CONSTITUTION & BY-LAWS PREAMBLE We, the bonafide students of the Pamantasan ng Lungsod ng Muntinlupa, imploring the aid of the Almighty God, in order to contribute for the betterment of our beloved alma mater, do hereby organize ourselves into an organization that will support its vision, mission and credo, and do ordain and promulgate this constitution & by laws. ARTICLE I NAME Section 1. The name of this organization shall be the SOCIAL SCIENCE ACHIEVERS SOCIETY or SSAS ARTICLE II OBJECTIVE Section 1. This organization shall strive to attain the following objectives: • To promote well-being and unity among students by inculcating moral and spiritual values. • To enhance the scholastic abilities of the students in SOCIAL SCIENCE according to the preserve ideas of the institution regarding Education. • To come up with worthwhile projects that will contribute to the betterment of the constitution. • To involve the students with activities that will make them active and productive members not only of the institution but also of the community through active participation. • To develop nationalistic and patriotic character among students especially among the members of SSAS. ARTICLE III MEMBERSHIP Section 1. Members in this organization shall be the students of the Pamantasan ng Lungsod ng Muntinlupa. • All the students enrolled in Social Science subjects and those who want to join the organization. • BSE students majoring in Social Science. • Any students from CTE department who want to join Section 2. All members will be given SSAS ID which will be validated upon renewal of membership every enrollment of the semester. Section 3. • • All members have distinct rights and duties. Rights refer to the privileges as member of the SSAS • Entitled to 50% discount on every seminar conducted by SSAS that has a registration fee. • Can borrow and use instructional materials, equipment and facilities of the organization. • Can suggest programs, activities or projects to the organization for improvement. • Can check the financial record and statement of account of the organization. Duties refer to members’ responsibilities and roles to be performed in the organization. • Keep and take care of the SSAS ID because it has to be presented to get privileges as members. If lost, report to the secretary for replacement of ID. • SSAS ID is personal and non-transferable. Do not let other people use it. • Pay P20.00 (AGP Majors) or P10.00 (Social Science majors) for renewal of membership and return the ID to the Vice President for validation every enrollment of the semester. Invalidated IDs are null and void, and would mean temporary dismissal of membership until he/she renews it. • All out support to every program, projects and activities conducted by the organization. • Responsible for every material, equipment or facility borrowed or used. Any loss or damage shall be dealt accordingly. • Promote and protect SSAS. ARTICLE IV FUND Section 1. Funds shall come from collection of membership fee every enrollment of semester. • P20.00 for student enrolled as a Social Science major • P10.00 for student from any department who wanted to join the Social Science Achievers’ Society. Section 2. The President, the Treasurer and an Adviser are the authorized persons to handle the fund which shall be deposited to any reputable bank. Section 3. No expense shall be made without approval of the President of the organization. Section 4. All expenses shall be properly liquidated. Section 5. Fund raising or solicitations shall be made with the concurrence of the officers. ARTICLE V ELECTION AND TENURE OF OFFICERS Section 1. Every member of the club shall be qualified to run in any position in the organization provided that the position such as President, Vice President, Secretary, Auditor, and two (2) Public Relations Officers shall be open only to second- to fourth-year students majoring in Social Science. Section 2. Election shall be conducted among the members of the club Section 3. The officers of the club shall serve for one year only. Section 4. Reelection of the officers shall be validated after his/her tenure of office. Section 5. Disqualification for reelection shall be applied to the officer with grave misconduct during his/her term. Section 6. Failure to attend three (3) consecutive meetings of the organization without reasonable excuse in written form shall disqualify him/her from his/her office. Section 7. His/her replacement shall be chosen upon consensus of the officers. Section 8. During election of officers, registration of voters shall be conducted. A quorum (one half plus one) shall be observed in all members. ARTICLE VI OFFICERS Section 1. The officers of the organization shall be the President, Vice President, a Secretary, a Treasurer and an appointed assistant Treasurer, an Auditor, two Business Managers, two Public Relations Officers (PROs), two Sergeant-at-Arms, four Representatives(1st Year – 4th Year), Section 2. Only the first year Representative shall be appointed by the President upon consensus of the officers Section 3. The organization shall choose unanimously at least three advisers that will serve as the Advisory Committee. Section 4. The president shall appoint(with the consensus of the officers) 4 chairmen/chairwomen; Chancellor of Arts, Secretary in External Affairs; Premier of Programs and Development Department, Chairman of Intellectual Department(the President), Chairman of SSAS Choir, for the 5 permanent committee; Arts and Designs Department; Creativity Ministry; External Affairs Department (Faculty Relation, Government Relation, Private Sector Relation); Programs and Development Department( focused on organizing the venue and flow of the SSAS programs), Intellectual Department (focused on guiding the students on their academics); SSAS Choir ARTICLE VII DUTIES OF THE OFFICERS Section 1. Section 2. Section 3. The President shall: • Preserve order and defend the Constitution and By-Laws of the organization. • Create and organize working committees of the organization. • Represent the organization in any meeting, convention and conference • Preside over meetings and/or general meeting of the organization. • Have the power to call an emergency meeting if necessary. • Vote as tiebreaker in the passing of resolutions or amendments. • Perform other duties inherent to the position of a chief executive officer of similar organizations. • Facilitates the Facebook group of SSAS The Vice President shall: • Perform duties and assume the powers and responsibilities of the President in the latter’s absence, illness and other incapability to hold office. • Validate the identification card of the members upon renewal of their membership every January of the year. • Facilitates the Facebook group of SSAS The Secretary shall: • Execute the policies formulated and approved by the President such as: • Calling of the roll every meeting • Securing record of the minutes of every meeting • Recapping before adjournment of the meeting • Coordinate to the work and activities of different committees. • Publish notices of meetings, elections and conventions of the organization. • Provides copies of necessary information to advisers and officers. • Keep track of all communications and records pertinent to the organization. Section 4. Section 5. • Submit to the President the achievements and forthcoming projects of the organization three days after assembly. • Issue new or replacement identification cards to members. • Perform other duties as are inherent to the position of a Secretary of similar organizations and as assigned by the President. • Facilitate the Facebook group of SSAS The Treasurer shall: • Keep and safeguard the funds of the club, the book of accounts and other financial reports and records. • Collect fees, dues and issues corresponding receipts thereof, and deposit such collection to any reputable bank. • Play all organized expenses countersigned by the President and Auditor and effect minor cash payments. • Keep registry books of organization members together with their signatures and corresponding payments. • Update the Vice President with the list of members who renewed their membership and need validation of SSAS ID. • Keep the book of accounts open to any member or any authorized personnel at any time. • Submit to the council the statement of monthly trial balance every first Saturday of the month. • Perform such other duties as are inherent to the position of Treasurer of similar organization and as assigned by the President. The Auditor shall: • Audit the book account of the organization every month. • Undersign the monthly statement of the account of the treasurer as verification of the accuracy of the report submitted to the President or whole council. • Suspend and withhold payments of expenditures incurred net in accordance with expressed policies of the organization. • Present questionable accounts to the organization to resolve. • Perform such other duties as are inherent to the position of Auditor of similar organization and as assigned by the President. The Business Manager shall: • Provide leadership in seeking ways and mean additional funds of the club. • Facilitates the SSAS business committee and SSAS faculty relation committee • Take charge in all the programs and projects of the club in cooperation with the secretary. • Perform such other duties as are inherent to the position of Business Manager of similar organizations and as assigned by the President. The Public Relations Officer shall: • Take charge of the Information Drive Campaign of the club. • Promote the activities of the club including the schedules of emergency and regular meetings. • Act as Head of Coordinators. • Perform such other duties as are inherent to the position of Public Relations Officer of similar organizations and as assigned by the President. The Sergeant-at-Arms shall: • Take charge in the Peace and Order of the organization during programs and other related activities. • Be the first defender of the organization from detractors. • Act as Evaluator of the officers. • Watch and record the grave misconduct committed by the officers such as follows: • • Failure to meet responsibilities • Misuse of funds • Three (3) consecutive absences without reasonable excuse in written form • Damage or loss of property of the organization Watch out and record the grave misconduct committed by officers such as follows: • Slander against the group thereby creating moral damage to the organization • Damage or loss of property of the organization • Allowing others to use his/her SSAS ID for borrowing properties of the organization or in exercising other privileges as member of the club Section 9. • Coordinate with other officers for the information needed. • Present the record to the club for vindication every first Saturday of the month. • Perform such other duties as are inherent to the position of Sergeant-at-Arms of similar organization and as assigned by the President. The Coordinators shall: • Be present in the dissemination of facts about the organization to their Social Science Class • Serve as a bridge between the officers and the members of the club. • Assist the PROs, as head of Coordinators, in promotion of project and other activities of the club. • Inform the President and Vice President about existing resentments of members under their watch to other members of the organization • Perform such other duties assigned by the President. ARTICLE VIII DUTIES OF THE ADVISORY COMMITTEE Section 1. The Advisory Committee shall: • Be aware of the projects and all activities of the club. • Guide the organization in decision-making. • At least one of them will watch the club during general meetings. • Serve as consultants of the organization. • Support all the approved endeavors of the organization. ARTICLE IX PANEL PROVISIONS Section 1. Any officer found guilty for his/her grave misconduct shall receive the following penalties: • First Offense – Verbal Reprimand • Second Offense – Memorandum (Candidate for Termination) • Third Offense – Termination from his/her office as duly approved by the quorum (one half plus one) of the officers including the Advisory Committee. Section 2. Section 3. Any member found guilty for his/her grave misconduct shall receive the following penalties: • First Offense – Verbal Reprimand • Second Offense – Verbal Reprimand with written apology from the offender. • Third Offense – Memorandum (Candidate for Termination) • Fourth Offense – Permanent dismissal of membership as duly approved by the quorum (one half plus one) of the officers. Any officer or member who lost or damaged a property of the organization such as instructional materials, books, equipment or facilities shall be dealt accordingly: • Lost and unreturned things must be replaced or returned with the same kind of items within seven (7) days upon receipt of a written notice. • Damaged property must be repaired within five days upon the receipt of a written notice. • Ignoring of written notices for two times shall be referred to the proper authorities. ARTICLE X MEETINGS Section 1. A regular meeting shall be held every first Saturday of the month and as the President may call as necessary. Section 2. In any meeting, a quorum which is one half plus one shall be expected and the meeting shall be pursued but in case of emergency and there is an immediate need or subject to be discussed and decided (except the dismissal of a member or officer), the President has the power to call a meeting and pursue it even without a quorum provided that the number of present officers is at least one half minus one. The result of every decision agreed on that meeting shall be recognized by the officers by officers absent but duly notified prior to the meeting. Section 3. In case the President and Vice President are absent, any capable officer shall take over and preside over the meeting and/or as assigned by the President. ARTICLE XI AMENDMENTS Section 1. Any member may propose amendments on this Constitution and By-Laws and shall be approved by the General Assembly ARTICLE XII EFFECTIVITY Section 1. This Constitution and By-Laws shall take effect immediately after its ratification by the General Assembly. Section 2. The signatures appearing on this Constitution and By-Laws shall be respected and shall prove that it has been ratified.
