The post holder may be required to work at any location of the College now or in the future in the evening and at
weekends.
Purpose
This is a hands-on operational role, in which the Facilities Team Leader will act as the competent team leader,
responsible for the efficient and effective day-day operation of both college campuses. This includes the
supervision and line management of the Facilities Operatives and the Cleaning Supervisors.
Securing compliance in the execution of team duties and embedding standard operating procedures is key; this
requires an objective and conscientious approach with strong attention to detail. The Facilities Team Leader will
be responsible for work planning and undertaking any supervision of contractors working on site, as and when
required.
Maintaining good house-keeping through good working practices is key to the maintenance of both campuses
and it will be the responsibility of the Facilities Team Leader to embed this amongst the team.
The Facilities Team Leader will be very operational, undertaking the full range of operative duties, without
exception. You will be expected to lead by example and set high standards that are adopted by your team.
Duties
1.
Line management responsibility for Facilities Operatives, including volunteers and students (work
placements), supervising work, delegation, organisation, etc.
2.
Manage and coordinate the day-to-day operations of the team, to include: implementation of service
desk work allocation, programming works, implementing painting programmes, implementing the
planned maintenance programme, liaising with customers and contractors, quality control, inspecting
and signing-off works, etc.
3.
Effective management of department resources e.g. estate van, tools, equipment, plant, etc.
4.
Perform your duties in a diligent, effective and efficient manner in order to deliver the expected
standards for cleaning, within the allocated timeframe on a regular and consistent basis.
5.
Assist with the training of cleaning staff to meet the cleaning specification and standards expected of the
service. Monitor their performance on a daily basis, report any performance issues and support any
improvements to poor performance.
6.
Manage the use of cleaning resources, consumables and equipment with emphasis on efficient,
effective and compliant use by all operatives under your supervision.
7.
Maintain the safety of staff under your control and security of resources.
8.
Maintain accurate and up-to-date records of planned maintenance works and service records, in
particular maintaining statutory compliance. Extend this to all assets and resources under your control
e.g. plant, equipment, vehicles, tools etc.
9.
Undertake project work using your craft skills to complete small projects in a cost effective manner.
10. Develop a pragmatic approach to problem solving, from planning to implementation with external
contractors and in-house teams.
11. Conduct regular meeting with Cleaning Supervisors to appraise cleaning audits.
12. Undertake regular visual inspections of machinery and equipment, monitoring usage by operatives.
Report, log and isolate defective equipment that may cause harm/injury to others/users.
13. Familiarise yourself with the risk assessment procedure of the College, and where necessary undertake
risk assessments.
14. Report hazards and defects using established procedures as specified by Facilities Manager and Health
and Safety Manager.
15. Report incidents, accidents and near misses in accordance with the organisational policies.
16. Undertake visual room and building cleaning inspections and to complete inspection report forms.
17. Develop a robust team approach to maintaining a clean and tidy site with a strong emphasis on campus
presentation and health and safety. Check resources are being used and managed effectively by the
team. Set minimum standards, enforce the standard operating procedures and establish a compliant
regime.
18. Supervise and monitor contractors acting on your instruction and/or as delegated by management to
maintain strict compliance with site rules and health and safety. Act as the key person who signs-off all
work from contractors in accordance with specifications and quality standards expected from the various
trade disciplines.
19. Undertake a proactive approach to estate management through regular site and campus wide
inspections noting hazards, property defects, poor workmanship and housekeeping. Allocate work
accordingly and monitor completion.
20. Maintain contractor compliance with H&S, method statements, risk assessments, site rules, general
conduct, safeguarding and signing-in and out procedures. Developing good contractor housekeeping
standards to reduce hazards and risks to others.
21. Provide out of hours coordination and cover for week-end/evening project work.
22. Provide good customer service to College staff, students, visitors and customers, by assisting with
queries, providing direction, supporting staff to set-up for events, assist staff or manage their workspace
during classroom and office de-clutters etc.
23. Review H&S method statements and risk assessments from contractors prior to permitting work on-site
and maintain compliance whilst on-site. Issue work permits in accordance with College procedures.
24. Familiarise yourself with all risks assessments relevant to the post, as specified by your line manager
and adhere to the risk assessment procedure of the organisation.
25. To provide line management to the 33 strong team across two campuses.
26. To be responsible for the completion of the cleaning & Facilities teams annual performance reviews,
completing Performance Improvement Plans where necessary
27. Prohibit any activities/omissions of learners, staff, visitors, contractors and customers that are likely to
breach statutory health & safety legislation and place employees, learners, visitors and members of the
general public at risk.
28. Marshall people and support the evacuation of buildings, during emergencies. Marshalling traffic and
people during events and major incidents.
29. Record and rectify hazards and defects to prevent the risk of injury to others. Develop good
housekeeping practices amongst the team to create a safe learning and working environment.
30. Responsible for safeguarding the health, safety & welfare of yourself, your colleagues and any other
operative under your control.
31. All activities of the post holder must comply with statutory health & safety legislation and the College’s
health and safety policies e.g. lone working policy, risk assessment policy etc.
32. Undertake such other duties and responsibilities of an equivalent nature as may be determined from
time to time by your line manager (or nominated representative).
33. Participate in training courses and staff development programmes as appropriate to the post.
34. To build, develop and effectively manage the team using the college’s performance management
system to ensure high performance and business efficiency

Essential Criteria


Good standard of secondary education with good numeracy and literacy skills.
HNC, NVQ3 or City and Guilds trade qualification (or equivalent).
H & S related training, manual handling, first aid, PASMA, use of ladders, working at heights, use of power tools
and equipment, COSHH regulations, and risk assessment training.
