2012 End-of-Course Test Administration Manual.

Proctor Caching
• A process of locally loading or “caching” test content on a computer at
the school level.
• Does not require a separate caching server and can run on any
workstation on the network that meets minimum requirements.
• Software is provided by Pearson.
• Reduces test delays due to network congestion.
• Provides students with a more seamless testing experience.
• Required for all FCAT/FCAT 2.0/EOC computer-based testing in
Florida.

TestHear
• Platform used to deliver accommodated forms (e.g., large print,
zoom, color contrast, screen reader, assistive devices) for Florida’s
high-stakes computer-based statewide assessments.
• Software application installed on each computer that will be used to
test students who require computer-based accommodations.
• TestHear will operate on Windows PC workstations and on Macintosh
workstations that have Mac OS 10.5 or later installed and are running
Windows (e.g., via Boot Camp).

• Provides students an opportunity to practice using the
computer-based platform prior to testing.

• Please Note: Students who entered 9th grade in the 2010–11
school year are not subject to the “passing” Algebra 1 EOC.
– Their scores are averaged as 30% of their course grade
– They must take the assessment if they take the Algebra 1 course and never
taken the EOC
– They may take the assessment if they are in grade forgiveness programs
and wish to retake the assessment to improve their course grade

Test Security Policies:
Electronic Devices
• Possession of any electronic device that
reproduces, transmits, calculates, or records IS
cause for invalidation.
– “Possession” is defined as “within arm’s reach,” even if
the electronic device is not visible.
– Students should not have cell phones in their pockets,
clipped to their belts, at their desks, or anywhere they
can be easily accessed during testing.
• Test administrators and proctors should also
turn-off their electronic devices during testing.

Test Security Policies:
Student Pledge
• Prior to testing, students are required to read and agree
to a student pledge.
• Students taking a computer-based test must read and
check a box indicating that they agree to adhere to the
pledge. Students who do not check the “I agree” box
should still be allowed to test.
• Students taking a paper-based test sign beneath the
pledge on page 2 of the test and answer book.
• If a student refuses to agree to the pledge, the test
administrator should note this in the record of required
administration information and check the box for the
student (CBT only).

Reporting Testing
Irregularities
• All school staff are professionally responsible for
ensuring appropriate administration procedures and
reporting any irregularities.

Caveon Forensic Analyses
• The FLDOE has contracted with Caveon Test
Security to provide its Caveon Data Forensics™ for
all statewide assessments.
• Caveon will analyze data to identify highly unusual
test results for two primary groups:
– Students with extremely similar test responses;
and
– Schools with improbable levels of similarity,
gains and/or erasures.

• ALL test administrators must be certified
educators.
• Test administrators are required to sign a Test
Administrator Prohibited Activities Agreement in addition
to a Security Agreement. Certification numbers must be
recorded on this document.
• The EOC Administration and Security Agreement has
been revised to emphasize the importance of proper
training and the possible consequences of test
administration irregularities.

Before Testing
 Read the test administration manual.
 Read the Test Administration Policies and Procedures and sign the Florida EOC
Test Administration and Security Agreement.
 Read and sign the Test Administrator Prohibited Activities Agreement.
 Establish an appropriate setting for test administration and remove or cover any
unauthorized aids in the testing room.
 Assemble and prepare all materials needed for test administration.
 Ensure that your students and parents understand the testing policies prior to the
first day of testing.
 If you are administering tests to students who require accommodations, become
familiar with the accommodations and discuss with your school assessment
coordinator how accommodations will be provided.
 Ensure that you are familiar with how to open TestNav or TestHear to the login
screen for each student computer prior to testing.

Establish an Appropriate
Setting
• Tests should be administered in a room that has comfortable
seating, good lighting, adequate ventilation, and sufficient
workspace.
• Check the configuration of your testing room to make sure you
will be able to provide a secure environment during testing.
• Install visual barriers to ensure students are not able to easily
view other students’ computer screens.
• Post the sign that reads TESTING—Please Do Not Disturb and
display starting and stopping times as soon as testing begins.
• Remove or cover all visual aids in the room.

Establish an Appropriate
Setting
• When you arrive on the day of testing, open each
student workstation in the testing room to the
student login screen as indicated in the script, but
do not log in for students.
• Display the student comment form URL, or create
shortcuts on student workstations to ensure each
student is able to complete a form after testing.
• Ensure that you have a way to contact the
technology coordinator or the school assessment
coordinator without leaving the room unattended.36

scripts to students.
• When testing students who are allowed certain
accommodations, you may need to modify the scripts. It is
especially important that you review the scripts BEFORE
testing begins to determine the necessary modifications. Do
not interpret this as permission to paraphrase test items.
• Scripts and instructions for the administration of paperbased forms are provided in Appendix A.
• **Updated scripts for the administration of accommodated
computer-based test forms (large print, color contrast,
zoom, screen reader, assistive devices) are available at

The Spring 2012 EOC Manual was printed prior to this functionality change;
therefore the scripts in the manual should be replaced with the updated scripts
distributed by FDOE and available at www.FLAssessments.com/SpringEOC.
 To administer the accommodated EOC ePATs: In place of pages 220-249 in
the Spring 2012 EOC Manual, use the revised Script for Administering the
Accommodated Practice Test (TestHear ePAT) for Algebra 1 EOC, the Script
for Administering the Accommodated Practice Test (TestHear ePAT) for
Biology 1 EOC , and the Script for Administering the Accommodated
Practice Test (TestHear ePAT) for Geometry.


To administer the accommodated computer-based EOC Assessments: In
place of pages 250-287 in the Spring 2012 EOC Manual, use the revised

Student Authorization Tickets
• The School Assessment Coordinator sections of the manual
provide instructions for scheduling students into test sessions
and printing Student Authorization Tickets.
– Please Note: Specific instructions for printing tickets for
students enrolled in remedial coursework during the summer

• For each test session, each student needs a Login ID and a test
code (password), which are printed on the Student Authorization
Tickets.
• Students will need a pen or pencil during testing to sign their

the test, as indicated in the scripts.

Four-Function Calculators
• The computer-based TestNav Algebra 1 and Biology 1 EOC
Assessments have a built-in four-function calculator.
• Test administrators should have a supply of approved calculators
for these students; if requested. No other calculators may be
used.
• **TestHear forms of the Algebra 1 and Biology 1 EOC
Assessments do not include an online calculator. Hand-held
calculators must be provided for students using TestHear
accommodated forms.
• Students with visual impairments may use the approved large
key/large display calculators or approved talking calculators
supplied by the FDOE.

Scientific Calculators
• The computer-based TestNav Geometry EOC Assessment
has a built-in scientific calculator.
• Once a student has participated in a practice test, he or she
may request to use an approved scientific calculator, if one

for a list of approved scientific calculators.)
• Students who will test using TestHear accommodated forms
of the Geometry EOC Assessment will be provided with
handheld scientific calculators by FDOE.

Computer-Based Testing Work Folders
• The Florida Computer-Based Testing Work Folder is a blank piece of
yellow 11x17 paper folded in half with grid paper on the back cover.
Work folders arrived in your shipment of test administration manuals.
• For the CBT Algebra 1, Biology 1, and Geometry EOC Assessments,
students are provided with work folders to work the problems. One
work folder should be sufficient for each student; however, students
may request additional folders.
• Work folders are to be distributed to students at the beginning of each
test session.
• School assessment coordinators and test administrators must ensure
that students have enough desk space to use their folders.

During Testing
 Maintain the seating chart, Security Log, and record of
required administration information for your room.
 Ensure that each student has a pen or pencil and distribute
testing materials as indicated in the scripts.
 Read the appropriate administration scripts VERBATIM to
students. Please read the important information and adhere
to the instructions between the SAY boxes.
 Keep accurate time for each test session and display times
for students.
 Maintain test security at all times and report violations or
concerns to your school assessment coordinator
immediately.

Supervise Test
Administration
During testing, Test Administrators should ensure the
following:
• Students have cleared the area around their workstations of
all materials except for Student Authorization Tickets, pens
or pencils, and the following materials, as applicable: work
folders, calculators, periodic tables, and reference sheets.
• Students agree to the student pledge and enter the correct
test group code.
• Students do not talk or make any disturbance.
• Students are working independently.
• Students are working in the correct test.

Supervise Test
Administration
• It is not appropriate to use cell or classroom phones,
grade papers, or work on the computer during testing.
• While you may encourage students to continue
working, you may not talk with them about test items
or help them with their answers.
• If students indicate they have finished the test before
the allotted time for the session has elapsed and they
have not yet submitted, you may encourage them to
go back and check their work.

Receive Materials/
Maintain Security
• Keep materials secure at all times.
• No more than three individuals may have access to the
locked storage area.
• Maintain the Test Materials Chain of Custody
Form (Appendix E of the manual) to track test
materials before and after testing.
• Do not open shrink-wrapped packets or begin
preparing (applying student labels) more than
five (5) days prior to each test administration.
• Save the original boxes for returning To Be Scored
special document materials.
• If you need additional materials, contact the Test
Distribution Center at 305-995-3743.

Communicate Testing
Policies
Communicate Testing Policies to Parents and
Students
• Electronic Devices Policy—If students are found with ANY
electronic devices during testing, their tests will be invalidated. The
best practice would be for students to leave devices at home or in
their lockers on the day of testing.
• Leaving Campus—If students leave campus before completing the
test (for lunch, an appointment, or illness, etc.), they WILL NOT be
allowed to complete the test.
• Student Pledge—Students will be asked to read and agree to a
pledge prior to testing indicating that they will not give or receive
unauthorized help during the test. If students are caught cheating
or irregular answer patterns are detected during scoring, their tests
will be invalidated.

Before Testing
 For the Algebra 1 and Geometry EOC Assessments, ensure an
adequate supply of reference sheets is available for all students.
 Communicate the process for collecting required administration
information to your test administrators.
 Distribute test group codes to test administrators.
 Assign proctors, as needed.
 Arrange practice test sessions.
 Ensure that appropriate test settings are available for all test
sessions.
 Create CBT Test Administrator accounts in PearsonAccess for
test administrators to monitor and resume students during
testing (optional).
 Verify student information and create test sessions.
 Distribute Session Rosters and Student Authorization Tickets on
the day of test administration.

• When testing a large group of students, proctors
MUST be assigned to the room to assist the test
administrator.
• Refer to the table below for the required number
of proctors.

Manual to all students to be tested to ensure that
students have enough time to become familiar with the item
types and features of the testing platform.
• Schedule and arrange ePATs as described in the Spring 2012
EOC Manual.
 Complete prior to administration and record attendance.
 Read verbatim the appropriate ePat script in manual.
 Provide students with URL so they can practice on their
own: www.FLAssessments.com/ePAT.

Arrange ePATs
• Students who require accommodated CBT forms (e.g., large
print, color contrast, zoom, screen reader, assistive devices)
must complete a practice test for the specific accommodated
form or form combination they will use during testing.
• To access instructions for downloading and installing the
ePAT Launcher and practice test content, go to
www.FLAssessments.com/ePATs. The technology
coordinator will need to download and install the
software.

Managing PearsonAccess
Student Information
• The EOC PreID file submitted to the vendor was based on
students enrolled at your school as of March 19, 2012.
 School may begin adding students using the Create New
Student wizard on March 26, 2012.
• Access Session Roster for verifying student information
 Students must be assigned to a test session BEFORE student
data can be verified.
• All students testing on the computer that were captured in
the PreID file will be in a class called FL CLASS.
• Verify the accuracy of Student Name and Student
Florida ID number using the Session Roster prior to
testing.
• Note: Information on the submission of the PreID file for
the summer administration will be provided as it becomes68
available.
Create Test Sessions
• Test Session is a required field for scheduling students to
take a test. The three ways that you can set up sessions
are: Test Group, Test Day, or Test Administration.
• Test sessions were NOT created via the PreID file upload.
• Schools must create test sessions before you can verify
student information.
 These can be temporary sessions for the purpose of verifying
student information, or they can be test sessions you plan to
use for testing.
• Detailed instructions on how to create a test session and
verify student information are on pages 107-110 of the
manual.

Organizing Test Sessions
• Only two ways recommended for organizing test sessions
1. By Test Group – only includes students in a particular group
(e.g., class, testing room) who will be testing together
Advantage: PearsonAccess can be used to manage the testing
groups and session rosters will include only one group of students
testing together. Can also be used to distinguish between students
taking regular computer-based form (Main) and the
accommodated forms.
Disadvantage: will require setup and management of more
sessions
2. By Test Day – includes all students in a school to be tested in a
subject on a particular day
Advantage: greater security because a session can be started and
stopped on the same day
Disadvantage: requires coordination of testing groups at the school

 Make arrangements to test any special program students
(Miami-Dade Online and virtual school programs, Home
Education Program, etc.) who may be testing at your
school.
 If any students who require accommodations are testing at
your school, discuss with test administrators how
accommodations will be provided (Appendix A).

 Provide test administrators with additional materials, as

 Monitor each testing room to ensure that test administration and
test security policies and procedures are followed, seating charts
and Security Logs are properly completed, and required
administration information is collected.
 Be available during testing to answer questions from test
administrators.
 In PearsonAccess, monitor session status and resume students’
tests, if necessary (pages 129-131).

 Verify that all distributed secure materials have been returned. Report
any missing materials to your district assessment coordinator and
conduct the necessary investigation.
 Make copies of all collected required administration information, seating

 In PearsonAccess, stop test sessions and invalidate student tests, if
necessary.
o Invalidations should be recorded in PearsonAccess by 4:00
p.m. on the Friday of each week of testing.
 In PearsonAccess, record accommodations actually used by students.
o Accommodations should be recorded by 4:00 P.M. on the
Friday of the week the student tested.
 Organize materials and return them to your district assessment
coordinator.
 Complete the Spring 2012 EOC School Assessment Coordinator
Comment Form in PearsonAccess, and encourage test administrators to
complete a form.

Test Invalidation
• A test MUST be invalidated if either of the following

the District Assessment Coordinator ONLY box.
• Return used and unused reference sheets and periodic tables,
Session Rosters, and work folders in the District Assessment
Coordinator ONLY box.
• Return large key/large display and/or talking calculators and
handheld scientific calculators in manila envelope, if
applicable.

The following slides relate to the administration of paper-based tests
(regular print or Braille), which are only offered as accommodations
for the Algebra 1, Biology 1, and Geometry EOC Assessments.
Note: There are no paper-based accommodations for the U.S. History
EOC Field Test.
Each slide contains an icon of a pencil and a test to indicate that the
information pertains to paper-based tests only.
Important: All paper-based administration should be
completed at the beginning of each testing window.

Mispackaged materials will delay reporting of student results.
1. Verify that all distributed secure materials have been returned. Notify your district
assessment coordinator immediately if any secure materials are missing.
2. Check for and remove any stray reference sheets or periodic tables from the test
and answer books.
3. Make copies of the records of required administration information.
4. Make copies of all Security Logs and seating charts and file the copies.
5. If a test has been invalidated, verify that the DNS bubble has been gridded and
that the document is placed with TO BE SCORED materials.
Verify that the DNS bubble has been gridded on a defective document and that the
document is placed with NOT TO BE SCORED materials.
Verify that no DNS bubble has been gridded by mistake. If it has, verify that the
DNS bubble has been erased and the UNDO bubble has been gridded and place the
document with TO BE SCORED materials.

Reminders
• Inappropriate actions by school or district personnel before,
during, or after test administration may result in
consequences including test invalidations and/or loss of
teaching certification.
• School assessment coordinators must ensure that all school
administrators, test administrators, and proctors receive adequate
training prior to test administration.
• All personnel involved in test administration must read and sign an
EOC Administration and Security Agreement, provided in Appendix
E, and test administrators must sign a Test Administrator Prohibited
Activities Agreement, also provided in Appendix E.

Reminders
• Students may not have any electronic or recording
devices, including, but not limited to, cell phones and
smart phones, at their desks, in their pockets, or
anywhere they can reach them during testing, even if
the devices are turned off or the students do not use
them.
• If a student is found to be in possession of ANY
electronic device(s) during testing, his or her test must
be invalidated in order to successfully enforce this policy.
• Students and parents must be made aware of this
policy prior to testing.

Reminders
• If a student begins a session and leaves campus without
finishing (due to an appointment, illness, etc.), he or she
will NOT be allowed to complete that session.
• No exceptions will be made once the student
leaves the school’s campus, so parents and
students must be made aware of this policy.
• If you have concerns about a student, you should not
allow the student to begin. Instead, arrange to
administer the test to that student in a different test
session or on another day.
