Nondiscrimination Policy
CAPR 36-1 states “It is Civil Air Patrol policy that
no member shall be excluded from participation in,
denied the benefits of, or subjected to discrimination
in any CAP program or activity on the basis of race,
sex, age, color, religion, national origin, or disability
(formerly handicap). It is Civil Air Patrol policy that no
applicant meeting CAP’s minimum age requirement
will be denied membership in CAP on the basis of race,
sex, age, color, religion, national origin, or disability
(formerly handicap).”

• Given one of our core values is respect, we
should never have an issue in this area.
• However, we must all be vigilant that we treat

– Amounts will vary -- $500 - $1,000 is likely
• “Hangar Survey” – we need to do one
– Lines painted, stop lines, obstacles, space between
wingtip and hangar wall, markings on hangar doors

– Revamping of the Compliance Inspection process and
checklist is complete
– Next up – revamping the SUI process and checklist

– Last buy of gas engine Cessna's => 11 Turbo 206’s “out
west”. Might move older C206s “back east”
– Options to be explored: evaluate diesel 182s, refurbish
older 182Rs, perhaps other brand of aircraft

• Revision of CAPR 39-1 (Uniform Reg)
– Draft was posted on eServices for comment
– Comments made a big difference!
• e.g., the “weigh in” requirement has been dropped
– Final version has been sent to CAP/CC for approval
– Most emotional change – removing the US Flag
from BDUs and blue field uniforms. Will be
retained on flight suits
• Air Force prohibits wear of flag on ABUs; we must
follow suit

• CAP NCO Program – Phase 1 Implementation
– MSgt Grosvenor is the SW Region representative
to the NCO Corps Committee
• Has made significant contributions
– Largest change is developing the means for NCOs
to be able to grow professionally and rise in rank
• Changes to CAPR 35-5 in final stages of review
– CAP NCO chevrons will soon be developed
• Mandatory wear date – Oct 2014

• CAP saw a 7% decrease in flying hours in FY 13
• Due to receiving our AF funding late in the year
– Full funding not received till middle of 3rd quarter
• Funding delays also impacted CAP customers,
contributing to fewer hours flow
– e.g., Air Defense intercepts, range support, LL route
surveys
• This year looks better
• Wings are encouraged to seek customers

– CAP has approx 10,000 pilots, 3,000 of whom are actively
flying
– Trends (Jul – Dec 13): normal approaches and landings
– Aircrew Professionalism Program established – “ 3 Pillar”
approach:
• Pillar I: Establish “Aircrew Professionalism” resource block on CAP Pilots
webpage
• Pillar II: Unit DOV emphasis promoting, supporting and enforcing
regulatory guidance
• Pillar III: CAP commanders, at all levels, emphasis on aircrew
professionalism

• Contracts and Agreements – changing who handles these within the wings
• Background – Board of Governors had been concerned about wing and
region commanders having too much “stuff” getting in the way of
commanding

One of the changes – wing and region commanders aren’t supposed to deal with
contracts and agreements anymore
Here’s the process:

Funds approved by finance committee.
Wing legal officer approves the contract and forwards to GC.
GC approves and returns contract to trusted agent.
Trusted agent signs the contract and informs the Wing Commander.
Our “trusted agents” are Lt Col John Green (primary) and Lt Col Sharon Lane
(secondary)

• Still waiting on the “final official CI report”

• Updated responses to discrepancies due at NHQ…I have not received any updated responses yet and
they are DUE NOW so I can assemble them into a single response and submit to NHQ by 18 Oct
• Please remember the solutions to discrepancies documented must address what positive actions the
Wing will take or have taken place to prevent discrepancy from occurring again
• Look at the discrepancies from a “root cause” aspect and determine what can be done to prevent the
root cause
• All discrepancy corrective actions will be approved or disapproved by NHQ, not NMW
• CI Inspection Binders
• Repopulate with any materials given to inspectors
• Return binders to Chief of Staff (CS) as soon as feasible…I have only received a couple of them back so far
• CS will store binders until next CI (3 years)
