Concept Note for the Meeting of the Heads of the Migration Bureaus of the
BRICS member states
Nowadays BRICS is a global international stage on a global scale that has
become one of the most important factors of the intergovernmental cooperation.
The leaders of the Alliance distinguish the necessity of the BRICS
development not only in the economic realm, but also in the other humanitarian
spheres.
Realization of the high potential of the economic cooperation of the BRICS
member states, including signing and implementation of the major contracts and
projects, would inevitably be attached to the growth of the migration mobility,
including the necessity of participating states in qualified and highly qualified
experts.
The field of migration has a wide potential because the fact that the BRICS
members have the unique natural resources and industrial base including the
largest labour reserves, also according the United Nations Organization experts’
analysis the total number of population of the Alliance is more than 40 % of the
world population.
The international migration, the extent of which has reached the historic
maximum, has been for a long time one the most significant factors of the
development and determined the necessity of simultaneous efforts concerning
strengthening of migration processes regulation in the context of its increasing
influence in the socio-economic and demographic situation in the world.
Experts distinguish that each of the BRICS member states is the leader in its
region, also the evident state in economic and social aspect that for its turn has an
impact on the quantity and quality of the migration flows and reveal the question
concerning the increasing cooperation against new challenges and threats,
including illegal migration.
The Russian Federation being for a long time one of the largest countries of
migration reception has accumulated huge experience in the sphere of the
migration regulation processes.
Taking into consideration all of this facts, the conception of the Russian
Federation chairmanship in the Alliance in 2015-2016 specified the first meeting of
the Heads of Migration Bureaus of the BRICS member-states in the history of the
Alliance (October 8th, 2015, Sochi) and the preparatory meeting (September 10th,
2015, Moscow).
As the practical outcome of the meeting of the Heads of Migration Bureaus
we suggest to consider a draft of a joint declaration that provides activation of the
sides’ cooperation in the field of migration.
One of the key issues of the mentioned document is the establishment of a
consultative working group on BRICS in the realm of migration, acting on a
permanent basis and operating in the following areas: migration and development,

informational interaction, legal migration, counteraction of illegal migration,
international protection.
Non-politicized and non-bureaucratic nature of the partners’ cooperation
within the framework of the mentioned group will allow to activate cooperation
between the Bureaus (which are responsible for migration) and inter-department
cooperation in the realm of migration management in the BRICS area; to share the
best actual practices for participants in migration aspects; to find acceptable
approaches and decisions in the spirit of a partnership and cooperation – which
responds to the interests of peoples of the countries of Alliance.
The format of a group will enable the sharing of the best practices on regular
basis at the expert levels and the Heads of the Bureaus of the BRICS member
states.
In order to strengthen the scientific and practical cooperation in the sphere of
migration during the meeting of the Ministers will be hold the round table "New
strategies of managing migration as a key to successful development of the
society".
The widest range of participants including representatives of the
international organizations and institutions of higher education would be invited to
take part in the work of the round table.
