Coal City Community Unit School District #1 Board of Education Meeting Minutes Tuesday, December 16, 2008 President Hamilton called the meeting of the Board of Education of Coal City Community Unit School District #1 to order at 6:30 p.m. at the Coal City Middle School Community Room. Members answering roll call were Armand Bianchi, Mary Gill, Curtis Grove, Mark Jiskra, Robert Pogliano and Shawn Hamilton. Board member Ken Miller was not in attendance. Superintendent Kent Bugg, Director of Business Services Jason Smith, Director of Curriculum and Instruction Tammy Elledge and Karen Vota were also in attendance. Other members in the audience included representatives of the press Mark Malone. PLEDGE OF ALLEGIANCE President Hamilton led the Board of Education and others present in reciting the Pledge of Allegiance. CLOSED SESSION Ms. Gill moved and Mr. Jiskra seconded to go to closed session at 6:33 p.m. for the purpose of considering information regarding the review of closed session minutes; the appointment, employment, compensation, discipline, performance, or dismissal of specific employees; collective negotiating matters, imminent litigation and student discipline issues. When the Board returned to open session at 7:00 p.m., President Hamilton called the Public Hearing on the Proposed Property Tax Increase for Coal City Community Unit School District #1 to order with the Board members answering roll call present: Armand Bianchi, Mary Gill, Curtis Grove, Mark Jiskra, Robert Pogliano and Shawn Hamilton. Board member Ken Miller was not in attendance. PUBLIC HEARING ON THE PROPOSED PROPERTY TAX INCREASE FOR COAL CITY COMMUNITY UNIT SCHOOL DISTRICT #1 President Hamilton stated that the Board of Education approved a Tentative 2008 Property Tax Levy on Monday, November 17, 2008. A notice was published in the Coal City Courant newspaper on Wednesday, December 3, 2008. President Hamilton asked if any guests wished to make a comment on the proposed property tax increase. President Hamilton asked again, are there any further questions? Secretary Gill read a thank you note from third grade teacher, Ann Quinzio-Zafran. Ms. Zafran thanked the Board for their financial support as well as providing her with the opportunities to serve Unit #1 clients in her pursuit of National Board Certification. Secretary Gill read a thank you note from seventh grade teachers. The teachers thanked the Board for the appreciation breakfast that was served to them on December 12. Our reading specialists, (Reading Recovery) gave a presentation following their continued staff development offered as Reading Recovery Teachers. Josh Quigley assisted Kindergarten staff in getting class lists online for the Scott Forseman reading series. Doing this will allow parents to access the readers and activities at home on their computer. First grade met together to analyze a recent assessment. Kindergarten and First Grade staffs meet regularly with Mrs. Monk to discuss curriculum and philosophies. The purpose is to deepen our understanding of the new reading program and discuss progress monitoring tools for students who need extra lessons and practice. The Bridges Program is part of the Grundy County Cooperative and housed in our Pre-school wing. Jenny Wicevic is the managing teacher in that room. She has several children who are developmentally challenged. Jenny has been approached by Northern Illinois University to train a student teacher. She is in the process of meeting and interviewing Amanda Bever from Manteno. Pupil Personnel During the last two weeks of November families at the ECC made daily donations to our local Food Pantry. We saw a truck load of our donations be taken on Monday, November 24, 2008. Graphs of fall assessments, the three tiers of the RTI process, and all the interventions available to us, are displayed for staff members to view and analyze. Winter and spring group scores will be added as they become available. Our next benchmark assessment dates occur upon our return from winter break. Staff Recognition We would like to extend our congratulations to Pam Vigna for recently passing the National Boards Professional Teaching Standards, (NBPTS) Test. Many long hours of study, teaching, planning, and worry go into this long process of becoming a master teacher. Pam has truly proven that she can reach the bar of an excellent teacher. STAFF RECOGNITION *CCES would like to congratulate Ann Zafran and Pam Vigna for passing their National Board for Professional Teaching Standards Exams. NBPTS is an independent, nonprofit, nonpartisan, and nongovernmental organization governed by a board of directors, the majority of whom are classroom teachers. It was formed in 1987 by an innovative coalition of teachers, policymakers, and academic and corporate leaders as a vanguard effort to develop professional standards for early childhood, elementary, and secondary school teaching. National Board Certification is part of the threefold mission of NBPTS: 1) to maintain high and rigorous standards for what accomplished teachers should know and be able to do; 2) to provide a national voluntary system for certifying teachers who meet those standards; and 3) to advocate related education reforms to integrate National Board Certification in American education and to capitalize on the expertise of National Board Certified Teachers. Ann and Pam have worked extremely hard to complete this process and we are very proud of their accomplishment and their achievement. I would also like to recognize Debbie Kasperski for all of her work in leading and guiding Ann and Pam through the National Board process. *On November 4, I participated in the interviews for the Director of Special Populations position with Dr. Bugg, Jason Smith, Tammy Elledge and Susan Rutkowski. *On November 5, the Coal City District held a staff development day for all the teachers in the district. Grade level language arts and technology committee members attended a presentation on the technology aspect of our new Scott Foresman Reading Series. Other grade level and special area teachers continued work on formal assessment review, curriculum and assessment validation and curriculum planning. Also, K – 5 social studies teachers attended a social studies textbook presentation from Houghton Mifflin. 2008-2009 Page 132 Coal City Community Unit School District #1 Board of Education Meeting Minutes Tuesday, December 16, 2008 *On November 5, Patti Monk and I attended the Fall Job Fair at IL State University. Patti and I were looking for teachers in the areas of special education, high school math and science, and reading specialists. Overall, I felt there were not as many candidates as the previous year but we did get to talk to some very promising candidates during our time at the Job Fair. *On November 7, I attended a meeting with a representative from the IL Department of Public Health to discuss pest management in our schools. The other building principals and John Wiceivic were in attendance also. *On November 10, the District LLT team met at the Early Childhood Center. *On November 12, the District RTI Committee met to discuss and review the District Response to Intervention Plan. The committee contains representatives from all 5 buildings and we have developed a comprehensive plan to meet the guidelines of ISBE. We will be finalizing the plan and will be uploading it to the State of IL in the month of December. *On November 25, CCES held a RTI Day. The CCES RTI team met with teachers of struggling students and developed intervention plans to help these students. We will progress monitor these students and are scheduled to meet again in the month of January. CCES RTI team members are Linda Klepp, Debbie Kasperski, Chris Adkins, Kathy Vint, Mary Schols and Amanda Patten. *On November 19, the District Evaluation Committee met and continued planning for the completion of a new evaluation plan for the district’s teachers. Evaluation committee members are Pam Vigna, Kris Shipla, Jackie Larson, Dean Vigna, Greg Wills, Dr. Bugg, Ken Miller and Tammy Elledge. Dr. Don Kachur from IL State University serves as a facilitator/consultant to the Evaluation Committee. The committee will be presenting a tentative evaluation plan to the district teachers at the December staff development day to get staff input on the process. MONTH IN REVIEW *On November 2, PSO held their annual monthly meeting. Items discussed at the meeting included the MarketDay fall fundraiser sale, Santa’s Workshop and upcoming events sponsored by PSO. *On November 6, PSO held their Fall Fundraiser Delivery for students and parents that sold items. The Coal City High School Book Club also helped with this event. PSO was very organized and the delivery went very smoothly. *On November 11, students and staff members observed Veteran’s Day and did not attend school. *On November 20, CCES Librarian Cindy Tira and the Coal City Public Library held a Family Reading Night at the public library. The event was attended by students and families in grades K – 3rd. Mrs. Tira, Jane Provance and Mrs. Norris from the Public Library held read orally to the children who attended. Congratulations to the following students who received the Judges’ Choice Awards at the IESA Speech Contest on November 8th in Dwight: Haley Collins, Hannah Hall, Billy Fatigante, Enzo Dreher, and Amanda Moore. Chief Petty Officer Edward Hajduk (USN, Retired) came and spoke to the seventh-grade-social-studies classes on Monday, November 10th. Chief Hajduk’s presentation centered on the meaning behind Veterans’ Day and the meaning of the term, “veteran.” In appreciation of his informative presentation, the seventh grade students presented Chief Hajduk with a CCMS Warrior sweatshirt and a homemade thank you card. All 8th grade students took the Explore Test on Nov. 18th and 19th. Results will be used to help determine appropriate placement at the HS next year. On November 20th, Mrs. Painter, Mrs. DePersia, and 30 CCMS students traveled to Morris for Operation Snowflake. Student Council held a food drive during the week of November 17th. Many items were collected and donated to the Coal City. The faculty won for the 6th straight year, but more importantly, over $300 was raised along with many non-perishable food items that were donated to the Coal City Food Pantry. The 7th Grade Girls Basketball Team won the Regional Championship by defeating Ottawa Shepherd and will play on December 3rd in the Sectional at Ottawa. CURRICULUM REPORT Department Information: The social studies department held textbook review sessions with publishers on the November 5th early dismissal. Dean Vigna and Debi Trotter are coordinating social studies textbook purchasing for this year. The state of Illinois will begin a revision of the Illinois Learning Standards in 2009. The teams for English Language Arts and Mathematics will begin work in early 2009, and science will convene in summer of 2009. The goal is to have better alignment of the standards across grade levels and to have better alignment with college and workforce expectations. They also hope to make the standards more clear and concise for educators. Teachers that teach language arts, mathematics and science are invited to apply for selection to work on the state teams. The Illinois Learning Standards were developed in 1997 and have not been revised since that time. Testing: The high school held testing on November 3rd using ACTs EPAS. The 9th graders took a full EXPLORE test, the 10th graders took a retired PLAN test and the juniors took a retired ACT test. Practice writing exams were also administered to the 10th and 11th graders. The results from this testing will be shared with students, parents and teachers well in advance of the spring exams to help all stakeholders sufficiently prepare for those assessments. Learned that the School Improvement Team has developed an incentive plan to encourage use and success with Key Train for the second semester. 4. Approved an agreement with Interquest Canines to provide canine searches at GAVC. 5. Approved the lowest responsible bid for property and casualty insurance from Indiana for $34,050. DISCUSSION/ACTION ON THE 2008 TAX LEVY Section 17-11 of the School Code requires the school Board of each district to ascertain, as near as practicable, annually, how much money must be raised by special tax for transportation purposes, if any, for educational purposes and for operations and maintenance purposes for the next ensuing year. These amounts must be certified and filed with the County Clerk on or before the last Tuesday in December annually. The Certificate of Tax Levy form may be used to meet the requirement of this section. The 2008 tentative levy which reflects an increase of 4.27% over last year’s levy, was adopted at the November Board meeting. The change in the total levy from tentative to final is due to the change in the tax rate for debt service. DISCUSSION/ACTION ON APPROVAL OF DISTRICT RtI PLAN At the December Board Study Session of the Whole, Principal Johnson reviewed a draft copy of the District RtI Plan. The Response to Intervention (RtI) process is a multi-step approach to providing services and interventions to students who struggle with learning and/or behavior at increasing levels of intensity. The plan is structured into three tiers with student progress being closely monitored as services are received. Benefits of RtI include a reduction in the time a student waits before receiving additional instructional assistance, a reduction in the overall number of students referred for special education services and an increase in the number of students who succeed in general education. Additional benefits include the provision of critical information about the instructional needs of the student, which can be used to create effective educational interventions and ensuring that students receive appropriate instruction, particularly in reading, prior to placement in special education. The RtI Plan was drafted by the RTI committee which was comprised of teachers and administrators from each building. DISCUSSION/ACTION ON APPROVAL OF DISTRICT 403 (b) PLAN On April 21, 2008, the district entered into an agreement with CPI to administer the District’s 403 (b) planning in order to comply with new Federal regulations that will become effective on January 1, 2009. Under the new regulations, all 403 (b) annuity contracts must be issued pursuant to a written plan document. The plan document must set forth the material terms of the arrangement, including eligibility, benefits, investment alternatives and the time and form of payments. The 403 (b) Plan Adoption Agreement, as submitted by CPI, was reviewed. Ms. Gill moved and Mr. Grove seconded to approve the 403 (b) Plan Adoption Agreement as presented. Roll Call. DISCUSSION OF PROPOSED RIDGEPORT DEVELOPMENT IN DIAMOND Dr. Bugg will update the Board on the proposed Ridgeport Development. Dr. Bugg and Board members Armand Bianchi and Mark Jiskra attended the public meeting held on December 15. District #1 concerns that Superintendent Bugg communicated during the meeting were the number of new students received from the new development (12,000 permanent jobs) and that Diamond would provide a TIF agreement for the development. Superintendent Bugg asked Diamond officials to reconsider a TIF and try to come up with another way to fund the project. Dr. Bugg thanked Diamond officials, especially Mayor Ramme and Commissioner Kernc, for keeping District #1 in the communication loop with Ridgeport. NEW BUSINESS A. DISCUSSION/ACTION ON GRUNDY COUNTY CHAMBER OF COMMERCE & INDUSTRY MEMBERSHIP The District received a request from the Chamber to renew the annual membership.
