40 Louisiana school sites for compliance with state statutory and regulatory
requirements.
Economic Policy Institute, Washington, DC, 1995. Research associate on major study of
school district spending patterns over a 25-year period. Responsible for analyzing
spending and staffing in East Baton Rouge Parish School District, 1967-1991.
Massachusetts Department of Education, 1992. Prepared a report to the Massachusetts
legislature concerning the feasibility of providing transportation to students
participating in open enrollment program.
City of Boston, Office of Mayor, 1991. Analyzed status of school-based management in the
Boston Public Schools. Prepared report entitled “School-based Management in the
Boston Public Schools: Why Isn’t It Working?” [with Karen Miles.]
North Slope Borough School District, Barrow, Alaska, 1992. Engaged by Inuit school board
to negotiate a collective bargaining agreement with the school district’s teachers’
union.

of Boston University, prepare amicus brief on behalf of Chelsea Public Schools in
lawsuit challenging constitutionality of the Massachusetts system for financing public
schools.
