Project Summary The project summary is a brief overview of the project scope, total capital cost, and in-servicedate (ISD). 2. Scope of Work The scope of work must provide sufficient information to demonstrate that the TFO proposal meets the Functional Specifications. The scope of work should describe, but not be limited to, the following categories and sub-categories: The following details are to be provided in the Cost Estimate Template – Appendix 2, thus, avoid duplication of listing items. 2.1. Transmission Line(s) (one section for each line): 2.1.1. Location, nominal voltage, line length, studies required, etc. 2.1.2. Structure type and arrangement 2.1.3. Conductor type, bundled, including overhead shield wire description 2.1.4. Meteorological, geotechnical and mechanical design parameters 2.1.5. Line impedance, surge impedance and charging 2.1.6. BIL and current ratings, nominal and emergency, winter/summer 2.1.7. Standards utilized, engineering and design 2.1.8. Right-of-Way survey and preparation, access row, clearance, brushing, environment impact mitigations; i.e. access matting 2.1.9. Line foundation work scope 2.1.10. Major line crossings, river, high-way, other lines 2.1.11. Mobilization and de-mobilization 2.1.12. Camp requirements 2.1.13. Laydown / storage yards 2.2. Substation(s) (one section for each substation): 2.2.1. Location of facility, size, configuration, studies required and major equipment additions complete with description(s) 2.2.2. Provide conceptual drawings as references in Appendixes, such as: location, Single Line Diagram (SLD), bus layout drawings 2.2.3. Equipment description should include impedances, voltage, BIL, current rating, CT ratios, where appropriate 2.2.4. Overview and description of each proposed protection and control scheme (electrical and non-electrical) 2.2.5. SCADA 2.2.6. Standards utilized, engineering and design 2.2.7. Site preparation, access road, grading environment impact mitigations; i.e. access matting 2.2.8. Mobilization and de-mobilization 2.2.9. Camp requirements 2.2.10. Location, communication medium (fiber, microwave etc.) and studies required 2.3.2. Description of proposed development and equipment additions 2.3.3. Standards utilized, engineering and design 3. Cost Estimates 3.1. The proposal to provide service cost estimate is the cost baseline that is to be completed by using the cost estimate template available on the AESO website and is for only those facilities, standards, configurations and guidelines that are requested in the Functional Specification 3.2. Estimated costs are directly related to the proposed project as described in the Functional Specification. Sufficient site visits, engineering, design and due diligence must be completed to achieve the accuracy range as directed by the AESO 3.3. Estimated project costs are to be broken into system and customer portions as per the cost estimating template (if applicable). In addition, identify amounts of material and labour that are contracted. This can be provided on the cost estimate template 3.4. Probability Assessment (the level of confidence that the project costs will fall within the estimated value) that the estimated cost will be met. This would be done on estimates greater than $5 M dollars and there may be a requirement for this on estimates less than $5 M dollars as required. Provide basis and methodology, complete with calculations and any other information to support results 3.5. A description of escalation costs are to be provided in this service proposal along with details on its calculation in the Cost Estimate Template – Appendix 2 (Tab 7). 3.6. As per the Section 8 of the ISO Tariff, these are maintenance and operations costs “deemed to be in excess of those required by the good electric industry practice,” including estimated costs for planned or unplanned work, which can be carried out in conjunction with the proposed project, but are not required to meet the intent of the project. The estimated cost should include the following information: 3.6.1. Description of the proposed work and potential savings and overlap with the project 3.6.2. Rationale for the maintenance 3.6.3. Timing of the work relative to the main project schedule (i.e. will capital maintenance be delayed to coincide with project schedule) 3.6.4. Cost Estimate only to be provided in this service proposal, and not required in the cost estimating template 3.7. Provide an estimate for each of the incremental costs or savings that would result from each of the proposed exceptions from the Functional Specification 4. Schedule 4.1. The AESO prefers the schedule to be provided as a MS Project Gantt chart both in paper and electronically. The schedule will allow the AESO, TFO and customer (if applicable) to share a common timeline throughout the project life and provide a single source for this schedule 4.2. Engineering Schedule (preliminary and detailed beginning and end dates) 4.3.2. Procurement Schedule (beginning and end date for procurement of major equipment and materials, such as conductor, poles, insulators, etc. and miscellaneous materials such as hardware) 4.3.3. Construction Schedule (beginning and end date for construction and installation of foundations, assembly, erections and stringing; weather and environmental constraints) 4.3.4. Commissioning Schedule (beginning and end date for commissioning activities; including required outages) 4.4. Substation(s): 4.4.1. Engineering Schedule (preliminary and detailed beginning and end dates) 4.4.2. Procurement Schedule (beginning and end date for procurement of major equipment, such as transformers, breakers, instrument transformers, capacitor banks, reactors, steel, etc.; and miscellaneous materials such as hardware, bus pipe, conductor, etc.) 4.4.3. Construction Schedule (beginning and end date for construction and installation for site preparation, foundations, assembly and erections, equipment installation, protection and controls, functional checks and testing; weather and environmental constraints) 4.4.4. Commissioning Schedule (beginning and end date for commissioning activities; including required outages) 4.5. Telecommunication Facilities: 4.5.1. Engineering Schedule (preliminary and detailed beginning and end dates) 4.5.2. Procurement Schedule (beginning and end date for procurement of major equipment such as radios, multiplexers, towers, etc.; and miscellaneous materials such as hardware) 4.5.3. Construction Schedule (beginning and end date for construction and installation for site preparation, foundations, assembly and erections, equipment installation, functional checks and testing; weather and environmental constraints) 4.5.4. Commissioning Schedule (beginning and end date for commissioning activities; including required outages) 4.5.5. In-Service-Date (ISD), date when the project is expected to be energized 5. General Assumptions 5.1. General project assumptions are to be provided in this service proposal document and should include, but not limited to the following: 5.1.1. Scope 5.1.2. Exclusions 5.1.3. Units of measure and currency 5.1.4. Engineering Supervision / General 5.1.5. Weather and environmental 5.1.6. Allowance for Funds Used During Construction (AFUDC) / Construction Work In Progress (CWIP) 5.1.8. Escalation (cost template allows for application of different factors to different line items) 5.1.9. Taxes 5.1.10. Qualifications of cost estimators 5.2. Identify deviations from the AESO’s functional specification, interconnection guidelines, standards or operating policies and procedures; including a brief description addressing the need and/or the benefits from the deviation 5.3. Detailed assumptions for each line item to be provided in the columns of the cost estimating template. 6. Project Risks 6.1. A summary of risks to be provided in this service proposal document along with actions to mitigate these risks 6.2. For detailed calculation of contingency, use the Contingency/Risk Register Summary in the Cost Estimate Template – Appendix 2 (Tab 6), to describe the known risks to the project, their impact, probability and contingency applicable to each 7. Operational Items 7.1. Provide an outage schedule which highlights the major outages required, the duration of such outages and the impacts to other operational facilities in the area 8.
