Project Background
New Mexico’s Race to the Top Early Learning Challenge has a goal of
ensuring that every child in New Mexico will have an equal opportunity
for success in school based upon equitable access to an aligned and high
quality early learning system
The Data System Project is designed to expand and align data systems so
that they can inform early childhood policy and outcomes and support an
aligned early childhood workforce development plan
The Data System will result in a data warehouse and reporting
mechanisms in order to make policy decisions and track the efficacy of
early learning programs as evidenced by the longitudinal tracking of child
outcomes

Justification, Objectives and Impacts



Expand and align existing DOH Family Infant Toddler - Key
Information Data System (FIT-KIDS) so that it can inform early
childhood policy and outcomes and support an aligned early
childhood workforce development plan
Update or add data sets to the existing FIT-KIDS application to
match integrated data sets across agencies the result being a
unified early learning data system
Incorporate unique identifier within existing FIT-KIDS to allow
both the deduplication of early childhood data for planning
purposes and longitudinal tracking of children in aggregate over
time

Scope-of-Work / Activity to-date




The PED, CYFD, and DOH have been working collaboratively in developing an
aligned data dictionary and use of common data standards in order to transmit
certain fields to a data warehouse
Modify the FIT-KIDS application to be interoperable with a master patient index
to allow the generation of Unique Identifiers for children, programs and
providers
Develop and implement data and system enhancements within the FIT-KIDS
application to align with common data standards and to aid in data mapping and
geocoding
Develop and implement data sharing from FIT-KIDS to the data warehouse as
developed by PED, in order to allow cross agency information queried and
shared, as determined by the data governance committee
