Wednesday Morning, August 3, 2011
The Seventy-sixth Wisconsin District Assembly convened at 8:34 A.M. in Green Lake, Wisconsin,
Dr. Jesse Middendorf, General Superintendent, presiding.
Rev. Floyd Laabs opened in prayer.
The Olivetians led the assembly in song.
Rev. Keefer introduced Dr. Jesse and Susan Middendorf to the assembly.
Dr. Middendorf brought the devotional for the morning.
Wayne and Brenda Meyers presented the morning history moment celebrating the 75th
Anniversary of the Wisconsin District.
Shawn Del Hansen presented Dr. and Susan Middendorf with a gift.
An audio clip featuring Dr. Charles A. Gibson from a Wisconsin District assembly was played.
The district secretary organized the assembly as follows: journal secretary—Dan Hirst; election
secretary—Floyd Laabs; Assembly pages—Bill Boeselager, Mark Quinn, and Kathleen Schwanke; Board
of Tellers—JoEllen George, Chairperson, Marvin Schoenwetter, Ray Giere, Mary Eastman, Kim Moore,

The voting bar was set as the first twelve rows of the assembly hall and the district office.

Kathleen Schwanke (Mercer), Jeremy and Rebekah McLaughlin (Green Bay Grace Harbor), Brent and
Amy Fox (Racine Community), Tom and Doris Dunbar (Eleva-Strum).
Partial Report number 1 was presented and adopted.
Rev, Keefer was introduced to the assembly and delivered his second as District Superintendent
of the Wisconsin District. Motion was made to receive the report and unanimously carried.
A love offering was received by the assembly to express their love and appreciation for Rev. Derl
and Karen Keefer.

Dr. Middendorf presented the Award of Excellence to Karen Mitten, NMI President and Rev. Derl
Keefer for payment to the World Evangelism Fund.
The Nominating Committee report was presented with highlights and adopted.
The Board of Tellers was called to distribute the ballots. Dr. Middendorf gave instructions for the
electronic voting process. Ballots were cast.

The Board of Ministerial Credentials partial report number 1 and 2 were presented with edits by
District Secretary Postell. Both reports adopted by unanimous approval.
The Board of Ministerial studies report was presented. Motion was received and seconded to
adopt the report.
The Evangelism and Church Growth report was presented and adopted.
The Pastoral Support report was presented and adopted. Dr. Middendorf asked that all that
church board secretaries be provided a copy of this report.
The Church Properties Board report was presented and adopted.
The Education Committee report was presented and adopted.
The District Advisory Board report was presented and adopted.
A video presentation from Church of the Nazarene Pensions and Benefits Fund was presented to
the assembly. Dr. Middendorf asked that the churches make it a priority to pay to the Pensions and
Benefits Fund.
The love offering taken for the Keefers amounted to $1,267.
Dr. Middendorf introduced Vice President Dr. Brian Allen and Dr. Tony Fightmaster.
The Olivetians sang.
Dr. Brian Allen and Dr. Tony Fightmaster presented the report from Olivet Nazarene University
and presented a gift to all pastors on the Wisconsin District.

and Comparative Balance Sheet for the Wisconsin District. A motion and second were received to adopt

Rev. Chuck Hayes presented the Finance Committee report to the Assembly. Rev. Hayes
amended the Finance Committee Report to empower the District Advisory Board to review the District
Superintendent salary as soon as it is feasible. A motion was received and seconded for the amendment
to the Finance Committee Report. The amendment to the report was adopted. A motion and second were
received to adopt the Finance Committee Report and was adopted.
The Auditing Report was presented and adopted.
The video from the Nazarene Foundation was presented to the assembly.
Dr. Middendorf announced that $670 was given through T-shirt sales for the Haiti Clean Water
Project.

V. Reports
A. DISTRICT OFFICERS
1. District Superintendent
Dr. Jesse Middendorf, distinguished guests from Olivet Nazarene University, delegates and
friends. This is my second report as the Wisconsin district superintendent. To further develop last year’s
theme “Catch the Vision,” this year’s theme is, “Communicate His Story.”
Last year we looked at churches and people who had caught a vision. These congregations and
individuals ministered to community needs, ethnic outreach, human needs and spiritual outreach. For us
to continue ministering to Wisconsin and the rest of the world, we must be ready to COMMUNICATE His
Story!
Communicating His Story means that we tell His story to people of various age groups who have
different mindsets and backgrounds.
Children
Nationwide surveys from the Barna Research Group of Ventura, California have determined the
probability of people accepting Christ as their Savior in relation to a person's age. The data show that if a
person does not accept Jesus Christ as Savior before the age of 14 the likelihood of ever doing so is slim.
Survey data based on a nationwide representative sampling of more than 4200 young people and
adults show that people from ages 5 through 13 have a 32% probability of accepting Christ as their
Savior. Young people from the ages of 14 through 18 have just a 4% likelihood of doing so while adults
(ages 19 through death) have only a 6% probability of making that choice.
The study points out that children and adolescents are most impacted evangelistically by family
members, peers, and their youth group (e.g. Sunday school, mid-week faith-based youth activities). In
fact the years prior to age 12 are when a majority of children make their decision whether or not they will
follow Christ.
I would like to introduce to you one of my friends, Jack Doering, from the Racine Community
Church of the Nazarene. Let’s listen to his story.
How do we communicate to this age group?

Kids are students and worshippers, too. Be sure that all children’s classes and activities are
not just “baby sitting” or “free child care.” Every age-group can have a lesson and/or theme. Even infants
need to know that church is more that nursery care…it is a place they can learn about and experience the
love of God!
ï‚·
Rather than a traditional VBS where the kids have to come to you, take VBS to them! Offer
VBS or a fun day at a park or an apartment complex near the church.
ï‚·
Plan a children’s festival with inflatable’s, free food, and face painting. Many times these
kinds of events don’t result in church attendance, but are a good way for churches to make their presence
known in the community. This kind of event needs to be heavily advertised and will grow yearly as word
spreads.
ï‚·
Children’s memorizing skills are at their peak…challenge them to memorize God’s
Word…Bible Quizzing
We must further develop methods of communication with the subdivisions within this age group
including: nursery, pre-school and elementary school children.
Youth
Consider the 2011 high school graduate. Here is their mindset:
ï‚·
They have never “rolled down” a car window.
ï‚·
Pete Rose has never played baseball.
ï‚·
“Off the hook” has never had anything to do with a telephone.
ï‚·
They were born the year Harvard Law Review Editor Barack Obama announced he might run
for office someday.
ï‚·
They never saw Johnny Carson live on television.
ï‚·
The World Wide Web has been an online tool since they were born.
The spiritual mindset developing today has much more to do with Eastern Religion, Atheism, and
an acceptance of all religions as equal. IF Christ is to become relevant in people’s lives we must tell His
story and introduce them to Christ. People want to hear the legitimate gospel and we are the ones who
God has called to communicate His Word. We must tell His story to the world around us.

I would like to introduce you to a young person who has been on this district all of her life and has
made an impact on everyone she meets, Alana Hagen. Alana is from the Wheeler New Life Church of the
Nazarene.
How do we communicate to them?
ï‚·
Get them involved in fun events.
ï‚·
Challenge them with Ministry events…Work and Witness projects…let them share or testify in
ï‚·
Offer age appropriate Bible Studies.
ï‚·
Use technology in services.
ï‚·
Blend contemporary music with the traditional program.

including: middle or junior high, senior high and college students.
Single Adult
Young adults are under-represented in church life. We need to develop ways to better connect
with this age group. Is it simply providing contemporary worship for them, or are there other barriers to
their involvement? What opportunities exist for connecting with young adults?

Night life. They are into excitement and enjoy life. Many are lonely and often want to
connect. Since only 14% of them attend church, other venues are important…parties, the bar scene,

Many are experiencing alternative religious practices…new age, eastern religion, etc.
ï‚·
Living together is an accepted lifestyle, and many do not see a need for the old fashioned
idea of marriage.

Single young adults are looking for relationships, security, and involvement.
Let me introduce you to Keren Escoto who represents this age group. Keren is from the Kenosha
Amigos en Cristo Church of the Nazarene.
How do we communicate to them?
ï‚·
Offer a contemporary service or make part of your regular service more contemporary.
ï‚·
Host a Bible Study at a local coffee shop.

Start a campus ministry at a college or university in your community.
ï‚·
Divorce/Grief recovery for singles having lost a spouse by death or divorce.
ï‚·
Invitations to recreational activities with groups.

Adult Couples
Today there are many and complex issues facing adult couples including raising children,
economic crisis, unemployment, housing foreclosures, church involvement and other issues they are
attempting to balance. It is not an easy process and the church can be a place where they will find help,
encouragement and spiritual life.

Win and Charles Arn wrote of senior adults, “Some older adults are wonderfully sweet and
flexible; others have become sour and brittle. Some have a great vision for tomorrow; others refuse to live
for today and retreat into the past. Some enjoy robust health and vitality; others suffer many physical
infirmities. Some are materially wealthy; others are pathetically poor. Some are spiritually enriched with a
vital faith; others are devoid of any hope for eternity. Older adults are as different and changing as the
reflection in a kaleidoscope.”

How do we minister to senior adults?

Challenge them to participate in a work and witness program.

Classes on pre-retirement issues.
We must develop methods of communication within the subdivisions within this age group
including: baby boomers, retired and very active, retired and homebound or in assisted living.
Each age group has shown us their unique interests, needs and experiences. Our challenge is to
make opportunities to connect with various age groups. I am excited to share that many churches are
accepting the challenge…catching the vision and communicating that vision to others by telling the story
of Jesus.
Racine Community Church of the Nazarene is one of those churches. Let’s listen to their story of
catching and communicating the vision.
Wheeler Church has also caught and is communicating the vision. Let’s listen to their story as
Pastor Steve Crites shares.
Danbury Church is also one that has caught the vision and is communicating it to their
community. Hear their story from Pastor Jason Peterson.
Menomonie has come alive and is sharing the vision of the story of Christ to their community.
Pastor Robin Bucklin will share their story.

Bend First, and Wheeler New Life. Now I would like to recognize other leaders, the district evangelists
and chaplains along with their mates who stand by the Lord and the district. Let us take a moment to
thank these wonderful visionary leaders.
People who have a vision also include those who have served the district in a variety of positions.
The district leadership team includes: Karen Keefer, Office manager, my supportive wife of forty-three
years. District Advisory Board members include: Steve Crites, Rich Doering, Shawn Del Hansen, Chuck
Hayes, Dan Hirst and Bruce Mitten.
The District SDMI has been led for 5 years by Brian Bowman. His vision was to make Sunday
School a priority along with all the ministries reaching out to children, youth and adults. He surrounded
himself with an excellent team of leaders in these areas. Brian accepted a call to a pastorate in Nebraska
last April and has moved there with his family. This leadership vacuum has been filled with another
person of vision…Jenni Monteblanco, from Racine Taylor Avenue.
The District NYI has been led by Kari Hayes from Wheeler New Life church. Kari has moved to
Illinois so is resigning her NYI position after serving for four years. Her years of visionary and caring
leadership have been a driving force to make the NYI a successful and meaningful ministry on the
Wisconsin District. Floyd Laabs has been elected to lead our District NYI.
The District NMI has been faithfully led by Karen Mitten from Madison Crosspoint church. Karen
started as NMI president in 1999 and carries a passion and burden for missions and missionaries around
the world. Each year she impacts the Wisconsin District by resourcing us with missionaries on the district,
encouraging work and witness teams and reminding us of our financial responsibility to the global ministry
of our church.
Our story includes both clergy and laity. It has been inspiring to listen to the stories of how people
are coming to Christ, being filled with the Holy Spirit in a sanctifying experience and lifestyle, as well as
walking on the journey.
Our story is communicated with the sacrificial and loving giving of our finances to advance the
Kingdom of God.

Our percentages look good because of the new budget formula. The bottom line is that for this
statistical year we are down over $200,000 in “Total Raised for All Purposes.” This has been another
difficult year financially for many of our churches. Several churches have lost people and employment
resulting in less giving. As we recover in attendance, we will show an increase in our finances. We must
continue to tell the story of how God blesses when we give out of love so that the world around us and
the world globally can know the Jesus.
Our stories must reach our communities for Christ. Numbers are barometers of how we are doing
in reaching out to others.

For the past several decades we have been on a downward spiral with few exceptions. We must
stop the downward trend and begin to reach out with our story of salvation and sanctification to bring men
and women into a relationship with Him. This will translate in statistical improvements as we begin to tell
others of Christ and they will want to go to a church that shares with them of God’s love.
As a district we cannot be satisfied to just celebrate the past 75 years of the Wisconsin district,
but we must catch the vision and communicate His story:
ï‚·
Starting New Churches. I believe one of the ways that we will communicate His story is by
starting new congregations. The planning stage has been implemented as Rich Doering chaired an ad
hoc committee which has developed some ideas. Rich and I met with Dr. Brian Wilson, District
Superintendent of the Chicago Central District, who challenged us to think about growing our own
churches using people from our district. Recently I discovered that funds are available from the General
Church to help start new churches. Local churches can become mother churches by parenting new

congregations. If you have plans to start a new church plant, please contact Rev. Doering with your plans.
I am determined that we begin at least one new congregation this year.

Investment in Churches. There have been some of our churches in need this year and the
reality is they might have been closed. Instead your District Advisory Board chose to invest in them to
help them become viable congregations.
ï‚·
I want to challenge our work and witness program to continue to send teams outside the
Wisconsin borders as we did last year. We sent a team to Jerusalem and Jordan and other places within
the United States. I want to encourage work and witness teams to continue to think inside the borders of
our own district as well. The model this year was our Danbury project. The Wheeler Church of the
Nazarene and Steve Crites led the way in making Danbury a focus of outreach and ministry. They were
joined by several other churches, Antigo, LaCrosse, St. Croix and others, as individuals helped our
Danbury Church to be a lighthouse to those in the area. Please submit a proposal to me if you are
considering starting a project. As we help one another we also will be helped in what we do!

As your district superintendent, I want to continue to be a resource and encourager to pastors
and congregations. This past year I worshipped with every congregation. The first calendar year I was on
the district I preached in every church. This calendar year I am officiating the Lord’s Supper during the
worship experience and am ministered to each Sunday by the preaching of our pastors. I have made
pastoral arrangements, conducted pastoral reviews, and installed pastors in the local churches.
Beginning next calendar year, I will return to preaching in each local church during my annual visit.

I encourage you to use the website that Randie Blom, our webmaster, has developed. It is an
excellent tool in this technological age. If you have questions, Randie is available to talk with you on how
you can link to and use the site for your local church’s benefit.

Become a “Friend of the Wisconsin District” on Facebook by choosing Wisconsin District
Church of the Nazarene and submitting “like” so that you can be notified of current events on the district.
We currently have 124 friends on Facebook.
ï‚·
Continuing Education is a vital factor in advancing knowledge of pastors and families.
1. Last year one thousand dollars was put into the budget so that pastors could
continue to pursue CEU credits upon request to Rev. Chuck Hayes, the district finance

chairman. CEU credits are required by our general church and these funds can help the
pastor to continue her/his educational growth.
2. A year ago an anonymous donor gave $5,000 to assist the Wisconsin District
pastors’ children’s education at Olivet Nazarene University. We have worked with Olivet to
award pastors’ children $250 per semester scholarship. Three students were awarded
scholarships last year. There are several who are eligible to receive scholarships this year.
This fund will be awarded until the $5,000 is depleted. If you would like to donate toward that
scholarship, please see me.

Equipping Established Congregations. We have had two Saturday workshops, the first with
Dr. Don Walters from Pension and Benefits division at Global Ministry Center. His workshop, entitled
“Helping Prepare for the Inevitable…Taxes, Retirement and Death” pointed to the importance of clergy
and laity working with tax and retirement issues and the death of a spouse. I have heard numerous
pastors express how much this seminar helped them as well as their church. The second workshop,
presented by Dr.
Marty and Ruth Butler was a workshop on, “How to Deal with Cantankerous
Nazarenes” and helped us understand and deal with conflict within families, churches and community.
Several times during the year pastors have met on Tuesday Mornings for prayer, training, fellowship and
to study a topic to help pastors in their ministry. I have been in contact with Olivet who will be sending
faculty to present topics of interest in upcoming Tuesday Morning Advance sessions. We want to
continue resourcing and equipping the established congregations with educational programs through
seminars, workshops, and pastors’ programs that will give tools and resources for the local church and
leadership to minister and grow.
We are planning a TEAM Day for Saturday, February 12, 2012 with Dr. Lyle Pointer, Pastor,
Professor, and Author in the area of Evangelism as our guest speaker and one of the workshop
presenters. Each department…SDMI, NYI, NMI and the District will offer workshops to train personnel.
All clergy and laypeople are invited to participate in this vital equipping day.
Finally, I want to challenge pastors and church boards to strategize how to grow your church, pay
your budgets and be good stewards of your assets and the Lord’s mission.

women, and churches making a difference in their communities. My goal for the Wisconsin District Church
of the Nazarene is that the story of Jesus be told…write on the hearts of people that Christ loves them.

Rev. Keefer, SDMI Delegates, Friends, and Family, it is a privilege and an honor to present my
first report to you as Wisconsin SDMI Chairperson.
As I stand here at the 75th District Assembly of the Wisconsin District Church of the Nazarene, I
am in awe of all that God has done to bring me here, to bring each one of us here. As I look back on my
life thus far, I can recount countless stories of events, just like this one, and people, just like you, in my
life—each one adding a piece to the story. We all have our own stories and together our stories make up

the beautiful history that is the Wisconsin District Church of the Nazarene. It is, by no doubt, that we are
each here today because of someone who took the time to mold and shape each of us. Because of
someone who took the time to disciple us. Our history is rich and filled with disciples and disciple-makers.
What a privilege it is to be a part of the history!
I would like to thank each member of the SDMI Council for all of their hard work this year. This
year has been a transition year for our whole team as Rev. Brian Bowman resigned his role as SDMI
Chairperson and took a new pastorate in Nebraska. As I was appointed the new SDMI Chairperson and
have begun to learn just what this role entails, the team has stood behind me and supported me. I am
extremely appreciative of Sheila Butts, the SDMI Secretary and Treasurer who has answered many a
question for me. Shawn Del Hansen, the Children’s Ministries Director, has taken on many roles for the
75th District Assembly, and has continued to provide exceptional leadership in Children’s Ministries. Rev.
Jonathan Tipton has stepped up and taken on the role of Adult Ministries Director, as was previously also
filled by Rev. Brian Bowman. Jonathan has had many obstacles already thrown his way and I have been
impressed with his ability to handle them all with professionalism and vision. If I had the time and space to
do so, I could go on and on about each member of the SDMI Council. You will hear more about the
leadership and events as Shawn Del and Jonathan give their respective committee reports. Thank you to
each member of the Wisconsin SDMI Council. Unfortunately our Council is not complete and we have
seen many vacancies open up this year, particularly in Children’s Ministries and Adult Ministries. It takes
many heads and many hands to run events, provide training, and cast vision for this important ministry.
Please join the current SDMI Council and me in prayer as we seek to fill these vacancies with the right
leaders. If, after today, you feel God’s leading to take on a District leadership role, please talk to Shawn
Del, Jonathan, or me.
Instead of sharing about the many events that went on this past year, I would like to share with
you a couple of things that have happened across the Wisconsin District that you may not have heard
about.
This year, Wisconsin SDMI made its debut on Facebook. You may question why that is worth
reporting, but it is a very significant step as we embrace the digital age. Through social networking
avenues such as Facebook, SDMI can begin to reach out to those who see Sunday School as something

for their grandparents. Discipleship is alive and growing via modern media. I recently heard of one youth
leader who texts a Bible verse to his youth every morning. What an awesome means of discipleship! If
you have not visited the Wisconsin SDMI Facebook page, be sure to do so. If Facebook is not your thing,
please be sure to inform others in your local church of our page so that they can begin to “make the
connection.” In addition to Facebook and traditional mailings, other means of media technologies such as
websites, e-mail, conference calls, webinars, and more, will be considered and utilized as we focus on
providing the information and training that you and your church members need.
On July 9, Milwaukee First hosted a parenting workshop entitled If Jesus Were a Parent. This
workshop was presented by Hal Perkins and was open to the entire Wisconsin District. Approximately
twenty people attended this workshop. It was a wonderful opportunity and great feedback was heard. This
workshop taught and demonstrated the discipling strategies of Jesus, and gave hands-on practical
processes for coaching newborns through young adults in becoming fully devoted followers of Jesus.
While the numbers were low, I consider this an excellent spring board for more of these kinds of
opportunities. This workshop was the first of many training workshops to be held across the district in the
years to come.
I do not know what the future holds for me as your SDMI Chairperson. I can tell you that, if
reelected tomorrow, I will focus the next two years on the structure and organization of Wisconsin SDMI.
Extreme focus will be put on our vision and mission, as well as on training and education. It is no doubt
that Wisconsin SDMI has several great events throughout the year. I anticipate seeing this events not
only continue, but to increase in their awareness, attendance, and purpose. In addition to the existing
events, I envision additional means of training and equipping the local church to be able to make disciples
through Sunday School and Discipleship Ministries. It is my personal goal that you will be made aware of
these opportunities as early as possible and in as many ways as possible. As expressed in the two
stories I shared, SDMI will begin focusing on increased communication and training.
The word “disciple” and its many conjugations—discipling, discipleship, discipled--is a word that is
often caught by the computer spell-check, especially when not used in its common noun form.
Dictionary.com defines the verb, “to disciple,” as 1)an archaic word meaning “to convert into a disciple”
and 2)an obsolete word meaning “to teach; train.” Archaic and obsolete? Why is that? Is discipleship

really such an ancient idea? It is no doubt you know the mission of the Church of the Nazarene, To Make
Christlike Disciples in the Nations. This mission is not only for the General Superintendents and the
General Board who make up the vision and mission of the Church of the Nazarene. It reaches right down
to us, to our nation, to the Wisconsin District. This mission is for you and me as delegates and
representatives of the Wisconsin SDMI. Matthew 28:19-20 reads, “Therefore go and make disciples of all
nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching
them to obey everything I have commanded you.” We are called not only to go ourselves to Sunday
School and small groups, but to make disciples. We are called not only to baptize them, but to teach them
everything. Everything. You are here today because someone taught you everything. Someone discipled
you. We, as members the 2011 Wisconsin SDMI Convention, whether you are a delegate, a pastor, or a
lay member, have the responsibility to carry this mission and lead the way in making disciples. Who is
going to make disciples if it is not us?
It is my privilege to present SDMI Achievement Awards to the following churches who have made
disciple-making a priority this past year.
Honor (1%-9% increase): To receive the Honor Achievement Award, there must be a Discipleship
Ministries percentage gain of at least 1% but lower than 10% over the figures reported to the last district

NMI Convention. It seems that a good theme is worth repeating. So today we are again recognizing the
75th anniversary of the Church of the Nazarene in Wisconsin. You’ll notice some glitz around you as we
honor our diamond jubilee year. As I have been preparing this report, it seems like over and over the
thought has come to me, “Tell them about God’s faithfulness.” What have we seen accomplished this
past year…the past decade...even the past 50 years because of the hand of God continuing to
provide…continuing to call up to service…continuing to go before us…continuing to equip us for his work.
I know that I would not be here today without that Russell Frager has written a song that many of us love
to sing, All Over the World People just Like Us are Following Jesus. Thank you for your partnership in
making that possible through Nazarene Missions International.
This anniversary celebration recognizes your journey with the Lord to share the greatest story
ever told and to make Christlike disciples in your Jerusalem, Judea, and now in the year ahead to focus
on your Samaria…cross-culturally, our state, our nation.
I want to mix things up a bit this morning and just say up front that I do not stand here alone.
You have elected a fantastic and committed NMI Council who is faithful and always read to put their
passion for missions into action.

This completes my thirteenth year as your District NMI President. Much has changed during

our young people answering God’s call on their lives. I remember the Saturday night service at NYC in
Estes Park Colorado where God clearly spoke his mission into my life. Our teens have recently returned
from Louisville, and many may have heard God’s voice speaking to them in the services or even the quiet
listening times. Today they are joining with us for worship and to hear Rev. Brown, and then they will be
putting their heart for service into action as they tackle some work projects here at Green Lake and the
surrounding community. Thanks Kari, for your enthusiastic partnership with NMI.
Any anniversary celebration would not be complete without looking to our past. When we talk
about God’s faithfulness I think of the leadership that has paved the way for where we are today: Each of

And how many of you could stand and say that you’ve packed your suitcase to be part of a
Work and Witness Team.
Yes, God has been faithful to water the seeds of prayer and support that we have sown over the
years.
The internet has literally brought missions into each of our homes. Daniel Ketchum and his team
at the Global Ministry Center have prayerfully and sacrificially tackled tremendous issues this year relative
to our challenging economy and the new “Funding the Mission” support structure. Two or three times a
year I participate in a conference call with other District Presidents from our region where we have an

opportunity to communicate our concerns and share feedback from our districts about topics such as how
to improve products like Living Mission and how to encourage our churches as we accomplish our priority
of keeping missionaries on the field and fulfilling our mission of making Christlike disciples in the nations.
Thanks to many of you who keep in touch via email about the projects you are working on throughout the
year. We will be hearing about some of those today.
Recently a general survey was forward to mission leaders around the world…including our local
presidents with the focus of identifying our needs and forming strategies for the future. We have been
blessed for many years with an infrastructure that has provided us with cutting edge materials and
training to help us work and pray effectively for missions. Today I am looking at the body of workers that
are in communities across Wisconsin planning and praying and giving month after month. Thank you,
NMI Presidents and council members for giving organization and prayerful leadership to your local NMI
programs.
Education
“The Church of the Nazarene has focused on meeting all the needs of the person. It would not be
possible to offer preaching when the person was hungry or not learned—so the church built schools when
there were no schools and colleges when there were no colleges.” (Dr. Beauty Makhubela – NCM
Swaziland Coordinator.
Not only do we want to provide knowledge, but we want to be informed about what is happening
worldwide. Mission education mobilizes us to pray for others and to put our prayers into action. Mission
books/CD’s are rich with history and give us a well-rounded view of life on the field. In addition, many of
our missionaries communicate via Facebook and blogs.
I am convinced that we are not making the best use of the educational materials that are
available to us. Between the quarterly World Mission Magazine, Engage Magazine Online, the Nazarene
Media Library and NCN we should be offering a mission moment to our congregations nearly every week.
Sometimes seeing what others have done gives us a new idea and inspires us to go way beyond what we
thought we could do. Multimedia mission resources are revitalizing the traditional concept of mission
education.

Living Mission is our new educational curriculum. With input from many, changes have been
made, a blending of the old and new has been achieved, and I think that you’re going to like the product
that you will be ordering today. The whole year comes in one packet this time! Living Mission provides the
framework for getting out there and doing something about what you’re learning. New topics include:

Giving
If I were to ask anyone in this audience why they support missions and give to the World
Evangelism Fund I might hear any of the following replies:

We love others with the love of Christ in us.
We want everyone to know the peace of God
through sins forgiven and the hope of eternal life.

Because the Great Commission mandates that we spread the gospel around the world Go
ye into all the world and preach the gospel…(Matt 28:19). This is God’s mission that has been entrusted
to us to carry out.

Because we want to keep our missionaries in the fields.

Because we know that the Lord is able to combine and multiply what many give.
Some of you give in a planned way; some support the work through the Thanksgiving and Easter
offerings. This year we were challenged at Thanksgiving to give above and beyond what we’ve ever given
before. This was a call for sacrifice: every adult giving an extra $10 and every child giving 40 coins.
Bathed in prayer, the WEF Plus offering netted $1.4 million toward our goal of $6 million. Total giving for
Wisconsin this year was $132,111.
Thank you for giving sacrificially. World Mission and NMI have been diligent in drastically
reducing overhead spending so that our missionaries may remain in the field. Some missionaries have
voluntarily retired, and staffing at headquarters has been reduced. The new Funding the Mission structure
has been in place now for one year. Does anyone understand it all? Probably not! In U.S.A./Canada
districts, contributions to the WEF are down by an average of 7-17 percent for fiscal year 2011. But we
want to especially thank twenty churches who have fulfilled their WEF commitments for this year at the
new 5.5 percent level. God has been faithful to help us to adapt and be open to this new financial plan

We are indebted every year to those churches who recognize that overpaying WEF translates
into support for exploring and funding work in new areas. Wisconsin today honors eighteen churches who
have contributed $27,281 in overpayment this year. This year Mattoon nearly doubled their WEF giving
from last year and leads all of our churches with 20.5 percent giving.
Discipleship
To be a disciple means to be a follower, a believer in the thought and teaching of a leader (world
book dictionary). We are intentional about teaching our kids about being missional…not just being a
missionary, but caring about others and being involved in projects that God can work through to reach
people’s needs. Sometimes the humanitarian need must be met before the spiritual need can be
addressed.
We love giving our youth and teens the chance to hear a missionary’s story or be involved in a
fundraiser for a project in a remote corner of Africa. This year’s Kids Mission Madison Rally had a sweet
theme…M&M’s. Our speaker, Miss Hansen, was fired up and ready to inspire with stories of her “Sweet
Surrender” coffeehouse mission in Poland.
Many thanks to all of our churches who made this event a priority by bringing your children to the
rally. The day was filled with crafts, Scripture, songs, games, food and prizes. Many of our adults (or are
they kids at heart) pitched in to help the day go smoothly. We’re never disappointed in this program
because Shawn Del Hansen spends 11 ½ months of the year planning and shopping for ways to make
the event fun and creative. She loads up all of the fun and John and drives to Madison for the setup.
Today’s announcement of next year’s theme promises to be “stellar.” If you can’t attend, guess
what…you can pray. Pray for the planning, but more importantly, pray that our kids will hear God’s voice
speaking to them about the sweet surrender of doing what he wants them to do…maybe even being a
missionary!
Getting kids involved is the whole point of our Children/Youth project each year. Working with the
compassionate ministry theme, Diane Gregory as been so good at choosing some meaningful Gift of
Giving projects for our youth to participate in. Various churches have supported about six different
projects. Tomah’s candy bar sale netted over $335 for Aids Caregivers. Yeah to Melissa Hancock, our
brand new NMI President there.

Prayer
The other day I received an email about the death of the father of one of my favorite missionaries.
Many years of prayer had paved the way for his confession of Christ just months before his death. I was
encouraged by his story and happened to share a request with them about someone who I love that
needs the Lord. In just a short while an email was returned to me including their prayer and
encouragement for my need. So this prayer thing goes both ways. Your district NMI calendar includes a
day set aside each month for prayer and fasting. When we combine these two, we are drawn near to the
heart of God. It was encouraging this summer to see our NYC youth learning about this discipline by
participating in a fast prior to that life-changing event.
The Prayer Mobilization Line is now organized to incorporate general requests/praises each
week along with systematic prayer for all of missionaries and the requests from the various world regions.
If we are not praying, we are expecting things to run on human power. One of our churches sponsored a
prayer walk for their community…twice! Events such as Prayer for the Persecuted Church in November,
the National Day of Prayer, and the World Week of Prayer bring the needs of our world into clearer focus.
Your faithful attention to these four areas: Prayer, Discipleship, Education, and Giving has been
from the heart and is appreciated. Wisconsin today recognizes twenty-one Mission Priority One churches.
However, Wisconsin has not qualified this year as a World Mission District because of the shortfall in the
education requirement. We were one church short of the necessary goal. This is an area that we have
never fallen short in and came as a shock this last week. Many of our churches have mission resources
to share. If you will just let me know, we can make sure we do not repeat this shortfall.
And now for some highlights from the past year:
Alabaster
Thirty-one churches have participated in giving $11,621 for Alabaster projects this year. Your
Alabaster dollars provided assistance to 258 projects worldwide in 2010 which translates to nearly five
projects funded per week.

You have blessed me as you’ve written in about compassionate efforts in your communities as
well as your own congregations. Listen to some of the highlights:
Tomah’s Melissa Hancock (stand up) reports food drives (at least twice a year) to support our
local food pantry. They supply gas cards and serve meals to anyone who is ill or in need of dinner and
support the local Right to Life effort.
From Racine Community, Chuck Hall reports their support of the Angel Tree project at
Christmastime.
Burlington Nazarenes support a local food pantry through serving meals, assisting with housing
expenses, knitting items, etc.
Richland Center continues to cook Christmas dinner for their community.
Crosspoint continues to be a semi-annual host for the Madison area Touched Twice outreach
offering needed services, medical care, and food/clothing to hundreds of residents. In the spring they
participate in the Crisis Pregnancy Center’s baby bottle campaign.
LaCrosse directs the George Street Food Drive. Each business that is on George Street collects
food for one week; then all proceeds go to a local food pantry.
Spooner has a "Brighter Days Compassionate Ministry" event to provide emergency money for
gas, medicine, food, etc. It also has a small food pantry. Usually on the first Wednesday of the month it
offers a Soup and Sandwich night to the community.
Janesville Randolph Park provides a community food pantry three times a month. During the
previous church year, 2,200 families were served.
Eau Claire has participated in a local non profit called "Community Table" which provides meals
to the less fortunate 365 days a year. They recently volunteered to cook, clean and serve a meal to 127.
These outreaches are more than food and clothing. They are connection points to people in need,
opportunities for dialog, and a way to say, “Someone cares.”
Who could have predicted twelve months ago the devastation of earthquakes in New Zealand
Indonesia, and Japan? Natural disaster damages for 2011 are five times higher than the past 10 year’s
average. Reuters News service reports that this has been the deadliest tornado year in the US since
1953. Who can forget the devastating images from Tuscaloosa or Joplin, Missouri.

The NCM website explains that, “The severity of a disaster and extent of aid given cannot be
predicted, but a usual disaster response project ministers to about 5,000 families (25,000 people). Basic
aid includes food and clean water (often in the form of water purification tablets), shelter (e.g. tents) and
hygiene articles. Funds are needed to cover the first two weeks of relief aid following a disaster.” Relief
aid needed for 5,000 families for 2 weeks is $75,000. Nearly 20,000 Crisis Care Kits and School Pal-Paks
have already been distributed to people affected by the US tornadoes alone.
Total compassionate ministry giving from Wisconsin was $29,795 with 186 crisis care kits and 40
pal packs donated.
Work & Witness
It is really a privilege to work with some leaders who have vision and passion for work and
witness. God has been faithful since the days of Bud Wyse and Aidan Crandall who fanned the early
flames of this tremendous program. Randie Blom heads up our work and witness projects outside the
U.S. and has plans to lead a trip to the Bahamas next spring. Rev. Steve Crites hammers out our
Wisconsin helping Wisconsin effort.
I am please this year to report a successful partnership between work and witnessing. Pastor
Steve Crites has this summer been leading a crew to build the Danbury Church. We have been able to
see the witnessing component of the project as the Wheeler church as well as others have spearheaded
a two week prayer/evangelism, and witnessing thrust to that community as well as a VBS for the kids led
by Pastor Cheryl Rowe. When God dictates the plan, you know He will be faithful to provide the workers,
the means, and the harvest.
When disasters hit, Wisconsin Nazarenes respond. Pastor Phil has organized two teams over the
past year to respond to Haiti and most recently, Tuscaloosa Alabama. The Haiti trip was to be a followup
to last year’s team. For different reasons these two trips did not happen. Today, we are asking you to
support our teens as they sell 75th Anniversary t-shirts with proceeds to be sent for clean water for Haiti.
Mattoon’s team was able to organize a team to cover several days of tornado recovery /relief in Shiloh,
Alabama. This was their second team this year with the first one ministering in El Flor, Panama
Reggie Granger, has just returned from leading Richland Center on a mission to
Jordan/Jerusalem, and we look forward to that presentation later today.

LINKS
This year we began a journey with two very special LINKS families,. In all of my years with NMI
we’ve never had anyone who has communicated so well with us as Diane. She and her husband, Mike
began this relationship last summer with a whirlwind trip across Wisconsin meeting many of you and
finding a special place in your hearts. Since our previous LINKS assignment was with the Kudjip Hospital,
the assignment of Diane and Mike has continued to keep this part of the world in our hearts. Mattoon
ladies participated in Project Warm Baby sending boxes of newborn baby care kits, knitted slippers, and
rolled bandages.
Last August, under the direction of our LINKS secretary, Reggie Holmes, a dream was fulfilled to
bring together 1,000 school notebooks and other supplies for the school children in Kudjip. After tackling
the challenge of postage (wow, those notebooks are heavy!) the shipment made it to the west coast and
was on its way. We waited, and waited, and waited some more. Finally the notebooks arrived in the
spring. A note of thanks from Diane assured us that the notebooks had come at just the right
time…school had just started.
We are happy to announce that Chari will be touring Wisconsin next fall and will be present,
enthused, and ready to dialogue with our kids at the 2012 Kids Mission Rally.
Special thanks go to twelve of our churches which have contributed $975 in support of our LINKS
assignment. Even if you cannot send a package, please communicate via snail mail or email. I love to see
pictures of our LINKS missionaries in the foyer of churches across the district. And whether you keep their
prayer card in your Bible or on your fridge, praying for our LINKS missionaries is an absolute must!
Deputation
It is always our privilege to host missionaries for deputation. This year we had one giant tour with
retiring missionaries. Their ministry to us with rich with stories of victory, challenge, surrender,
adaptation…and a few pesky geckos!
God’s faithfulness shown through these two lives poured out for others.
The God that we serve remains faithful…even when we sometimes fall short. All of us here today
should be excited to go home with renewed inspiration to trust God for even greater accomplishments in
the year ahead. If you’ve never done a service project, ask God to open the door. Post your mission

goals…even the number of books to be read…on your mission bulletin board…and hold yourself to
keeping them, with God’s help. Be willing to go outside the box in this year of challenge to reach across
cultures…to reach outside our country into “Samaria” for the sake of the one who died for us.
Commitment is ageless. I’m reminded of a dear lady from our church, Selma Holderman, who went home
to be with the Lord this year. Sharing God’s love was an exciting possibility in her life almost every day
whether it was praying for missionaries or responding to someone’s need that came through the door.
“Faithful is he that calleth you, who also will do it” (1 Thess. 5:24).
This year Jennifer Brown and I have one important connection, we both became grandmothers
this past January. As I was making this slide I saw not only two grandmothers and granddaughters but I
was able to look back at the line of women who have walked before me to be a faithful example and to
encourage me to trust our faithful God for the future…for greater vision…for more of our youth called to
service…for our efforts to play a part in that harvest of souls around this world.
May you be encouraged and challenged today to fulfill the vision that God has planned for you
and your church to reach others with His love. I’ve invited Chari to come and close my report today with a
song that is familiar to all. “Great is Thy Faithfulness.”

Rev. Keefer, delegates and church family,
I am honored to be standing in front of you sharing my fourth report as the Wisconsin District NYI
President. I would like to give praise to the Lord for the direction, grace and mercy that he has shown me
in the midst of everything. He gets all the praise! I would like to thank the 2010–2011 NYI Council for all
their hard work in making Wisconsin NYI what it is today. You, along with the many sponsors present
here today, led and still are leading as God-inspired, saved, energized examples for Him. Thank you for
being “real” with the teens, for letting go and jumping in! More importantly thank you for supporting the
District NYI events that are held each year. You've helped in so many ways and the NYI is truly thankful. I

would also like to thank Rev. Keefer, our District Superintendent and Mrs. Keefer for their prayers, advice
and leadership. It has truly been an honor to work alongside you both.
Since our last convention, a lot has happened! About this time last year I received a call that
turned out to be a job opportunity. God provides in amazing ways! He is never too early, never too late
but, always right on time. Just like that I was moved the second weekend following convention and
everything has been a whirlwind since. I had a great first year teaching and I could not have asked for a
better group of students. I've learned more and have been stretched more than ever. By the way, even
though I live across the border in another state, I was not converted and have remained true to my
Lambeau Field.
As I sat down to write this report, I thought about the 75 year celebration. I thought about the
numerous stories that I'm sure many of you would be able to share about the day that you were saved in
a Sunday School class when you were a child or in a revival service as a teenager. Maybe your story is
about the day when you realized that “going your own way and doing your own thing” just wasn't working
anymore and you came back to know Him as your Lord and Savior. I thought about the legacy that is the
Wisconsin District, how the faithfulness of a few opened the door for the Holiness salvation message to
reach Wisconsin and here we are today because of that faithfulness.
I want to share with you a miracle that has a far reaching and lasting effect to this day. Because
you see, a longtime ago at District Assembly on a hot night in a big tent! Yes, teens I said a big tent. Rev.
Clack was the District Superintendent and the place was packed or so I've been told. Sitting at the back of
the room, pretty close to an aisle sat a young couple with their two children. The young mother felt the
Holy Spirit nudging her to bring her toddler forward. As a young Christian herself, she did not want to
doubt the Lord and yet at the same time wanted to be obedient so, she asked for a sign. The
congregation began to sing “He Touched Me” by Bill Gaither and she knew in her heart that was the sign
from the Lord to come forward to give God the glory. Her husband handed her their small child without
saying anything. It's like he knew even before she said a word. Obediently, she made her way forward in
front of the big crowd. Rev. Clack welcomed her up on stage and positioned the microphone for her so
she could speak. She took that moment to thank the Lord and everyone on the Wisconsin District for
praying for her small child. She shared how the doctor who had seen it all was shaken to his very core at

the miracle of this child. How the child's sight had been restored without evidence of the infliction that was
going to take her sight. As the mother spoke the child reached for the microphone which gave evidence to
this miracle and the crowd received the blessing and rejoiced with hankies in the air!
I was deeply touched by this story that I had never heard before. I thought about the people that
were present there that night. People that I remember as the saints or steadfast ones in their walks with
the Lord. I took this story with me and am daily reminded that the power of prayer is a mighty thing and is
something to grasp hold of everyday not just in the midst of a storm or as I quickly remember after I've
already dug into the food in front of me. Prayer is for repentance and inviting Him to fill our lives. Prayer is
for healing, restoration of relationships, for lost friends and family to come back to Him, and for provision
and deliverance.
My prayer specifically in these last four years has been, “Use me up for your kingdom in the NYI”.
I wasn't sure what exactly that meant! You have to admit with a little mystery, there is a lot of excitement
in being His! I remember those who cared enough when I was a teenager to “make it happen” for me.
They took the time to care for me, to plan meaningful events for me. It kept me from getting wrapped up
too deeply in the social scene at school. With God the “playing field” is level and every one of us matter to
Him! As a teenager I realized that he has us on his mind every day and that is still the same today.
Teenagers, no matter the circumstances, God has you on his mind. My greatest desire is to see each of
you in heaven ready to play ultimate Frisbee with a garbage can lid or running through the fountains
because you can. I also want to see your face when you meet the King of Kings and the Lord of Lords
and He welcomes you in! Being a part of NYI means we are forever family.
To the parents, sponsors and pastors, thank you for your encouragement, prayers and stories of
how God has touched your lives. Every moment serving in this role has been worth a lot more than I can
fathom, understand at times or even convey right now. We are blessed as a district to have such a great
group of young people that are on a quest to give of their time, money and themselves for others. This
point was made evidently clear by all of the young people who attended Nazarene Youth Conference
from the United States and Canada. In one night over 1,200 children were sponsored by the NYC
participants. They pledged to give $32 a month to support each child through Nazarene Compassionate
Ministries. I'm here to tell you, they are getting it!

I am extremely proud of what Teen Bible Quizzing has accomplished under the leadership of
Stephen Hruska and the fine group of volunteers and coaches who have taken quizzing to the next level
on the Wisconsin District. Learning and memorizing scripture is a deep, long lasting investment for the
kingdom that will always remain. This year Wisconsin had a quizzer, Daniel Hintz from Richland Center
make the Regional B Team at NYC in Louisville. They took 1st place in their division. We all stood and
cheered loudly and proudly!
I have been able to attend NYC three times. The first time was as a student, the second time as a
sponsor and the third time in leadership at NYC 2011. What a powerful theme and message in “Be
Unbroken”; Hope and healing for a shattered world. One speaker summed it up by saying, “It's too bad
that CNN wasn't covering this event. The media is so quick to point out what teens are doing wrong in the
world. Right now they would see what you are getting right”. We set out along with 6,000 other
participants and spread out to over 234 locations around the city. We spent the day helping stuff a mailer
with residents of a homeless shelter. It was great to hear their stories and to work alongside them. The
mission of the ministry was an amazing story. The director of the shelter and almost all of the staff were
alumni of the program and they were now working to help others that were once in their shoes. I believe
each of us left the shelter and NYC 2011 with a fresh awareness of the changing world around us that still
is crying out for Christians to be “real” and live what they profess.
My time serving in this role has been the best time ever! I have taken wisdom and understanding
from many of you in our experiences together. I will never be the same. I haven't been the same since
that story I shared with you earlier about the toddler was told to me. How blessed I was by my district
family with their prayers for me then and how blessed I am now! We are Wisconsin!

The District Advisory Board conscientiously cared for the business of the Wisconsin District in
four regular meetings during the fiscal year ending June 30, 2011. Additional matters referred to the
board were cared for as prescribed in the Manual of the Church of the Nazarene.
The board faithfully fulfilled its role to serve in an advisory capacity to the district superintendent.
The board also consulted with the superintendent in the supervision of all departments, boards, and

1. Finance
The stated purpose of the Wisconsin District Church of the Nazarene is to evangelize the state of
Wisconsin. The District exists to provide resources for the advancement of the Kingdom of God through
the preaching and teaching of the gospel by local churches throughout the state. This resourcing is to be
accomplished by assisting the existing churches to grow, and by the planting of Nazarene churches in
every town and city in Wisconsin. We wish to commend those pastors, church boards, and laymen from
our churches who have supported the district, regional, and world ministries of the Church of the
Nazarene through faithful payment of Fund allocations. This payment has provided resources to every

church on our district, has enabled new growth to take place in formerly dying churches, has supplied
care for pastors and missionaries, and has supported the work of the Great Commission being carried out
through the International Church. Faith, determination, effort, and sacrifice have characterized those who
have expressed their stewardship for others. It is our desire that this work be continued. We, therefore,
recommend the following:
1. That all churches, whether fully organized or not, participate in the ministries of the District, the
General Church, and our Schools and Colleges through the allocation of a portion of their funds to the
work of these broader interests.
2. We urge every church to keep their budgets paid up to date regularly and plan for full payment
of their budget allocations.
3. That the allocation base be determined as follows: Church income minus World Evangelism
Fund and approved Mission Specials giving. (More information and definitions of income can be found at
the web site www.fundingthemission.org).
4. That the World Evangelism Fund for each local church be set at 5.5 percent of the allocation
base. Checks should be made payable to the General Treasurer, and sent to Global Treasury

9. That the NYI Fund be set at 0.76 percent of the allocation base. Checks should be made
payable to Wisconsin District NYI, and sent to NYI Treasurer, S3551 Sand Rd., Baraboo, WI 53913.
10. That the NMI Fund be set at 0.36 percent of the allocation base. Checks should be made
payable to Wisconsin District NMI, and sent to the NMI Treasurer, 3319 W. Kilbourn St., Milwaukee,
WI 53208.
12. That new-start churches not be assessed fund payments until the assembly following
organization. However, at the time Bible studies or services are started, offerings should be received and
proper financial procedures begun. This will include the payment of 10% of all money received to the
Wisconsin District Church of the Nazarene as Payments in lieu of fund payments.
Further, in order to help our churches achieve these objectives, we recommend the following:
I. Local Interests
1. That each local church construct a workable operation budget, which will include projected
income and expenditures and payments of all general, regional, and district funds at its first board
meeting following the district assembly (provided this item has not already been cared for), and a copy of
such operating budget be sent to the district superintendent for review no later than September 15, 2011.
2. That all pastors, whenever possible, make positive ministry statements concerning the
importance of each allocated Fund.
3. That this report be duplicated and distributed or read at the first monthly meeting of each local
church board following district assembly.
4. In the interest of good Christian stewardship, that each local church adhere to the Manual
provisions regarding careful handling of money received and disbursed by the church. To facilitate, this
we recommend:
a) Use of computer software for church treasurer’s record keeping processes.
b) District Treasurer will be available for assistance in training for Quicken or any other
area of the church’s financial record keeping.

5. That each church be in compliance with the state and federal regulations that apply to FICA,
SECA, and income tax withholding requirements for church employees. This would include the timely
filing of quarterly wage statements.
6. That the Trustees of each local church review annually the adequacy of insurance coverage on
all properties; to also include liability coverage on all church-sponsored activities, workmen’s
compensation, sexual misconduct, and clergy counseling coverage. (Contact the district for appropriate
liability guidelines.)
7. That churches with unpaid loans from district funds, or receiving financial assistance from the
district, send a monthly report to the district superintendent and Advisory Board.
8. That no pastor, or any member of the pastor’s immediate family, on the Wisconsin District, act
as treasurer of that local church or an auxiliary of that local church without the express written permission
of the Advisory Board, and the District Advisory Board be empowered to enforce this ruling.
9. That the local church treasurer’s books be closed June 30, 2011, which shall be the close of
the statistical year for all churches.
II. District Interests
1. That the expense of publishing the District News be shared equally with the district auxiliaries.
2. That a District Handbook be made available to delegates at District Assembly and that
additional copies of the handbook be made available to churches and individuals in lieu of the District
Journal (NPH is no longer printing journals) at $6.00 per copy, to be ordered and paid for in advance of
the District Assembly.
3. That travel for all official district board and committee meetings be reimbursed at the rate
established from time to time by the Internal Revenue Service to be paid by the appropriate treasurer.
5. That the elected Finance Committee serve as a Fund Payment Incentive Committee, and that
they shall meet at other times throughout the year to find ways to encourage and implement full payment
of all allocated funds by each local church and to study the manner in which all district funds are allocated
to the church. This committee shall report to the Finance Committee at it next annual meeting concerning
the manner of allocated funds. This committee will also explore methods to develop new revenue sources
for raising funds for the District.

6. That our people consider home missions and church planting in Wisconsin when making their
wills. We recommend that local churches utilize the services of the regional representative of the Planned
Giving Department of the Church of the Nazarene in making their wills.
7. Concerning the District Superintendent, that:
a) The District Advisory Board consult with the district superintendent concerning the
current allocation of the amounts budgeted for the district superintendent’s salary,
annuity, insurance, and business expenses and the board may, at its discretion,
reallocate those amounts between the categories of salary, annuity, business
expenses, furnishings allowance, and such other reimbursement accounts that the
Advisory Board may establish.
b) An amount not exceeding one-third of the superintendent’s travel allowance be
disbursed by the district treasurer with the authorization of the District Advisory
Board, if requested.
c) That our district superintendent be allowed six weeks of paid vacation.
III. Schools and Colleges
1. That each local church make special effort to pay in full the ONU Fund during the coming year.
The operating budget at ONU is based on full payment by all churches. We do want to cooperate with,
and support our university, Olivet. Realizing that some churches are under financial stress, we
recommend that each of our churches help us reach our goal of full payment by voluntarily overpaying
their ONU Fund by 10%. This may be accomplished by having a special Olivet Day when a special
offering can be taken, etc. Checks should be made payable to Wisconsin District Church of the
Nazarene, and sent to 2807 Waunona Way, Madison, WI 53713.
2. That each local church observe the last Sunday of January as Nazarene Theological Seminary
Sunday by receiving an offering sponsored by the church and/or budgeting an appropriate amount.
Checks should be made payable to and mailed directly to Nazarene Theological Seminary, 1700 E.
Meyer Blvd., Kansas City, MO 64131.
3. That we commend Nazarene Bible College on carrying out its mission “to glorify Jesus Christ
as Lord by preparing adults to evangelize, disciple, and minister to the world.” That each local church

observe the first Sunday of October as Nazarene Bible College Sunday by receiving an offering
sponsored by the church and/or budgeting an appropriate amount. Checks should be made payable to

1. That each church strive to be a 10 percent church for world evangelism.

5. Church Properties
The Wisconsin District Church Properties Board advanced the cause of the Kingdom of God
through the Church of the Nazarene by dealing with the following church property issues. We worked in
cooperation with the District Advisory Board and in conjunction with the Wisconsin Work and Witness
program. Specifically, we offered either advice and/or participation in the following projects:
1. Residing, of both the Laona Nazarene Church and parsonage, with vinyl siding, installing new
aluminum soffit and fascia, wrapping of windows and doors with aluminum and extensive repair of various
parts of the church building.
2. Reroofing the Elo church parsonage.
3. Estimated and ordered material for reroofing of the Mercer church roof and fellowship hall
building.
4. Worked with Antigo in preparing to replace sidewalk concrete and rework the church parking
lot.
5. Met with the Wausau pastor to pray about and consider the options to their building situation
6. Worked on various issues on the District parsonage.
7. Worked with the Eau Claire church in overseeing and planning of remodel projects, especially
concerning water and mold issues in the parsonage.
8. Planning, designing, bidding and building of the Danbury Church of the Nazarene.
9. Working with other churches on our district in an advisory capacity with building related
issues.

We are always in need of skilled and unskilled volunteers for the various building projects. It is
our desire to assist the Wisconsin District in the continual process of repairing, updating and construction

7. Education
We, your Committee on Education, believe that we must be an informed people in order to be
God's people who follow His will for our lives. Therefore, since education is very important we recommend
that each local church support Christian education in the following ways:
1. Locally, through use of Nazarene materials in every area of the church, Sunday School, NYI,
and NMI ministries. This would include the utilization of Caravan, Bible quizzing, Vacation Bible School,
etc., wherever possible.
2. We recommend local congregations be supportive of their families involved in Christian home
schooling and Christian schools.
3. At the district level, through district-sponsored and promoted opportunities such as marriage
enrichment weekends, Continuing Lay Training (CLT) events, leadership meetings, etc.
4. Regionally, by supporting ONU with our young people, prayers, paying of our educational
fund, and contributing to the ONU Foundation (which is used to provide scholarships).
5. We also recommend using our Wisconsin ONU students for visits to local churches with the

story of ONU Christian education.
6. At the general level, through Nazarene Bible College and Nazarene Theological Seminary
with prayer, students, and offerings.
7. We recommend that early in the church year local pastors and congregations plan a calendar
of seminars and leadership training opportunities, motivating their people by example to become more
effective in kingdom work, and giving open recognition to those who strive to improve themselves.
8. Local churches should encourage their pastors to participate in ongoing educational and
practical training opportunities through seminars, courses, ONU, NTS, and the Internet, showing an active
spirit of wanting to be a useful tool in the Master’s hands.

8. Evangelism and Church Growth
This is love: not that we loved God, but that he loved us and sent his Son as an atoning sacrifice
for our sins. Christ’s love compels us to have mercy on those who doubt and to snatch others from the
fire. Indeed, everyone who calls on the name of the Lord will be saved. But how can they hear without
someone preaching to them?
We, the Evangelism and Church Growth Committee, realize a need for commitment to evangelize
the communities of Wisconsin in which we live. It is the result of faith in a believer’s heart that causes one
to place others above oneself and reach out with the love of God to one’s community.
To that end, we challenge the congregations of the Wisconsin District Church of the Nazarene to:

train our people to be able to effectively share the gospel

9. Pastoral Support
We, your committee on Pastoral Support, submit the following report and recommendations:
We would like to commend all the churches that are improving with regard to pastoral support
and care. While it is very difficult to fulfill recommendations listed below, there are many that do not even
require dollar commitments. We continue to urge and applaud efforts that are made to make all our
pastors feel appreciated and supported. We encourage all churches to make this a matter of prayer and
action.
Pastoral care is a definite biblical concept that is assigned to laity “full of the Spirit and wisdom”
that must not be considered lightly by our elected church boards. Today, we are being made aware of the
needs of pastors and their families through many organizations such as Focus on the Family, Family Life
Today, and others.
Even here in Wisconsin, organizations and retreat centers are focusing on the emotional,
psychological, and spiritual needs of pastors and families. We commend such groups and support them
in their efforts. As churches review and study ways that they can improve their level of care and concern
for their pastor and family, we recommend that the following organizations be considered: Green Lake

We recommend that local church boards designate a portion of the board as a Pastoral Support
Committee, in response to its duties outlined in Manual 129.8 and 129.9. We recommend that each
church purchase Support Your Local Pastor, a book published by NavPress and available through
Promise Keepers, and that members of the Pastoral Support Committee read this book as they make
various recommendations to the board for implementation.
Realizing that staffing and church resources may vary, we urge semiannual consideration of each
of the following areas:
I. Finances
A. Salaries
1. The pastor’s and paid assistant’s salaries, expense reimbursement, and benefits should be
reviewed for budgeting considerations prior to the annual meeting and again in December. It should be
recognized that a salary increase would not be an actual increase unless it is above the cost of living
index increase. When a pastor leads a church in growth that is reflected in increased finances, let this be
a factor in determining the amount of the increase of salary and benefits.
2. Each local church needs to strive to have a minimum weekly salary for its pastor of $300
(exclusive of parsonage and automobile reimbursements) or allow its pastor to seek outside employment
to supplement his or her income.
3. Local church boards are encouraged to investigate the possibility of granting a furnishings
allowance in lieu of a percentage of salary.
B. Housing
1. Churches should discuss the option with their pastor to purchase his or her own home if the
church does not own its own parsonage. The church should establish a housing allowance
commensurate with current housing and utility costs of the area when a pastor chooses to purchase
his/her own home.
2. If a parsonage is owned by the local church, the appropriate committee or board should be
aware of and be responsible for needed repairs, maintenance, and improvements. (Manual 143.2)
C. Insurance
1. Local churches should pay the pastor’s family group health plan premiums.

2. Consideration should be given to provide the supplemental term life insurance and the longterm disability insurance for the pastor that is offered by the general church.
3. Each church board should establish a policy in regard to pastoral sick leave.
D. Local Church Expense
1. Each local church should set up a reimbursable plan for the pastor’s car expense, continually
considering the increase in church-related auto expenses. Consideration should be given to operating
costs, maintenance, depreciation, insurance, and registration. Other business expenses of the pastor
should be handled with an accountable reimbursement plan so that business expenses are accounted to
the employer and reimbursed to the employee within 15 days after filing the expense request.
2. Local churches normally pay the moving expenses for a new pastor. (i.e., van cost, family
travel expenses, etc.)
3. Each church should provide for a comfortable and well-equipped office for its pastor. This
provision should include computer, supplies, postage, telephone, and secretarial help, if possible.
E. Retirement Benefits
1. Local churches are encouraged to give their pastor an offering equivalent to the pastor’s actual
Social Security tax and that this offering be given quarterly. (Tax is based on the total of his salary and
housing allowance or parsonage rental value.)
2. We urge local churches to make adequate financial preparation for their pastor’s future
retirement by considering paying into an annuity an amount equal to a minimum of 10% of the pastor’s
salary. We encourage participation in the tax-sheltered annuity program of the Church of the Nazarene.
3. We strongly urge full payment of the Pensions and Benefits Budget.
II. Well-Being
A. Physical
1. We recommend that each church board clarify the length and conditions of paid vacation at the
beginning of each church year and communicate this action to the pastor. The following guidelines are
suggested for lengths of paid vacation time based upon accumulative years of ministerial service in the
denomination.
1-5 years

For good physical and mental health, pastors should be urged by their congregations to take time
allotted for vacation. However, if for any reason, a pastor is unable to take the allotted time, we do not
recommend that vacation time be accumulative. We also urge that the churches pay the supply pastor in
the absence of their pastor.
2. We encourage each pastor take one day per week for relaxation and refreshment of the mind,
body, and soul. Since this is not always possible, we recommend compensating days off be given and
that the local church insist on periodic days off in addition to regular vacation time.
B. Spiritual
1. In light of the stressful challenges faced by pastors, we encourage congregations to grant
them a sabbatical leave (4-8 weeks), in addition to normal vacation time, after the completion of each 7
years of continuous full-time employment with the local church. The purposes of a sabbatical include rest,
spiritual renewal, professional development, and the creation of a fresh vision. Guidelines are available in
the District Resource Center. See Manual paragraph 129.10.
2. We strongly urge the establishment of some type of Prayer Partner ministry for the pastor in
each church.
3. Laity should seek to help the pastor, in any way possible, to fulfill the imposing task of being
the spiritual leader for the congregation he/she currently serves.
4. Churches should encourage their pastor to participate in a peer accountability group on a
regular basis. The district suggests participation in the monthly “maximizing pastors” gatherings as a
starting point.
C. Educational
1. In light of the General Assembly mandated Continued Education Requirement for pastors each
year, each church should encourage its pastor to enrich his/her ministry at the local church by providing
their pastor opportunities for continuing education. These may include ministerial conventions, seminars,

directed studies, and special college and seminary courses. This could also include an allowance for
professional development materials and the payment of professional dues.
2. Each church should allow its pastor at least two weeks of paid study leave per year (e.g.,
PALCON, continuing education at Olivet, graduate work, NBC Online Classes, Nazarene Theological
Seminary, etc.).
D. Inspirational
1. Each local church needs to assist their pastor in attending District Assembly and Conventions.
2. Every local church should provide for the expenses of their pastor and spouse to attend the
M&M Retreat. Church boards should strongly encourage their pastor to attend annually, as this serves to
help refresh spirits and strengthen the bond with fellow servants on the district.
3. We encourage local churches to set aside, in a separate account, a weekly or monthly amount
to be used to assist their pastor in attending General Assembly and Conventions. A small amount of
money set aside each month for this during the next four years would make this assistance affordable to
every church.
4. Local churches are encouraged to consider assisting a newstart pastor, evangelist, missionary,
or retired pastor in attending these.
III. Family
A. Special Recognition
Each church is encouraged to recognize all members of the parsonage family at appropriate
times of the year: birthdays, anniversaries, Christmas, Clergy Appreciation Month (October), etc. Special
attempts should be made to show appreciation and express love to the pastors and families at all times.
IV. Evangelists
A. Compensation
A church should give an evangelist used for a special meeting a minimum of $300, plus travel
expenses, for an over Sunday meeting, or an amount equal to twice the pastor’s salary for the number of
Sundays involved in the meeting, whichever is greater.
1. Each church should give the evangelist an offering equal to the evangelist’s Social Security
tax.

2. Each church should include an amount in the evangelist’s remuneration for parsonage
allowance and utilities.
3. Each church needs to be sensitive to the financial hardships caused by cancellation of an
evangelistic meeting by the church.
We strongly urge that each local church adopt a pastoral care policy and provide a written copy to
the pastor and district superintendent immediately after each review of said policy.
All church boards should have this report read at their first meeting following assembly and at any
subsequent reviews of the pastoral care policy. We request that the district superintendent verify that
local church secretaries or other designee do this twice each year and submit a complete review of the
study of the pastoral care and any action taken.

VI. Minutes of the Conventions and Auxiliaries
A. NMI CONVENTION
Morning Session, August 1, 2011
The 76th Wisconsin District NMI Convention was opened with welcoming words from our district
president, Karen Mitten. Ruth Degner led the congregation in opening prayer. Our guest song leader, Sue
Meixner, and Cathy Stevens, of “Blazon a Trail Banners” flag ministry, led us in a time of worship with
songs of praise. This year’s theme is “To Make Christ like Disciples….in our Samaria.” We are inspired to
“Take you, God, to the nations”.
Our guest , Rev. Jennifer Brown, NMI Global President, was introduced. She presented a
passionate message from 1 Samuel 7:12 which states, “Hitherto hath the Lord brought us.” The word
“Hitherto” points to the past as well as into the future. The Lord God has brought our church through
years past and He guides us into the future! Rev. Brown shared a song from her heart, “A vessel of honor
I am today, all because Jesus didn’t throw this clay away.” Praise the Lord for His faithfulness! “Hitherto
hath the Lord brought us.” She shared how this verse demonstrates the journey of walking with God. We
are challenged to embrace the Churches’ mission to “make Christ-like disciples in the nations.”
Kari Hayes, Wisconsin District NYI president presented today’s two mission-minded events. First,
a fund raising mission: Haiti Project. T-shirts will be sold and the proceeds will help provide clean drinking
water in Haiti. Next, the youth and adult helpers have a great opportunity today to participate in a handson outreach in Mission: Green Lake. A commissioning prayer was led by Rev. Jennifer Brown. The youth
were dismissed to their event.
Dave and Karen Frye, and Rev. Floyd and Diane Gregory presented a 75th Anniversary moment.
Karen Mitten called the meeting to order.
Chari Suiter set the agenda for the day. The voting bar was the first eight rows of the Ballroom as
well as the District Secretary’s office. Pages are Mark McRaniels for the morning session and Audrey
Samplawski in the afternoon. The Parliamentarian is Rev. Mike Postell.
Board of Tellers was appointed: Don Hirst, Wyonne Blair—Co-chairpersons, Sue Button, Don
Hirst, Paula Bergin, Abe Bensend, Rae Horner, and Pam Landwehr.

Chari Suiter moved that the duly elected alternates be seated without reading names to the
convention. The motion was seconded and unanimously passed.
Next, greetings were read from Martha Bean, Central USA Representative and a video greeting
from Dr. Daniel Ketchum, NMI Director, was also presented. Greetings will be sent to them in return as
well as to our LINKS missionaries.
New education materials were presented with an informative DVD. These resources are available
through NPH. Order blanks were distributed and collected. Karla Postell assisted us in filling these orders.
Rev. Derl Keefer called for the special order of the day, and Karen Mitten gave her report. She
spoke of God’s faithfulness for the past years of Nazarene Missions in Wisconsin including all the events
this past year. We are all encouraged to continue to meet the goals of NMI: Prayer, Education, Giving and
Discipleship. “Great is Thy Faithfulness!” Rev. Keefer called for a special love offering to be received in
response for the excellent leadership of our District NMI President, Karen Mitten.
Wanda Bussey presented the treasurer’s report. She acknowledged the local NMI treasurers for
their faithful ministry this church year. Local treasurers should refer to the president’s packet for detailed
instructions. Follow these directions carefully and consider giving on-line through the General Church
Website. A motion was made, seconded and passed to accept the report.
The Board of Tellers was called, and the ballot was distributed. Rev. Laabs gave instructions for
the scan-card ballots. Chari Suiter read the ballot. A motion was made, seconded and passed that the
ballot be accepted as read. Ballots were cast. Witnesses for the scan-card ballot tabulation include: Teller
Co-chairpersons Don Hirst and Mrs. Blair, and Rev. Laabs.
Rev. Chuck Hayes introduced Robin Dickman, who brought an excellent report and photos from
the recent Work and Witness trip to Jordan and Jerusalem this past summer. Next, Rev. Hayes presented
the upcoming Cobb Worship Center, Asia Pacific Nazarene Seminary. This is a regional W&W trip to
Manila scheduled in 2013. The materials fundraising goal is $10,000. Please contact Rev. Chuck Hayes
for fundraising ideas for your church.
A video greeting was presented from Darren Matson. He is active in cross-cultural ministry.

Afternoon Session, August 1, 2011
The afternoon session began with praise and worship led by Sue Meixner.
Rev. Jennifer Brown brought the afternoon message. She began her message by stating, “I am
glad the church is alive! I am glad the church is relevant!” Remember, it’s all about God and His church
and His mission. It’s not about us, it’s all about HIM! She then presented her vision: RPM which stands for
Renewing Passion for Mission! Five principles were outlined:
1) He who leads us makes NO mistakes. 2) He who guides us has the right direction. 3) The One
who counsels us has the wisest answers. 4) The One who provides for us has the greatest resources. 5)
The one who blesses us brings the greatest joys! Then Sister Brown concluded, “Remain true and faithful
to our holy calling. If we are called to a rough road, He will provide strong shoes.” Amen. A gift was
presented to Sister Brown.
A special 75th Anniversary moment was shared.
Randie Blom presented an exciting opportunity for Work and Witness. He is planning a return trip
to Grand Bahama Island to reconstruct the computer lab which was destroyed in a 2005 hurricane. More
information will be available after his return trip to the Island next spring.
ShawnDel Hansen presented an invitation to the upcoming STAR “Savior Tested and Ready”—
Children’s Mission Day in Crosspoint Church, Madison, WI. Saturday September 24, 2011 from 11 a.m. to
3 p.m. Miss Hansen will be the missionary speaker. Bible story, crafts, music and fun are on the agenda.
Let’s be sure to bring our children to this fun event so that they may have the opportunity to hear God’s
call for their life.

Rev. Keefer presented the love gift offering to Karen Mitten and a district council gift was also
given.
Information was presented about our LINKS families in Papua, New Guinea, South Africa, and
Argentina. Please refer to the president’s packet for details on how to support our LINKS in the coming
church year.
Diane Gregory presented the Ambassador Action and the Nazarene Compassionate Ministries
“Gift Catalog”. The children and youth can choose their own project from this year’s catalog to fulfill their
goal. The Gift Catalog may also be used to give a gift to our loved ones. Please follow the instructions in
the catalog or the president’s packet to remit these funds.
Rev. Steve Crites and Rev. Cheryl Rowe updated the convention about the recent Wisconsin
Helping Wisconsin projects. This included a week long building and outreach campaign in Danbury, WI.
The outreach was considered an “old-fashioned revival and tent meeting”! It included VBS, led by Rev.
Rowe, and nightly services included music. Please continue to pray for this type of outreach in our district
and for the music and drama team, Silver Storm.
Nancy Maier reported about how Wisconsin Nazarenes responded to the devastating tornadoes
in Northeast Alabama (Shiloh Church of the Nazarene) this past summer. Mattoon also sent a Work and
Witness to Panama this past year. A return trip to Panama is planned, June, 2012.
Karen Mitten recognized all the Mission Priority One churches this year. A gift was given for each
church pastor and NMI president.
The Memorial Roll for this past church year was presented by Karla Postell.
Rev. Keefer led a prayer of installation for the upcoming year NMI Council. The meeting was
adjourned.

The convention opened with a welcome and prayer by Rev. Vito Monteblanco, NYI Vice
President and SDMI Clergy Representative. Passion Ignited, made up of Nazarene musicians from
across the District, led us in a time of Praise and Worship.
Jon and Shawn Del Hansen gave us a little commercial expounding on our 75 year Anniversary
Celebration with pictures from the past from different churches across the District.
Diane and Floyd Gregory brought us 75 year Anniversary Trivia Questions from the past that
were fun and thought provoking.
Rev. Derl Keefer, District Superintendent, brought greetings and took up a special offering for
both of our leaders, Kari Hayes, NYI Chair, and Jenni Monteblanco, SDMI Chair, expressing the
appreciation of the district for their efforts and dedication.
Jenni Monteblanco, SDMI Chair, recognized the current SDMI Council Members and then
presented her first report to the District as SDMI Chair. Jennie mentioned that SDMI has made its debut
on Facebook and encouraged everyone to check it out. She mentioned that the mission of the Church of
the Nazarene “To Make Christlike Disciples in the Nation” reaches right down to each one of the
delegates and representatives of the Wisconsin SDMI. We are called not only to go ourselves to Sunday
School and small groups, but to make disciples. We are called not only to baptize them but to teach them
everything.
Jenni presented the SDMI Achievement Awards:

Jonathan Tipton, Adult Ministries Director gave his report and asked the question: “Have we
maximized our potential to fulfill the great commission; to make the work of the Holy Spirit easy? Or do we
hinder the Holy Spirit from doing his work?” He mentioned that the mission for the Adult Ministries of the
Church of the Nazarene is to “prepare, challenge, and inspire men and women to a life of Christlike
discipleship.”

Shawn Del Hansen, Children’s Ministries Director gave her report and recognized JoEllen
George, District Children’s Bible Quiz Director, for her dedication and commitment to the quizzing
program. She also recognized Cheryl Knudson, Children’s Camp and Talent Day Director, for her
dedication and commitment to the children to make these activities a success. She mentioned that Cheryl
has a special place in her heart for the kids. Shawn Del encouraged everyone to check out the Nazarene
Safe website, a program to keep our kids safe and also if you have a heart for children get involved in
your local church and on the district.
Woodie Stevens, General SDMI Chair, presented Jennie Monteblanco with the 2nd Mile Award.
Jenni Monteblanco introduced our speaker Woodie Stevens, Global SDMI Director. Woodie
spoke about “Who are you Discipling and Who is Discipling You?” Woodie asked the question "Can you
be a Christian and not be a disciple?" Are there Christians that:
Do not pray
Do not serve
Do not tithe
Do not go to Church
Do not make disciples?
Can you be a Christian without Christ? We must be disciples. A disciple is a follower of Jesus; a
student of Jesus; and One who intentionally helps a friend follow Jesus more closely. He asked the
question Does it reproduce into the life of an individual?
Who is your teacher? (who are you teaching?)
Who is your mentor? (one who has been in your shoes) and who are you mentoring?
Who is your coach? (one who sees the big picture) who are you coaching?
Who is your Paul? (Spiritual mentor) who is your Timothy?
Woodie talked about that we need to get:
Beyond Sunday to Everyday
Beyond Membership to Discipleship
Beyond Knowledge to Obedience
Beyond Programs to relationships

Beyond Self to Christ likeness
Woodie mentioned the largest Nazarene church and how for the first 12 years they had 32
average in attendance and then they begin to pray, pray, pray and change the way they thought and now
hold five services and have an average attendance of 20,000.
Principles of growing disciples:
1. Prayer and fasting (listening to Him)
2. Authoritative Word of God (engage in the Word—4 times or more a week will influence)
3. Anointing of the Holy Spirit
4. Accountability—pray every day and know that you are praying for them.
NYI Chair, Kari Hayes, recognized the NYI Council and presented her 4th and final report as NYI
Chair and mentioned that every moment serving in her role as NYI Chair has been worth a lot more than
she could fathom, understand at times or even convey right now. She mentioned that we are blessed as a
district to have such a great group of young people that are on a quest to give of their time, money and
themselves for others.
The Teen Quizzing report was given by Stephen Hruska and he acknowledged the quizzers this
year and their excellent effort especially Daniel Hintz from Richland Center who made it to the Regional B
Team at NYC in Louisville.
Passion Ignited led us once again in Praise and Worship. Rev. Keefer presented Love Offering
checks to Kari Hayes and Jenni Monteblanco.
Kari Hayes led in prayer. The convention dismissed for lunch.
SDMI Afternoon Session, August 2, 2011
The SDMI portion of the afternoon reconvened at 1:45 p.m.
Jonathan Tipton, Adult Ministries Director, opened the meeting with prayer. Praise Ignited led in
Praise and Worship. The Fry’s brought some more tidbits of history for us.
Breakout sessions—NYI delegates remained in the meeting room for voting. SDMI delegates met
in Kraft Center lunch room.
Sheila Butts, Treasurer, presented her report reporting that SDMI started the year with
$12,132.54 and ended the year with $3,852.33.

Woodie Stevens talked about the revitalization of the Sunday School and Small Groups within the
Wisconsin District. He talked about the Mission of the Church: “To make disciples of the nations.” He
stressed:
Don’t lie.
Don’t steal.
Don’t murder.
Be true to your mate. It is the only way to a civilized society.
He mentioned the basic order of salvation:
win them
consolidate them
disciple/teach them
send them.
He also mentioned the Wesley System of Interlocking Groups:
The “Society”—encounter God
The “Class” open group (call on every member of the class every week to ascertain their
soul.)
The “Band” closed group (teachers helping each other.)
More classes & smaller classes and you do not have to meet at the Church. What can you do to
impact others for Jesus? “Methods are many, principles are few, methods change, but principles never
do.”
Principles:
1. prayer
2. Word of God
3. Anointing of Lord Jesus Christ
4. Relationship with others
Woodie talked about how many friends we have to have to remain connected. Friends know all
about you. Follow up and connect them with someone in your church. Start new classes. Do not have to
be in church. They can be at McDonalds, in homes, etc.

Beyond Sunday:
1. Way of life – intentionally spending time with fewer people.
2. Why not go big with small
3. No class with more than 12 people
4. Each class reproduces what God is already doing through you

NYI afternoon session, August 2, 2011
The 2011 NYI Convention convened at Green Lake Convention Center.
All delegate and alternates were invited to sit in the first six rows of the conference room.
Michael Ortiz and Nathan Fielski were designated as convention assistants.
Floyd Laabs explained how to fill out the ballots for the electronic voting device.
Motion made by Vito Monteblanco to accept the electronic ballot and it was seconded. Ballot
accepted as official ballot.
Motion made and seconded to accept Vito Monteblanco as candidate for Vice-president for a two
year term. The vote was unanimous.Dan Hirst gave the Treasurer’s report.
Motion was made to correct a date in the written report. Motion was then made to accept the
Treasurer’s Report. Motion passed.
Motion was made to adopt the proposed Budget for 2011-2012 church year with a correction on
the date. Motion passed.
Results of ballot: 54 total votes cast.
The chair declared the following elected:
