The Land Use Planning Guideline Development Consultation Meeting

Background
The land use planning guideline development project is a joint endeavor between Department of
Human Settlement and Housing Development (DHSHD) under Ministry of Construction (MOC)
and United Nations Human Settlement Programme (UN-Habitat). It is a part of the
Memorandum of Understanding (MOU) signed by DHSHD and UN-Habitat mandated under
Myanmar Programme for Safer Settlements and Urban Research (MPSSUR). The overall aim is
to produce land use and safer settlements planning for coastal and urban communities, by
formulating land use planning guidelines which will support City Development Strategies,
capacity building activities of Myanmar. The guidelines will be developed in the context of
Myanmar reflecting on the current practices, and with case studies from various countries in the
region while addressing Disaster Risk Reduction, Climate Change Adaptation and Natural
Resources Management concerns. With MOC leading, other departments/institutions involved in
sector will be brought on board for advocacy consultations of findings, tools developed, at
City/State/Township level as appropriate.
The outcome of the project will be the framework for assessing existing land use planning
practice in Myanmar, a policy paper to address critical issues and priority, actions for realizing
the potential of land-use planning in the country with disaster risk and Climate Change
Adaptation considerations,
to develop guideline / resource book for land use planning with,
appropriate tools in the local context while incorporating Disaster, Risk Reduction, Climate
Change Adaptation and Natural Resource Management considerations.
Objective of the Meeting
1. To give details and update the progress of the project to relevant government department,
Technical Working Groups, and all stakeholders
2. To present the on-going assessment framework and conceptual outline,
appropriate tools in the local context while incorporating Disaster Risk Reduction, Climate
Change Adaptation and Natural Resource Management considerations
3. To present the provisional findings of the survey result of twenty four towns and cities
4. To discuss, and to get feedback from relevant departments with regards to the guideline
development project, its framework and conceptual outline from the TWG members
