To this end, many Arizona communities are discussing plans to expand the use of recycled water to meet potable demand. Merger of Two Large Water Systems – Lessons Learned. -Town of Queen Creek and H2O Water Systems – Ricky Holston, Sunrise Engineering; Paul Gardner, Town of Queen Creek In late 2013 the Town of Queen Creek purchased the H2O, Inc. water company. This fairly large water company had over 7,500 connections, over 30 miles of distribution system, wells, tanks and booster pumps. This created the need for the Town to integrate the existing 10,500 connection Town system with H2O’s system into one system. The combination of these two systems created a total of 18,000+ customers. Major League Baseball “Hits a Homerun” in Mesa! – Kelly Jensen and Gordon Haws, City of Mesa Construction of the new Chicago Cubs Stadium and renovation of the existing Hohokam Stadium for the Oakland Athletics were two of the largest and most critical projects in the City of Mesa. Both projects proved to be challenging in order to meet the budgets set by the elected officials with very short completion schedules. The Use of Predictive Maintenance Technology in a Preventive Maintenance Program – Kenneth Burt, Maricopa County The Preventive Maintenance Program is utilized for cataloging assets, developing maintenance requirements and extending useful life of equipment. By optimizing the useful life of infrastructure components the risk of catastrophic failures can be reduced. Adapting to a Changed Economy – Strategies Employed by the RTA to Deliver its Promise – James DeGrood, Pima Assoc of Govt In the eight years since approval of the RTA Plan, the 2008 recession occurred and the local economy has negatively affected sales tax revenues. A study performed for the RTA by the University of Arizona’s Eller College of Management projects a substantial reduction in the revenue that the RTA will collect over its term, when compared to the 2006 projections. The steps taken to deliver the improvements promised to the voters, together with the challenges ahead will be presented. City Streets = People Streets – Christine Fanchi, City of Avondale; Kevin Roberts, Dibble Engineering City leaders are tasked to be innovative in improving the public realm and dramatically improving the quality of life for all. The move toward designing and construction of “complete streets” is upon us. This presentation will discuss the challenges associated with converting the two city owned sites into university campuses within a short time frame and a limited budget. City of Phoenix Supplements to MAG - Rost Sapon, City of Phoenix; Craig Bolze, Bowman Consulting In 2012 the City of Phoenix found itself in the uncomfortable position of seeing the Maricopa Association of Governments (MAG) promulgating and adopting a 2012 revision to the Uniform Standard Specifications for Public Works Construction and the Uniform Standard Details for Public Works Construction and not having updated the City of Phoenix Supplements to them since 2009. This resulted in the promulgation of an almost entirely new City of Phoenix Supplements as well as a document that was completely different from anything the City had attempted in the past, a document that integrated the City of Phoenix Supplements into the MAG Standard Specifications and details. This field demonstration will discuss the following: the tools, interpretation of results, various agencies’ implementation of the technology, critical issues required for appropriate specification and the added value of post installation testing as applied to both design life verification and asset management practices. We will demonstrate laser profiling equipment with a field demonstration using rigid and/or flexible pipe. 9:00 to 9:50 a.m. Sessions Northsight Boulevard Extension Project – Improving Traffic Flows and Increasing Safety – George Williams, City of Scottsdale; Christie Hall, Achen-Gardner Construction The Northsight Boulevard Extension Project reconstructed the Hayden Road and Northsight Boulevard signalized intersection into a multi-lane Roundabout to improve traffic flows, mitigate back-ups and improve safety. Formerly a private street between Hayden Rd. and Frank Lloyd Wright, Northsight Blvd. became a public roadway upon completion of the improvements. This ULIP-ADA™ functions as a ULIP (Ultra Light Inertial Profiler) mounted on a Segway for precision and efficient sidewalk data collection. Our intention is to help attendees gain a better understanding of ADA legislation, the necessity of a transition plan, and the benefits of a cost-effective, proven technology. Healthy Rivers Report Card: Ranking Rivers in Maricopa County –Jennifer Pokorski, Flood Control District of Maricopa County There are over 11,000 miles of rivers, streams, and washes that run through Maricopa County. These rivers not only convey water but provide biological, societal, and economic assets to our communities. In 2013, the Flood Control District initiated “Healthy Rivers” an effort to rate the “health” of these rivers and educate decision-makers and the public regarding opportunities to maintain or improve the condition and values of our rivers. 10:30 to 10:55 a.m. City of Phoenix Thinks Outside the Box on Wide Crack Repair to their Asphalt Streets – Dave Allshouse, Superior Supply, Inc. This presentation will discuss mastic material that is stiff yet flexible allowing the repair to remain sealed from moisture and incompressible for up to 2 years. This repair will crack after the first or second year but now the crack is only 1/8” wide, which can be treated with a traditional crack sealing method. This method of repairing wide cracks has been around since the late 1990’s but has only recently become popular, due to the increased price of asphalt and shrinking budget dollars. 10:55 to 11:20 a.m. Leadership Traits of Public Works Frontline Staff – Maher Hazine Several years ago, APWA developed the “Baker’s Dozen: Core Competencies of Public Works Leaders.” These competencies were focused towards the PW Managers in an organization. However, leadership in an organization is not just reserved for those in a leadership position. We all have encountered individuals in our line staff that have demonstrated leadership traits and looked upon as leaders. A water/wastewater treatment facility energy efficiency evaluation offers numerous opportunities to improve energy efficiency in all facets of facility operations and can save cities millions of dollars. Additionally, rebates, grants and low interest loans are available for facility upgrades that can demonstrate energy efficiency improvements compared to standard operations. Documented Safety Improvements of Adaptive Traffic Signals - Chuck O'Connor, Rhythm Engineering Transportation professionals at the national, state and local levels are putting an unprecedented focus on improving road safety through anti-distracted driving initiatives, “toward zero fatalities” campaigns and other similar efforts. One of the most cost-effective tools for improving road safety is real-time adaptive traffic control. By intelligently synchronizing traffic signals and reducing stops, adaptive traffic control reduces the opportunity for conflict between vehicles and thus reduces the number of crashes. Leadership in Public Service: Overcoming Government’s Institutionalization of Mediocrity – Jeffrey Kramer, MCDOT Leadership. There are many perspectives on the topic, and there is a lot of discussion about leadership versus management, as well as different types of leadership. However, one subset of leadership that is often ignored is public sector leadership.
