Thank you for considering the post of ‘Service Evaluator’ for Dementia UK.
We seek a determined and enthusiastic person who has a proven track record in the
evaluation of health and/or social care services. You will be able to support the Business
Development Team (BDT) by developing robust and focused service evaluation plans for
all new and evolving Admiral Nurse services during the commissioning process. As a
member of the Research & Evaluation (R&E) Team you will facilitate teams to collect
appropriate data that evidences service impact, outcomes and outputs. You will have
strong analysis and report writing skills to support the growing evidence of effectiveness
for the Admiral Nursing model.
As a key member of the R&E team you will also contribute to various research projects
both internally and externally to the organisation but, excitingly, the development of a
specific project to develop Admiral Nurses knowledge and skills in evaluation of their
services – Getting Evidence into Admiral Nursing (GEANs) A pilot project is planned for
2016 where a cohort of new nursing teams will go through a programme to facilitate and
support evaluation of their services.
To take on this exciting role you will have:




Demonstrable knowledge and experience of health and/or social care service
evaluation
A sound working knowledge of service evaluation methodology, tools and
frameworks
Excellent communication skills, both interpersonal and written
Able to negotiate focused Key Performance Indicators with host organisations of
Admiral Nursing Services
Dementia UK and Admiral Nursing
Dementia UK is the charity responsible for the brand of Admiral Nursing and seeks to
uphold the quality and standards that underpin their practice. This is achieved by means of
practice development and competency framework comprising monthly practice
development days, clinical supervision groups and a biannual national forum, which all
Admiral Nurses are required to attend. Dementia UK works in partnership with NHS Trusts
and other organisations to promote, develop and support Admiral Nurses. There are 144
Admiral Nurses working in dispersed geographical localities across the UK with many
more posts in development.
What is an Admiral Nurse?
Admiral Nurses are specialist dementia nurses who provide vital support to families
affected by the condition. Admiral Nurses have had at least three years’ experience
working with people affected by dementia, before becoming an Admiral Nurse. Currently,

the majority of Admiral Nurses work within the NHS supporting people in the community.
However, Admiral Nurses also work in other care settings such as: Acute hospitals;
hospice; palliative care; care homes; domiciliary agencies and in the community supported
by voluntary organisations.
What Admiral Nurses do?
Admiral Nurses typically have approximately 40 – 50 families on their caseload and they
are available to support families from the point of diagnosis to providing grief counselling
and support at the end of life of the person with dementia. Admiral Nurses use their
specialist clinical skills to provide family carers with the tools and skills to best understand
the condition, as well as emotional and psychological support through periods of transition,
when carer breakdown is most likely.

Service Evaluator (Admiral Nursing)
Job Title:

Pay scale:
£40,000 to £48,000 (based on experience)
Location:
Whilst primarily based at DUK HQ, the postholder will be required to make some site
visits.

Main purpose of job:
RESPONSIBILITIES
1.
Service evaluation
1.1
To ensure service evaluations are developed and delivered through sound and
rigorous processes; are contextualised by reviews of relevant literature, policy and
practice; and employ appropriate service evaluation design and methodologies.
1.2
To support Dementia UK ensuring that the Key Performance Indicators (KPIs) of
Admiral Nursing services are appropriate in reflecting the evidence base for the
model.
1.3
With support from the R&E team, to lead the formulation of strong service
evaluation plans for Admiral Nursing services in collaboration with the Business
Development Officers, Director of Admiral Nursing and host organisations.
1.4
To work with the Clinical Database Lead to establish systems for capturing data that
allows progress and measurement against the agreed KPIs of service evaluations.
1.5
To set a high standard for the capture of data as required within the organisation,
and ensures that Admiral Nurses (and others) are capturing the required data and
consistently meeting the data quality standards.

1.6
To ensure that all service evaluations use appropriate qualitative and quantitative
data collection methods and measurement to demonstrate service KPIs.
1.7
To support the Director of Admiral Nursing in rolling out the Getting Evidence into
Admiral Nursing (GEANs) project in developing a charity wide approach to service
evaluation.
1.8
To ensure that all services are effectively monitored against set KPIs following initial
evaluation.
1.9
To support the Research and Evaluation Lead on the management of particular
projects, as required.
2.
Presenting analysis and production of reports
2.1
To lead on the analysis of the data generated by monitoring and evaluation
processes and produce information that measures performance against agreed
outcomes and targets.
2.2
To review service evaluation project performance, to ensure they are delivering to
agreed deliverables and timescales, reporting and helping to address problems,
where identified.
2.3
To assist in reporting back to funders on progress of projects as required
throughout the life of the project and on the conclusion of the project.
2.4
To represent and promote the work of Dementia UK at events, conferences and
seminars as required.
3.
Professional and Practice Development
3.1
To support the Professional and Practice Development Lead in ensuring Admiral
Nurses are clear on how to measure the impact, outcomes and outputs of their
interventions and service; through induction and ongoing professional and practice
development workshops.
3.2
In collaboration with the Director of Admiral Nursing, to disseminate service
evaluation outputs through a range of methods and channels including internal
reports, peer reviewed articles, presentations and through social media to a variety
of stakeholders.
4.
Health & Safety at Work Act
4.1
The post holder must be aware of the responsibilities placed upon them under the
Health and Safety Act 1974 to ensure that agreed procedures are carried out and
that a safe working environment is maintained for patients, visitors and employees.

PERSON SPECIFICATION
1.
Education
1.1
Qualified to first degree level, desirably to Masters.
2.
Experience
2.1
In depth experience of health and/or social care service audit and evaluation.
2.2
Experience of project management in service evaluation with a demonstrable ability
to meet objectives and deliver projects to timescale, budget and quality.
2.3
Excellent communications skills, proven both in writing (including writing for
publication) and verbally.
2.4
Experience of co-production/partnership working with health professionals and
strong collaborative facilitation skills.
2.5
Advanced analytical skills, with experience of developing, maintaining and
manipulating large spreadsheets and databases and using other analytical tools for
service evaluation purposes.
2.6
Desirably, an understanding of specialist nursing practice and working culture, e.g.
within the NHS.
