The dedication to fulfill our research, teaching, consultancy and outreach obligations is manifested in staff activities ranging from collaboration and nurturing partnerships and post graduate students to publication in high end journals. Throughout the year, we strived to actualize our mission, which is to generate development knowledge, promote debate and encourage the utilization of research findings in postgraduate teaching and training and in shaping the growth of development thinking, theory and practice. Engagement with policy makers is a task which remains foreign to many classical higher learning institutions, in particular conventional departments. To the IDS, this is a core business which we continue to demonstrate by working with top policy makers and practitioners. In March 2014, the former Vice Chancellor of the University of Nairobi, Prof. George Magoha led the IDS to Germany to establish research link with Rhein-Sieg University, and in April, 2014, the Chief Justice of Kenya Willy Mutunga was the IDS chief guest when we launched our book on `Kenya: Democracy and Political Participation’. A book produced through collaboration with Society for International Development (SID). Before the year ended in December, we were lucky to once more have the Chief Justice launch yet another book on `Kenya: The Struggles for a New Constitutional Order’ co-edited by Dr. Godwin Murunga of IDS. Besides the two book launches, a number of IDS staff published in journals and books, with others being both publishers and book editors as shared in this Annual Report. The IDS further showed its prowess in development and nation building by being in technical committees, review panels, boards, task forces and editorial boards. These activities contributed to ensure the University of Nairobi maintains its top rank position nationally and regionally and continues to uphold its missions. To cap it all, the IDS received a special mention during the last graduation ceremony on the 5th December, 2014 for being among the top ten scorers in developing research proposals and contributing to the University of Nairobi research grant. Research, which is our main pillar, is alive as highlighted in the number of on-going projects, including our Afrobarometer surveys which are carried out every two years in the entire Eastern African region. The last survey was in 2014 and has come up with important findings for policy response in Kenya. The survey reveals among others that citizens have mixed score for devolution, poor participation and are opposed to Kenya Defence Forces withdrawal from Somalia and from the ICC. Another IDS study on innovative approaches to youth employment concludes that the policy aimed at addressing youth unemployment should not use one-fit-all solution. There are youth who are in school/training, those employed within the formal economy, informal economy and those unemployed. These are unique sub sets of the youth who should be researched, understood and appropriate programmes designed for engaging each category. iv Our Annual Report would be incomplete without mentioning our exclusive post graduate student population. The IDS has students drawn from across disciplines and universities, this brings into the IDS not only our multidisciplinary flag, but also holistic knowledge that informs development globally. This is further strengthened by the many international research scholars who are affiliated to the IDS during their work in Kenya. Together with the IDS staff and students, this pool of academicians spread the IDS wings beyond Kenya, and Africa into the entire globe. It is this wealth of activities and outputs that the IDS 2014 Annual Report shares with stakeholders with the hope that the IDS wings will embrace more stakeholders for building the IDS and the UoN brand. Prof Winnie Mitullah Director, IDS v 1. IDS Profile Established in 1965, the Institute for Development Studies (IDS), University of Nairobi, is the oldest of 20 such institutes in the world. It is the premier multi-disciplinary and a multi-purpose development research institute in Eastern and Southern Africa region. IDS carries out full time research on high priority areas of social-economic and political development in Kenya, Africa and the world in general. IDS has increasingly influenced policy thinking and policy making. In addition, IDS has collaboration and linkages with many research institutions and universities across the world. The Institute has engaged in a variety of research projects relevant to Kenya’s development agenda. It uses seminar series, workshops, and publications to disseminate and get feedback on research results. The publications include policy briefs, working papers, discussion papers occasional papers, and books and journal articles published in collaboration with other like-minded institutions. The IDS has a faculty status which enables it to offer postgraduate studies in development issues, and to collaborate with others. The Institute has two academic programmes: Master of Arts in Development Studies and a PhD programme. Through these programmes the IDS builds capacity of learners, including imparting relevant knowledge for conceptualizing and analyzing development issues. Courses Offered 1) MA PROGRAMME: MASTER OFARTS IN DEVELOPMENT STUDIES The Institute for Development Studies' master's programme addresses development issues using theories and methodological approaches of various academic disciplines. The courses, however, assume some formal study of practical experience in the social sciences. The curriculum takes advantage of the varied academic backgrounds and experience of IDS staff to offer a programme characterised by theoretical rigour, emphasis on research methodology, people orientation and an interdisciplinary issue-based approach. The postgraduate programme in development studies prepares students already grounded in the social and physical sciences to deal creatively and effectively with development problems. All courses take a multi-disciplinary approach; all combine theory with practical application. The problems of development in Africa are stressed. Every course includes examples taken from the Kenyan situation. The core of the programme consists of four courses taken by every student. Courses 501 and 502, Development Management, provide the theoretical underpinning for all course modules. Courses 503 and 504, Research Methods and Techniques, give students the technical skills required to gather, analyze and present data on development problems. The following sixteen (16) courses were offered in 2014 Core Courses CDS 501: Development Management Theory The concept and goals of development, Economic, political-economy, Sociological approaches to development. Development models: growth, distribution and diffusion, dual economy, underdevelopment. Current issues and concerns in development: gender, environment, culture, human resources, roles of government and private sector in resource mobilization. Development strategies: big push, balanced and unbalanced growth, employment, trade, agriculture, industrialization, basic needs, sustainable development. Barriers to development. Development planning and management. CDS 502: Development Management Practice Project preparation, analysis, evaluation, and monitoring. Project conceptualization and planning: technical, institutional-organizational, social, economic, environmental, and financial aspects. Project implementation: project development, project proposal, budgeting, staffing, sitting, strategies for implementation. Project evaluation and monitoring: cost-benefit analysis, qualitative evaluation, monitoring and assessment. CDS 503: Research Foundations Conceptual and methodological foundation for research. Research design theory, hypothesis, data requirements. Planning for analysis of subgroups by gender, location, sector. Model formulation. Introduction to computers and their applications in research. Methods of data collection: surveys, participant observation, case studies. Questionnaire 2 design. Interview techniques. Ethics of social science research. Methods of data analysis. Research report writing and presentation. CDS 504: Research Methods and Computer Applications Sampling theory and techniques. Models and applications: probabilistic, deterministic. The PhD programme is done by thesis. Prospective candidates include persons who are holders of masters’ degree from universities recognized by Senate and who seek to research on contemporary development issues. Applicants seeking admission into the programme write a letter to the Director, IDS, attaching pre-proposal, full curriculum vitae, and transcripts of undergraduate and postgraduate study. 3 3. Research Updates Afrobarometer Afrobarometer concluded data collection exercise for the Round 6 survey in Kenya .The countrywide survey was conducted from12th November 2014 to 3rd December, 2014. The survey comprised a sample of 2,400 interviews clustered into 300 enumeration areas (EAs) across the 47 counties. 13 Afrobarometer Round 6 field workers during a training session in 2014. Youth Employment Report IDS researchers, professors Rosemary Atieno and Winnie Mitullah, presented the Kenya Basic Report on the Survey of Youth Employment in Kenya, under the auspices of the Innovative Approaches to Creating Opportunities and Incorporating the Youth in East Africa’s Labour Markets project. The report, submitted in Kigali, Rwanda, in November 2014, was based on a study whose objective is to generate innovative approaches and policy messages with which youth employment opportunities and poverty reduction can be achieved through economic growth. International Links and Collaborations Sino-Africa Relations The Institute for Development Studies and China’s Institute of Western Asian and African Studies held a consultative meeting at the University of Nairobi in December 2014 to explore ways of enhancing and sustaining Sino- Africa relationships. The meeting brought together scholars from China, IDS and other stakeholders and deliberated on how the two blocs can benefit mutually along the social, economic and political platforms. The event was coordinated by Dr Joseph Onjala. Dr Joseph Onjala (centre) and the delegates from China after the consultative meeting. Ongoing International Collaborations UCT – On Transport Research Copenhagen Business School – SAFIC Project Afrobarometer Project 17 Forum on Social Protection IDS and the Partnership for African Social and Governance Research (PASGR) held a conference on Social Protection in Africa in Nairobi on 12th and 13th November, 2014.The focus of the conference was evidence-based knowledge and experience in select topics on social protection. IDS Associate Research Professor Karuti Kanyinga chaired one of the session while Prof Winnie Mitullah and Dr. Godwin R. Murunga each facilitated a session. Senior Research Fellow Dr Rachel Musyoki also participated in the conference. Book on New Constitutional Order The Institute for Development Studies, in collaboration with the African Leadership Centre (ALC), the Swedish Embassy in Nairobi and the Nordic Africa Institute in Uppsala (NAI) launched a book on new constitutional order: Kenya: The Struggles for a New Constitutional Order. The book which is the product of two years of research by a team of 8 researchers was launched by Chief Justice Willy Mutunga on 11th December 2014. Among the contributors to the study is Prof. Yash Pal Ghai, Prof. Tiyambze Zeleza, Prof. Shadrack W. Nasong’o and Dr. Mutuma Ruteere. Also in attendance at the launch was Thoko Didiza Member of Parliament, South African Parliament and Abubakar Zein Abubakar, legislator of the East African Legislative Assembly. IDS Associate Director Prof Karuti Kanyinga and South African MP Thoko Didiza during the IDS book launch at the University of Nairobi. 18 African Leadership Centre The Institute for Development Studies maintained its collaboration with Kings College London in the running of the African Leadership Centre (ALC). The centre was established in Kenya in June 2010 as a joint initiative of King’s College London and University of Nairobi. ALC is therefore a Pan-African Centre of excellence on peace, security and development in Africa. It trains and mentors young Africans with the potential to lead and enable innovative change in their communities and in the region.In June 2014, the founding Director of the Centre retired and Dr. Godwin R. Murunga was appointed incoming Director of the ALC. To facilitate close partnership, Dr. Murunga was also appointed Visiting Professor, Global Institutes, and King’s College London. ALC Fellowships Programme The ALC runs a Fellowship programme as a joint programme between King’s College London and IDS, University of Nairobi. A total of 12 students were admitted into the programme in 2014 (see list below). Of these, 2 are on the Women’s Fellowship Programme based at the ALC in Nairobi and 10 are on the MSc programme on Security, Leadership and Society based at King’s College London.
