second or third offer with the same bid.
9.
Bid submission and tender opening date is 20-10-15
10.
Only those Bid(s) will be considered which will be submitted on the NH&MP tender documents.
Bid Opening Procedure.







11.
Single stage-two envelope procedure will be adopted to evaluate the offer(s).
The Bid shall comprise a single package containing two separate envelope each should contain separately
the
“Technical Proposal” and “Financial Proposal”.
Two separate envelopes shall be marked as “Technical Proposal” and “Financial Proposal” in bold and
legible letters.
Initially “Technical Proposal” will be opened to evaluate the offer with the specification and required criteria
mentioned in the tender document.
Offer(s) which will not be found according to the standard/specifications and evaluation criteria shall not be
accepted and financial proposal of such firms will be returned unopened on the spot.
“Financial Proposal” will be opened only of those firms whose offer(s) would be found as per specification
and laid down criteria.
The offered price of repairing and overhauling of 05 vehicles should be inclusive of all relevant taxes.
Relevant Taxes will be deducted at the time of payment.
12.
The successful bidder shall furnish performance security equivalent to 10 % of the total value of the contract.
It shall be deposited at the time of signing the agreement, which shall remain with the department till
successful completion of warranty.
15.
The firm will be responsible for taking vehicles from NH&MP site to their respective workshop no charges will
be paid for that.
18.
A separate agreement shall be executed with successful bidder.
19.
The work should be completed within 45 days from the date of signing of the agreement.
20.
Liquidated Damages: If the firm fails to complete its repair/overhauling job and handing over of vehicle to
NH&MP within stipulated time period, the supplier shall deposit, without prejudice to other remedies under
the contract, liquidated damages i.e. a sum equivalent to 0.5% per week and maximum upto 20% of the total
value of the contact.
21.
Penalty of Failure of Supply: If the firm fails to repair/overhaul as per specification and required standard,
10% security will be forfeited of the total value of the contract deposited by firm. Action of blacklisting of the
firm will also be initiated.
22.
In case if any of the terms and condition of the agreement is violated, the responsibility for any loss or damage
will lie on the firm.
23.
The bids should reach this office by 1100 hours on 20-10-2015. The tender will be opened at 1300 hrs on
the same day in the presence of owners of the firms.
24.
In case opening date is declared as a Public Holiday by Government, the next working day shall be deemed
to be the date for submission and opening of tender at the same time and venue.
25.
Firm will be bound to use Geneon spare parts in all vehicles. Parts can be verified from original manufacturer,
if found non Geneon legal action will be taken against the firm.
26.
Representatives of this department can visit the work place at any time to inspect the repair work and parts.
27.
Replaced spare parts will be handed over to this department.
28.
Warranty/guarantee of new spare parts/complete repair work will be 24 months or 50000 kms; which comes
earlier.

warranty period for two years or 50,000 K.m. which one comes earlier from the date of completion of
repair work.

NH&MP reserves all the rights to reject any bid or all the tender, without assigning any reason or to accept
full or part of the tender at its discretion.

The work shall be completed within 45 days period from the date of signing of the agreement.

LIQUIDATED DAMAGES: If the supplier fails to deliver the required repair/overhauling of vehicles of
specified standard within the specified time period, the supplier shall deposit, without prejudice to other
remedies under the contract, liquidated damages i.e. a sum equivalent to 0.5% per week and maximum
upto 20% on the total value of contract.

vehicles as per specification and required standard, 10% security will be forfeited of the total value of the
contract and the damages will be deducted from security deposited by firm. Action of blacklisting of the
firm will also be initiated.

All vehicles shall be inspected by inspection committee at Line HQs N-5 C-I, Lahore (Judicial Colony H #
30 & 31, Block B).

In case of the terms and conditions of the agreement is violated, the responsibility for any loss or damage
will be on the supplier firm.
