BE IT ENACTED as the Constitution of the Council as follows:
MISSION STATEMENT
The Brescia University College Students’ Council is the representative body of the
Student Assembly. Our Mission is to address student needs, build community, and
facilitate the involvement of all students in every aspect of college life.

ARTICLE 1: DEFINITIONS
In this Constitution and all other policies of the Council, unless the context
otherwise requires, the following definitions will be used in the interpretation:
“BUCSC Advisor” means the liaison from Brescia University College as
appointed by the Brescia University College Administration;
“Brescia” means Brescia University College;
“BUC” means Brescia University College;
“BUCRC” means the Brescia University College Residence Council;
“BUCSC” means the Brescia University College Students’ Council;
“Chief Returning Officer” means the person designated to run BUCSC Elections;
“Club” means any organization ratified under the BUCSC Clubs’ Policy;
“College” means the Administrative Body of Brescia University College;
“Community” means the students, staff, and faculty of the Brescia University
College and the University of Western Ontario;
“Council” means the BUCSC acting as a representation of the student body of
Brescia University College;
“Executive” means collectively or singularly one of the President and/or Vice
Presidents of the BUCSC;
“Ex-Officio” means a member by virtue of office, who has a voice but no vote and
whose attendance is not mandatory;

“Members” means both voting and non-voting members;
“Policy” refers to any policy statements or documents or principles as ratified and
amended from time to time as the BUCSC may see fit, and are considered a part of
this constitution, to which this constitution takes precedence;
“Senator” means a student member of U.W.O. Senate;
“Senior Class” refers to any student entering third year or above;
“Student” means any person who is registered as a full time or part-time student at
Brescia University College, or any person who lives in residence at Brescia
University College provided she has made special arrangements within the College
for the payment of fees to the BUCSC;
“Student Assembly” means the body consisting of all students of Brescia
University College;
“USC” means the University Students’ Council at the University of Western
Ontario;
“UWO” means the University of Western Ontario.
ARTICLE 2: ADMINISTRATION OF THE COUNCIL
1.0 Financial Year;
Until otherwise decided by the Executive, the financial year of the Council shall
end the last day of April, in each and every year;
ARTICLE 3: THE GOVERNING BODY OF THE STUDENT ASSEMBLY
1.0 Executive

1.1 President
A member of the senior class with at least one year of experience on the
BUCSC, to be elected by secret ballot by all members of the Student
Assembly.
1.2. Vice-Presidents Appointed
1.2.1 A member of the Student Assembly with at least one year of
experience on the BUCSC and/or a senior year student to be
appointed by the Elections Committee
1.2.1.1. Vice-President Academics
1.2.1.2. Vice-President Finance
1.2.2 Any Brescia student who does not follow 1.2.1 must meet with
the BUCSC Advisor to discuss their potential candidacy.
1.3. Vice-Presidents Elected
1.3.1 A member of the Student Assembly with at least one year of
experience on the BUCSC and/or a senior year student to be elected
by secret ballot by all members of the Student Assembly.

ARTICLE 4: TERMS OF OFFICE
1.0 Each Executive and General Member, having been duly elected or appointed in
a manner consistent with this constitution, shall hold office from the latter of:
1.1 The turnover date of Council stipulated by the outgoing President which
will occur in the spring of the Council calendar year in which she was
appointed or elected, and;
1.2 The day on which she was elected or appointed; until the earlier of;
1.3 The time of dissolution taking place on the stipulated council turnover
date of the following date of the following council year; and
1.4 The day upon which her term of office shall be terminated by dismissal
or resignation;
ARTICLE 5: AMENDMENTS
1.0 The BUCSC may amend this constitution and policies annually. A motion to
amend these governing documents must secure the support of at least two thirds
(2/3) of the voting members;
2.0 Any voting member may make a motion to amend this constitution and
policies;
3.0 All motions to amend this Constitution must be reviewed and
recommendations must be made by the Constitutional Review Committee
according to the following:

4.0 The Constitutional Review Committee shall make a presentation or provide
written rationale to Council outlining recommendations with respect to the
proposed amendments to these articles or policies. These recommendations shall
include, but are not limited to, the following:
4.1 Any recommended modifications to the wording or grammar of the
proposed amendments;
4.2 Any recommended modifications to other sections of these articles or
policies which will be affected by the proposed amendments; and
4.3 Any comments or concerns about the merits or ramifications of the
proposed amendments;
5.0 Nothing in subsection 4.0 is to be taken to mean that the Constitutional Review
Committee has the power to confirm, reject, amend, or otherwise deal with a
proposed change to these articles or policies. The Constitutional Review
Committee shall recommend modifications to the proposed change to the articles
or policies for the sole purpose of giving effect to the proposed change and not to
defeat the proposed change. However, in the event that the Constitutional Review
Committee views the proposed change to be contrary to best interests of the
Council, the Committee shall inform Council of this in accordance with subsection
4.3 of this constitution;
6.0 All constitutional amendments must be posted seven (7) days in advance of the
meeting where it is to be considered;
7.0 By-laws and policy statement amendments must be posted seven (7) days in
advance of the meeting where it is to be considered;
ARTICLE 6: STRUCTURE
The BUCSC consists of two main groups: the Executive and the General Members.
1.0 The Executive shall consist of:
1.1 President;
1.2 Vice-President Academics;
1.3 Vice-President Communications;
1.4 Vice-President Student Events;

1.5 Vice-President Finance; and
1.6 Vice-President Student Issues;
2.0 The General Members shall consist of:
2.1 Administrative Director;
2.2 Athletic Director;
2.3 Arts and Humanities Representative;
2.4 Awareness Commissioner;
2.5 Brescia Ball Commissioner;
2.6 Brescia Buzz Editor;
2.7 Charity Commissioner;
2.8 Chief Returning Officer;
2.9 Clubs Liaison;
2.10 Culture and Diversity Commissioner;
2.11 First Year Off-Campus Representative;
2.12 First Year Residence Representative;
2.13 Food and Nutritional Sciences Representative;

ARTICLE 7: QUALIFICATIONS

1.0 Membership of the BUCSC is open to any student subject to election or
interview as outlined in these articles;
1.1 Any member who ceases to be a student of Brescia University College
also ceases to be a member of the BUCSC;
1.2 No BUCSC member may seek or hold another position that shares the
same term of office on the BUCSC;
1.2.1 No BUCSC member may seek to fill a newly vacant position
due to a dismissal or resignation during the same term of office on the
BUCSC;
1.2.2 Members cannot fill newly vacant position during the same
BUCSC term unless they are seeking to fill an executive positions;
1.2.3 Excluding extenuating circumstances as determined by the
BUCSC Executive team and the BUCSC Advisor;
ARTICLE 8: DUTIES, EXECUTIVE MEMBERS
1.0 Each member of the Executive:
1.1 Shall not be in their first year at Brescia;
1.2 Shall perform her duties as specified in this Constitution;
1.3 Shall attend meetings as specified by the BUCSC Executive;
1.4 Shall attend meetings as a whole on no less than a weekly basis;
1.5 Shall be actively aware of the activities of the members under her portfolio
and be available to meet with them on a regular basis;
1.6 Shall be responsible for preparing a budget for her position and for
overseeing the preparation of her portfolio members’ budgets;
1.7 Shall be responsible for preparing a report to council for each meeting;
1.8 Shall be in good standing with a minimum of a sixty-five percent (65%)
grade average either cumulatively or in the last academic year, as certified by
the Associate Registrar, Academic Success, to run for the position;
1.8.1 A request to appeal this requirement may be made to the BUCSC
Advisor;
1.9 Shall have a voice and vote at BUCSC meetings;
1.10 Shall attend two office hours per week;
1.11 Shall be responsible for reviewing the Constitution with the General
Members they oversee;

1.12 Shall be responsible for sitting on designated committees, or finding a
replacement in the event of a direct conflict;
1.13 Shall be responsible for attending two (2) mandatory events per month,
unless otherwise stated by the Vice President Student Events;
1.13.1 Mandatory events are determined by the Vice President Student
Events; and
1.13.2 Attended mandatory events shall not include those that a member
has planned themselves; and
1.14 Shall be responsible for stamping any promotional posters and to ensure
that the BUCSC Poster Policy is followed;
2.0 The Executive, as a single body, may act upon its own authority in the months
of May, June, July and August if Council cannot meet, provided that the action is
of an urgent and pressing nature, and further provided that the action is reported to
council as soon as possible;
2.0 President:
2.1 Shall be a signing authority on all BUCSC accounts;
2.2 Shall ensure the financial records of the BUCSC are audited, in consultation
with the Vice President Finance and BUCSC Advisor;
2.3 Shall be the Chief Executive Member of the BUCSC and ultimately
responsible for the actions of all members, in all matters pertaining to the BUCSC;
2.4 Shall be the official voice of the BUCSC in all matters pertaining to the
BUCSC;
2.5 Shall act as a liaison between the BUCSC and the Brescia community,
including faculty, staff and students;
2.6 Shall be responsible for calling all meetings of the BUCSC, the BUCSC
Executive or the general student body, as deemed necessary;
2.7 Shall be responsible for providing council training and for working to build
council morale;
2.8 Shall be responsible for the signing of all contracts, in consultation with the
BUCSC Advisor and the BUCSC Executive;
2.9 Shall be responsible for overseeing the discipline of all members of the
BUCSC in accordance with the BUCSC Attendance Policy and Points System;
2.10 Shall be an ex-officio member of the following:

2.10.1 BUCSC committees and attend such meetings as often as possible;
2.10.2 Brescia University College Residence Council;
2.11 Shall chair the BUCSC Appeals Board;
2.12 Shall chair the BUCSC Constitutional Review Committee;
2.13 Shall chair the BUCSC Nominating Committee;
2.14 Shall co-chair the BUC Student Services Committee;
2.15 Shall be a member of the USC’s Affiliate Caucus;
2.16 Shall be a member of the USC’s Caucus of Student Presidents (COSP)
otherwise called the Presidents Roundtable;
2.17 Shall be a voting member of the Academic Council, and any committee that
results out of this placement;
2.18 Shall be a member of the BUC Council of Trustees, (CoT) and any committee
that results out of this placement;
2.19 Shall be a voting member of the BUC Education and Policy Committee
(EPC);
2.20 Shall be a voting member of the University Students’ Council of UWO and
any committee that results out of this placement;
2.21 Shall be a voting member of the BUC Advancement Committee;
2.22 Shall be a voting member of the BUC Logistics Committee
2.23 Shall be a member of the Advisory Committee for the Ombudsperson;
2.24 Shall be a voting member of Western’s Orientation Planning Committee
(OPC);
3.0 Vice-President Academics
3.1 Shall oversee the Arts and Humanities Representative, Foods and Nutritional
Sciences Representative, Social Sciences Representative and Sociology and Family
Studies Representative;
3.2 Shall be a signing authority on all BUCSC accounts;
3.3 Shall act as President during the President’s absence, or following her
resignation, dismissal or demise until the position is re-elected;
3.4 Shall be focused on enhancing undergraduate academics at Brescia;
3.5 Shall become well versed in the academic policies and procedures of the
university;

3.6 Shall act as a general resource to students who have questions, concerns, or
comments regarding academics;
3.7 Shall promote academic issues to students, including but not limited to study
support, tutoring, textbooks and academic materials, exam stress relief and
libraries;
3.8 Shall facilitate the Faculty Dinner in collaboration with other BUCSC
Members;
3.9 Shall act as a liaison to faculty representatives and help promote their academic
events, campaigns and issues;
3.10 Shall develop strategies as necessary, in response to academic priorities;
3.11 Shall meet with the Academic Dean on a regular basis;
3.12 Shall chair the BUCSC Awards Selection Committee;
3.13 Shall be a voting member of the BUC Academic Council and any committee
that results out of this placement;
3.14 Shall be a voting member of College Council;
3.15 Shall be a voting member of College Council Executive;
3.16 Shall be a member of the Brescia Library Committee;
3.17 Shall be a member of the Course/ Faculty Evaluation Committee;
3.18 Shall be a voting member of the BUC Education and Policy Committee
(EPC); and
3.19 Shall be a member of the Excellence in Teaching Awards Committee;
4.0 Vice-President Communications
4.1 Shall oversee the B-Chat Editor, and the Marketing and Media Commissioner;
4.2 Shall act as a general resource to students who have questions, concerns, or
comments regarding communications and promotions;
4.3 Shall create a monthly calendar of events to be posted outside of the BUCSC
office and on various print and online media platforms;
4.3.1. Various print and online media platforms shall be in collaboration with
communications portfolio;
4.3.2 The Vice President Communications is not responsible for the creation of
promotional material but rather to provide resources and advic
4.4 Shall be responsible for assisting council members in advertising and
promoting BUCSC activities;

4.4.1. Shall be responsible for assisting clubs and other Brescia organizations with
proper documentation via the BUCSC Mediaform;
4.5 Shall be responsible for the maintenance of the BUCSC website and the
BUCSC Promotional Television;
4.6 Shall be responsible for reviewing the content of various print and online
platform;
4.6.1 Controversial issues regarding content should be directed to and
discussed by the Executive prior to release; and
4.7 Shall be responsible for the maintenance of Council Camera, Speakers and
BUCSC Mascot (Bdot);
4.7.1 Shall inspect the BUCSC Mascot Rental and BUCSC Camera and
Speakers Rental;
4.8 Shall be responsible in collaboration with Marketing and Media Commissioner
for photography for BUCSC related platforms (i.e. sophing events, club events,
BUCSC events);
4.8.1. In the case that both positions are unavailable, they are responsible for
finding a replacement to take photographs;
4.9 Shall be responsible for taking BUCSC member photos and creating a BUCSC
Promotional video;
4.10 Shall encourage roundtable discussion with other VP Communications
(Affiliates and USC) to encourage a widespread knowledge of BUCSC and Brescia
Events and vise versa;
4.11 Shall meet with the Director of Communication, Marketing and External
Relations on a regular basis;
4.12 Shall be a voting member of College Council;
5.0 Vice President Student Events
5.1 Shall oversee the Athletic Director, Brescia Ball Commissioner, and Special
Events Commissioner;
5.2 Shall act as a general resource to students who have questions, concerns, or
comments regarding events;
5.3 Shall be knowledgeable about event planning and shall be responsible for
assisting council members, clubs and the Brescia community in planning and
executing events;
5.4 Shall be knowledgeable about the policies and procedures affecting BUCSC
events, including but not limited to the Brescia Alcohol Policy;

5.5 Shall work to plan morale events for council in conjunction with the President;
5.5.1 Shall include Boom Day as well as one activity during Summer
Council Training Weekend;
5.6 Shall work in conjunction with Campus Ministry and the Mature & Transfer
student representative in organizing the Student/Faculty Christmas Party;
5.7 Shall be responsible for the organization of a Student Appreciation Event
during their term of office;
5.8 Shall be responsible for organizing the BUCSC Inaugural celebration;
5.9 Shall be a voting member of the Brescia Events Review Committee; and
5.9.1 Shall be a liaison for events put forth by BUCSC members;
5.10 Shall be responsible for compiling a list of mandatory events every month and
communicating these events to the BUCSC Members;
6.0 Vice President Finance
6.1 Shall oversee the Merchandise Commissioner;
6.2 Shall act as a general resource to students who have questions, concerns, or
comments regarding finances and budgeting;
6.3 Shall be a signing authority on all BUCSC accounts;
6.4 Shall oversee the general financial management of the BUCSC;
6.5 Shall keep full and accurate accounts and books, which shall be open at any
time to the inspection of any member of the student assembly. These books are the
property of the BUCSC;
6.6 Shall make bank deposits to the BUCSC account on behalf of council;
6.7 Shall make bank withdrawals from the BUCSC account with another signing
authority on behalf of the council;
6.8 Shall be available as needed during Orientation Week;
6.9 Shall give a written financial report to council once a month if requested by the
BUCSC or the Student Assembly;
6.10 Shall provide quarterly statements of the BUCSC’s financial position if
requested;
6.11 Shall set up a weekly time in conjunction with the President and VP
Academics to sign cheques;
6.12 Shall meet with the BUC Vice President Finance and Administration on a
regular basis;

6.13 Shall have the financial books closed and audited by the end of her term and
hand them over to the incoming Vice-President Finance by the end of the academic
year;
6.14 Shall be the student representative on the Brescia University College
Budgeting Committee;
6.15 Shall be the student representative on the Brescia University College
Institutional Planning Committee;
6.16 Shall be a member of the Brescia University College Logistics Team;
6.17 Shall chair the BUCSC Grants Review Committee follow all the
responsibilities as laid out in the BUCSC Grants Fund Policy; and
6.18 Shall meet with the Vice President Finance well before Orientation Week to
clarify any costs related to Orientation Week;
7.0 Vice-President Student Issues
7.1 Shall oversee the Awareness Commissioner, Charity Commissioner, Clubs
Liaison and Culture and Diversity Commissioner;
7.2 Shall act as a general resource to students who have questions, concerns, or
comments regarding student issues and services;
7.3 Shall be responsible for receiving concerns of the student body and direct any
student issues to the proper resources;
7.3 Shall be knowledgeable in student services provided at Brescia, Affiliate
campuses, Main Campus and around the London community;
7.4 Shall be a voting member of College Council; and
7.5 Shall promote services at Brescia, Western and London Communities
throughout the year;
7.6 Shall meet with the Director of Student Affairs and Registrar on a regular
basis;
7.7 Shall work in collaboration with the USC Representative, and the Vice
President Internal, to liaison student issues to the USC;
7.8 Shall be responsible to work in collaboration with the BUCSC Executive to
create the BUCSC Survey;
7.9 Shall be responsible to organize a Brescia Pride Week in collaboration with the
Awareness Commissioner;
7.10 Admissions and Enrollment Policy Committee; and
7.11 Course/Faculty Evaluation Committee;

ARTICLE 9: DUTIES, VOTING GENERAL MEMBERS
1.0 Each voting general member:
1.1 Shall perform her duties as specified in this Constitution;
1.2 Shall attend all BUCSC meetings;
1.3 Shall represent and advocate on behalf of the students;
1.4 Shall seek areas in which her portfolio can be expanded, and take appropriate
action to improve her effectiveness as a student representative;
1.5 Shall have a vote at BUCSC meetings;
1.6 Shall attend one office hour per week;
1.7 Shall keep her portfolio holder actively aware of her activities;
1.8 Shall create a detailed mid-year and year-end report to be given to the President
and/or portfolio holder;
1.9 Shall attend events stipulated by the BUCSC Executive;
1.9.1 Shall be responsible for attending two (2) mandatory events per month,
unless otherwise stated by the Vice President Student Events;
1.9.2 Mandatory events are determined by the Vice President Student
Events;
1.9.3 Attended mandatory events shall not include those that a member has
planned themselves;
1.10 Shall sign and adhere to the BUCSC Code of Conduct;
1.11 Shall attend all mandatory training as specified by the BUCSC Executive;
1.12 Shall be responsible for presenting a report to council at least every other
meeting;
1.13 Shall be responsible for sitting on designated committees, or finding a
replacement in the event of a direct academic conflict; and
1.14 Shall be responsible for planning at least two (2) events per academic year;
one per semester;
1.15 Shall complete the Quantitative Evaluation Form for both the Fall/Winter
Honorarium Process;
1.16 Failure to adhere to Article 9 will result in actions in accordance to the
Attendance Policy and Points System;
2.0 Arts and Humanities Representative
2.1 Shall report to the Vice President Academics
2.2 Shall represent students in the faculty of Arts and Humanities;
2.3 Shall be in or entering her second year of study in her program;

2.4 Shall be a student registered in the faculty of Arts and Humanities;
2.5 Shall meet with the department head on a regular basis as needed to voice
student concerns;
2.7 Shall be responsible for assisting students in their faculty with questions,
concerns, or complaints about the faculty, and assist students in seeking proper
channels; regarding academic assistance; and
2.8 Shall coordinate faculty/academic-based events with their respective faculty;
3.0 First Year Off-Campus Representative
3.1 Shall represent the First Year Off-Campus Students on the BUCSC;
3.2 Shall be an off campus student;
3.3 Shall organize events and activities for First Year Students in conjunction with
the First Year Residence Representative and Off-Campus Representative;
3.3.1 Shall be informed of Off-Campus duties/events/conferences in
order to promote these for first year off-campus students.
3.4 Shall hold office until the end of the academic year; and
3.5 If she moves into Residence during her term, she shall forfeit her position on
the BUCSC;
4.0 First Year Residence Representative
4.1 Shall represent the First Year Residence Students on the BUCSC;
4.2 Shall be a residence student;
4.3 Shall organize events and activities for First Year Residence Students in
conjunction with the First Year Off-Campus Representative;
4.4 Shall hold office until the end of the academic year;
4.5 Shall be a member of the Brescia University College Residence Council; and
4.6 If she moves off campus during her term, she shall forfeit her position on the
BUCSC;

5.0 Foods and Nutritional Science Representative
5.1 Shall report to the Vice President Academics;
5.2 Shall represent students in the faculty of Food and Nutritional Sciences;
5.3 Shall be a student registered in the faculty of Food and Nutritional Sciences;
5.4 Shall meet with the department head as needed to voice student concerns;
5.5 Shall be responsible for assisting students in their faculty with questions,
concerns, or complaints about the faculty, and assist students in seeking proper
channels regarding academic assistance; and
5.6 Shall coordinate faculty/academic-based events with their respective faculty;
6.0 International Student Representative
6.1 Shall represent the international students on the BUCSC;

7.0 Mature and Transfer Student Representative
7.1 Shall represent the mature and transfer students at Brescia;
7.2 Shall be a mature or transfer student (as defined by the Registrar);
7.3 Shall be responsible for assisting other mature and transfer students with
questions, concerns, or complaints;
7.4 Shall coordinate with the Vice President Student Events to assist with the
annual Children’s Christmas Party;
7.5 Shall plan a minimum of one event dedicated towards mature and transfer
students;
8.0 Off-Campus Representative
8.1 Shall act as the representative of Off-Campus Students on the BUCSC;
8.2 Shall be responsible for organizing events and activities throughout the year for
the Off-Campus Students;
8.3 Shall work in collaboration with the Off Campus Housing to host an event for
Off-Campus students.

8.4 If she moves into Residence during her term, she shall forfeit her position on
the BUCSC;
9.0 Preliminary Year Representative
9.1 Shall represent the Preliminary Year Students on the BUCSC;
9.2 Shall be a preliminary year student (as defined by the Registrar);
9.3 Shall organize events and activities for the Preliminary Year Students; and
9.4 Shall work in collaboration with the International Coordinator;
10.0 Residence Representative
10.1 Shall act as the representative of Residence Students on the BUCSC;
10.2 Shall be a member of the Brescia University College Residence Council;
10.3 Shall fulfill her duties as required in the BUCRC Constitution; and
10.4 If she moves off campus during her term, she shall forfeit her position on the
BUCSC;
11.0 Second Year Representative
11.1 Shall represent second year students on the BUCSC;
11.2 Shall be a student in her second year of study;
11.3 Shall organize events and activities for second year students
12.0 Senior Year Representative
12.1 Shall represent Senior Year Students on the BUCSC;
12.2 Shall be a senior year student in her 3rd or 4th year of study;
12.3 Shall be responsible for organizing the Graduation Portraits, including but not
limited to arranging meetings for contract signing and dates for photos shoots;
12.4 Shall assist in collaboration with Alumnae Relations with but not limited to
the organization of the Baccalaureate and Convocation ceremonies;
12.5 Shall organize activities for Senior Year Students; and
12.6 Shall be a member of the BUC Alumnae Council;
12.7 Shall meet with Alumnae Relations as needed;
13.0 Social Sciences Representative
13.1 Shall report to the Vice President Academics;
13.2 Shall represent students in the faculty of Social Sciences;
13.3 Shall be a student registered in the faculty of Social Sciences;

13.5 Shall meet with the department head as needed to voice student concerns;
13.6 Shall be responsible for assisting students in their faculty with questions,
concerns, or complaints about the faculty, and assist students in seeking proper
channels regarding academic assistance; and
13.7 Shall coordinate faculty/academic-based events with their respective faculty;
14.0 Sociology and Family Studies Representative
14.1 Shall report to the Vice President Academics;
14.2 Shall represent students in the faculty of Sociology and Family Studies;
14.3 Shall be a student registered in the faculty of Sociology and Family Studies;
14.4 Shall meet with the department head on a regular basis to voice student
concerns;
14.5 Shall be responsible for assisting students in their faculty with questions,
concerns, or complaints about the faculty, and assist students in seeking proper
channels regarding academic assistance; and
14.6 Shall coordinate faculty/academic-based events with their respective faculty;
15.0 University Students’ Council Representative
15.1 Shall act as a liaison between the BUCSC and the USC;
15.2 Shall represent the BUCSC as a voting member of the University Students’
Council (USC);
15.3 Shall report all USC affairs and activities to the BUCSC;
15.4 Shall inform the Brescia student body of the USC affairs and activities
through effective forms of communication;
15.5 Shall fulfill her duties as specified by the USC by-laws;
15.6 Shall work with the Vice President Student Issues to present Brescia student
issues to the USC;
15.7 If she ceases to be a member of the USC, she is also ceasing to be a member
of the BUCSC and vice versa;
ARTICLE 10: DUTIES, NON-VOTING MEMBERS
1.0 Each non-voting general member:
1.1 Shall perform her duties as specified as specified in this Constitution;
1.2 Shall attend meetings;

1.3 Shall attend one office hour per week;
1.4 Shall keep her portfolio holder actively aware of her activities;
1.5 Shall create a detailed mid-year and year-end report to be given to the
President and portfolio holder;
1.6 Shall not have a vote at BUCSC meetings;
1.7 Shall attend all mandatory training as specified by the BUCSC
Executive; and
1.8 Shall be responsible for sitting on designated committees, or finding a
replacement in the event of a direct academic conflict;
1.9 Shall be responsible for attending two (2) mandatory events per month,
unless otherwise stated by the Vice President Student Events;
1.9.1 Mandatory events are determined by the Vice President Student
Events; and
1.9.2 Attended mandatory events shall not include those that a member
has planned themselves;
1.10 Shall complete the Quantitative Evaluation Form for both the
Fall/Winter Honorarium Process;
1.11 Failure to adhere to Article 9 will result in actions in accordance to the
Attendance Policy and Points System
2.0 Administrative Director
2.1 Shall report to the Governance Officer;
2.2 Shall be responsible for administrative matters relating to the Brescia
University College Students’ Council (BUCSC);
2.3 Shall be responsible for the running of the BUCSC office including but not
limited to determining and purchasing of necessary supplies, setting up and
monitoring office hours and maintaining the BUCSC copy card;
2.4 Shall take minutes at all BUCSC meetings; and
2.5 Shall be responsible for overseeing the Attendance Policy and Points System;
3.0 Athletic Director
3.1 Shall report to the Vice President Student Events;
3.2 Shall be responsible for coordinating the Brescia’s flag football team for the
annual USC Champions Cup tournament including but not limited to:
3.2.1 Acting as the team manager;
3.2.2 Recruiting a coaching team; and

3.2.3 Booking practice fields;
3.2.4 Shall coordinate and execute exhibition flag football games in
conjunction with the managers of other flag football teams;
3.3 Shall encourage student participation in other forms of athletics during the rest
of the academic year;
4.0 Awareness Commissioner
4.1 Shall report to the Vice President Student Issues;
4.2 Shall organize, run and promote awareness events and activities for students;
4.3 Shall be responsible for at least two (2) awareness events per semester
including but not limited to:
4.3.1 Mental Health Awareness Week;
4.3.2 Eating Disorder Awareness Week;
4.3.3 Cancer Awareness Week; and
4.3.3 Any other awareness event, other than the three listed above, do not
have to be a full week (5 days) of programming;
4.4 Shall be knowledgeable in various support services available to students and
provide them with the appropriate information and resources; and
4.5 Shall work in conjunction with other members on council, when appropriate,
including but not limited to:
4.5.1 Charity Commissioner
4.5.2 Culture and Diversity Commissioner
5.0 Brescia Ball Commissioner
5.1 Shall report to the Vice President Student Events;
5.2 Shall be responsible for organizing all aspects of Brescia Ball, including but
not limited to:
5.2.1 Advertising and promotion in collaboration with the Vice President
Communications;
5.2.2 Ticket sales;
5.2.3 Decorations;
5.2.4 Venue;
5.2.5 Menu; and
5.2.6 Royalty Contest in collaboration with Alumnae Relations;
5.3 Shall meet with the Vice President Finance on a regular basis;

6.0 Brescia Buzz Editor
6.1 Shall report to the Vice President Communications;
6.2 Shall be responsible for producing a bi-weekly online issue of the Brescia
Buzz;
6.3 Shall ensure that the final copy of the Brescia Buzz is approved by Vice
President Communications at least 48 hours prior to release;
6.4 Shall be responsible for releasing the Brescia Buzz to students through Mail
Chimp and to send a final copy to the subscribed groups;
6.5 Shall submit a final copy of the Brescia Buzz to the Vice President
Communications to be posted on the BUCSC website; and
6.6 Shall inform the Marketing and Media Commissioner of the release so its
release is posted on all social media outlets with the exception of YouTube;
7.0 Charity Commissioner
7.1 Shall report to the Vice President Student Issues;
7.2 Shall organize, run and promote charity events and activities on campus;
7.3 Shall be responsible for planning 1 volunteer experience for students within the
London community per semester;
7.4 Shall work in conjunction with the Awareness Commissioner when
appropriate;
7.5 Shall be responsible for selecting one charitable organization to support
through her term on the BUCSC. Support shall be achieved by planning multiple
fundraising and awareness events throughout the year. The BUCSC will approve of
the chosen charity during the summer council weekend; and
7.7 Shall have one fundraising event per year that supports a service or charity that
directly benefits the students of Brescia University College provided the Western
or Affiliate Campuses;
8.0 Chief Returning Officer
8.1 Shall report to the Governance Officer;
8.2 Shall conduct all BUCSC elections as per the BUCSC Elections Policy;
8.3 Shall be responsible for the coordination of the BUCSC Elections committee;
8.4 Shall chair the BUCSC Elections Committee;
8.5 Shall chair the BUCSC Referendum Committee;

8.6 If she is seeking position in an election, it is her responsibility to arrange for a
vice chair to assume the role of CRO;
8.7 Shall be in charge of creating promotional material for the Fall, Presidential,
Vice President and USC Representative, and Spring Elections;
8.8 Shall chair the All Candidates Meeting;
8.9 Shall be in charge of coordination interviews for non-voting members of
council;
9.0 Clubs Liaison
9.1 Shall report to the Vice President Student Issues;
9.1 Shall oversee the Clubs Constitution and all matters pertaining to the
Constitution, including ratification of clubs;
9.2 Shall work in coordination with the Vice President Student Issues to facilitate
clubs training;
9.3 Shall be responsible for relaying information from the clubs to the BUCSC and
vice versa;
9.4 Shall have monthly emails
10.0 Culture and Diversity Commissioner
10.1 Shall report to the Vice President Student Issues;
10.2 Shall liaise with the International Program Coordinator and other appropriate
multicultural organizations within the University community;
10.3 Shall promote the equality of students, regardless of race, gender, class,
religion, sexual orientation, ability or other aspects;
10.4 Shall collaborate with but not limited to the Awareness Commissioner;
11.0 Governance Officer
11.1 Shall oversee Chief Returning Officer, Administration Director and Speaker;
11.2 Shall act as the Speaker at BUCSC meetings in the absence of the appointed
BUCSC Speaker; and
11.3 Shall report to the President and/or the BUCSC Executive;
11.4 Shall assist the President and/or the BUCSC Executive with research,
execution of duties, implementation of projects, and provide assistance as required;
11.5 Shall be responsible for taking minutes at Executive meetings;

12.1 Shall report to the Vice-President Communications;
12.2 Shall assist with the creation with physical and online promotional materials
for the BUCSC;
12.3 Shall assist the Vice President Communications with the management of
various forms of media initiatives when necessary; and
12.4 Shall maintain BUCSC promotional bulletin boards;
12.4.1 Shall remove posters once date has past;
12.4.2 Shall ensure the positioning of posters is fair and proper;
12.4.3 Shall have the authority to approve posters;
13.0 Merchandise Commissioner
13.1 Shall report to the Vice President Finance;
13.2 Shall be in charge of BUCSC merchandise initiatives, including but not
limited to:
13.2.1 Designing;
13.2.2 Ordering;
13.2.3 Inventory; and
13.2.4 Marketing;
13.3 Shall be a resource to clubs, teams, or committees including but not limited
to:

13.3.1 Brescia Flag Football Team;
13.3.2 Brescia Ratified Clubs; and
13.3.3 Brescia Soph Team;
14.0 Orientation Director
14.1 Shall report to all Vice Presidents and President when deemed necessary;
14.2 Shall be responsible for the organization of the Orientation Week in
conjunction with stakeholders including but not limited to the USC, BUCSC, and
Brescia University College;
14.3 Shall be responsible for the selections of the Brescia Soph-Peer Mentor
Programming Assistants, with the assistance of stakeholders as decided by the
Orientation Planning Committee;
14.4 Shall be responsible for the selection of the Brescia Soph-Peer Mentor team,
with the assistance of the Programming Assistants.
14.5 Shall act as Head Soph during Orientation Week and throughout the academic
year within the Brescia Soph Peer Mentor Program;
14.6 Shall attend all Orientation Week meetings held by the Orientation
Coordinator of the USC;
14.7 Shall organize a Soph training weekend;
14.8 Shall organize a Soph Team training session in conjunction with the Brescia
Student Life Centre;
14.9 Shall complete all year-long responsibilities as designated by the soph
contract, which includes but is not limited to: monthly soph-team training
meetings, weekly meetings with the SLC designate, soph 1:1 meetings (each term);
14.10 Shall plan and facilitate other programming related to Orientation Week,
including Frost Week and New-Bee Graduation;
14.11 Shall not make any decisions regarding Orientation Week without first
consulting the Brescia Logistics Team and BUCSC Executive. In any controversial
issues, the decision of the BUCSC Executive is final;
14.12 Shall co-chair the Orientation Coordinating Committee or other designates
of said committee.
15.0 Speaker
15.1 Shall chair all BUCSC meetings in accordance with the Constitution and
Robert’s Rules of Order;
15.2 Shall be skilled in the duties of Parliamentary Procedure;

15.3 Shall be responsible for the organization and distribution of the Agenda and
all supplementary materials for BUCSC Meetings no later then 24 hours before the
scheduled meeting;
15.4 Shall be a member of the BUCSC Referendum Committee;
15.5 Shall attend Robert’s Rules training, if offered by the USC;
15.5.1 Shall organize a training session, for necessary council members,
with the USC Speaker and USC Governance Officer.
15.6 Shall create a seating plan for council meetings consisting of all BUCSC
Members;
16.0 Special Events Commissioner
16.1 Shall be responsible for organizing all aspects of Homecoming, including but
not limited to:
16.1.1 Act as the Brescia Homecoming Representative for the USC, if need
be; and
16.1.2 Keeping in touch with the Brescia Alumnae Relations, to coordinate
BUCSC and Alumnae Homecoming events;
16.2 Shall be responsible for organizing the Annual Wine and Cheese including
but not limited to:
16.2.1 Advertising and promotion in collaboration with the Vice President
Communications;
16.2.2 Ticket sales;
16.2.3 Decorations;
16.2.4 Venue;
16.2.5 Entertainment/Activities
16.2.6 Menu; and
16.2.7 Royalty Contest nominations and voting in collaboration with
Alumnae Relations;
16.3 Shall meet with the Vice President Finance on a regular basis;
ARTICLE 11: BUCSC CONDUCT
1.0 All students serving on the Brescia University College Students’ Council must
agree to meet and adhere to the following guidelines for conduct:
1.1 I will work with my colleagues on the BUCSC and with other members
of the Student Assembly to raise spirit at Brescia University College;

1.2 I will work cooperatively and collaboratively with all members of the
BUCSC and will support and reinforce their efforts to work for the Student
Assembly;
1.3 I will be a welcoming presence in the Students’ Council Office,
interacting in a friendly and positive way with students, visitors and council
members;
1.4 I will behave in a professional and respectful manner in all my
interactions with students, fellow council members and other members of the
Brescia community;
1.5 I will promote a positive image of Brescia University College in all my
interactions on campus, social media and beyond;
1.6 I will fulfill my role as a student representative with honesty and
integrity, doing the utmost to fulfill the obligations of my portfolio;
1.7 I will not speak of my colleagues on the BUCSC in a negative or hurtful
way and will avoid gossip and damaging comments. If I decide to offer
criticism of another’s performance, it will be done in a constructive and
positive manner to help the person fulfill her role better; and
1.8 I will respect the confidentiality of all with whom I work and will take
care never to pass along information that might be damaging or hurtful to
others;
1.9 I will respect the vast diversity of the student assembly and promote a
safe and inclusive campus;
ARTICLE 12: COMMITTEES OF COUNCIL
1.0 Council committees shall consist of:
1.1 The Ad Hoc Committees;
1.2 The BUCSC Awards Selection Committee;
1.3 The Constitutional Review Committee;
1.4 The Elections Committee;
1.5 The Grants Review Committee
1.6 The Honorarium Committee
1.7 The BUC Orientation Logistics Committee
1.8 The Referendum Committee; and
1.9 The Clubs Policy Committee

2.0 The Ad Hoc Committees
2.1 The BUCSC may appoint committees as it sees fit and shall retain full
control over them; and
2.2 Reports from committees shall be submitted to the BUCSC at least once
a month if requested;
3.0 The BUCSC Awards Selection Committee
3.1 Shall choose the recipients of the BUCSC Awards according to the
BUCSC Awards Selection Policy;
3.2 Shall be chaired by the Vice-President Academics, unless she has been
nominated for an award. In this case, she will appoint a BUCSC member to
chair the committee; and
3.3 Other members shall include:
3.3.1 The BUCSC advisor or one (1) member of faculty or
administration;
3.3.2 Four (4) students of at least second year standing;
3.4 Refer to the Administration of Elections Procedures section 3.0;
4.0 Clubs Policy Committee
4.1. The Clubs Policy Committee (CPC) shall be composed of the following
members (voting):
4.1.1 Clubs Liaison, chair;
4.1.2 Vice President Student Issues, co-chair;
4.1.3 Four (4) students at large, voting; and
4.1.4 The BUCSC Advisor.
4.2 A CPC member shall not be a current member of any club executive.
4.3 The CPC shall:
4.3.1 Review club applications and ratify qualified organizations as
BUCSC clubs;
4.3.2 Approve new club Constitutions and amendments to existing
Constitutions;
4.3.3 Ensure that all clubs abide by the Clubs Policy;
4.3.4 Determine whether or not a club has violated the Clubs Policy or
any other governing document of the BUCSC or Brescia University
College;

4.5 Impose sanctions where appropriate; and
4.6 Undertake any further actions or decisions necessary to ensure an
effective and efficient clubs system.
4.6.1 In the case that the CPC is unable to meet, (between April
and September), the BUCSC Executive team can make decisions on
behalf of the CPC.
5.0 The Constitutional Review Committee
5.1 Shall be formed for the purpose of reviewing the BUCSC Constitution
and providing recommendations to the BUCSC, as outlined in Article V of the
Constitution;
5.2 Shall be chaired by the President; and
5.3 Other members will be selected from the BUCSC as the Executive sees
fit;
5.3.1 Membership is limited to BUCSC members, but input from
other sources is encouraged;
6.0 The Elections Committee
6.1 Shall make rulings in regards to BUCSC Elections in accordance with
the BUCSC Elections Policy as outlined in section 3.0 (Administration of
Elections Procedures);
6.2 Shall report on all matters concerning elections to the BUCSC; and
6.3 Shall be chaired by the Chief Returning Officer;
6.4 Other members shall include:
6.4.1 President;
6.4.2 VP Student Issues;
6.4.3 VP Academics;
6.4.4 Governance Officer;
6.4.5 Incoming President when necessary;
6.5 For second semester elections, members must not be actively seeking a
position for the new term;
7.0 The Referendum Committee
7.1 Shall be responsible for the administration of referendums and studentinitiated petitions in accordance with the BUCSC Referendum Policy;

7.2 Shall be chaired by the Governance Officer; and
7.3 Other members shall include:
7.3.1 Two (2) general BUCSC members;
7.3.2 Two (2) students at large;
8.0 Vice-President Appointment Committee
8.1 Shall be responsible for the appointment of the VP Academics and the
VP Finance;
8.2 Shall be chaired by the incoming President;
8.3 Other members shall include:
8.3.1 Outgoing President;
8.3.4 The BUCSC Advisor;
8.3.2 Outgoing VP Academics; or
8.3.3 Outgoing VP Finance;
9.0 Honorarium Committee
9.1 In order to qualify for her respective Honourarium payment, a BUCSC
Council Executive member will be evaluated by the Honourarium
Committee on the following components:
9.1.1 Submission of a Mid-Year and/or Year-End Report
9.1.2 Content of the evaluation forms submitted by BUCSC members
9.1.2.1
The Honorarium Committee Chair will submit
summary data to the Honorarium Committee for Review
9.1.3 Compliance with the BUCSC Attendance Policy
9.1.3.1
Any instances of non-compliance need to be
submitted to the Honorarium Chair by the Administrative

ARTICLE 13: MEETINGS

1.0 The Executive will meet at the discretion of the President, but not less than
weekly:
1.1 The President will chair Executive Meetings;
1.2 Minutes will be recorded by the Governance and distributed to the
Executive within one (1) week; and
1.3 Confidentiality can and will be used in regard to all matters pertaining to
council members;
2.0 The President, upon advice from Council, will establish a schedule for BUCSC
General Meetings;
2.1 The Council as a whole will meet at least two (2) times each month
during the academic year, except for December and April;
2.2 The President may call other meetings at her discretion;
2.3 The Speaker will preside at all meetings, if the Speaker is unable to
attend for extenuating circumstances, the Governance will act in her stead;
2.4 The Administrative Director will record the minutes as outlined in this
constitution;
2.4.1 The Administrative Director must distribute meeting minutes to
all of council before the next scheduled meeting;
2.5 Attendance is mandatory for all meetings for all members in accordance
with the BUCSC Attendance Policy and Points System;
2.6 All meetings are open to the community, and the agenda will provide a
designated opportunity for them to speak at each meeting;
2.7 In order for council to have quorum there must be two-thirds (2/3) of
voting members present;
2.8 Notice of all meetings shall be posted for all members of the Student
Assembly;
2.9 Meeting minutes shall be available for all members of the Student
Assembly; and
3.0 The Chair of each committee will call meetings as is deemed necessary;
ARTICLE 14: DISMISSALS

1.0 A motion to dismiss any member of the BUCSC must secure the support of at
least two thirds (2/3) of the voting members present at a general meeting of
which there has been notice of the intention to pass the resolution;
2.0 A motion to dismiss a member may occur when any of the following
conditions occur:
2.1 A member fails to perform her duties and responsibilities as outlined in
the BUCSC constitution;
2.2 A member is in violation of the BUCSC Attendance Policy and Points
System; and/or;
2.3 A member is in violation of the BUCSC Code of Conduct;
3.0 A member wishing to leave the BUCSC must complete an exit interview in
order to aid for future transition.
ARTICLE 15: VACANCIES
1.0 The office of a member will become vacant after a resignation, dismissal or
demise;
2.0 Elected Positions;
2.1 The vacant position will be filled by election;
2.2 Nominations will open within three weeks after the creation of the
vacancy excluding:
2.2.1 President; and
2.3 If the position becomes vacant after April 1, the nomination period will
not become open before September;
2.4 If the position becomes vacant after December 1, the position will
remain vacant;
2.4.1With the exception of the President.
2.4.2 In the case of extenuating circumstances, a decision will be
made by the BUCSC Executive and the BUCSC Advisor.
2.5 The BUCSC Executive may appoint a student to temporarily fill a
position, pending election;

2.5.1 In the case of extenuating circumstances involving Executive
vacancies after December 1st, monetary compensation may be provided,
based on the discretion of the BUCSC voting members.
3.0 Non-Elected Positions;
3.1 The vacant position will be filled by a student chosen by the BUCSC;
3.2 Applications will be open within three (3) weeks after the creation of the
vacancy;
3.3 If the position becomes vacant after April 1, the nomination period will
not become open before September;
3.3.1 In the case of extenuating circumstances, a decision will be
made by the BUCSC Executive and the BUCSC Advisor.
3.4 If the position becomes vacant after December 1, the position will
remain vacant;
3.5 The BUCSC Executive may appoint a student to temporarily fill a
position, pending selection by an Ad Hoc Committee;
4.0 The forgoing procedures will be as previously stated unless the BUCSC deems
otherwise;
ARTICLE 16: ELECTIONS
1.0 The Chief Returning Officer will oversee the running of Elections;
2.0 The Chief Returning Officer will organize an Elections Committee to perform
its duties as outlined in the BUCSC Elections Policy;
3.0 To win an election, a candidate must secure a majority of votes;
3.1 With the exception of unopposed candidates in which they require a twothirds majority for a vote of confidence
4.0 The BUCSC will hold elections for:
4.1 President;

1.0 The Elections Committee shall organize a Selection Committee to perform its
duties as outlined in the BUCSC Elections Policy;

ARTICLE 18: AMBIGUITIES
1.0 In any instance where this constitution fails to provide a guideline;
1.1 The Governance Officer will work alongside the Constitutional Review
Committee to eliminate the ambiguities.
