Chair Lee Heflebower opened the meeting.
Minutes from September 2014 were reviewed and approved.
Treasurer’s report was reviewed. Current balance is $6,997.58, includes PHCL monies. Expenses paid
out were for Project Homeless Connect. PHCL cost approximately $5,500, with $1,800 (venue costs) paid
by the VA.
No Presentation this month.
Project Homeless Connect Lincoln Review
2014 PHCL event was reviewed. Monica thanked everyone for attending and helping, especially hr
members of the PHCL committee who dedicated so much time to the event.
Preliminary numbers for the event are:
361 persons services: 146 literally homeless per HUD and 119 at risk (96 either didn’t have data or not
homeless or at risk per HUD definitions)
3271 services provided
354 meals
18.9% identified as US military veterans
Overall feedback is that everyone felt that it went really well. Specific comments about things that went
well included: provider check in, well organized overall, ran very smoothly, esp. for new location,
parking was great, great awareness activity for the public, giving out reading glasses was good, having a
hot breakfast was good, more blankets and socks was good but have to figure out better space/ storage
and bags to put them in for give away. Particular comment made about public awareness and the onsite
LPD. The officer commented that he had a more positive view of some of the people he has seen on the
street, now that he saw them at PHCL and knows they are trying to get help. It was great awareness also
to have some members of the JBC committee stop for a tour of the event.
Comments regarding areas of improvement, or things to add included: adding vehicle repairs, vet/animal
services (mobile vet? Maybe through Orschelns or Tractor Supply?) more actual services at the event,
rain ponchos as given aways, add a AA/NA table (and they may be a possible source of volunteers), legal
resolution services that day- work with the County/ City attorneys (Kit and Lea offered o look into this),
child support help on site, and look into funding sources for long term support of the event (but that do
not require 501(c) (3) status). Question also posed to the group to think about how to help with services
and follow up needed after the event- incentives? Transportation assistance? Dental and doctor care were
specifically mentioned regarding follow up/additional needs. People were asked to send any other
comments to Monica at Fresh Start.
Committee Updates
Executive Committee- Lee Heflebower
The NOFA is underway. State is working on its 10 year plan to end homelessness. CoCs in balance of
state and now Lincoln are working with Hoard Burchman for the CoC plan. Lincoln’s plan is typically
based on the state plan.
Planning and Data- Jeff Chambers
Agencies that use Service Pointe are asked to complete the VISPIDAT on everyone from October 15December 15, 2014 for a pilot study. Please complete it for anyone who has been in the program since
July 15, 2014 forward. There are some videos and Denise P has a guidance sheet that will be emailed to
everyone.
Consumer Engagement- Lee Heflebower for Andra Backer

Public Awareness- Lee Heflebower, Chair
The November Public Recognition event will be on 11/21/14 at Matt Talbot Kitchen and Outreach,
beginning at 9:30Am. The main speaker will be Rod Bauer from Siena Francis House in Omaha and his
topic will be compassion fatigue/ “taking care of you”. Final call made for nominations, as the committee
is deciding the awards today.
Youth- Nikki Siegel, Co- Chair.
Youth Homeless Connect will be on 11/03/14 at The Bay from 5-8PM. Please contact Nikki or Cristina if
you serve youth and are able to participate in the event. They will email a flyer to the group.
Rent and Utility NetworkThe next meeting will be Monday 11/17/14 at 1PM at Community Action. The United Way has provided
a one time allocation of monies to be used as a flex pool for rent and utilities. They are working with
Salvation Army, Community Action and Catholic Social Services (and the RUN). Contact the normal
agencies for this pool of money. It has more flexible guidelines than the regular assistance.
Discharge Planning/Reentry AllianceNo report.

Outreach Committee- Denise Packard
The committee is working on a plan to address potential confidentially issues so that the group may
communicate better for coordination of services.

The Recognition Event is the November meeting.
There is no meeting scheduled for December 2014.
The next meeting is the Friday 01/23/15 at 9:00AM at Cedars Northbridge.
