ARTICULATION AGREEMENT
for transfer of credits between
The University of Wisconsin-Superior
Bachelor of Science Degree in Accounting
and the
Northcentral Technical College
Accountant Associate of Applied Science Degree
Effective Dates: September 2014-June 2023
Review Date: December 2022
Introduction and Rationale:
The University of Wisconsin-Superior maintains an educational partnership with
Wisconsin State Colleges and Universities to provide opportunities for students to enter
bachelor’s degree completion programs. In the interest of fostering cooperation between
our institutions, and to better serve the transfer of students from Northcentral Technical
College to the University of Wisconsin-Superior, the faculty and administration of our
institutions have established this articulation agreement.
This Agreement specifies the transfer of credit from the Northcentral Technical College
Associate Degree named above to the UW-S Bachelor’s Degree named above in
recognition that the NTC program prepares students for admission to this Bachelor’s
degree program. The underlying assumption for this Agreement is that the college
provides a foundation of occupational courses and the University provides the upperlevel courses required within the Bachelor’s degree program.
NTC students who successfully complete the Accounting Associate of Applied Science
degree wishing to transfer to the University of Wisconsin-Superior will be awarded the
following credits toward a B.S. Degree in Accounting.

UNIVERSITY OF WISCONSIN – SUPERIOR
Department of Business and Economics
Department Meeting
September 15, 2014 Roderick ERL 304 12:00 noon – 12:55 pm
Present: Kay Biga, Mei Cao, Diek Carlson, Ethan Christensen, Rubana
Mahjabeen, Sakib Mahmud, Mark McCoon, Rick Moran, Anne Nys, Brent
Opall, Edie Plasch, Zamira Simkins, Amit Mokashi and Richard Stewart.
Absent: Jerry Hembd and Dave Johnson.
Terry Kronzer who was supposed to attend the meeting and provide a
briefing on the graduate programs was absent.
Meeting called to order at 12:01 pm by Richard Stewart, Chair.
Minutes
Approval with corrections of minutes from August 28, 2014 was proposed by
Kay and seconded by Zamira.
School of Business update
Richard spoke with Susan Hansen Director, School of Business at University
of Wisconsin-Platteville. Their proposal for converting to a school of business
took 9 months and went through Provost > Chancellor > Board of
Governance > notification to Board of Regents > System Legal. They (UWP)
found it helpful for students applying for graduate school, accreditation, and
finally alumni and funding. There has been no change in governance or “red
tape” as a result of the formation on the school of business and the
transition was conducted with minimal extra cost. The school continues to
6
have an elected Director without any change in pay – this was a prerequisite
for approval insisted upon by the UWP Provost.
Richard pointed out that in the case of UWS DBE, the change could be to a
“named” school of business with the possibility of getting a donor. Ethan
suggested that the naming could coincide with the anniversary of Erlanson
Hall in 2016. An amendment was proposed by Zamira and seconded by Rick
to change the proposed name from “School of Business” to a “School of
Business and Economics” with the intention of having a seamless transition
with least change in name – same was approved.
Chair’s 9-8-2014 meeting
Ethan provided the brief on the Chair’s meeting. He observed that the
meeting essentially provided reminders of the current activities including
strategic planning process. He felt that of specific importance to the
departmental members could be the monthly Cabinet Plus meetings which
provided an opportunity to interact with the Chancellor, Provost and other
members of the Chancellor’s cabinet. Richard informed that the next
meeting was on October 1st from 9:30 to 11 am.
Another issue that was raised in the meeting was that of links on old
catalogs leading to current catalog pages. These links are being reviewed by
Jeff Kirschling and if any such link is discovered it should be reported to him.
Program Review
Richard reminded that October 1st was the deadline for program review and
that he needed the necessary input from the entire faculty.
Zamira informed the members of the changes in the Academic Program
Review Council (APRC), they would function both as peer reviewers as well
as make recommendations on supporting or suspending programs. Their
report would be sent by the Provost to the UW System. The program review
would maintain commonality with the annual review to enable easy
compilation. She referred to the “guideline” document made by Steve
7
Rosenberg which is designed to help interpret what is being requested from
each department in the academic program review template. Zamira offered
to make available previous years’ reviews noting however the changes in the
templates. These reviews would be separate for each program and would be
done for all majors and minors.
Search and Screen Accounting
Mark informed that he would be meeting with the personnel committee on
Wednesday (9-17-14).
Articulation Agreements
Mark distributed copies of articulation agreements made with the
Northcentral Technical College for the Accountant Associate of Applied
Science and the Business Management Associate of Applied Science degrees.
He explained that the accounting degree has a relatively straight forward
mapping of credits from associate’s (NTC) to bachelor’s degrees. The
business management associate on the other hand was free to go to any of
the DBE’s eight majors. The agreements are based on "boilerplate language"
used in previous articulation agreements. Equivalency of courses was
discussed. Mark noted that a student fulfilling all the requirements at NTC
and at UWS in accounting would have a total of 132 out of the required 150
hours for CPA. Richard recommended that a similar agreement should be
considered for the SMGT program. Ethan prosed adding an appendix “B” to
the management agreement indicating the coursework required to get a
minor in business at UWS. Motion by Mark, seconded by Rick. The
articulation agreements with this proposed change were approved.
