• Introduced and passed 2009
• Directed revamping of Kentucky’s assessment and
accountability system
• Direct Kentucky postsecondary institutions to plan
and implement a process to develop core academic
content standards for reading and mathematics for
introductory courses.
Senate Bill 1 Provisions
• Section 2
– Revise state assessment system to be
implemented 2011-12
– Variety of assessments including accelerated
learning, criterion-referenced test, end of course
examinations, formative assessments, interim
assessments, national norm-referenced test

• Revision of academic content standards in all
areas
• Must consider national standards
• Aligned with entry level college course
requirements
• Included in teacher preparation programs so
teachers will know how to use them
