Important Information on the External Infrastructure Subsidy Scheme
(EIS)
An EIS subsidy on an approved project for EI project work or trunk charges cannot be paid if
commencement of, or payment for, the work PRECEDES any announcement of Ministerial approval.
Project Eligibility
Subject to the number and value of applications in any round, a subsidy of up to 50% may be approved for:

Trunk charges such as, water supply, sewerage, storm water drainage, environmental spaces, local parks ; and/or

External infrastructure project work costs (examples below); and/or

The cost of INTERNAL pick-up and set-down areas for DEVELOPING schools , where circumstances dictate that the
areas should be internal to the school site, and:
o Where the developing school has been operating for a period of less than 10 years, and/or
o Where inclusion of a new type of education results in that part of the school being classified as a
‘developing’.
Applications may be submitted to QIS BGA when:

Trunk charges required by the local authority have been calculated and finalised, as resulting from development
application approval, and

External infrastructure project work required by the local authority, external to the school’s boundary, has been fully
costed with a schedule of costs prepared by professional consultants, such as an architect and/or engineer. A local
authority requirement to site a pick-up and set down area inside the boundary of a developing school will be
accepted, as per the above.
**Other infrastructure projects, i.e. those INTERNAL to the school site, even if a requirement of the EI project works
documented in this application, may be eligible for grants under a SCAS or CGP funding application which closes in March/April
of each year.
External Infrastructure Project Work- Examples
External infrastructure project works required by local government authorities generally fall into one of the following
categories: Services, Transport or Streetscape.
Services - Include:



water supply
stormwater drainage
fire service mains

sewerage (consists of major trunk sewers, rising mains and
pumping stations, treatment works and disposal after
treatment)
passenger pick-up and set-down areas (including private
vehicles, buses and taxis) external to the school site
busway stations (major facilities located on Regional Busway
Network)
bus stops, bus lay-bys and bus shelters
footpath and footpath widening
pedestrian crossing facilities
bicycle paths
noise attenuation structures external to the site (e.g. timber
fences
Transport - Includes:

car parking external to the school site


bicycle storage areas (more likely to
be internal)
acceleration/deceleration lanes
road widening
intersection channelisation
roundabouts
traffic signals
signing
line marking and lighting













Streetscape - Includes:





trees and other planting
mounding and planting beds
irrigation systems
disability access
signage





street furniture (seats and shelters)
features enhancing personal safety
lighting
street furniture (seats and shelters)
footpath treatments (walkways/cycleway and turf)

 A copy of the directive from the local government authority, requiring the school
authority to pay the trunk charges, such as an Adopted Infrastructure Charges Notice on
local government authority letterhead.

B. External Infrastructure Project Work- details and request for subsidy
The following documentation must be submitted with this application for an external
infrastructure project works subsidy:
 Evidence of the local government authority requirements, such as any conditions attached
to a development application approval.
 Plans for the full extent of the project scope of works, inclusive of scale, dimensions etc.
(NOTE- Drawings for an internal pick-up and set down area in a developing school should
be marked up to exclude any car parks and roads NOT ESSENTIAL for the purposes of
pick-up and set down.)
 Documentation detailing costs associated with each element of the project works prepared by
an architect and/or engineer, such as a formal schedule of costs.
 Where applicable, at least three (3) quotes on any external infrastructure works, if deemed to
be minor works.
(NOTE- QIS BGA requires that approved project works over $100,000 will be subject to
tender processes as per Australian Standard AS4120 – Australian Standard Code of
Tendering)
