The number of applications for professional
development endorsement has been
approximately 10-12 applications per week
CPD Chair worked intensively with the
Conference Sub-Committee and APS Senior
Manager Jac Smit (Conference Secretariat) to
organise the Clinical College Conference at
Hyatt Coolum from 15 – 17 July with 450
registrants and positive evaluation

This was the first Conference since 2003
and came at a time of many changes
occurring within Clinical Psychology
CPD was a major focus for the Conference
providing for registrants to obtain 18 CPD
hours if they attended the 3 days of the
conference.

The Presenters were recognized as leaders
in their specialist field. Consequently all

A tumultuous 18 months since the PsyBA proclaimed a window of
opportunity up until 30.09.2010 for Psychologists to seek
recognition to be endorsed to practice in specialised areas of
psychology without having the standard training.
All Colleges received unprecedented numbers of applications
The Clinical College received a further 600 applications, although a
sizable proportion of these were from graduates of accredited and
approved professional Masters degrees in Clinical Psychology but
who wanted one rather than two years of supervision to be
required.

The Board of Assessors of the Clinical College, alias the Medicare
Assessment Team, has the task of evaluating applicants for College
membership, Medicare Specialist Clinical Psychology rebates, and
eligibility for endorsement to practice Clinical Psychology under the
PsyBA, to see whether they have through their career gained the
knowledge, skills and competencies of a Clinical Psychologist.
Members of the Medicare Team who have been making these
evaluations are Senior Clinical Psychologists with experience in
practice and in University teaching of Clinical Psychology, familiar
with the standards required.
Some applicants have been assessed eligible, some who were
considered to be near to the requirements were given Individual
Bridging Plans and others were found unsuccessful and were told
they would have to complete a Masters degree in Clinical
Psychology and two years supervised practice to become a Clinical
Psychologist.

An IBP might comprise any (but not all) of the following
components:
 enrol, attend and pass up to four specified single units of a
Clinical Masters University course
 write up to three case studies marked to sixth year honours
standard
 a psychopharmacology workshop and assignment
 20 to 80 hours of supervision of their practice by a Clinical
College approved Clinical Psychologist supervisor
 a Clinical Psychology research proposal

Total figures for applications from November 2006 to 30.12.2010
are as follows:




1074 were already members of the College of Clinical Psychologists (and about
another 500 members did not apply as they were not practising or requiring
eligibility for the Medicare Clinical Psychology rebates)
2313 gained entry through standard qualifications and a further 102 were
completing their period of supervised experience
There were 903 applications from Psychologists who had higher qualifications in
another branch of Psychology. 414 have been successful, 102 have been
unsuccessful and 387 are still completing their IBPs and may eventually be
successful or unsuccessful.
There have been 526 applications from Generalist Psychologists with basic
training only. 128 have been successful, 264 have been unsuccessful and 134
have still to complete their IBPs.
 (There are about 14,000 registered Psychologists with this basic level of
training who could have applied, and the silent majority who have not
applied should be noted.)


Thus at 30.12.2010, of the 3,924 Clinical Psychologists registered
with Medicare, 542 have gained that position through alternative
equivalent training, less than one in seven.



Note that these Clinical Psychologists have not been “grandfathered” into the
profession in the ordinary sense, they have each had to demonstrate equivalence
of knowledge skills and competencies to those of a standard trained Clinical
Psychologist by today’s standards, so they do not reflect any lowering of
standards. The PsyBA’s independent acceptance of the results of the APS
Medicare Team’s processing of applicants to become Clinical Psychologists
confirms that there has been no lowering of standards.
It will take until 30.06.2013 for all of the 521 remaining in the
system to complete their IBPs. (By previous success rates 270
would be expected to be successful.)
The Clinical College National Committee will be placing an EOI for
Case Study Assessors in order to meet the anticipated need for
assessment over the next 18 months.

COURSE APPROVALS

Course Approvals
 There have been 19 College approvals that have been ratified by
the APS Board of Directors, to-date in 2011. Of these, 11 are at the
Master level (2 are new courses), 4 are professional Doctorates (one
of these is a dual doctorate degree) and 4 are Doctor of Philosophy
(Clinical) programs.
Site Assessor Training
 4 members of the College were available for site assessor training in
2011. The site assessor training was held in the APS National Office
in April and May, 2011. Of these 4, three have completed site visits.
Of these three, two were on a site assessment team for the very
first time. Positive feedback has been received from the team
leaders on these visits for the professionalism and thoroughness
applied to this task by our members.

College Course Approval Guidelines
 A new set of College Approval Guidelines have been produced
(College Course Approval Guidelines for Postgraduate Specialist
Courses, December 2010) and will take effect in January 2012. In
other words, any institution that requests Course Approval of its
postgraduate course(s) in psychology from 2012 will be assessed on
their adherence to these new College Course Approval Guidelines.
The last version of the Guidelines was released in 2006 (effective
January, 2007).
College Competencies
 Professor Lyn Littlefied asked the NC members for their
advice/opinion regarding hiring a consultant to put together the
competency document for all Colleges. There was an overwhelming
support for basing this upon international literature on Clinical
Psychology competencies and not just the CAGs.

Student placements using ehealth modalities
 Since the use of e-health modalities in clinical placement courses
has come to the attention of the College (2-3 years ago), the
position of the College has been that those hours cannot be
included as the equivalent of face-to-face hours.
 To progress this matter further, and in response to requests from 2
separate universities which provided some evidence-base for their
e-health systems, the National Executive appointed Professor Justin
Kenardy and Ms Julia Reynolds to convene a Task Force to discuss
this matter and ultimately to provide a policy paper to cover this
issue.
 Three additional members were invited: Professor Mary Katsikitis, Dr
Richard O’Kearney and Dr Jenn Scott.


Initial recommendations were discussed by the National Committee at its
meeting in July. Final recommendations were tabled at yesterday’s NC meeting.
It is envisaged that if these recommendations are adopted by the APS Board of
Directors, that this policy can be implemented across all universities in the very
near future, with some revision of the College Course Approval Guidelines.

the conditions under which e-health placement
experience might be considered as clinical face to
face placement hours in accredited and approved
postgraduate professional Clinical Psychology
training programs


Utilisation of website content management
system statistics about our visitors to better
understand user behavior and to identify the
pages to which they are seeking to navigate.
This research informed changes in the
navigation structure of the site, re-ordering of
pages and the expansion of some areas and
removal of content which was outdated or
found to be of little interest to users.

RURAL –


Representation as an active participant in the
APS Board of Directors Regional, Rural and
Remote Advisory Group. This advisory group
is very active and chaired by Dr. Robyn Vines.
The work of this group over the past twelve
months and beyond will culminate in a special
issue of InPsych in October addressing rural
and regional issues.

Significant progress in supporting rural and
regional Clinical Psychologists in gaining
access to professional development
opportunities by APS investing in on-line CPD.
Commenced in 2010 with an on-line course in CBT
utilised by over 3,000 APS members with over
80% indicating that they were highly satisfied.
 More advanced on-line CBT modules are being
developed.
 Flagged the provision of more CPD on-line
opportunities on the website, including materials
from Clinical College National Conferences.


Developed a single point on website dedicated
to rural and regional resources Includes a latest news page informing members of
the recent developments and opportunities in this
area.
 Further expanded to provide a more
comprehensive collection of relevant resources.

Flagged with the RRRAG Goal of developing a toolkit of resources for
psychologists working in RRR settings.
 Website to encourage feedback about RRR issues
for feedback into discussions within the NC and
RRRAG.


Representation & Advocacy
 Continued to actively lobby the PsyBA on Provisional Registration
fees for students.




Submission regarding the exposure draft on Guidelines on Area of
Practice Endorsement to the PsyBA.


As of July 1 2011, burdensome and onerous $403 annual registration fee, and a
further $424 application fee to apply for General Registration at the conclusion of
their studies.
Submission to the Senate Inquiry into the Administration of Health Practitioner
Registration by the Australian Health Practitioner Regulation Agency.
Unfortunately this submission failed in changing the current fee structure but the
Student Representatives will continue to lobby on this issue.
Strongly supported the granting of General Registration for doctoral students
who meet master’s level equivalency. This matter has now been resolved and
enacted.
Regular NC updates on the progress of student initiatives.

Promotion of Clinical Psychology
 At Melbourne Branch careers evening on 14 September.


An opportunity to promote Clinical Psychology specialty, and the work of the
College, to aspiring psychology students.
Assists in raising awareness and knowledge of the College, and will hopefully
boost student membership.
Student involvement at 2011 CCLIN Conference
 More than 20 postgraduate clinical psychology student helpers
attended the conference and provided general assistance to the
delegates and presenters.
 Complementary registration at the conference dinner was offered
which many of these students accepted.
 This served as a great opportunity to promote the College to
postgraduate Clinical Psychology students and welcome them to
their peak professional body.

IAN CAMPBELL MEMORIAL
PRIZE
The Prize is intended to epitomise and encourage the
professional values, teaching and practice of the late
Ian M Campbell (1941-1987).
The Prize seeks to promote and encourage excellence in
Clinical Psychology and to reward and encourage
psychologists as ‘scientist-practitioners', for their
contribution in research, therapy and/or social
applicability.
The Prize is awarded to an APS Member who has made an
outstanding contribution to the scientific or professional
status of Clinical Psychology in Australia.

Professional Background
 Clinical experience includes more than 16 years’ work in
inpatient and outpatient mental health units 


In 1998 he founded and headed the Borderline Personality
treatment service at Sir Charles Gardiner Hospital in Perth.
He is an Accredited Therapist with the International Society of
Schema Therapists.
Well seasoned trainer of therapists –


Conducted Schema Focused Therapy training in Australia and
overseas for the last 16 years
Invited to conduct workshops on personality disorders by the
Health Departments in Queensland, Western Australia, and New
South Wales.

Conducted research into the assessment of personality
disorders and the treatment of traumas –





Received an International Society of Traumatic Stress Study
Award for Contribution to Research into Trauma,
an Eye Movement Desensitisation Reprocessing International
Association Award for Research Excellence, and
The European Francine Shapiro Award for Research Excellence
in Trauma.
In 2009 he completed a half sabbatical in Holland looking at best

 Graduated as a Clinical Psychologist in 1985, USA.
 Worked in inpatient and community settings within the
private and public sector –




APA approved internship with veterans, primarily Vietnam vets
Children, adolescents and their families before taking over the
director role for a private, not-for-profit community adult and
child mental health clinic
Private practice for several years with a primary focus on
providing psychological evaluations for the judicial system
Moved to Perth in 1997 –


Head of the Clinical Psychology Department at King Edward
Memorial Hospital for Women
Service manager of the WA State Forensic Mental Health Service
working across disciplines in community and inpatient based
facilities as well as with other community organisations.

Chief Health Professions Officer for WA Health, working across
the domains relating to primary care, public health, clinical
training and policy development across a wide range of health
professions.
Current role as Director of the Bond University Psychology Clinic,
overseeing the training of Clinical Psychologists of the future.
Activities for the Society
 Became active member in the Clinical College in 1997 –




WA Section of the APS College of Clinical Psychologists in 1997
serving as Secretary then Chair of the WA Section.
National Committee of the APS College of Clinical Psychologists
from 2000 until 2010 as Secretary for four years and Chair for
four years during an extraordinarily turbulent period.
Member of the Alternative Education Pathways Working
Group of the APS.
Currently seconded on to the APS Board of Directors.

The Prize acknowledges postgraduate clinical psychology
students in Master and Doctor of Psychology programs,
and combined Masters/PhD programs who demonstrate
high levels of clinical skill, combined with the ability to
design and conduct clinically relevant research.
The Prize is offered at each university offering an
accredited postgraduate Clinical Psychology program.

Changes to Student Prize
 In line with feedback from Clinic Directors, the timing of
the Student Prize has been amended to coincide with the
awarding of final marks.
 Nominations will now close in February. The Student
Representatives are in the process of updating the APS
website regarding this.
 The award criteria have also been amended in line with
these changes. From 2012, students must have
completed their thesis in order to be eligible for the
award, and publication of an abstract in Clinical
Psychologist.
