A bill to mandate that in the event that either the Michigan Bucks and/or the Detroit City Football Club
decide to construct a soccer specific stadium they must present their funding and agree to share the
stadium.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: In the event that either the Michigan Bucks and /or the Detroit City Football Club decide to
construct a soccer specific stadium, they must agree to these terms; due to the fact that both teams are
having difficulties trying to assemble funding for two separate stadiums, they must first combine their
efforts and present a form of funding. The second term in which both teams must comply is that they
must agree to share the complex and surrounding facilities. These terms and conditions shall become void
if one team presents a form of funding in which it can build its own sustainable new location.
Section 2: The funding, in which this bill would concern, would be the funding for the stadium. This shall
be decided by either team as long as they are able to present their funding plan.
Section 3: The terms and conditions stated in Section 1 and Section 2 will be enforced and monitored by
Major League Soccer and its semi-pro entities, including the NASL, USL, PDL, and NPSL in which both
teams are affiliated with directly or are attempting to join.
Section 4: If one or both teams fail to comply with the terms and conditions stated above, whatever
national soccer association is monitoring the two clubs, will fine whichever team involved 150,000
dollars for a first offense. In the event that the team(s) should commit a second offense they shall receive
a 500,000 dollar fine. If the enforcer shall find evidence of a third offense, any office members or owners
involved shall be jailed for 12 months with a 750,000 dollar fine applied to the team.
Section 5: This law shall be viewed by both teams when passed, but will go into effect 6 months after
one, or both, teams state their funding plan.

A bill to mandate an increase in vehicle registration fees and fuel taxes to fund Michigan's roads.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: This bill would fund Michigan roads by increasing vehicle registration fees and fuel
taxes.
Section 2: The funding for these roads would be supported by increases in gas taxes and
registration fees.
Section 3: Increased registration fees would be monitored by the Secretary of State and fuel taxes
would be monitored by the State of Michigan.
Section 4: Due to increased fees and taxes, no penalties are required.
Section 5: This bill with go in affect a year after passage.

A bill to ensure that community colleges scholarships can be given out based on community
service hours.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: A bill to ensure that all community colleges in the state of Michigan offer scholarships
for tuition based on community service hours throughout middle school and high school.
Section 2: This bill will be funded by state prison taxation and state funding.
Section 3: For students to have two full years of community college they are required to have a
total of 200 hours of community service hours in middle school. Also, they are required 200
hours of community service each year of high school. For a total of 1,000 hours.
Section 4: If a student manages to make 2,000 hours of community service they can receive four
full years at a community college that offers the three in one program with other universities.
Section 5: This scholarship does not include housing and food. It will be strictly for tuition and
books.
Section 6: This bill will be enforced by the Michigan Department of Education.
Section 7: This bill will go into effect the school year of 2017-2018.

A bill to mandate that there shall be a legal wolf season in the Upper Peninsula.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: The Upper Peninsula in Michigan shall have a legal wolf season.
Section 2: This season shall take place during coyote season which takes place July 15-April 15.
Section 3: This bill will be enforced by the Michigan Department of Natural Resources.
Section 4: Only 60 wolf licenses will be issued a season.
Section 5: Each wolf must be reported physically reported to the DNR. Failure to do so will
result in a fine $500.
Section 6: This bill shall go into effect next coyote season.

A bill to mandate that all citizens who use Michigan roadways wear reflective clothing when
biking/running on roads from dusk to dawn.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: This bill should be partially funded by the people who buy the reflective clothing, and
the remaining funded by the State of Michigan.
Section 2: Michigan State law enforcement shall enforce all bikers and joggers to wear the
reflective clothing at appropriate times of day.
Section 3: Failure to follow the procedure of wearing reflective clothing will result in a $50 fine
for the first offense.
Section 4: The second offense for failure to follow procedure shall result in a doubling of the fine
to $100.
Section 5: This bill shall go into effect January 1, 2016.

A bill to make it required for first responders to attend middle school and recreational rocket
league football games in case of injury of the players participating in the sport.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: This bill will be funded by the local fire department’s funds.
Section 2: The town’s police department will enforce the law and make sure the fire department
is active at the games.
Section 3: The town’s local fire department’s failure to be attendant at these games shall lead to a
small fine of $50-$60 for those who were to be stationed at the game.
Section 4: The Second Offense of a certain group/person who violated this law will result in jail
time for the number of hours not spent station at these games. Every offense of the law after this
will result in the same punishment.
Section 5: This bill will go into effect August 10, 2016.

A bill to mandate that Michigan citizens be alerted when drinking water reaches a hazardous
level.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: A specific sound and or message shall be played through the television broadcast
system, text message alert system, community sirens, and social media.
Section 2: This bill shall be funded by the Public Safety Services of each city or community.
Section 3: This bill shall be enforced by the local authorities including the Mayor and or the city
council members.
Section 4: If the county does not send out these alerts, they shall be fined $10,000 for the first
offense, $20,000 for the second offense, and $30,000 for the third. Failure to comply after the
third offense will result in a punishment of mayor or council member in no less than 30 days in
jail.
Section 5: This bill shall become effective a month after it has been passed.

A bill to mandate that all vehicles should have an alarm system when opening a door that would
remind the guardian that a child is in a car seat.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: An alarm system is defined as a warning message that can be turned on and off by the
driver after starting the engine of the vehicle.
Section 2: A “warning message” is defined as a message that a driver can choose to remind them
that they have a child in the car.
Section 3: The bill is intended to prevent death of children left in a vehicle unattended.
Section 4: Car manufacturers will have until 2018 to install the alarm system on all new vehicles.
Section 5: Department of Child Welfare and Local Police Departments will enforce this bill.
Section 6: If a citizen is seen with a child in a car seat and has not activated their alarm, the first
and second time are warnings and the third time will be a fee of $1000.
Section 7: If the above fee is not paid in a reasonable time, Child Protective Services could be
called to the home.

Section 1: Main roads are roads that receive 200 cars or more per hour.
Section 2: Bicycles are any 2 or 3 wheeled man powered machine.
Section 3: 1st offense- a warning.
Section 4: 2nd offense- the child's parent or guardian will pay a $250 fine.
Section 5: 3rd offense- the child's parent will parent will pay a $500 fine.
Section 6: 4th offense- the child's parent will pay a $500 fine.
Section 7: This bill shall go into effect one year after passage.

A bill to enact that there should be no curfew in the State of Michigan.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Michigan shall not be allowed to have youth under the age of 16 have a curfew of
10:00 pm.
Section 2: Michigan shall not be allowed to have youth over 16 years of age have a curfew of
12:00 am.
Section 3: This bill will not require any funding.
Section 4: This bill requires no enforcement and actually less than before, because now police
needn't patrol past the curfew to catch people breaking the curfew.
Section 5: If this bill is passed there will be no penalty because there is no law to break.
Section 6: This bill shall take effect one year after passage.

Section 1: This bill will put a limit on the amount of landfill waste allowed to come into
Michigan from Canada.
Section 2: Border patrol will be responsible for managing the number of trucks of trash a
company brings in from Canada.
Section 3: Any company caught bringing in to much trash will be fined $5,000.00, a second
offense will be $10,000.00. If a company continues to do this they will not be allowed to
continue to operate in Michigan.
Section 4: This bill will go into effect on May 1st, 2016.

Section 3: The penalty for any Michigan Public School who does not comply shall be fined for
the first offence of 5,000 dollars.
Section 4: The penalty for any Michigan Public School who does not comply shall be fined for
the second offence of 10,000 dollars.
Section 5: The final penalty for any Michigan Public School failing to comply shall result in the
school losing state funding.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: All welfare recipients shall show proof of job searching to maintain their benefits.
Section 2: Welfare benefits shall be defined as benefits to participants, such as life, health,
disability, and long-term care.
Section 3: The welfare recipients shall be defined as the people who require assistance from the
State of Michigan.
Section 4: Welfare recipients shall show proof of fifteen job applications each month in order to
keep their welfare benefits.
Section 5: This bill shall be funded by the Michigan Department of Health and Human
Resources.
Section 6: The Michigan Department of Health and Human Resources shall enforce this law.
Section 7: For the first offense the welfare received by the person shall be suspended for ten
days.
Section 8: For the second offense the welfare received by the person shall be suspended for
twenty days.
Section 9: For the third offense the welfare benefits received by the person shall be ended until
proof of fifteen job applications for three consecutive months is shown.
Section 10: This bill shall go into effect six months after passage.

Section 4: The first offense for not complying with this law shall be a fine of 300 dollars.

their license shall be revoked.
Section 7: The people taking the test shall fund the expenses of the test in conjunction with the

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: When a fisherman catches 50 Asian Carp out of Lake Michigan, they will receive a
free fishing license for the following year.
Section 2: This bill will affect fishermen by providing them with a free fishing license for the
following year while also encouraging fishermen to cut down on the Asian Carp population.
Section 3: This law will go into effect by the first of January in 2017.
Section 4: The fisherman will turn the 50 Asian Carp into the DNR, and they will give you a free
fishing license for the following year.
Section 5: The penalty for breaking this law will be no free fishing license for the following year.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Public schools shall be defined as schools K-12 that receives funding from the
Michigan Department of Education.
Section 2: Year round schooling shall be defined as a school calendar that is in session anytime
between June 12 - September 8, that's not a summer school program.
Section 3: This bill shall need no funding.
Section 4: This bill shall be enforced by the Michigan Department of Education.
Section 5: For the first offense for having school in session during summer break, the school per
pupil funding shall be decreased by 40% per student.
Section 6: Schools that have more than 10 snow days shall be allowed to be in session past June
12 as many days as needed to make up missed school days.

A bill to mandate in the State of Michigan that all public and private boat launches must have a
wash station to clean off watercrafts of invasive species before entering a body of water.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Watercrafts must be washed before entering a new body of water.
Section 2: Each boat washing station will include a power washer that is setup to clean your
boat's hull. A watercraft is defined by Google as a boat or other vessel that travels on water.
Section 3: The DNR (Department of Natural Resources) will be responsible for setting up public
wash stations.
Section 4: The owner of the private boat launch shall be responsible for getting the wash station.
Section 5: The DNR (Department of Natural Resources) will be responsible for the enforcement
of this law.
Section 6: If you are caught owning a boat launch without a wash station they shall be fined
$200.
Section 7: The owner of the watercraft shall be inspected a month later after being caught
without a wash station and if there is no progress to getting a wash station your boat launch shall
be shut down until you get a wash station.
Section 8: This bill will go into effect one year after passage.

children.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Tobacco products are defined as: Any product that contains nicotine, including pipes,
cigarettes or cigars. Children are defined as any human from birth to the age of eighteen.
Section 2: Smoker is defined as a person or persons that smokes tobacco regularly. A vehicle is
defined as a self-propelled, road vehicle.
Section 3: The local and state police of Michigan will enforce this law.
Section 4: The consequences are if the smoker is smoking with children present are: first
offense, $100 fine and ticket. The second offense within the year would be jail time of 2 weeks
and fine of $250. Third offense, license being revoked along with 30 days in jail and $500.
Section 5: This bill does not require funding, and would be effective within a year after passing.

Section 1: A restaurant is a business that prepares and serves food to customers.
Section 2: Prepared food is perishable food made to serve to customers.
Section 3: Donating is defined as giving the prepared food to pantries or soup kitchens.
Section 4: The funding for restaurants to transport food will come in the form of tax deduction to
reimburse for the gas they use.
Section 5: The Department of Human Services will enforce this law.
Section 6: If a restaurant throws out prepared food, they will face a warning for their first offense
and a hefty fine for their second offense.

Section 1: Managers is defined as people who oversee five or more employees in a workplace.

Section 3: Diversity training is training that will educate people about equal pay, getting rid of
discrimination based off of race, beliefs, gender, feelings, etc.
Section 4: This law will be funded by the fines levied by the Department of Civil Rights against
those companies that break this law.
Section 5: This law will be enforced by the Department of Civil Rights.
Section 6: If a manager fails to complete diversity training they will be fined up to 10% of their
revenue.

ammunition at all times.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Live ammunition is defined as bullets that can kill and should be used when the
suspect is armed and using their weapon.
Section 2: Rubber ammunition is defined as ammunition, which can only stun and should be
used when an officer faces a physical threat, which is less severe than the taking of said officer’s

Section 3: Each person under welfare check must get a signature of the person they worked
community service for.

has their signatures for 24 hours of community service and makes sure they have had at least 1
job interview that month.
Section 5: The community police shall do these checks once every month before the welfare
checks are given out.

tape, antiseptic wipes (alcohol sweeps), cotton wool, safety pins, tweezers, latex gloves,
calamine lotion, Q-tips, clinical thermometers, analgesic tablets (if parent approved) and
scissors.
Section 3: Cardiopulmonary shall consist of knowing resuscitation and emergency medical
procedures for restoring normal heartbeat and breathing to victims of heart failure.
Section 4: Automated External Defibrillator, or AED shall consist of knowing correct usage of a
portable electronic device that automatically diagnoses the life threatening cardiac arrhythmia of
ventricular fibrillation.
Section 5: The Michigan Department of Education and the Michigan Department of Health and
Human Services shall split the cost evenly to pay for funding for the training.
Section 6: The first offense for non-compliance shall be a warning.
Section 7: The second offense for non-compliance shall be a 75 dollar fine.
Section 8: The third offense for non-compliance shall be a 175 dollar fine.

Section 1: All school funded extra curricular activities (excluding field trips) be planned to end
no later than four hours after school.
Section 2: To provide children with enough time to spend time with family and do homework, all
activities must be stopped and dismissed after four hours from school dismissal.
Section 3: Time started and ended must be recorded at every game and practice or meet. Failure
to do so will result in a fine to the school that is 25 dollars every five minutes over or day not
recorded.
Section 4: A state provided timesheet will be available based on school estimates for amount of
sports, teams and meets done every week.
Section 5: Sheets are to be mailed to the Capital of the state and handled by the MHSAA.
Section 6: During games or competitions, time penalties are removed if it is EXPECTED to go
longer, but must be specified on the sheet and signed by the coaches.
Section 7: Should more that five instances of non compliance occur for one sport then the school
must halt the season for 4 scheduled practices or 2 games (1 game and 2 practice like mixings are
allowed).
Section 8: Fines may be written off if three coaches or teachers present at event write explanation
or can prove a delay in game either due to injury, weather, time outs etc.

Section 3: Public lakes or rivers are defined as Department of Natural Resources governed
bodies of water.
Section 4: Any person or persons over 21 who do not have a fishing license and are fishing in
public lakes or rivers shall face a fine of up to $100 first offense, and up to $250 second offense.
Section 5: The enforcement of this law shall be carried out by the Department of Natural
Resources.

Section 6: The Department of Education and the Department of Human Services will fund this

Section 8: If a school fails to include the options listed in this bill, the first offense will result in a
warning. The second offense will result in a fine of $1,000.00. For the third offense, the penalty
will be a cut of 5% from the school’s overall budget.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: This bill will be applied to the entire state of Michigan. It will state that the drinking
age of alcohol be lowered to 18 years of age from 21 years of age.
Section 2: This bill does not require any funding.
Section 3: This bill will be enforced by local law enforcement.
Section 4: The 18 year old will go through the same process as if they were turning 21 years of
age. These rules are stated in www.michigan.gov under “Renewing a License”.
Section 5: If caught drinking under the age of 18, a civil infraction will be issued along with
community service and probation for a first time offense.
Section 6: The second offense caught drinking under age, a misdemeanor will be issued.
Probation, community service, and possible jail time can be issued at the discretion of the court.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: The Michigan Department of Education shall provide additional resources to schools
for students who require advance study courses.
Section 2: All public schools in the state of Michigan will be required to offer AP classes for all
core classes. Every standard class should have at least one advanced counterpart. AP stands for
advanced placement, the advanced counterpart. AP is also equivalent to Dual enrollment (DE,
College courses).
Section 3: The penalty for school districts not complying with this bill is $100.00 per enrolled
student 9-12 with a grade average of a C.
Section 4: The amount of additional funding given shall be equal to the amount of funding that
the particular school district receives for students who require extra help. The funding would
cover the cost of the AP course, but not the cost of the test.
Section 5: The school will be required to give an annual report to the Department of Education
for review progress of AP program.
Section 6: This bill will be supported by the State of Michigan. Contributing funds will come
from school districts that do not comply with this bill.

Section 1: A public school is one that is Kindergarten through 12th grade that receives funding

Section 2: Students who do not attend a school organized into classrooms that is opened to the
public is specified as home schooling.
Section 3: Students must be able to show proficiency in the previous grade levels Common Core
Content Standards (CCCS).
Section 4: Proficiency shall be 70% or higher of the previous grade levels CCCS.
Section 5: If students do not meet the required proficiency standards he or she shall stay in the
previous grade level.
Section 6: If a school does not follow this law, the first offense shall be a decrease of $25.00 per
student in state funding.
Section 7: Second offense and the school shall lose $50.00 per student in state funding.
Section 8: Third offense shall shut down the school until they have agreed to follow this law.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Those found homeless shall be given a temporary apartment issued by the state. This
home would be financed by taxpayer money, which is, counter-intuitively, less costly than
current state welfare systems. For example, in Utah, it cost taxpayers 40% less to finance a home

Section 2: Corporations shall receive a .005% tax deduction per job they finance for one of the
formerly homeless. Limited liability companies, or LLCs, shall receive a .0025% tax deduction.
Section 3: If a person is unable to find a job with a large company, a caseworker shall be
assigned.
Section 4: These citizens shall be exempt from state and ideally, federal taxes (see Section 5) for
six months after they begin their job. Instead, a flat, nondeductible 30% income tax paid to the
State of Michigan shall be applied. After this grace period, local, state, and federal taxes shall
apply.
Section 5: If the bill passes, a subsequent bill shall be introduced to the U.S. Congress
referencing federal tax exemptions for the homeless program participants.
Section 6: This law shall take effect on the first April 16th after passage.

Section 1: A doctor should run tests before performing an abortion procedure. The tests they
should run include: the health and mental stability of the soon to be mother, her financial
situation, is her baby going to have health problems, her maturity, and lastly her age.
Section 2: The age limit on abortions should be 16 and below. If you are over 16 you should be
mentally prepared.
Section 3: If the mom isn’t financially capable then she should be allowed an abortion.
Section 4: A women should be allowed an abortion if she was sexually forced or having the baby
could possibly kill her.
Section 5: A test should be ran on the child to see if it could be born with Down syndrome or any
other serious medical conditions. If the child does have a serious medical condition then it should
be the mother’s choice whether she wants to continue with her pregnancy.
Section 6: A test should be run about the maturity of the mother. Such as whether she knows
certain things to ensure the safety of her child.
Section 7: If the doctor does not follow the certain tests and procedures and does not tell the
mother the laws of abortion stated above, then he will be fined $1,500 on his first offense. The
second offense is 720 hours of community service plus an additional $2,000. The third offense is
two months in jail along with a $1,115 fine. If the doctor still proceeds to not follow procedure
then that doctor will lose his license and he will be fined $2,500.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: All campgrounds, RV parks, mobile home parks, and manufactured home parks in the
state of Michigan must have a shelter built to withstand severe weather. The structure must be
built to hold the maximum amount of people permitted on the grounds.
Section 2: This will be funded by the owner unless they are unable to afford the fee. If that is the
case, the charge will be split between the owner and the state 50/50.
Section 3: This bill will be enforced by the BCC (Bureau of Construction Codes).
Section 4:A shelter is defined as any stable, protective building that is able to hold the acceptable
amount of people in the case of an emergency. It can be above or below ground.
Section 5: If the owner fails to comply with these guidelines after the three years, they will be
given a 30 day warning. By the end of the 30 days construction must be started. The facility will
then be closed if the construction has not been started. The facility will be opened when
construction is finalized.
Section 6: The structure must be finalized four years after construction is started.
Section 7: This bill will go into effect three years after passage.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: The individual school district will be responsible for raising the funds to build and
maintain the recreation center. The district funds will be split between the schools in the district
according to what percent of the total students in the individual school has.
Section 2: Each recreation center will be inspected by the county health inspectors.
Section 3: If the school district fails to build a fully functional recreation center within eighteen
months of the bill’s first day in effect, the district will be fined $100,000 annually until the
criteria is met.
Section 4: The second penalty, if they choose not to build a fully functional recreation center
within eighteen months of the bill’s first day in effect, the district will be fined an additional
$3,000 annually.
Section 5:The Michigan Department of Education will enforce this law.

Section 4: Anyone age 14 or younger using marijuana shall be taken to a holding cell and their

Section 5: Anyone age 15 or older using marijuana shall be charged a two-hundred dollar fine
and taken to the Juvenile Detention Center where they shall be held until the fine is paid.
Section 6: All marijuana products shall be kept at least eight-hundred feet away from all schools,

Section 7: Local officials such as the county sheriff, police officers, and the Michigan State
Police shall enforce this law.

can be taken away from you in serious conditions. If you get your pet taken away from you, and
you want your pet back or you want another pet you would have to go to court.

Police to report it.

A bill to mandate that no one under the age of 18 be allowed to purchase energy drinks.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: No one in the State of Michigan under the age of 18 shall be allowed to purchase
energy drinks.
Section 2: This bill will be enforced by the sellers of energy drinks.
Section 3: Sellers of energy drinks will be required to verify the age of the buyer by checking
IDs.
Section 4: The Michigan Department of Health will develop the regulations for the stores selling
energy drinks.
Section 5: Enforcement of the law will be done by the police. When the law is found to be
broken, fines will be issued to the seller and the parents and/or guardian of the buyer.
Section 6: Funding of the bill will be provided by the Michigan Department of Health. The
Health Department will be repaid through the money made from fines of those who broke the
law.
Section 7: The effective date of the bill will be January 1, 2017. This date provides time for the
government to notify the sellers and buyers of energy drinks about the new law.

A bill to mandate that all police officers in the state of Michigan must complete a minimum of
twenty-five hours of de-escalation training.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: This bill will become effective January 1, 2017.
Section 2: This bill is about requiring police officers to complete a minimum of twenty-five
hours of de-escalation training before becoming able to work as a police officer. This bill should
be enacted because if police officers use the de-escalation tactics they learned in training, the
situation may be handled without the use of a weapon or aggressiveness.
Section 3: For every police officer that doesn't complete their twenty-five hours of de-escalation
training and is already working as a police officer, the police station that they work at shall be
fined $500 for every hour short of twenty-five hours and the police officers must go back and
complete their training before being allowed to work again.
Section 4: The de-escalation training shall consist of verbal training, tactics for staying calm
under stressful situations, being able to assess the situation quickly, quickly addressing the
person(s) who are causing the problem without using any type of weapon/firearm,
being nonjudgmental, using appropriate body language, and learning the appropriate time to use
weapons/firearms, knowing when to call for back up, and recognizing their limits and biases.
Section 5: After the officers have been taught, the instructor must set up real life situations for
the officers to practice on. After the officer completes various real life situations, they must look
back on how they did and list pros and cons. If the cons outweigh the pros (by any means) then
they must redo the situation(s). This will be repeated until the pros outweigh the cons.
Section 6: A posttest must be created that includes all tactics learned in training. To pass this test,
the officers must score 100%. If the officers don't pass the test, they must redo the test until they
score 100%.
Section 7: To enforce this bill, the police officers that have completed all of their training and are
working in the police force in Michigan shall be tested every two years and must score at least
90%. If they don't pass the test that is given every two years, then they shall redo the sections of
training they didn't pass.
Section 8: This will become part of police training and won't need any additional funding.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: The bill shall be partly funded by Caterpillar and the other half will be founded by the
City Council.
Section 2: Caterpillar and Titan Machinery will work to demolish houses, 20 buildings per
month.
Section 3: Destruction by burning, breaking, and/or damaging property is and $1,000 fine.
Section 4: Not paying the $1,000 fine before a 2 month grace period an extra $1500 fine is added
on with a week in jail.
Section 5: If failure to pay the $1,500 dollar fine occurs after your 2 month sentence you will be
sentenced to spend a year in a local prison.
Section 6: Mayor Mike Duggan will enforce this new bill on getting abandoned/unsecured
houses demolished quicker.
Section 7: This bill will go into effect August 23, 2017.

construction workers will see where the pipes lead.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1. This bill will prohibit any future drilling, expanding, or building of oil/natural gas
pipelines in the Michigan region of the Great Lakes or within five miles of the Michigan Great
Lakes shoreline.
Section 2. The Michigan Department of Natural Resources will provide compensation to any
companies or corporations who have sustained losses due to this policy. Depending on the
severity of the loss, the Michigan Department of Natural Resources will compensate up to 20%
of the losses suffered.
Section 3. The U.S. Coast Guard and National Park Rangers will monitor the Great Lakes and its
shoreline for any illegal drilling or building of pipelines and report any activity to the Michigan
Department of Natural Resources.
Section 4. Projects being built prior to the law taking effect will be allowed to finish and will not
be penalized. However, all projects are expected to be finished within seven years. In addition,
repairs will be allowed with a written permit from the Michigan Department of Natural
Resources.
Section 5. The penalty for the first offense is the average weekly revenue of the violator. The
penalty for the second offense is average bi weekly revenue of the violator. The penalty for the
third offense is 10% of the average yearly revenue of the violator.
Section 6. This bill will become effective on January 1, 2016.

alcohol tests.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: All people requesting and/or receiving welfare shall take and pass a mandatory urine
sample drug and alcohol test. Individuals shall randomly be asked to partake in a test every six
months. The test shall be administered before the individual collects benefits for the following
months.
Section 2:Welfare shall be defined as money provided by the government to people who are
unemployed, ill, or on a low income.
Section 3: The State of Michigan Health and Human Services shall pay for the tests.
Section 4: The tests shall be administered at a local Michigan Health Department by a registered
doctor or nurse.
Section 5: DEFINITION OF OFFENSE: An individual who refuses to take and/or fails the drug
and alcohol test.
Section 6: For the first offense: The individual shall be penalized with a 75 dollar fine.
Section 7: The Second offense: The individual shall be penalized with another 75 dollar fine in
addition to the amount that they received from welfare that month.
Section 8: The third offense: The individual's welfare privileges shall be revoked for up to one
year.
Section 9: If the fines have been left unpaid, the individual shall face up to one year in jail and
bail shall be set at the amount owed.
Section 10: After three offenses, the individual shall be forbidden to reapply for welfare within a
two-year span of the last offense.
Section 11: If a situation arises in which a child has a guardian who has had his/her privileges
revoked, Social Services shall see that the child receives proper care.
Section 12: The Michigan Department of Health and Human Services shall enforce this law. The
Department shall have access to every individual's medical record so that they shall be able to
determine if the drug is a prescribed drug and exempt from the loss of benefits.
Section 13: This bill shall go into effect one year after passage.

Section 1: Anyone riding a motorcycle in the State of Michigan shall be required to wear a

Section 2: The helmet shall be a protective motorcycle helmet for both the passenger and the
driver approved by the Department of Transportation.

Michigan Law Enforcement.

Section 1: At all high school “contact sporting events” there must be a certified medical
specialist/ trainer.
Section 2: Contact sports are defined as "soccer, football, basketball, ice hockey, lacrosse, field
hockey, and wrestling."
Section 3: If a serious injury occurs during a sporting event and there is not a certified medical
specialist present the school shall be fined $250 for the first offense, $500 for the second offense,
and if a third offense occurs the school's specific sports team shall be suspended for 3 games and
fined $750.
Section 4: This bill will affect the sports that are part of the MHSAA.
Section 5: Grades 9-12 are considered high school in this bill.
Section 6: This bill will go into effect 6 months after passage.

A bill to mandate that all Michigan school buses be equipped with seat belts.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: All school buses in operation will be required to have a seat belt for every passenger,
including the bus driver. A school bus is defined as a motor vehicle with a manufacturer's rated
seat capacity of 11 or more passengers (including the driver), and used to transport pupils to and
from school or school related events.
Section 2: Funding for the installation of seat belts in school buses will be shared by the
Michigan Department of Transportation, Michigan Department of Education, and the Michigan
Department of Health and Human Services. Each department will be responsible for covering
one third of the estimated modification costs.
Section 3: Michigan State Police will inspect school buses annually to ensure that school districts
are in compliance with seat belt regulations. School buses that don't meet inspection.
requirements will not be able to operate until modifications and re-inspection are complete.
Section 4: Any school district that is found to have purchased a new school bus without seat belts
will be fined $5,000 per school bus. Any manufacturer that sells school buses without seat belts
in the state of Michigan will be fined $50,000 and up to ten years in prison. If a school district is
found transporting passengers on a school bus without seat belts, the penalty will be that all
funding towards the school's transportation will be stopped.
Section 5: All Michigan school buses in operation without seat belts will be retrofitted with seat
belts within 5 years of bill passage. Older school buses that will not be in operation at the end of
the 5 year period will not need to be equipped with seat belts, but cannot be used for
transportation after the 5 year period. Effective immediately upon bill passage, any new school
buses that are purchased must come equipped with seat belts.

the Board of Education.

to obtain them through state funded tutoring sessions.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Lacking educational resources is defined as an inadequate education that a student has
that is not able to meet the knowledge requirements for their grade level.
Section 2: Tutoring sessions is defined as a meeting for students where they can get educational
support by certified persons in the subjects they need assistance in.
Section 3: Students is defined as any person enrolled in a public school, grades 1st through 12th.
Section 4: These tutoring sessions will be funded by the Department of Education, the
Department of Civil Rights, and the Department of Human Services. The Department of
Education will provide 50% of the funding, the Department of Civil Rights will provide 25% of

Section 1: This bill will not require government funding. It will be the responsibility of the
participant to cover any medical expenses.
Section 2: Participants have to be 18 years or older.
Section 3: Patients have to be capable of making their own health care decisions. They must be
deemed mentally sound by a certified physician/therapist.
Section 4: A terminal illness must be diagnosed by a certified doctor.
Section 5: The terminally ill patient must be diagnosed with 6 months or less to live.
Section 6: The patient must be in the presence of a certified doctor in a certified hospital when
the drugs are administered.
Section 7: After the first oral request by the patient is made to the physician, a 15 day waiting
period will occur until second oral request is taken. Two days following the second oral request,
medication will be prescribed.
Section 8: This bill will go into effect January 1, 2016.

Section 1: The bill will be effective July 1, 2017.

minimum 30 hours of community service to graduate from high school.
Section 3: In addition to their required credit to graduate, they will need to complete the
minimum of 30 hours of community service, as well. They will need to complete this by June 1
of their graduation year. All 30 hours must be completed during their senior year only.
Section 4: For example, the teacher should be required to take the class on volunteer trips at least
twice a year, the other time the student should do outside of school.
Section 5: This would be great because it helps teenagers get involved in their community.

A bill to make it mandatory to take road tests annually after gaining a driver's license. When a
person first gets their license; they will take a road test every year. By the time a person is thirty,
it will be every five years. Then when the person is forty it shall be every decade until they reach
the age of seventy. By seventy, a person will test every five years. If the person is responsible for
transporting citizens to one place to another, they will take a road test every year.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: This bill shall be partly funded by the individuals taking the road test by paying a
twenty dollar fee. The rest of the bill shall be funded by MDOT (Michigan's Department of
Transportation).
Section 2: Each test shall be directed by officials and trusted businesses that have road tests in
Michigan.
Section 3: If a person fails the test three times, their driver's license will expire.
Section 4: If a person chooses not to take the test, the fee will double in price by the time that
they do test and their license will expire.
Section 5: If a person still refuses to take the test or decides to use an expired license, they will
be jailed and the bail shall be triple the original fee.
Section 6: Michigan State Police and the MDOT shall work together to enforce compliance with
this law.
Section 7: This bill will go into effect November 18, 2017.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: A bill to mandate skiers and snowboarders wear helmets when going through an
obstacle course.
Section 2: Snowboarders and skiers will have no choice weather to not have the helmet on when
going through an obstacle course.
Section 3: There should be staff at the beginning of the obstacle course checking that everyone
has a helmet on before letting them go down the hill.
Section 4: The law is not making you have to wear a helmet going down regular hills, that is the
snowboarders and skiers choice.
Section 5: This law will be funded by the Michigan resorts and skiing hills.
Section 6: If found without a helmet on going down the obstacle course your pass or season pass
will be banned and you will have to wait a week until you can ski or snowboard at the
establishment again.

Section 1: A bill stating that all cyclists ages fourteen and older who use public roads are
required to know the rules of the road, have a license decal, and pay a fifty dollar annual tax that
will be contributed to road repairs and additions of bicycle lanes. Cyclists under the age of
fourteen will be required to be accompanied by a licensed cyclist.
Section 2: A cyclist shall be defined as anyone who uses bicycles on public roadways.
Section 3: Funding will be sponsored by cyclists buying licenses.
Section 4: The county police officers will be responsible for enforcing this law.
Section 5: The penalty for non-compliance will be a fine of one hundred dollars.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: If a student in school struggles with reading and/or writing they shall be tested for
dyslexia.
Section 2: Testing will take place during school hours. If the student does have dyslexia, there
will be an e-mail sent home to the parents.
Section 3: The parents will be further informed on how tutoring can help their child and be
supplied with contact information of a dyslexic instructor.
Section 4: The student will be referred to a psychologist for official diagnosis.
Section 5: A parent can also request that the child be tested at any given time.
Section 6: This law will be enforced by the Department of Health and the Department of
Education along with regular screenings.

A bill to require that students (grades 9-12 in public high school) complete a minimum of one
hundred hours of community service prior to earning their high school diploma.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Community service is defined as unpaid, volunteer work that in some way improves
the community and or its residents.
Section 2: Students must demonstrate proof of their service by completing the Michigan Public
School Community Service form (created by the Michigan Department of Education ). The
community service must require the signature of the individual(s) and/or organization that the
student provided service to.
Section 3: The Michigan Department of Education will require that all public high schools
provide proof that each student completes one hundred hours of community service prior to
receiving their high school diploma.
Section 4: Students who fail to complete this requirement shall not receive their high schools
diploma until the requirement is met.
Section 5: The Michigan Department of Education will be responsible for enforcing this bill.
Section 6: If the Department finds a school that is failing to comply with the requirement, the
Department will fine the school 5% of their count day earnings. Continued failure to comply the
fine will be doubled annually until the district is in compliance.
Section 7: The bill will be in effect year after passage.

Section 1: A basic financial management course is defined as a “Class 1 semester in length” that
describes how to balance checks, take out a loan/mortgage, save money, and invest successfully.
Section 2: A high school senior is defined as a student enrolled in a public/state operated school
and has completed their junior year of high school.
Section 3: Passing a financial management course is defined as completing all assignments
associated with the course as well as passing a 78% or higher on a midterm and final exam. The
student must also achieve an average grade of 78% or higher.
Section 4: The Department of Education will fund this bill.
Section 5: The Department of Education will enforce this bill.
Section 6: Schools, which implement this law for a whole school year will receive an additional
$10,000.00 in funding.
Section 7: This law will go into effect one year after its passage.

Section 1: This bill will be funded by the state of Michigan's government and taxpayers.
Section 2: The State of Michigan will send out contractors to inspect the schools randomly
every 3 months to make sure the schools are functioning correctly. The state will notify the
school week of inspection.
Section 3: The first penalty for not following this law will result in a warning and 30 day period
to resolve the problem.
Section 4: The second penalty will result in a $1000 fine and 35 days to resolve issue
and inspectors will be sent to look at the problem.
Section 5: The third penalty will result in a $2,500 fine; another 35 days to resolve the issue and
a warning to notify the school may be shut down if problem isn't fixed in the 35 days.
Section 6: The fourth penalty will result in a school closure.
Section 7: This bill will be enforced by The State of Michigan Government.

Section 1: If you want to purchase a bow either by a licensed store or private sale, you must go
through the background check process before receiving your bow. If your background check
comes up with a violent felony then you would be denied you bow and you will get your money
refunded. If you purchase your bow through a third party seller, the seller must submit a
background check request paper before you receive your bow.
Section 2: This bill applies to all people including sellers and third party sellers.
Section 3: A bow is a weapon used to fire arrows, which can cause injury or death if used
improperly.
Section 4: If you fail to follow this law you will be fined $500.00. If you break this law more
than three times your seller’s license will be revoked. If you are a third party seller you will be
charged will a misdemeanor.

Section 1: A bill to mandate that all students in middle school or high school in Michigan shall
receive and take a drug test in the beginning of the school year and in the middle of the school
year, each year they are in school.

$30.00 per student, per semester.

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: A wake is defined as the moving waves off a boat passing through water.
Section 2: A lake is described as any body of water under 40 acres as doesn't completely freeze
during the winter time.
Section 3: The funding for this new law will come from the Michigan General Fund. It will be
used to add to the boater’s safety curriculum and to help educate people and provide signs or
buoys to signal the no wake lake.
Section 4: This new law will be enforced by the DNR and police agencies in the surrounding
area.
Section 5: The penalty for violating this law will make the owner of the speeding boat liable for
paying up to 250 dollars for the cost of damages. The second offense is the removal of your
boating license.
Section 6: This new law will take effect beginning on January 1st, 2017.

Section 1: This bill shall state that all schools in the state of Michigan shall start and end 1 hour
later than before.
Section 2: This bill would require no funding because it is simply pushing the school hours 1
hour forward.
Section 3: This bill will be monitored by the Michigan Department of Education.
Section 4: After passage of this law the state shall check the school hours by a random survey to
ask a random amount of people what the school hours are.
Section 5: If the school fails to change its school hours, its per pupil funding shall be cut by 2/8.
After failing a second time, the school shall face 3/8 cut to the per pupil funding and a fine of
$1,000. If a school fails to comply a third time, the school shall have it’s per pupil funding cut in
½ and a fine of $3000.

A bill to mandate that all specialized drugs should have a controlled price.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: Specialized drugs will have to go through a price evaluation process.
Section 2: A drug pricing committee appointed by the state governor will conduct a meeting with
a drug manufacturer and pharmaceutical and healthcare industry experts to recommend fair
pricing for the drug. Factors like amount of money spent on research to develop and manufacture
the specialized drug, and how many people need the drug will be considered when deciding the
fair price for the drug.
Section 3: If a drug manufacturer sets a selling price over the recommended price, without
reasonable explanation and government approval, the government will take away tax benefits for
the company.
Section 4: If the pricing committee decides that a fair price is more than the reasonable,
affordable price, they may recommend the State of Michigan provide tax benefits to the drug
company. This is so they can sell the drug at a price that is lower than the price decided by the
committee.
Section 5: This bill will be funded by taxes.
Section 6: The Michigan Department of Health & Human Services will do yearly checks on drug
manufacturers to make sure pricing guidelines are met.
Section 7: This bill will go into effect on January 1 of the 2016 year.

Section 1: This bill states that any deer hunted and killed by bow or firearm in the state of
Michigan shall be taken to a DNR station that documents the death and tests it for weight,
gender, and disease.
Section 2: This bill applies to all deer hunters in Michigan.
Section 3: A checkpoint shall be defined as stands stationed strategically throughout the state at
gas stations and hunting stores.
Section 4: Consequences for the violation of this bill shall be as follows: First Offence: lose the
deer and have his or hers hunting license revoked for 6 months; Second Offence: lose the deer
and have his or hers license revoked until they retake hunter’s safety; Third Offence: have his or
hers license revoked permanently.
Section 5: This bill shall come into effect 12 months after passing.

proper education on how to use a drone, so that they will not be used to harm or stalk civilians.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Section 1: This bill is centered around civilians who want to use the drones, and the drones
themselves. The term drone refers to an unmanned aerial vehicle having devices that can receive
and record data (such as cameras and audio recording devices). After a proper education and
background check, civilians will receive a Michigan Drone License.
Section 2: This bill will be funded by the state of Michigan (if needed), and by having mandatory
drone fees for everyone wanting to use a drone.
Section 3: This bill will be enforced by the Michigan State Police , who will have tracking
devices placed on the drones and access to their own drones that will be used to pursue any
illegal drone activity (such as stalking or assaulting other civilians with the drones).
Section 4: If a civilian does not comply to the law; then they will have their Michigan Drone
License confiscated and will serve time in jail equal to the amount of time served if they
committed the crime themselves.
Section 5: The bill will become effective on January 1, 2017, providing time to find employees
who will teach civilians about drones and money to fund the bill.
