OVERVIEW
The Transport and Logistics Industry Skills Council (TLISC) covers a broad range of industry
sectors including:

This submission puts forward the Case for Endorsement for the TLI Transport and Logistics
Training Package Release 2.0, relating to:

twenty-five (25) qualifications

two hundred and sixty-seven (267) units of competency and associated assessment
requirements.
Twenty-eight (28) Skill Sets are also part of the TLI Transport and Logistics Training Package
Release 2.0.
The TLI Transport and Logistics Training Package Release 2.0 covers four areas:

The TLI Transport and Logistics Training Package Release 2.0, draft endorsed components
have been structured to align with the Standards for Training Packages, which were endorsed
by the Standing Council on Tertiary Education, Skills and Employment (SCOTESE) on 16
November 2012.
‘The purpose of the Standards for Training Packages is to ensure Training Packages
are of high quality and meet the workforce development needs of industry,
enterprises and individuals. The Standards for Training Packages apply to the design
and development of Training Packages for endorsement consideration by the new
endorsing body.’ (National Skills Standards Council)

Stakeholder agreement has been obtained for all of the draft endorsed components of the
Training Package. There are no outstanding issues related to any of these components.
The units of competency and qualifications meet the requirements of the Standards for
Training Packages. This has been confirmed by the independent Quality Report (Appendix
B).
The Companion Volume Implementation Guide (CVIG) will be available on the TLISC
website: http://tlisc.org.au/training-packages/. This Companion Volume has been quality
assured through the TLISC quality assurance process.
Components to be considered for endorsement are in Appendix A. This submission covers
four areas of the Transport and Logistics Industry.
Part A.
Warehousing and Logistics qualifications
The five warehousing and logistics sector qualifications, relevant units of competency and
associated assessment requirements have been aligned to the Standards for Training
Packages. These qualifications reflect the requirements as specified by the Transport and
Logistics Industry.

Logistics Industry.

Interdependence with the TLI Transport and Logistics Training Package
This Case for Endorsement has specifically included MAR Maritime Training Package
components that are part of a concurrent Case for Endorsement submission, due to the
interdependence of these two training packages. The TLI Transport and Logistics Training
Package Release 2.0 includes 3 imported units of competency from the proposed MAR
Maritime Training Package Release 4.0.
Submitting the TLI Transport and Logistics Training Package Release 2.0 with the proposed
MAR Maritime Training Package components ensures these imported units of competency
are current and relevant within stevedoring qualifications. It also ensures the effects on
industry, learners and training providers are minimised as a result of the training package
endorsement processes
Mapping information and competency equivalency statements are contained within the MAR
Maritime Training Package Release 4.0 Companion Volume Implementation Guide.
With the interdependent nature of training packages 1, the continuous improvement process of
various industry sector training package products has led to many imported units of

competency becoming superseded through various releases of Training Packages. Training
package products policy2 requires that developers must ensure that the status of imported
units in Training Packages is checked through continuous improvement processes, and that
imported units are kept current through these processes.

SECTION 1 – RESPONSIVENESS & RECOGNITION QUALITY
PRINCIPLES
Reflecting contemporary work organisation and job profiles
Steering committees were established to oversee the development and transition of the TLI
Transport and Logistics Training Package qualifications and units of competency to the
Standards for Training Packages.
Representation was sought from the Warehousing, Logistics, Road Transport, Furniture
Removal, Waste Operations, Bus and Coach Operations, Traffic Operations, Driving
Operations, Driving Instruction, International Freight Forwarding, Customs Broking,
Stevedoring and Mobile Crane sectors of the Transport and Logistics Industry. Members of
the steering committees and others consulted in this process are listed in Appendix C.
As part of the transition to the Standards for Training Packages, job roles, qualifications, units
of competency and Skill Sets were reviewed and circulated to a broad range of stakeholders.
Comments and suggested changes were analysed and amendments made. The material was
then placed on the TLISC website for validation.
The draft endorsed qualifications, units of competency and their associated assessment
requirements, and Skill Sets have been developed to reflect the current and future needs of
the industry.
Driven by industry needs
The draft endorsed qualifications, units of competency and their associated assessment
requirements put forward in this submission have been reviewed and validated by industry
stakeholders. This process was part of the transition to the new Standards for Training
Packages.
Engaging with stakeholders is a key component of TLISC’s consultation and review process.
Consequently, sector specific steering committees were established to provide feedback and
advice for the duration of the transition process.
Presentations and steering committee meetings were convened throughout Australia to
provide a face-to-face opportunity for industry consultation and input. Ongoing email
correspondence was also conducted and regular updates were provided on the TLISC
website and in the newsletter, as part of the consultation and validation processes.
The consultations with key stakeholders supported TLISC’s transition of qualifications to the
Standards for Training Packages.
All industry steering committee groups and other stakeholders involved in the validation
process are listed in Appendix C.
Part A.
Warehousing and Logistics
There were no major requests for changes to the material being submitted for endorsement
except for the inclusion of the revised chain of responsibility unit in the core of the
Warehousing Operations and Logistics qualifications.
High Risk Work
Thirteen (13) high risk work licensing (HRWL) units were updated to align to the licensing
requirements under the model Work Health and Safety (WHS) Regulations, in consultation
with the major stakeholder Safe Work Australia (SWA).

Two (2) of these units are packaged in five (5) of the Warehousing and Logistics

Part B.
Road Transport
A more thorough review was conducted for the Driving Operations, Driving Instruction and
Traffic Operations qualifications, units of competency and Skill Sets to ensure they were
updated to meet current and future needs within the industry. As a result of this further
review, the following improvements occurred:

modifications were made to the core/streams in the three (3) Driving Operations
qualifications
Skill Sets were developed for dangerous goods drivers, owner drivers and compliance
three (3) dangerous goods tanker units (fuel, chemical and LP gas) were reviewed to
address the need of rollover awareness training
a new trip truck specialist elective group was added to the Driving Operations Certificate
III qualification
a new unit of competency was developed for tip trucks
eight (8) related taxi units were updated
the licence to transport dangerous goods by road was reviewed and re aligned to the
Australian Dangerous Goods (ADG) Code

now fit for purpose to meet industry needs.
Part D.
International Freight Forwarding and Customs Broking
The steering committee requested a review of the International Freight Forwarding and
Customs Broking qualifications to ensure they were updated to meet current and future needs
within the industry. As a result of this review fifteen (15) units were no longer considered
relevant to these qualifications and a number of units were modified to ensure they met
current industry practices.
The review of the qualifications, units of competency and Skill Sets has validated that the
products are now fit for purpose to meet industry needs.
Part D.
Stevedoring and Mobile Cranes
There were no major requests for changes to the material being submitted for endorsement
except for the thirteen (13) HRWL units that are included in the Stevedoring and Mobile
Crane qualifications, which were reviewed with the major stakeholder SWA.
High Risk Work
Thirteen (13) HRWL units were updated to align to the licensing requirements under the
model WHS Regulations, in consultation with the major stakeholder SWA.
Eleven (11) of these units are packaged in two (2) of the stevedoring qualifications and the
two (2) Mobile Cranes qualifications. They include:

On 16 November 2012, SCOTESE endorsed the Standards for Training Packages. The draft
endorsed qualifications, units of competency and their associated assessment requirements
in this submission, comply with these Standards.
Recognising convergence and connectivity of skills
The draft endorsed qualifications, units of competency and their associated assessment
requirements, and Skill Sets have been developed specifically to address the needs of the
four sectors of the Transport and Logistics Industry. As these sectors are highly specialised,
convergence and connectivity is limited. However, cross industry units are used as much as
possible and include, for example:


TLIF1001 Follow work health and safety procedures

TLIF2010 Apply fatigue management strategies

TLIJ3002 Apply quality systems

TLIE3021 Work and communicate effectively with others

TLIF4014 Develop and maintain a safe workplace

TLIP5036 Manage assets.
Convergence and connectivity of skills, is also recognised through the units being available to
other industries to import into their qualifications.
Cross industry units of competency and associated assessment requirements packaged in
warehousing, logistics, customs broking, international freight forwarding and stevedoring
qualifications are also found in a number of other TLI qualifications including driving
operations, driving instruction furniture removals and traffic operations, as well as other
nationally endorsed Training Packages.
Supporting movement of skills within and across organisations and sectors
Draft endorsed qualifications, units of competency and their associated assessment
requirements are specific to the warehousing, logistics, road transport, furniture removal,
waste operations, bus and coach operations, traffic operations, driving operations, driving
instruction, international freight forwarding, customs broking, stevedoring and mobile crane
sectors of the Transport and Logistics Industry. However, the qualification packaging rules
allow units of competency to be selected as electives from within the entire TLI Transport and
Logistics Training Package. This approach supports movement within and across sectors.
The units of competency have been developed to have broad application across
organisations and different workplace environments within the Transport and Logistics
Industry. Consequently, other maritime, aviation and road transport sectors may find the draft
endorsed units of competency applicable.
In response to client needs, a range of new Skill Sets have been developed within the TLI
Transport and Logistics Training Package such as:

Promoting national and international portability
The draft endorsed qualifications, units of competency and their associated assessment
requirements, and Skill Sets have national portability and are based on international
standards where they apply.
The draft endorsed components are structured to meet the specific needs of the
warehousing, logistics, customs broking, international freight forwarding and stevedoring
sectors of the transport and logistics industry. They are developed to be recognised
nationally.
The consideration of international standards for skills has occurred indirectly via industry
standards that have international application – this means that while qualifications will line up
with and match international qualifications they will be specific to the Australian regulatory
requirements.
In transporting cargo, international skills standards are influenced directly by the relevant
industry standards such as the International Maritime Dangerous Goods (IMDG) Code and
the International Air Transport Association (IATA) Dangerous Goods Regulations (DGR).
The qualification outcomes are aligned to the Australian Qualifications Framework (AQF).
Reflecting licensing and regulatory requirements
Licensing authorities across Australia have actively participated in the development of the TLI
Transport and Logistics Training Package.
The TLI Transport and Logistics Training Package contains a number of licensing units of
competency, which are incorporated within various Skill Sets and qualifications. These units
align to licensing outcomes in high risk work, heavy vehicle driving and the carriage of
dangerous goods by road. Licensing and regulatory requirements vary between states and
territories and may change from time to time.
In the Transport and Logistics Industry there is a close relationship between regulatory
certificates and national vocational education and training (VET) qualifications, however, they
are issued by different organisations under different legislative authority.
The relevant regulatory bodies are supportive of the draft endorsed components due to their
direct involvement in the development, consultation and validation processes for example in
the areas of:

chain of responsibility

road freight transport, which is a priority industry under the Australian Work Health and
Safety Strategy 2012–2022

high risk work licensing

transportation of dangerous goods by road licensing

heavy vehicle licensing.
Each qualification, unit of competency and associated assessment requirements, and Skill
Set in this Training Package identifies where regulation and/or licensing applies.
For the units of competency, one of the following statements is used:
No licensing, legislative or certification requirements apply to this unit at the time of
publication.

OR
This unit meets part of the certification requirements for obtaining (for example)
specialist driver accreditations. As requirements may vary between states and
territories, people seeking (for example) specialist driver accreditation should contact
their state/territory licensing regulator.
Where a unit of competency has a heavy vehicle licensing component, different statements
such as the following are used to reflect specific situations:
This unit applies to driving that is carried out in accordance with relevant
state/territory driver licensing authority licensing requirements and regulations for
heavy rigid vehicles.
OR
This unit involves the skills and knowledge required to drive a heavy rigid vehicle
safely, in compliance with relevant state/territory roads and traffic authority licence
requirements and regulations for heavy rigid vehicles.
OR
Achieving this unit of competency is a necessary requirement for obtaining a licence.
However, it is only one of several criteria for obtaining a dangerous goods driver
licence. More information can be sourced from the regulator in each jurisdiction
regarding other criteria that apply, which can vary between states and territories.
Compliance with these requirements may be required nationally and/or in specific
jurisdictions.
OR
Being awarded this unit of competency is a necessary requirement to obtain a Heavy
Rigid Driver Licence but is only one of several criteria. Prospective licence applicants
should check with the state/territory driver licensing authority for other criteria (such
as licence tenure and medical fitness) to confirm other eligibility requirements before
undertaking training and/or assessment
Where a unit of competency has a high risk work licensing component, the following
statements may be used:
This unit is based on the licensing requirements of Part 4.5 of the Model Work Health
and Safety (WHS) Regulations, HRW and meets Commonwealth, state and territory
HRW licensing requirements.
Any alteration to this unit would result in a unit that would not be acceptable to work
health and safety (WHS)/occupational health and safety (OHS) regulators for the
purpose of licensing.
Further information on the applicable licensing and regulatory authorities consulted in this
transition process can be found in Appendix C.
Examples of other regulations relevant to various standards in the Training Package include
but are not limited to:

relevant state/territory roads and traffic authority driving regulations and licence/permit
requirements including mass and loading regulations and state/territory oversize/mass
pilot/escort permit requirements

fatigue management regulations and codes of practice

relevant state/territory road rules.

People employed in the Transport and Logistics Industry need to fulfil competency and
training requirements as detailed in the regulations relevant to their occupation. People
assessed as complying with these requirements are usually provided with some form of
certification by the respective authority. These certificates are required by the relevant
state/territory or Australian legislation or international code or convention before a person can
work in the occupation covered under the legislation. These certificates are separate to
national VET qualifications issued by Registered Training Organisations (RTOs).
Health and safety implications in the industry
Reference to work health and safety (WHS)/occupational health and safety (OHS) is used in
units of competency and associated assessment requirements to refer to the relevant
legislation. Some jurisdictions have not implemented the National Model WHS Legislation, so
the TLI Transport and Logistics Training Package uses the combined term to recognise that
either the national model or existing state instrument will apply as specified by the relevant
regulatory authority.
In jurisdictions where the National Model WHS Legislation has not been implemented RTOs
are advised to contextualise the unit of competency by referring to the existing state/territory
OHS legislative requirements.
Qualification data on VET delivery and participation
Participation data for the draft endorsed qualifications is listed below, with data taken from
enrolments of their superseded qualifications from the TLI10 Transport and Logistics Training
Package.
The information provided below reflects Government funded enrolments only. With the
introduction of the Unique Student Identifier (USI), further information will become available
about the full scale of Training Package uptake.

SECTION 2 – FLEXIBILITY & FUNCTIONALITY QUALITY
PRINCIPLES
Meeting the diversity of individual and enterprise needs
The draft endorsed qualifications, units of competency and associated assessment
requirements were reviewed to meet the needs of those involved in the warehousing and
logistics, road transport, customs broking and international freight forwarding and stevedoring
sectors of the transport and logistics industry.
The stakeholders consulted were associated with a range of organisations – with varying
numbers of members, operating budgets, business structures, and legislative and funding
requirements. The units of competency have been reviewed to better reflect this variability.
The majority of the TLI Transport and Logistics Training Package qualifications use a core
and elective packaging model, with the electives including a combination of general,
specialist, technical and licensing units to meet the needs of individuals, enterprises and
regulators.
The three driving instructor qualifications use a core only model as the industry has
determined that the driving instructor role is a clearly defined and specific role.
Supporting equitable access and progression of learners
Prerequisite units of competency have been kept to a minimum.
As directed by industry, the work involved in the following four dangerous goods tanker driver
units necessitates prerequisite units be included:

Units that require prerequisites are clearly identified within qualification packaging rules, and
are included within elective options as required.
The only qualification in TLI that specifies an entry requirement is TLI33516 Certificate III in
Stevedoring. The entry requirement is clearly articulated in the qualification entry
requirements section of the qualification.
The assessment requirements associated with each unit of competency state that
‘Assessment processes and techniques must be appropriate to the language, literacy and
numeracy requirements of the work being performed and the needs of the candidate’.
The TLI Transport and Logistics Training Package provides learners with the opportunity to
enter qualifications at various levels, and also provides pathways for the progression of
learning. The pathways charts in the CVIG and on TLISC’s careers website provide further
information about equitable access and progression within the TLI Transport and Logistics
Training Package.

Supporting learner transition between education sectors
The TLI Transport and Logistics Training Package Release 2.0 supports learner transition
between education sectors by allowing direct entry to units of competency and qualifications.
Qualification pathways advice is provided in the CVIG and is also available on the TLISC
website. Pathways for the full TLI Transport and Logistics Training Package include:

The TLI Transport and Logistics Training Package CVIG provides advice on implementation.
The guide is made available on the TLISC website following endorsement of the Training
Package.
Supporting sound assessment practice
Draft endorsed units of competency provide the breadth and depth required by industry for
competent performance. Evidence of this performance must confirm that the learner has
successfully met the requirements of the elements and performance criteria.
The draft endorsed assessment requirements associated with each unit of competency
support implementation across a range of settings and can be modified for distance-based
learners and cultural appropriateness.
The assessment requirements specify:

performance evidence

knowledge evidence

assessment conditions.
The frequency and volume of the performance evidence is to be determined by the assessor
and would vary depending on the context under which assessment is conducted and the
aptitude of the learner. However, at a minimum, evidence required to demonstrate
competence must be provided on at least one occasion.
This approach supports the Australian Skills Quality Authority (ASQA) principle that ‘quality
and quantity of evidence presented reflects that all aspects of competency have been
satisfied and that competency can be demonstrated repeatedly’.

The components have been drafted to comply with the Standards for Training Packages.
Additional internal and external Quality Assurance processes have been undertaken to
ensure that components meet the Standards.

SECTION 3 – IMPACT OF CHANGES
There are no known structural barriers to the implementation of the draft endorsed
qualifications, units of competency and associated assessment requirements.
Industry priorities and expectations
Industry priorities and expectations stipulate that the draft endorsed qualifications, units of
competency and associated assessment requirements reflect current industry job roles,
tasks, relevant regulations and licensing requirements, and the training needs of the industry.
Industry expectations are that training providers focus on delivering quality training and
assessment that meets the outcomes identified in the qualifications, units of competency and
their associated assessment requirements and Skill Sets.
Industry imperatives and timelines for implementation of the components
Industry’s imperative is to ensure that the components have been amended to the Standards
for Training Packages, with consultation and validation through industry. TLISC has
undertaken extensive review of all components to meet the standards with steering
committees and advisory groups providing advice on industry priorities, expectations and
implementation.
Timeframes for implementation have been discussed widely with industry stakeholders and
TLISC has kept relevant stakeholders up to date with the progress of transition and
endorsement through all communication channels, including newsletters, emails and website
project updates.
There are no other known industry imperatives or timelines.
Overarching expectations of industry for the delivery/assessment of the
components
Industry expectations for the delivery/assessment of components in the TLI Transport and
Logistics Training Package have been met through industry consultations. Consultations and
wider industry feedback have ensured delivery and assessment components have been
thoroughly examined and amended to meet industry requirements.

Public/private training and assessment services
The draft endorsed qualifications, units of competency and associated assessment
requirements will replace the relevant qualifications and units of competency in the TLI10
Transport and Logistics Training Package Release 4.2. RTOs wanting to deliver and/or
assess against the proposed qualifications and/or units of competency and associated
assessment requirements may need to update their scope of registration accordingly. The
assessment requirements associated with all units of competency will assist application in a
variety of environments and workplace contexts.

Licensing and regulatory environment
The TLI Transport and Logistics Training Package Release 2.0 contains a number of
licensing units of competency, which are incorporated within various Skill Sets and
qualifications. These units align to licensing outcomes in high risk work, heavy vehicle driving
and the carriage of dangerous goods by road. Licensing and regulatory requirements can
vary between states and territories and may change from time to time.
In the transport and logistics industry there is a close relationship between regulatory
certificates and national VET qualifications, however, they are issued by different
organisations under different legislative authorities.
The relevant regulatory bodies are supportive of the draft endorsed components due to their
direct involvement in the development, consultation and validation processes for the units of
competency (in particular, the licensing units).
Policy environment
Government training and VET policies were addressed through the development process.
Systemic issues
Key issues that will ensure the effective implementation of the qualifications, units of
competency and their associated assessment requirements include robust and reliable
assessment by RTOs, especially in relation to skills recognition practices.
