DEPARTMENT OF NATURAL RESOURCES
2300 NORTH MARTIN LUTHER KING DRIVE
SECURITY/UNARMED GUARDS SPECIFICATIONS
1. Contractor’s employees shall comply with established procedures as defined by the State of
Wisconsin, Department of Natural Resources (DNR). The DNR reserves the right to have
contractor replace any employee judged inadequate by contractor, prime contractor or by a DNR
representative.
2. Contractor’s supervisor and/or prime contractor’s staff may conduct inspections at any time
during the tour of duty to insure compliance with requirements. Contractor’s supervisor should
be available upon request for joint inspections with prime contractor/DNR representatives.
3. Contractor and prime contractor are responsible to monitor and supervise security guard
employees. The contractor must provide the prime contractor with documentation of a minimum
of a monthly on-site observation of each guard during the guard’s working hours.
4. Contractor’s employees must be mentally and physically able to effectively deal with any security
problems that arise.
5. Contractor’s employees are expected to project a good public image and shall be identified while
on premises by wearing a clean, well-fitted uniform, badge, and identifying name plate, all of
which are to be supplied by the contractor.
6. Contractor’s employees are expected to be attentive at all times. Guards will not engage in
activities which distract from their attention to duty; such as non-business cellular or other
telephone calls or messaging, reading newspapers, magazines, books, etc. or watching or listening
to televisions, radios, headphones or similar electronic devices. While on duty, contractor’s
employees will not engage in excessive socialization or fraternization with visitors, other contract
staff, or DNR employees.
7. Guards must be alert and responsive to any building conditions which would be hazardous to staff
and the public, such as wet spots on the floor and icy conditions on the walkways. Guards will be
expected to assist with eliminating the hazard through appropriate action such as salting, spot
shoveling, etc.
8. In the event of elevated security conditions, the guards will follow and help implement all
protocols regarding ingress and egress to the facility, including access to the elevator and interior
offices and the requirements for identification of all persons, including DNR employees. Guards
will follow all established emergency action plan guidelines in the event of a tornado, severe
weather, fire, bomb scare. Or other natural conditions or in the event of a security incident within
or around the building.
9. Prior to placing any security officer, contractor must provide to prime contractor a training record
and the results of a criminal background check, a minimum of twenty-four (24) hours before
making assignments to the building. DNR must be provided advance notification of the
assignment of a new permanent guard or a temporary assignment guard who will be on-site for
more than a day.
10. Any replacement security officer must be fully trained by the Contractor as to the service
specifications of this contract, including guard rules and guard instructions. A contractor
supervisor or the prime contractor must provide any replacement officer with on-site orientation
to the job duties.
11. Contractor shall supply two (2) uniformed, unarmed security guards for weekday regular shifts
and weekday meetings. Guards will be on station no later than 6:00 AM and shall leave at 7:30
PM., Monday through Friday, except under special condition, such as evening meeting, and except
during a legal holiday, should it occur during the normal workweek. Current legal holidays are;
New year’s Day, Dr. Martin Luther King Jr. Day, Memorial Day, Independence Day, Labor Day,
Thanksgiving Day Christmas Eve, Christmas Day, and New Year’s Eve.
A. One guard is to be stationed in Lobby area and is required to perform the following
normal daily duties:
1. Upon starting at 6:00 AM disconnect the building’s mechanical security system and inspect the
entire premises (all doors, parking lots, hallways, etc.) for illegal entry or damage.
2. Guard will patrol the entire building interior, including fire detection apparatus and alarm system ,
once each shift during the normal business day (7:45 AM to 4:30 PM) and two (2) times after business
hours to maintain security.
3. Open main doors at 7:45 AM for public entry and maintain visibility at all times in the Lobby/lobby
area during office hours from 7:45 AM to 4:30 PM. Courteously assist the public with directions and
escorting as required, and maintain orderly conditions at all times in the Lobby, lobby, and associated
areas, including meeting rooms 126, 139, 140, and 141.
4. Just before the end of duty hours or about 7:15 PM, secure all doors and prior to leaving, activate
the mechanical security system at 7:30 PM. The building will not be left in an unprotected condition.
If the guard detects a hazardous condition or a malfunction in the security system, which makes it
impossible to fully set the system (i.e., no turning off individual zones to make it possible to fully arm
the system), a guard will remain on-site unless directly authorized otherwise by the prime contractor.
5. Breaks must be scheduled so that one guard is on active duty at all times. The guard must notify
the other before leaving his/her assigned station. When one guard is away from his/her station, the
other guard must position him/herself in a manner which provides maximum visibility.
6. Maintain written records during the tour of duty of inspection times, problems, abnormal
occurrences, other findings, and a list of visitors. Guard is to make a written report of any unusual
activities, of any personnel in the building after hours, including the cleaning crew, DNR staff, or
meeting room visitors.
7. Both guards will raise and lower the U.S. and State flags at the beginning and end of each workday,
unless inclement weather or special events prevent it.
8. Guard will open and close the necessary doors and escort the cleaning crew while the trash is being
emptied into the dumpster. Guard will also inspect the loading dock area for anything unusual.
9. The guard will be expected to fully operate the security camera system including setting the timer
and maintaining surveillance by monitoring the television screen which is located in the lobby.
B. Second guard will be stationed in the guard booth of the employee parking lot continuously from
6:00 AM until the last employee car is gone from the employee parking lot or 7:30 PM, whichever
comes first. The guard will secure the outside gate before coming in, but will reopen as needed for
late returning or exiting vehicles. When this guard comes inside, s/he will assist the lobby guard with
all duties remaining for the shift. These duties include, but are not limited to lowering and folding the
flags, escorting the cleaning crew, securing all doors, etc. The outside guard must perform periodic
patrol (every 35 minutes) of the employee and visitors parking lots and assist with any traffic or
parking related problems. Guard may not allow non-employees to park in either the employee or the
secure parking lots. If not recognized by the guard as an employee the guard should request to see
the DNR Photo Id card. Guards shall maintain a written record of inspection times, problems,
abnormal occurrences, and any other findings. Guards shall maintain all logs as set forth by the
Building Manager or her/his designee. The outside guard will meet all truck deliveries, have the driver
sign the log, and facilitate/monitor the delivery drop-off.
C. Both guards are to remain on premises when there are week night meetings designated by the
DNR that pass the normal closing time. One guard will cover the Lobby, lobby, and meeting areas.
The second guard will conduct security tours of all floors of the building, the grounds, and parking lots
at least hourly. The second guard may use the parking lot guard booth or the Lobby as a base of
operations. Guards will be allowed fifteen (15) minutes to secure the property and leave after the
meeting ends. In the event a scheduled week night meeting is a “no show” (participants fail to
attend), guards shall exit the property at the regular closing time of 7:30 PM or no later than ½ after
the meeting start time, whichever is later.
D. Contractor will provide guards for any circumstances which require additional security presence
and for any special meetings outside normal contract hours, such as weekend meetings when
designated by the DNR.
E. Contractor shall provide each shift guard a cellular telephone, operative for both incoming and
outgoing calls, which is capable of calling 911, contractor’s dispatch center or other appropriate
contacts in an emergency. The phone numbers will be provided to the prime contractor and the DNR
for business contact with the guards. The phones are to be for business use only. All phone costs are
the responsibility of the contractor. Two (2) portable two-way radios, one(1) for each shift guard, may
be used to supplement communications, but are not an acceptable substitute for the cellular phones.
Beepers or voice pagers are not allowed. DNR must approve any alternative communication
technology recommended by the prime contractor.
F. The building will not be left in an unprotected condition. If a guard detects a malfunction in the
security system, which makes it impossible to fully set the system (I.e. No turning off individual zones
to make it possible to arm the system), the guard will remain on site unless directly authorized
otherwise by the prime contractor or DNR building Manager or her/his designee.
G. During emergencies (defined as: alarms turned in to report fire, forcible entry, smoke,
explosion, etc.), the contractor will provide an on-site officer to protect state property until the prime
contractor is notified and a prime contractor representative is on site or instructions are given.
Charges for emergency time will be paid by the hour. Guard must log time using sensor card. This is
considered a one person operation; therefore, hourly charges will be figured on clock time only.
Emergencies will be reported to the appropriate service agency, such as police or fire departments,
and to the prime contractor and DNR staff member or designee within fifteen (15) minutes or less.
Emergencies must be documented and included in daily reports. Contractor’s monthly invoice must
contain verifiable (by prime contractor), documentation of emergency alarms received by the
contractor. For example, if the contractor uses Milwaukee Alarm service to dispatch alarm responses,
a copy of their official dispatch record must be attached to the contractor’s invoice. The Department
reserves the right to approve or disapprove this part of the invoice if the official dispatch report is not
attached.
H. DNR provides an enunciator panel at the headquarters building. Contractor is responsible for the
cost of equipment it installs at DNR and any telephone line rental (if needed), to receive the alarm at
its 24-hour central dispatching center.
The maximum response time for any alarm will be fifteen (15) minutes. When the alarm is received
at the dispatching center, the contractor must be able to distinguish which type of alarm was set off,
and must respond as follows:
Fire Alarm: Within thirty (30) seconds of receiving the alarm, the contractor must contact the
Milwaukee Fire Department. The contractor must respond by sending a vehicle officer or foot
officer to Southeast Region Headquarters building within fifteen (15) minutes.
Intrusion Alarm: Contractor must respond by sending a vehicle officer or foot officer to the
Southeast Region Headquarters building within fifteen (15) minutes. The officer will check the
building prior to contacting the Milwaukee Police Department. The Milwaukee Police
Department will be contacted only when necessary.
Elevator Alarm: Contractor must respond with a vehicle officer or a foot officer within fifteen
(15) minutes to ascertain the problem and assist as necessary.
Charges for emergency responses to the building will be on a set fee. For an emergency
response which requires a stay at the building beyond one hour, the additional charges will
be paid on an hourly basis.
I. The Contractor will have a 24-hour dispatching center staffed by employees hired for the
exclusive purpose of dispatching security officers and vehicles. The use of an answering service is
prohibited. The use of telephone answering machines is also prohibited.
The dispatching center will have the responsibility of maintaining a log of alarms at the DNR
Southeast Region Headquarters. This log must be submitted to the prime contractor account
manager on a monthly basis, or more often if needed to investigate an incident(s), and at no
additional cost.
J. Contractor shall be responsible for use and security of all keys, electronic door entrance
cards, and equipment issued to it. Keys will be left on the premises at the end of the tour of duty.
Under no conditions shall contractor’s employees permit anyone to enter the areas controlled by
them without proper building and personnel identification or prior approval by the DNR. An
electronic key card will be issued to the contractor to gain entrance to the building and must be
used to log all time spent on regular shifts, stop tours, meeting security shifts, emergency and
non-emergency extra stops, and other extra time spent on premises.
Contractor shall not duplicate any keys for premises under any circumstances. Any lost keys or
need for additional keys shall be promptly reported to, or requested of the building manager. If
contractor negligence is found to be the cause of lost keys, contractor will be
liable for the cost of any replacement keys and/or changed locks.
K. Guard Instructions: Contractor’s employees shall comply with and enforce the following
rules when meetings are held in the building by outside organizations.
1. Groups must conform to the meeting room capacity limitations (#139-16; #140-36;
#141-63; and #140/141 combined-99 maximum).
2. Require persons attending meetings to sign in on a meeting record sheet.
3. Do not allow picketing in the building.
4. Encourage the use of the patrolled parking lot.
5. No one is allowed in the building except in the lobby/meeting room area.
6. No copiers or other DNR equipment may be used, except the screen in room #140.
7. Do not allow furniture to be moved from room to room
8. Check for debris left in rooms and remind users that they are required to leave the
room clean. Put any misuse on the report. Be specific as to the name of the group.
9. Enforce building non-smoking regulations.
10. Open building thirty (30) minutes before scheduled time of meeting.
11. No alcoholic beverages are allowed. This applies to state employees, contractor
employees and visitors.
12. Gambling is prohibited. This applies to state employees, contractor
employees and visitors.
13. The only phone available is the pay phone in the lobby. The security room phone
and any other DNR phone are not to be used by visitors.
NOTE: If any emergency should occur after business hours that cannot be properly
handled by the guard, the guard is required to contact the prime contractor
representative. A list will be provided at the time of contract.
Guard Rules: Contractor shall ensure that its employees abide by the following rules:
1. Guards will be attired in a neat and clean uniform with nametag at all times.
2. Guards will use DNR telephones only for official or duty related business. Use of lobby
phone for personal calls is limited to “breaks” only. Unauthorized phone calls will be
charged back to the contractor.
3. Guards will not use any office equipment except as authorized in the contract.
Copying machines may be used only for making duplicates of guard reports. Guards
will not allow cleaning crew or any other non-employees to use DNR equipment or
phones. Employees of the contractor shall not disturb papers or personal effects on
desks, open drawers or cabinets, use telephones, radio or television sets, or tamper
with other personal or State property.
4. Guards will park their personal vehicles only in the employee’s parking lot. No
guards may park their personal vehicle in the handicap accessible parking stalls.
L. The contractor will meet with a representative from the prime contractor or DNR
Representative upon request to discuss any guard related items.
M. Failure to comply with rules and other specifications of this contract may result in reduced
payment, termination of the contract, or other penalties. Payment of the contractor
invoice will be based on guard reports, sensor printouts, and DNR observation.
N. Contractor agrees to bill prime contractor in accordance with the billing rates as set forth
on contractor’s proposal (attached). Any conflict of terms between the contractor’s
proposal and the security specifications will be resolved by the parties through the use of
prudent and reasonable efforts.
