The Systems Resilience Group will be recognised by the statutory bodies across the health and social
care economy as the Group to which they delegate corporate responsibility within their governance
structures for:
• Co-ordination and consistency of policy, for the commissioning and provision of integrated services;
taking account of national policy
• Agreeing care service proposals that identify opportunities for reductions in non-elective admissions
and A&E attendances through the redesign of hospital based pathways and/or delivery of new
pathways of care in the community
• Developing proposals which impact on the way in which integrated care is delivered and
commissioned, to inform commissioning intentions and strategic priorities.

The Better Care Operational Group will ensure collaboration across the Gateshead health and
social care system to develop co-ordinated and integrated services and/or pathways which
enable the delivery of high quality, safe and clinically effective care to agreed standards
which meet the needs of local patients. The Better Care Operational Group will be
accountable to the Gateshead System Resilience Group.

Better Care Fund Programme Board

Function
To ensure delivery of the Better Care Fund Programme.
Provide assurance to the Health & Wellbeing Board, Gateshead Council’s Cabinet and Gateshead CCG
Governing body that the Better Care Fund plan is being implemented in accordance with the submission
for Gateshead.
Provide similar assurance to NHS England’s Area Team.
Maintain an overview of the BCF schemes as a collective, including their interdependencies and address
any issues referred to it by the Better Care Strategy Group and Better Care Commissioning Group.
Provide an escalation point to address governance issues and provide dispute resolution linked to the
BCF, including pooled budget arrangements.
