WHEREAS, Dengue Updates from DOH- Center for Health Development – Metro Manila reports that
from Jan 1 to June 21 2008 a total of 4,885 cases were admitted in the 31 Sentinel Hospitals of NCR This is 177
percent higher compared with the same period last year. There were 26 deaths (CFR 0.5%)
WHEREAS, Taguig Dengue Updates, a total of 223 confirmed cases were admitted in the Sentinel
Hospitals, this is 153% higher compared with the same period last year. 26 deaths were reported with the
same period last year. 26 deaths were reported (CFR 2.6 %), the acceptable limit of Case Fatality Rate is less
that 1%. Barangays with the most number of cases were Western Bicutan (55), Signal Village (46), Lower
Bicutan (20), Bagong Tanyag (15), Upper Bicutan (16), Bagumbayan (13)
WHEREAS, the number of cases were reported to have steadily increased not only in our locality but
throughout the country. The morbidity and mortality trend has increasingly attributed to the less awareness
and improper program management to gainly control and eliminate these vectors through an effective dengue
prevention plan and strategies.
WHEREAS, with the rise in the alarm level of Dengue Cases, there must be a strengthen and intensifies
“Fight Against Dengue” Campaign.
WHEREAS, the Anti-Dengue Program shall be concerted efforts by the City Government, the Barangay
Councils, the school authorities, and Non – Government Organizations (NGO) and the community.
NOW THEREFORE BE IT ORDAINED AS IT IS HEREBY ORDAINED BY THE SANGGUNIANG PANLUNGSOD
OF TAGUIG CITY THAT:
ARTICLE 1
SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE INSTITUTIONALIZING DENGUE
PREVENTION AND CONTROL PROGRAM REQUIRING ALL THE RESIDENTS OF TAGUIG TO STREGHTEN “FIGHTS
AGAINTS DENGUE” AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF.

SECTION 2. – OBJECTIVE – To reduce continually and substantially the occurrence of Dengue
In the City of Taguig through prevention and control.
SECTION 3. The City Health Office in cooperation with the Police Department, the O.S.W.D., the
Baranggay officials ,GO, NGO’s, Business Sector, and school authorities is hereby mandated to spearhead the
Anti-Dengue campaign The City Health Office shall be the lead agency in the implementation of the Dengue
Prevention program of the City of Taguig.
SECTION 4. A Taguig Anti-Dengue Task Force (TADTF) shall be created and chaired by the City Mayor,
Composition of the TADTF, but not limited to the following members.

SECTION 4A. FUNCTION:
1. The Taguig Anti-Dengue Task Force shall enforce the provisions of this ordinance
2. Shall prepare programs for its control and conduct Public health campaigns involving the community,
government units and the private sectors.
3. Institute education and training programs on pest management for local personnel who shall oversee
dengue prevention and control operation of public health importance base on sound ecological
principles.
4. Prepare prevention activities scheduled throughout the year in order not to reach cases of epidemic
proportion.

5. Shall make regular public announcements of the density level in
Different barangays and correlating these levels with the potential
Danger of dengue infection.
6. Coordinate with other government agencies in order to achieve the
Goal for effective dengue prevention and control program.
7. Shall insure the viability and effective implementation of the program.
8. Provide the necessary logistical and operational support as requested by the Barangay Anti – Dengue
Task Force.
9. Shall monitor the implementation of the anti – dengue program.
10. Convene regular meetings for purpose of planning and coordinate the implementation of dengue
prevention control program.

SECTION 5A. FUNCTIONS:
1. Prioritized areas for vector surveillance and control from cases of high vector density to low and no
dengue aedes indices.
2. Conduct larval or ovitrap surveys in order to record aedes aegypti and aedes albopictus density levels.
3. To conduct active surveillance requiring all medical practitioners from health care facilities to submit or
notify dengue recorded cases to the barangay task force. Cases shall be confirmed by laboratory based
diagnosis.

4. To implement dengue abatement program that shall include any or combination of the following
control methods as may necessary:

5. To establish a “Dengue Controlled Zone” (DCZ) area and organize core coordinators.
6. Recommended the requisition of vital materials, tools, equipments, training and other and other
related logistics for the promotion, surveillance and control of dengue to the Taguig Anti-Dengue task
Force.
7. To conduct community education as defined:
a. To raise the level of awareness of the dangers of the disease
b. To challenge the community to take active role in prevention and control.
c. To outline benefits resulting from participation in community control activities.
d. To motivate parents to seek early medical care for their sick children to prevent a serious
outcome.
e. To disseminate information that is simple, easy to understand and clearly illustrated.
8. The Barangay Anti- Dengue Task Force shall convene monthly or as often as possible. Recording of its
Minutes shall be approved by all members.
SECTION 6. Dengue prevention and control program shall be concerted efforts of all the departments of the
City Government of Taguig, the Barangay Councils, the School Authorities, and Non- Government
Oraganizations (NGO’s)
ARTICLE II
DEFINITION OF TERMS
SECTION 1. TERMS – As ruled in this Ordinance, the following terms shall have the meaning ascribed to
them in their section, unless the context of their usage indicates otherwise:
a) Dengue infection – is a viral disease which causes a sudden onset of fever with headache, muscle and joint pains
and which may vary from simple Dengue Fever (DF) to a serious Dengue Hemorrhagic Fever (HF) and its
subsequent fatal form, the Dengue shock Syndrome (DSS)

b) Vector – serves as the vehicle that transmits the disease and which itself is not affected of it.
c) Etiology – Branch of medical science concerened with the causes and origin of the disease.
i. DENGUE is caused by any of the four (4) serotypes of flavivirus DEN- 1, DEN-2 DEN-3 and
DEN-4
ii. All four (4) serotypes have been isolated in the country. Hence, a person can get a
DENGUE infection four (4) times at most of his/her lifetime. There is no immunity if
affected by specific serotypes.
d) Flavivirus - a genus of virus that includes both mosquito-borne agents and same agents with
recognized vectors.
e) Mode of Tranmission – an act or process of transmitting the disease. DENGUE is transmitted by the
bite of an infeted female Aedes mosquito.
a. Two Aedes species are known disease vectors in the Philippines.Aedes Egypti, the primary
vector prominent in urban areas and Aedes Albopectus, the secondary vector and common in
rural areas; The disease is directly transmitted from person to person. The patient is usually
infected to the mosquitoes a day before the occurrence of fever up to the last day of fever in an
average about five (5) days.
f) Chemical Control – a pest control method which utilizes rodencides, insectisides, larvisides, and
pestisides.
g) Disinfestations – any measure taken to kill the vermin present in land, places, buildings, recidences,
conveyanses, and stablisments.
h) Dengue Controlled Zone – a define area with a radius of 400sqm. Where vermin (anti-dengue)
abatement program shall be established with or without cases of dengue.
i) Environmental Management Control – the maintenance of cleanliness of the immediate premises and
proper building construction and maintenance so as the prevent acces of pests into human dwelling.
j) Fumigation – the act of applying, releasing and dispensing a toxic chemical so that it reaches the target
organism primarily or wholly in the gaseous state.
k) Infestation - the presence within or around a building , place or conveyance of any insect, rodent and
pests.
l) Integrated Control – controlling pests through the use of several different methods and procedures
which are used to be compliment each other, these procedures may includes the use of pesticides,
environmental sanitation measure, natural as well as mechanical and biological methods.

m) Mechanical Control – a pest control method which utilizes mechanical devices like rodent traps,
Fly traps, mosquito traps, air curtain and ultra-violet light.
n) Naturalistic Control – a pests control method which utilizes nature and natures system without
disturbing the balance of nature.
o) Nuisance – anything that injures health, endangers life, offers the sense or produces discomfort to a
person or group of persons.
p) Pest – any destructive or unwanted insects or other small animals (rats, mice, etc. that causes
annoyance, discomfort nuisance or transmission of disease to humans and damage to structure.
q) Pesticides – any substance or product mixture intends to control, prevent, destroy, repel, or mitigate
directly any pests.
r) Stagnant/standing Water – water in a motionless stage usually found in natural or artificial holdings or
places.
s) Urban Pest Control Applicator – any individual who supervises the use of pesticides or any method of
services for urban pest control or implantation of vermin abatement program.
t) Vermin – a group of insects or small animals such as flies, mosquitoes, cockroaches, fleas, lice, bed
hugs, mice , rats and others which are vector diseases.
u) Vermin Abatement Program – a series of preventive control activities or procedures to eliminate or
reduce the presence of vermin in land, public, places, establishments, buildings and residences, food
establishments, markets, ports, airports, vessel, aircraft or any means of conveyance and other similar
establishments.
ARTICLE III
IMPLEMENTING RULES
SECTION 1. The Barangay Council through a resolution shall recognize Barangay Anti- Dengue
Task Force (BADTF),headed by the Barangay Chairman, shall be submitted to the City Health Office and
DILG office.
SECTION 2. The Barangay Anti-Dengue Task Force shall undertake and develop an effective
dengue control plan and strategies.
SECTION 3. The BADTF are empowered to implement and enforce the rules of this ordinance.
SECTION 4. The BADF shall give attention to areas with cases and/or high vector density.
Priority shall be placed within and beyond school premises, hospital, factories or in places where
population concentration is high for Aedes surveillance establish a Dengue Controlled Zone.

SECTION 5 . School authorities to create Anti-Dengue Water Brigade who will monitor any signs
of dengue cases among the student and report then to the Barangay Dengue Task Force Brigade,
Health Center Physicians or City Health Office for appropriate action.
SECTION 6 . Community participation should be encourage in the Anti-Dengue Program and/or
activities by enjoining them to find and destroy possible breeding haven within their areas. Households
should undertake intensive cleaning of surroundings, proper disposal of garbage and allimination of
natural water containers.
SECTION 7 . The Barangay Anti- Dengue Task Force to Organize Barangay clean-up brigade and
to attain a sustainable and behavior change at the community level.
SECTION 8. The Taguig City Health Department to undertake surveillance, monitoring and
follow-up of dengue fever patents and at the same time provide information and educational
materials. Shall ensure hospital preparedness program to respond to Dengue cases.
Section 9. No person shall perform any act which is liable to create conditions favorable for
breeding Aedes mosquitos.
SECTION 10. It shall be unlawful to have, keep, maintain, cause or permit any collection of
standing water or flowing water waste and other harborage in which Aedes mosquitoes may be
propagated.
SECTION 11. The owner or operator shall be responsible for the elimination of dengue virus
carrying mosquitoes, its breeding places within his establishments or premises.
SECTION 12. Any uncooperative owner, group of person or public or private entity can be
summoned to appear before the Office of the Barangay Chairman to explain at reasonable cause why
no legal action should be taken unto violator.
SECTION 13. If the owner or group of person or public or private entity fails, neglects, or refuses
to abate such nuisance within the allowed prescribed period of time the Chairman shall immediately
prohibits or provide measures to stop such nuisance. The barangay Chairman may request foe the
Taguig Anti- Dengue Task Force for assistance regarding the removal of nuisance at the expense of the
owner without delay.
SECTION 14. The Engineering Department to maintain dry and clean surroundings in canals,
streets and construction sites and provide proper drainage to prevent water stagnation, which may
result in mosquito-breeding places.
SECTION 15. The Office of Social Welfare and Development (OSWD) and the Public Information
Office (PIO) to disseminate information through day care workers and mass media, respectively. They
will also be responsible for referrals to the DOH if Dengue cases are suspected.

SECTION 16- FUNDING – All Concern Agencies, Officers/Units shall set aside funds necessary
to implement the intent of these rules from any available funds subject to usual accounting and
auditing rules and regulations.
SECTION 17. POWER OF ENTRY – Any member of BADTF, duly authorized by the Chairman,
upon presentation of proper credentials may at reasonable times enter into premises for purpose of
inspection or any other action necessary for administration of these rules and regulations.
SECTION 18. PROHIBITED ACTS – The following acts are prohibited:
A. Storing water containers not tightly covered and without a spigot or convenience
Faucet attached at the bottom side.
B. Keeping and storing of a water filled vases and manner of using ornamental plants
with pot saucer for a longer period of time.
C. Keeping or having discarded tires,.
D. Discharging sewage or any waste water unto street, roads, alleys, bodies of water or in
pathways or other place.
E. Conducting chemical control methods without the proper clearance from the
Barangay Chairman.
ARTICLE IV
PENAL PROVISION
SESCTION 1. PENAL PROVISION – Any person who shall violate, disobey, refuse, omit or neglect
(including implementers) to comply with any of the provisions of these rules and regulations, shall
be guilty of misdemeanor and shall be punished by a.) First offence – Rending of Community
Service for not less than 10 days b.) Second Offense – Payment in the amount not less than Three
Thousand Pesos (P3,000.00) c.) Third Offence – Imprisonment for a period of not exceeding six (6)
months and or fine of not exceeding P5,000.00 or both depending upon the discretion of the court.
If the offense is committed by a corporation, partnership or other judicial entities duly
recognized in accordance with law, the Chief Executive Officer, President, General Manager,
Managing Partner or such other officer In- charge shall be liable for the commission of the offense
of the penalized under this ordinance.
ARTICLE V
REPEALING, SEPARABILITY, EFFECTIVITY
SECTION 1. REPEALING CLAUSE – Any ordinance, rules and regulations contrary to or inconsistent
with this ordinance is hereby repealed or modified accordingly.

SECTION 2. SEPARABILITY CLAUSE – If any provisions of this Ordinance is declared
unconstitutional or illegal, the same shall not affect the validity and effectivity of the other
provisions hereof.
SECTION 3. EFFECTIVITY - This Ordinance shall take effect immediately upon approval and
prescribed publications.
