Mr. Chua Hoi-wai

Chief Executive, The Hong Kong Council of Social Service
Mr. Chua Hoi Wai is the Chief Executive of the Hong Kong Council of Social Service
(HKCSS), which represents more than 400 non-governmental social service
organisations. Before assuming this position, he was in charge of its policy advocacy
agenda and its research on poverty and social development. He set up the HKCSS –
HSBC Social Enterprise Business Centre in 2008 to provide capacity building, joint
marketing and an exchange platform for local social enterprises.
Mr. Chua has participated in a number of advisory or statutory bodies of the
Government of the Hong Kong Special Administrative Region. He is currently a
member of the Commission on Poverty and chairs its Special Needs Group Task
Force, and is also an Associate Member of the Central Policy Unit. He was also a
member of the Environmental and Conservation Fund Committee, the Committee for
Promotion of Civic Education, and Liquor Licensing Board.
Mr. Chua is a graduate of the University of Hong Kong in Mechanical Engineering. He
studied Master of Social Work in University of Illinois at Chicago and is now a social
worker by profession. He was the President of the Hong Kong Social Workers
Association (2004 – 2008), and also Founding Director of Dialogue-in-the-Dark
Hong Kong.

Dr. Edward Leong Che-hung, GBM, GBS, OBE, JP

Dr the Honourable Leong Che Hung is a member of the Executive Council,
Chairperson of the Council on Human Reproductive Technology, and Chairman of the
Elderly Commission of the Government of Hong Kong.
Dr Leong is a private medical practitioner and represented the Medical Functional
Constituency as a Legislative Councilor for twelve years, from 1988 to 2000. He was
involved in drawing up the blueprints for the Hospital Authority and was its
Chairman from 2002 to 2004. Dr Leong played an instrumental role in the
establishment of the Hong Kong Academy of Medicine and was its President from
2000 to 2004. He is an Honorary Professor of Surgery at HKU, a Member of the
Council of HKU and an Honorary University Fellow of HKU. Dr Leong was appointed
Justice of the Peace in 1993. He was awarded an OBE in 1991 and a Gold Bauhinia
Star in 2001.

Ms Elsie Leung, GBM, JP

Deputy Director, Hong Kong Basic Law Committee
Standing Committee of the National People’s Congress of PRC
Currently, Leung is the Vice Director of the Hong Kong Basic Law Committee, one of
the Governors of the China-United States Exchange Foundation Ltd, and a Council
Member of the Hong Kong Society of Notaries. She has been awarded honorary
doctorate degrees by several notable universities around the globe including The
Warwick University of England (2005). She was awarded the Grand Bauhinia Medal
in July 2002 for her distinguished public service. She has also been a Justice of the
Peace, Hong Kong since 1981.

Mr. Peter Bennett
Founder, The Peter Bennett Foundation
The Peter Bennett Foundation engages family members and like-minded associates
to address issues surrounding poverty alleviation and environmental concerns in
Hong Kong and Asia. In addition to making direct donations, the Foundation believes
that by establishing an active dialogue and partnership with corporate and
government organizations, NGOs and charities, it can better support ventures that
find solutions to social issues.
Peter Bennett, who established the Foundation, believes in a hands-on approach to
philanthropy; he applies his experience in the worlds of business and finance to
achieve efficient and sustainable change. By emphasizing business metrics of
accountability and scalability, he seeks to identify and support promising non-profit
enterprises.

Mr. Richard Samuel Elman
Founder & Chairman, Noble Group Limited
Richard Samuel Elman arrived in Asia from England in the mid-1960s, subsequently
spending 10 years with Phibro as Regional Director of their Asia
operations, including two years as a main Board Director.
In 1986 Mr. Elman founded Noble Group. Since that time he has overseen its
development from an Asian based bulk commodity trading company into one of the
key players in the global seaborne trade in metals and ores, energy and agricultural
products. The company was listed on the Singapore Exchange in 1997 and today has
35,000 shareholders globally, with the group having a presence across five
continents with over 15,000 employees, embracing 70 nationalities.
Today, Mr. Elman, in his role as Chairman, retains responsibility for managing
the strategic issues facing the Company while ensuring the continued creation
of shareholder
value.
In 2013 Noble Group was ranked #76 on the Fortune Global 500 listing.
