SOFTWARE DEVELOPER (Three Local Individuals) This Request for Expressions of Interest follows the General Procurement Notice for the Real Estate Management Project (REMP) published in the UN Development Business No. WB1798-04/15 of April 15, 2015. The Republic of Serbia and the International Bank for Reconstruction and Development concluded the Loan Agreement for the Real Estate Management Project in the Republic of Serbia (REMP) on 17 April 2015 (RS Official Gazette – International Contracts, No. 13/15). The Project Implementation Unit established under the Republic of Serbia Geodetic Authority - which is, inter alia, in charge of conducting necessary procedures for the procurement of Consultants’ services intended to additionally raise the capacity of the Department for Informatics and Development of the Serbian Business Registers Agency (Client), envisaged under the REMP B.6 sub-component (“The establishment of a one-stop-shop system for electronic issuing of construction permits”) - hereby invites eligible Consultants to express their interest in providing the following services: SCOPE OF WORK AND TASKS 1. Operational Support and Maintenance of the ePermit system on SBRA platform, which includes: 1.1. Operational Support of II and III level – user requests fulfilment and incidents resolving for which the SBRA Service Desk operators fail to respond, and for whose resolution expert knowledge is necessary (software engineer); 1.2. Adaptive maintenance of the system - a modification of a software product performed after delivery to preserve the usefulness of the variable or the changed environment (legislation, organizational changes, etc.); 1.3. Preventive maintenance of the system - modification of a software product after delivery to determine and correct latent faults in the product before they cause damage (monitoring, configuration management, problem management); and 1.4. Perfective maintenance of the system - a modification of a software product performed after delivery in order to improve performance or add new functionality (features) and maintaining user and technical documentation; 2. Further improvement as Upgrade of ePermit system and SBRA platform, in order to accommodate full integration of e-Permit system with Cadaster, HoPA and other CA IT systems: 2.1. preparation of technical specifications for software development; 2.2. participation in software development processes; 2.3. QA & QC; and 2.4. Deployment of the improved versions in production. Much of the work to be performed by the Consultants shall interact with the work being and/or to be performed by the Client’s structures, as required. PROFESSIONAL EXPERTISE REQUIRED a) Bachelor's degree in Informatics, Software Engineering or Computer Science, or undergraduate student in final year of bachelor’s studies in Informatics, Software Engineering or Computer Science, who shall be required to submit official document certifying that s/he has passed 90% of all exams); b) Proven professional experience with SW solution development in Microsoft .NET environment (Program languages: C#, ASP.NET MVC, WCF, WPF, EF, MS SQL, XML, JavaScript), either in the public or private sector; c) Knowledge of the SW engineering principles, Agile and formal SW development methodologies; Object Oriented Analyses Principles, Object Oriented Design and Programming, BPMN and UML notation; d) Knowledge of MS-Access and MS-Project knowledge of WEB platforms; and e) Fluency in English language, both oral and written. All short-listed candidates who have met the above requirements shall take the Client’s professional test based on the Microsoft Technology Associate (MTA) certification tests in the following areas: Software Development Fundamentals, 98-361; Web Development Fundamentals, 98-363; Database Administration Fundamentals, 98-364; .Net Fundamentals, 98-372; HTML5 Application Development Fundamentals, 98-375; and Software Testing Fundamentals, 98-379. The following selection criteria and the corresponding points (pts.) thereof shall be aplied in the evaluation procedure: Results of MTA certification tests: 50 pts; Specific experience relevant to the assignment: 30 pts; and Qualifications for the assignment: 20 pts The selected Consultants will be engaged on a full time basis, for the up to one year period, with the possibility of extension based on a satisfactory performance, and shall report to the Director of the Department for Informatics and Development of the Serbian Business Registers Agency. Interested Consultants must provide a Cover Letter, a CV evidencing the required professional skills, expertise and experience, copies of appropriate diplomas and relevant certificates, as well as relevant references, if available. The Consultants shall be selected in accordance with the procedure for the Selection of the Individual Consultants stipulated in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011.
