Eligibility for participating firms
The bidder must comply with the terms & conditions given in the tender document. While applying for the
tender participating firms must read the terms & conditions carefully and sign each paper else bid will be
rejected. The university will not be responsible for any postal delay. The college reserves all the right to reject
or accept any or all tender in part or full without assigning any reason thereof. The equipments will be
installed and demonstrated at the Digital Language Lab Koshi College, Khagaria as per date given by the
college. The Financial bid quotation must be inclusive of all charges e.g. packing, forwarding, freight, transit
insurance, taxes etc. The Bid are to be filled in two parts . The Financial Bid Envelop 2 will be opened after
the Technical Bid Envelop1 qualifies the requirements.
Participating firm or publisher or the supplier must be an ISO 9001:2008 certified company . The
supplier/principals must be in the business of supplying items of Digital Language labs for a minimum
period of 5 years and documentary proof of the same has to be submitted to substantiate the claim by
means of order copies received from customers, clearly stating supply of Language Lab failing which the
tender will be rejected.It must have a track record of establishing English Language Labs & should have
experience of working with at least 20 universities and also overseas preferably. It should have in-house
facility for designing, developing and customizing the software & Content and designing, furnishing, fixtures
in establishing the Digital English language lab. The supplier/principals should have done a minimum
business of atleast 75 Lakhs per year for the last 5 years exclusively for the supply of language labs and
content. The above should be certified by the auditor along with a detailed report for these 5 years by giving
name of the customers/Order value of each order year wise, clearly stating Language Lab / English content.

TERMS AND CONDITIONS ATTACHED TO TENDERS/ QUOTATIONS FOR THE
INSTALLATION,TESTING,TRAINING AND COMMISSIONING Digital OF LANGUAGE LAB
Following terms and conditions must be read carefully while filling the tenders:
1. The tenders must be enclosed in a properly sealed envelope according to the directions given in the tender
notice.
2. The rate unit must not under any circumstance be altered and the rates must be entered in words as well as
in figures.
3. Participating firm filling tender should be ISO certified or publisher or the supplier must be an ISO
9001:2008 certified company . The supplier/principals must be in the business of supplying items of Digital
Language labs for a minimum period of 5 years and documentary proof of the same has to be submitted to
substantiate the claim by means of order copies received from customers, clearly stating supply of Language Lab
failing which the tender will be rejected.
4.Evaluation Criteria: - Evaluation will be based on the Technical Proposal. Financial Bid will be opened
for only those bidders who are technically qualified
5. The contractor shall not assign or sublet his contact or any substantial part thereof to any other agency.
6. All the items supplied shall be of the best quality, to the specifications, trade mark laid down for them and in strict
accordance with the approved standard samples and in case of any materials, of which there are no standard or
approved supplies, the supplies shall be of the very best quality and description obtainable in India. The decision of
the accepting authority shall be final as to the quality of the items and shall be binding upon the tenderers and in
case any of the articles supplied not being approved and thus shall be liable to be rejected or replaced and any
expense or loss caused to suppliers as a result of rejection or replacement of supplies, shall be entirely at the
account of the tenderer.
7. In case the goods / items other than of the approved quality, make or size are supplied they shall be rejected
and will have to be replaced within a reasonable time by the supplier, without extra cost.
8. The rates quoted should be inclusive of all taxes.
9. The items supplied shall carry the Logo / Manual / Catalogue of the concerned manufacturing company.
10. The supplier/principals should have done a minimum business of atleast 75 Lakhs per year for the last 5
years exclusively for the supply of language labs and content. The above should be certified by the auditor
along with a detailed report for these 5 years by giving name of the customers/Order value of each order
year wise, clearly stating Language Lab / English content.
11. The English content offered by any vendor/ agency should be in use by any central/ state government
English language teaching institute like CIEFL/ RIE which specialises in teaching of English to government
school teachers and the vendor must attach a certificate from any of these two agencies certifying the
quality, pedagogy of the content offered by them, failing which the tender will be rejected.
12. The software programme should be a multiple structured programme beginning with a base level
programme covering six aspects of English language training namely grammar, reading, writing, listening ,
speaking and pronunciation. All of these should be accessible through a single screen with a built in note
pad, feature and progress chart on the main screen.

13. The successful tenderers will have to execute an agreement in the prescribed form. The bid quotation
must be inclusive of all charges e.g. packing, forwarding, freight, transit insurance, taxes etc. The expenses of
completing and stamping the agreement shall be paid by the supplier.
14. The rates quoted shall remain in force for the period of one year.
15. The contract of supply can be repudiated at any time if the supplies are not made to the satisfaction of the
College Administration.
16. The tenderer should sign the tender form along with Company’s seal at each page at the end in token of the
acceptance of all the terms and conditions of the tender and the agreement.
17. The supplies and installation of both the projects i.e. Language Lab. and Smart Class/Interactive Whiteboard
must be completed within a period of 100 days from the date of issuance of supply order.
18. The undersigned reserves the right to accept any tender not necessarily the lowest tender and reject any
tender without assigning any reasons thereof.
19. All legal proceedings if necessity arises to institute any, or by any of the parties shall have to be logged in
the High court situated in the state of Bihar and not elsewhere.
20. No conditional tender shall be accepted.
21. No other conditions except those mentioned above will be entertained in the tender.

All these six learning areas should have minimum 15 units of learning each with pronunciation section having at least
25 units to practice and pronounce.
The grammar unit should cover learning areas of Adjectives, Conjunctions , prepositions, plurals, A , An The, Questions
and Negatives1 and 2, The simple past, The present Continuous, The simple present, Pronouns, Countable and
uncountable nouns, Adverbs , Comparative and Superlative. Intermediate should cover the passive, will and going
to, equality, relative clauses, question tags, conditional. Upper intermediate should cover past continuous,
present perfects, Models: must, might, can’t, Adjectives and adverbs. Advance level should cover past
perfect, phrasal verbs, nouns, the passive and article
The program must also give the students to do the marking with the exercises and then study the feedback and
explanations this is a concomitant feature failing which the program will be rejected.
The pronunciation unit should have minimum 25 units.
PRONUNCIATION SOFTWARE
Pronunciation 1 (Sounds) should helps learners recognise and pronounce 44 English phonemes; vowels,
consonants and diphthongs. The program should include over 1,000 audio clips and 50 videos which provide
both comprehensive input for the sounds, and models for learners to copy. The Recorder should enable
users to record their voice and assess their pronunciation against a native speaker.
Each of the 25 units in the program contrasts should have two sounds, for example head/had, there/dare,
hair/hear. The first screen presents each sound independently — both in isolation and in the context of
individual words — through video and audio. Examples are provided of each position in which the phoneme
is commonly found: initial, middle and final.
The second activity presents should have examples of the sound in sentences for learners to listen to and
repeat. They then move on to a discrimination exercise where they listen to the target phonemes and
identify them to complete a task. Again, learners can use the Recorder for further practice in producing the
sound.
Learners then meet the target sounds in a real-world context. They might listen to someone describing a
photograph, a child singing a nursery rhyme or the repeated vowel sounds in movie titles (for example the
diphthong in Trading Places and Snakes on a Plane).
The final activity is a randomised IPA test where learners refine and test their knowledge of phonemic
symbols. This enables them to use phonemic transcriptions in dictionaries with confidence.
Learners find it extremely useful to practise pronunciation as a self-study activity. They can repeat activities
as many times as they like, and can make mistakes without embarrassment.
Pronunciation 2 (Speech), students should learn to put the sounds of English together in natural speech. This
program should helps them recognise and accurately produce word stress, sentence stress, consonant
clusters, connected speech and intonation. By the end of the program, learners have a comprehensive
understanding of the key features of English pronunciation.

Teacher can clearly explains and illustrates each topic in a series of videos. Learners then listen to audio
clips, identify the target pronunciation feature and practise repeating it. The integrated Recorder enables
users to record their voice and assess their pronunciation against a native speaker. If they want to, they can
save their recordings as MP3 files, and monitor their progress over time.
.The vendor should supply alongwith the above software should also supply the Furniture, 1 DELL Teacher system and
Multimedia Stations for 24 students with Interactive Visual Display System in their offer including all installation,
Testing, Training and Commissioning.
The program as mentioned above should have all the above features and qualification criteria for the vendor/
agency to qualify for this project and this is mandatory. Failure to qualify for any one of the above features as
requested will be cause for rejection.

on the methodology of teaching for 2 days during
Installation of the language lab at Koshi College

The grammar unit should cover learning areas of Adjectives, Conjunctions , prepositions, plurals, A , An The, Questions
and Negatives1 and 2, The simple past, The present Continuous, The simple present, Pronouns, Countable and
uncountable nouns, Adverbs , Comparative and Superlative. Intermediate should cover the passive, will and going
to, equality, relative clauses, question tags, conditional. Upper intermediate should cover past continuous,
present perfects, Models: must, might, can’t, Adjectives and adverbs. Advance level should cover past
perfect, phrasal verbs, nouns, the passive and article
The program must also give the students to do the marking with the exercises and then study the feedback and
explanations this is a concomitant feature failing which the program will be rejected.

PRONUNCIATION SOFTWARE
Pronunciation 1 (Sounds) should helps learners recognise and pronounce 44 English phonemes; vowels,
consonants and diphthongs. The program should include over 1,000 audio clips and 50 videos which provide
both comprehensive input for the sounds, and models for learners to copy. The Recorder should enable
users to record their voice and assess their pronunciation against a native speaker.
Each of the 25 units in the program contrasts should have two sounds, for example head/had, there/dare,
hair/hear. The first screen presents each sound independently — both in isolation and in the context of
individual words — through video and audio. Examples are provided of each position in which the phoneme
is commonly found: initial, middle and final.
The second activity presents should have examples of the sound in sentences for learners to listen to and
repeat. They then move on to a discrimination exercise where they listen to the target phonemes and

identify them to complete a task. Again, learners can use the Recorder for further practice in producing the
sound.
Learners then meet the target sounds in a real-world context. They might listen to someone describing a
photograph, a child singing a nursery rhyme or the repeated vowel sounds in movie titles (for example the
diphthong in Trading Places and Snakes on a Plane).
The final activity is a randomised IPA test where learners refine and test their knowledge of phonemic
symbols. This enables them to use phonemic transcriptions in dictionaries with confidence.
Learners find it extremely useful to practise pronunciation as a self-study activity. They can repeat activities
as many times as they like, and can make mistakes without embarrassment.
Pronunciation 2 (Speech), students should learn to put the sounds of English together in natural speech. This
program should helps them recognise and accurately produce word stress, sentence stress, consonant
clusters, connected speech and intonation. By the end of the program, learners have a comprehensive
understanding of the key features of English pronunciation.
Teacher can clearly explains and illustrates each topic in a series of videos. Learners then listen to audio
clips, identify the target pronunciation feature and practise repeating it. The integrated Recorder enables
users to record their voice and assess their pronunciation against a native speaker. If they want to, they can
save their recordings as MP3 files, and monitor their progress over time.
