THE ONE Final Judging Panel 2014 Mr. Chua Hoi-wai 蔡海偉先生 香港社會服務聯會商務總監 Chief Executive, The Hong Kong Council of Social Service Mr. Chua Hoi Wai is the Chief Executive of the Hong Kong Council of Social Service (HKCSS), which represents more than 400 non-governmental social service organisations. Before assuming this position, he was in charge of its policy advocacy agenda and its research on poverty and social development. He set up the HKCSS – HSBC Social Enterprise Business Centre in 2008 to provide capacity building, joint marketing and an exchange platform for local social enterprises. Mr. Chua has participated in a number of advisory or statutory bodies of the Government of the Hong Kong Special Administrative Region. He is currently a member of the Commission on Poverty and chairs its Special Needs Group Task Force, and is also an Associate Member of the Central Policy Unit. He was also a member of the Environmental and Conservation Fund Committee, the Committee for Promotion of Civic Education, and Liquor Licensing Board. Mr. Chua is a graduate of the University of Hong Kong in Mechanical Engineering. He studied Master of Social Work in University of Illinois at Chicago and is now a social worker by profession. He was the President of the Hong Kong Social Workers Association (2004 – 2008), and also Founding Director of Dialogue-in-the-Dark Hong Kong. Dr Leong is a private medical practitioner and represented the Medical Functional Constituency as a Legislative Councilor for twelve years, from 1988 to 2000. He was involved in drawing up the blueprints for the Hospital Authority and was its Chairman from 2002 to 2004. Dr Leong played an instrumental role in the establishment of the Hong Kong Academy of Medicine and was its President from 2000 to 2004. He is an Honorary Professor of Surgery at HKU, a Member of the Council of HKU and an Honorary University Fellow of HKU. Dr Leong was appointed Justice of the Peace in 1993. He was awarded an OBE in 1991 and a Gold Bauhinia Star in 2001. She has been awarded honorary doctorate degrees by several notable universities around the globe including The Warwick University of England (2005). She was awarded the Grand Bauhinia Medal in July 2002 for her distinguished public service. She has also been a Justice of the Peace, Hong Kong since 1981. In 1986 Mr. Elman founded Noble Group. Since that time he has overseen its development from an Asian based bulk commodity trading company into one of the key players in the global seaborne trade in metals and ores, energy and agricultural products. The company was listed on the Singapore Exchange in 1997 and today has 35,000 shareholders globally, with the group having a presence across five continents with over 15,000 employees, embracing 70 nationalities.
