No oxygen is available to continue rotting The top layer that gets very little oxygen is a soft brown coal called lignite. It’s very moist and does not burn well but smolders. The layer below that has much of its moisture removed due to the pressure of the weight of material above. It is a black soft coal that burns hot and quickly.
