This EBC Program will provide an opportunity for large, small and disadvantaged
companies to learn about each other's services as they seek teaming opportunities for
future private sector and government contracts. Businesses will learn first-hand from other
environmental businesses about the services or equipment they provide for contract
teaming opportunities.
The program will also will provide you with the opportunity to hear about:
 The process to becoming certified (as a Small, Disadvantaged, WomanOwned business, etc) by the US Small Business Administration, and
 Environmental Program Opportunities of the US ARMY CORPS of
Engineers
 Several companies hands on experience as government contractors through
a panel discussion moderated by Arthur Mabbett, President of Mabbett &
Associates.
Finally, this EBC program will provide an opportunity for companies to showcase their
services or equipment with a table top display.

Scott Acone is Chief of the Military and Environmental Project Management Branch for the Corps
of Engineers, New England District. Scott has been with the Corps since 1988 and is a registered
professional engineer and project management professional. Scott’s experience with hazardous
waste and Superfund cleanups includes: design and construction of both solid waste and RCRA
landfill caps; planning and execution of comprehensive remedial investigations and feasibility
studies for both chemical and radiological contaminated media; excavation and disposal of
contaminated soils and sediments; characterization, reclamation, and remediation of abandoned
mine sites; in-situ treatment of contaminated soils; thermal treatment of soil; and wetland
restoration.

Pete Delano, P.E. is a Principal and Senior Vice President with Nobis. Pete joined Nobis in 1995
and has been responsible for the setting the strategic direction and growth of Nobis’ Federal
practice. He has managed numerous engineering, environmental, construction, and facility
contracts and programs for Federal agencies including the US Army Corps of Engineers, Navy,
EPA, Air Force, and others. Pete graduated from the Virginia Military Institute in 1985 where he
received a BS Degree in Civil Engineering and was commissioned as a Second Lieutenant in the
U.S. Army. He’s also a graduate of the U.S. Army Engineer School, served on active duty, and
retired from the NJ Army National Guard in 1992 as a Captain.
Nobis Engineering is a 100-person small business headquartered in Concord, NH with branch
offices in Massachusetts, Vermont, and New Jersey. Founded in 1988, Nobis has been delivering
high quality civil, geotechnical, and environmental expertise to a broad mix of Federal, State,
municipal, and commercial clients. Nobis was a participant in the SBA 8(a) Developmental

Mr. Dwight is an Associate Vice President and Federal Account Manager in AECOM’s
Environmental Business Line. Mr. Dwight has 25 years of experience working on and managing
Federal environmental contracts. He has a Bachelor’s Degree in Civil Engineering from UMASS
Amherst and a Master’s Degree in Civil Engineering from Colorado State University and is a
Licensed Professional Engineer. Mr. Dwight currently manages Federal environmental contracts
and performs business development in the Federal Market for AECOM.

Wendi Goldsmith is founder and CEO of Bioengineering Group, a Salem, MA‐based consulting
engineering firm whose mission is "Building sustainable communities on an ecological foundation."
Ms. Goldsmith is known for building consensus among diverse and often antagonistic stakeholder
groups to help advance some of the largest public infrastructure projects in history. Wendi has a
successful track record in conducting research, and especially guiding effective incorporation of
research into practice, having first served as the principal investigator on ERDC funded projects in
1992. She is currently leading multiple ERDC research projects featuring ultra‐low energy use on
installations, water conservation, and integrated resource management for net‐zero energy, waste,
and water management. She has extensive experience in all phases of project planning, design,
permitting, financing, and implementation for water, energy, waste, and transportation projects with
a restoration and/or sustainability focus.
Ms. Goldsmith holds a Master’s in Plant and Soil Science from UMass, a Master’s in Ecological
Landscape Planning and Design from the Conway School, and two Bachelor’s degrees from Yale,
in Geology and Geophysics and also Studies in the Environment.

Mr. Arthur N. Mabbett is the President and founder of Mabbett & Associates, Inc., (M&A)
Environmental Consultants and Engineers, Bedford, Massachusetts; an award winning firm
specializing in integrated and multidisciplinary waste minimization, pollution prevention and control,
site assessment and remediation, occupational safety and health, and energy consulting and
engineering services to manufacturing and commercial industry, institutions and public agencies..

Mr. Mabbett holds a Bachelor’s degree from the University of Massachusetts at Boston, and a
Master of Science degree from Rutgers University. He is a Registered Professional Engineer; a
Registered and Certified Environmental Health Scientist; a Certified Safety Professional, a
Qualified Environmental Professional; a Certified Hazard Control Manager, and a Diplomate of the
American Academy of Sanitarians. He served meritoriously in the US Army as an Environmental
Sciences Officer from 1970 to 1976 and in the US Army Reserve until 1989 as a mobilization
designee assigned to the Assistant Secretary of Army for Logistics, Washington, D.C. He is the
founding President of the Environmental Business Council of New England.

David Polatin is the Assistant District Director for the Massachusetts Office of the Small Business
Administration. He is responsible for marketing SBA’s programs and services, government
contracting, and the 8(a) Business Development Program. He has been with the agency for 17
years. Prior to joining the SBA, he spent five years in government contracting with the US Army.
He holds a BA and an MBA degree from Boston University and a Master’s in Education degree
from Boston State College.
