Mr. Arthur N. Mabbett is the President and founder of Mabbett & Associates, Inc., (M&A) Environmental Consultants
and Engineers, Bedford, Massachusetts; an award winning firm specializing in integrated and multidisciplinary waste
minimization, pollution prevention and control, site assessment and remediation, occupational safety and health,
and energy consulting and engineering services to manufacturing and commercial industry, institutions and public

Mr. Mabbett holds a Bachelor’s degree from the University of Massachusetts at Boston, and a Master of Science
degree from Rutgers University. He is a Registered Professional Engineer; a Registered and Certified
Environmental Health Scientist; a Certified Safety Professional, a Qualified Environmental Professional; a Certified
Hazard Control Manager, and a Diplomate of the American Academy of Sanitarians. He served meritoriously in the
US Army as an Environmental Sciences Officer from 1970 to 1976 and in the US Army Reserve until 1989 as a
mobilization designee assigned to the Assistant Secretary of Army for Logistics, Washington, D.C. He is the
founding President of the Environmental Business Council of New England.

Tom Abdella has 30 years of professional experience which includes the management of infrastructure,
environmental remediation, transportation, and building contracts for general contractors, management consultants,
and architect-engineering firms. His areas of expertise include project and program Best Management Practices
(BMPs), forecasting and project controls, contract formation and procurement, bid and proposal management, as
well as complex change and claim management. He is currently involved with OCONUS projects for USACE,
USAID and other federal agencies in Alaska, Europe, Africa, Central Asia, and the South Pacific. Degrees include a
Masters of Regional Planning from the UMass/Amherst and a BS from Worcester Polytechnic Institute. Member of
the Society for American Military Engineers and National Contract Management Association.

Eva Marie D’Antuono joined the U.S. Army Corps of Engineers (USACE), New England District in December 1992
following four years with the U.S. Army Materials Technology Laboratory in Watertown, Massachusetts. She
currently serves as the Deputy for Small Business. She has held this position for over twelve years.
Ms. D’Antuono has served as the Treasurer, Vice-Chair and Chair of the Department of Defense Northeast Regional
Council for Small Business Information and Advocacy. Ms. D’Antuono is also an active member of the Boston
Post’s Society of American Military Engineers - Small Business Committee. In December 2011, she received
SAME’s Small Business Advocate Award. She was nominated by a group of New England small businesses for her
outstanding support. In September 2011, she was awarded the Commander’s Award for Civilian Service. She was
recognized as U.S. Army Corps of Engineers, Small Business Specialist of the Year in 2008 and 2010. In June
2004, she received SBA’s Special Achievement Award for her dedication to the small business program. In June
2003, she was awarded the Department of the Army’s Achievement Medal for Civilian Service.

Doug is currently the Vice President for Marketing and sales for H&S Environmental, Inc. a Woman Owned, 8(a)
firm focused on environmental engineering, remediation and construction. Doug has been working in the federal
arena for 27 years and his experience and expertise include introducing new service lines for emerging and
seasoned small businesses, establishing new clients for existing services, opening new geographic opportunities
nationwide, and starting new business operations. His three most recent accomplishments include helping to lead a
graduated 8(a) firm to become a successful full-service design and construction small business firm with a backlog
of more than $500M; developing, staffing, and implementing a marketing and sales plan for a start up company that
executed more than $92M in revenue in its second year in business; and helping an 8(a) firm thru graduation to
become a Worldwide Small Business doing work in the CONUS, South America, the Pacific Rim, and the Mid East.

Len retired after 18 years at TASC (formerly known as The Analytic Services Company)
where he was the Vice President for Contracts. Following retirement, he was at the SBDC (Small Business
Development Center) in Salem. He was then instrumental in bringing the PTAC (Procurement Technical Assistance
Center) program into Massachusetts, where he has been a Councilor for 12 years, specializing in helping clients
become GSA Schedule holders.

Dave is the Chief of the Geo-Environmental Branch for the New England District of the US Army Corps of Engineers
(USACE). The Branch is designated as a USACE Hazardous, Toxic and Radioactive Waste (HTRW) Design Center
and Groundwater Modeling Regional Center of Expertise. The Branch also supports many other USACE missions,
with significant emphasis on risk management in the Dam and Levee Safety Programs. In addition, Dave serves as
the Deputy Chief of the Engineering and Planning Division, representing the Division in all matters delegated by the
Chief related to the District’s varied Civil Works, Military, and Support for Others missions. Dave is a Professional
Engineer and a Project Management Professional and has been with New England District for 20 years. He holds a
BS in Civil Engineering and an MS in Environmental Engineering from the University of Massachusetts, Amherst.

Eric Nelson, LSP, PG recently joined Bioengineering Group as a Senior Project Manager. He has more than 30
years of varied environmental consulting experience. He has successfully served in a variety of project/program
management and operations management roles for respected engineering consultants. He has a bachelor’s degree
from Amherst College in Geology, a Masters from University of New Hampshire in Earth Science/Marine Geology,
and an MBA from Northeastern University.

David Polatin is the Assistant District Director for the Massachusetts Office of the Small Business Administration. He
is responsible for marketing SBA’s programs and services, government contracting, and the 8(a) Business
Development Program. He has been with the agency for 17 years. Prior to joining the SBA, he spent five years in
government contracting with the US Army. He holds a BA and an MBA degree from Boston University and a
Master’s in Education degree from Boston State College.

As the Vice President of Operations, Susan is responsible for the management of day-to-day operations and for
establishing a high standard of quality assurance and quality control for all project deliverables and services. In
addition, Susan serves as a Senior Project Manager/Program Manager for a number of projects and clients. Susan
professional-technical services include environmental, health and safety (EH&S) consulting and engineering
services; data collection and analysis; environmental permitting/reporting; training needs assessment, program
development and implementation; hazardous waste and materials management; site safety and health officer
oversight; and environmental, health and safety compliance and auditing. She also has extensive experience with
regulatory agencies associated with permitting and enforcement cases. Smits has conducted a variety of
environmental health and safety audits, performed environmental reporting and prepared many written
environmental, health and safety programs for various clients.
Susan served nine years as an officer in the US Air Force. As a Bioenvironmental Engineer she was assigned to
four Air Force bases in the US and overseas. Susan also provided Bioenvironmental Engineering Services to over
20 remote Air Force sites. She directed the bases’ industrial hygiene, environmental protection, and radiation
protection programs. The complex and diverse nature of the industrial operations at the various Air Force facilities
provided Susan a broad range of experience in industrial hygiene and environmental engineering. Susan also
provided oversight and support of base environmental site remediation and asbestos projects.

Paul Steinberg, P.E., LSP is Senior Vice President with Mabbett and joined the firm in 1999. Paul has helped the
firm develop and successfully execute a business plan to serve Federal clients following establishment of the
Service Disabled Veteran Owned Small Business classification in the fall of 2004. Paul serves as Program Manager
on Mabbett’s Army Corps of Engineers and EPA IDIQ contracts as well as it contract supporting Tishman, AECOM,
JV and GSA at the redevelopment of the St. Elizabeth’s campus in Washington, DC. Paul has 25 years of
experience and is a registered professional engineer and licensed site professional. He is a graduate of Worcester
Polytechnic Institute with a BS in Chemical Engineering and an MS in Marketing.

Colonel (retired) Curt Thalken joined Normandeau Associates in 2009, after a 25 year career as a U.S. Army
engineer officer. His military experience includes work in both austere and developed environments and teaching in
the Department of Civil and Mechanical Engineering at the United States Military Academy, West Point NY. His
military career culminated as Commander of the New England District of the U.S. Army Corps of Engineers
(USACE) responsible for aspects of the Federal Government’s engineering efforts and regulatory programs within
New England. Currently, Curt serves as Normandeau’s Senior Vice President for Operations, overseeing the
company’s 19 offices in 12 states and staff of approximately 250 employees.
Colonel Thalken is a graduate of the U.S. Military Academy, at West Point, NY. He holds a Masters Degree in
engineering sciences from the Thayer School of Engineering at Dartmouth College and a Masters in strategic
studies and international relations from the U.S. Naval War College. Colonel Thalken is a licensed Professional
Engineer in the states of CT and NH.

Since December 2008, Mr. Varney has been the Small Business Advocate at the U.S. Army Soldier Research,
Development and Engineering Center (NSRDEC) in Natick, MA. In that position, he provides information to small
firms about doing business with the Army and also reviews the planned procurements of the Center to ensure that
small businesses receive the maximum practicable opportunity to do business with the Army.
Mr. Varney has served as the Treasurer (2009-2012), Vice-Chair (2000-2003 and 2008-2011), and Chair (20042007 and 2012-2013) of the Department of Defense Northeast Regional Council for Small Business Information and
Advocacy. The Regional Council, which serves New England and New York, provides training to small businesses
about doing business with the Government and to large businesses about how to have a good small business
subcontracting program. In addition, the Council also sponsors Matchmakers connecting small firms with Federal
and state agencies and with large prime contractors.
In 1994, Mr. Varney retired from the Naval Reserve as a Commander, Supply Corps with over 28 years of service.
He served as the Executive Officer of COMLOGRON 2 Det 101 in Plainville, CT in his last billet. He received his
commission from Officers Candidate School in Newport, RI in October 1968 and graduated from the Navy Supply
Corps School in June 1969. For the remainder of his active duty, he was the Supply Officer on USS Leary (DD879).
A graduate of the University of Maine, Mr. Varney is a Certified Public Accountant in Massachusetts and holds an
MBA from Suffolk University. He is married to the former Mary McNeill and has a stepson. He is also a Past Master
of Middlesex Lodge AF&AM and a Shriner.
Larry Wells, Small Business Programs Manager

Larry Wells is a Small Business Programs Manager for the US EPA Region 1 which oversees the six New England
states. Prior to working for EPA, Larry, who has a BA in Economics from Trinity College in Hartford, CT and an MBA
in Marketing from the University of Hartford, ran a successful small business and worked as a Merchandising
Manager at a major US corporation. Fulfilling his desire to serve the public, he began working for EPA in 1999 and
since then has been primarily doing work with small business organizations providing compliance assistance and
assistance related to EPA’s procurements and financial assistance agreements. In his current role, Larry maintains
a program designed to identify small businesses for current and future acquisitions including serving as a liaison
with SBA concerning small disadvantaged business programs. Larry is married with three children, lives in the
Boston area, and enjoys sports, travel, and volunteer work with local community organizations.
