On joint motion of all Councilmembers present, the following resolution was offered: RESOLUTION NO. 123218 A resolution authorizing the Parish Clerk to advertise for statements of qualifications from professionally qualified individuals and firms qualified to conduct comprehensive wage and salary surveys for the East Bank Consolidated Special Service Fire Protection District’s (JPFD) classified and unclassified service, including suppression, administrative and clerical support employees. Ideal candidates shall have extensive public sector experience, with expertise in civil service systems in the realm of fire protection services. Individuals and firms must have completed wage and salary surveys, analyzed and summarized survey results, and developed recommendations for salary rate adjustments for fire departments with at least 200 employees within the last twenty-four (24) months. (Parish wide) WHEREAS, in order for JPFD to recruit and retain an adequate supply of competent employees, it must provide an adequate salary structure; and WHEREAS, it is necessary to study and, if necessary, make adjustments to different pay grades; NOW, THEREFORE, BE IT RESOLVED, by the Jefferson Parish Council acting as the governing authority of the Parish of Jefferson, Louisiana, and East Bank Consolidated Special Service Fire Protection District hereby resolves that: SECTION 1. The Parish Clerk is hereby authorized to advertise for statements of qualifications from professionally qualified individuals and firms to conduct comprehensive wage and salary surveys for the suppression, administrative, and support staff of the East Bank Consolidated Special Service Fire Protection District (JPFD), and to provide for related matters. SECTION 2. That the advertisement shall be placed in the official journal of Jefferson Parish and in the Wall Street Journal. SECTION 3. SELECTION CRITERIA FIRE DEPARTMENT PAY PLAN STUDY Professional training and experience both generally and in relation to the type and magnitude of work required in conducting comprehensive wage and salary surveys for fire departments of comparable size and complexity.(Maximum points awarded shall be thirty, (30)). The nature, quantity, and value of parish work previously performed and presently being performed by the individual and/or firm submitting, with the intent being to provide maximum opportunity for different firms to work for the Parish. (Maximum points awarded shall be ten, (10)). The number of personnel to complete the scope of services, in relation to the project requirements (Maximum points awarded shall be ten, (10)). Capacity for timely completion of the work, taking into consideration the person’s or firm’s current and projected workload and professional and support manpower (Maximum points awarded shall be ten, (10)). The public sector experience within the last 24 months in planning and conducting wage and salary surveys, analyzing and summarizing survey data, as well as developing recommendations for rate adjustments for similarly situated municipalities. (Maximum points awarded shall be twenty, (20)). The persons or firms under consideration shall have at least one (1) principal who has at least five (5) years’ experience in the field or fields of expertise required for the project. (Maximum points awarded shall be twenty, (20)). SECTION 4. That all costs associated with the surveys shall be paid out of Budget Account Number 22100-2921-7331.
