WHAT ARE THE CIVIL WAR
AMENDMENTS?
• 13th amendment
• Outlawed slavery and freed thousands of enslaved African
Americans
• 14th amendment
• Defined American citizenship (born OR naturalized in U.S.;
included most African Americans)
• Required all states to give ALL citizens equal protections
under the law and due process of the law
• Can’t just toss people in jail and throw away the key
• 15th amendment
• No state may deny the right to vote based on race
• Race NOT gender!!!
WHY WAS THE 24TH AMENDMENT
NECESSARY, EVEN AFTER THE CIVIL
WAR AMENDMENTS?
• Although the 15th amendment gave African
American men the right to vote, southern states
found other ways to block them from voting.
• Many southern states required a poll tax
• This was a fee required to vote
• Many African Americans could not afford to pay the tax
(some poor whites could not afford either)
• The 24th amendment, passed in 1964, made poll
taxes illegal

• FINALLY… women get the right to vote in 1920

DID PEOPLE FEEL IT WAS IMPORTANT?
• Voting age was lower from 21 to 18 years old
• Important because people felt if you could fight in
the war at 18, you should be able to vote for the
President who is the Commander in Chief of the
armed forces

• 18th banned alcohol, 21st gets rid of the 21st amendment,
allowing alcohol again (can’t drink at 18, can at 21)

• Laws that kept African Americans from holding certain jobs,
gave them few property rights and limited their rights in other
ways (esp. voting).
