There have been many highlights throughout 2013 for ENIL including the celebration of the 10th Anniversary of the Strasbourg Freedom Drive, our work for a Resolution against the Cuts has progressed significantly and we are continuing to gain support at grassroots and European Level for the Independent Living definitions. ENIL as an organization is growing with members from Iceland to Bulgaria, from Finland to Cyprus. We make the voices of disabled people heard from all over Europe and strive to have representation from all European Union countries and the neighboring countries. It is because of the support and active engagement of our members in our activities and campaigns that we are able to be so successful in advocating for Independent Living and the rights of disabled people in Europe. Although, there are still many challenges that we must overcome in order to achieve full participation of all disabled citizens of Europe, as a united group our voices cannot be ignored. There is still the continued impact of austerity measures which are having a disproportionate effect on the lives of disabled people in Europe. There are also the continued cuts to funding to Independent Living services meaning disabled people are struggling to maintain a good standard quality of life in many European countries. The threat of a return to institutionalization is also a very real fear among many disabled people. What kind of future do we want? As Adolf Ratzka says; We want to be ordinary people. We want our societies to be accessible. We do not want to be discriminated against any longer. We want to work! We want to study! We want to have our own families. We want access to our rights and to full participation. This future, this future of Independent Living stands with each and every one of us. We will not have this access until we claim it! I believe that our movement is one of energy, determination and spirit and together I believe that our network can work together towards the emancipation of all disabled people in Europe. Jamie Bolling ENIL – Executive Director 3 About ENIL The European Network on Independent Living (ENIL) is a Europe-wide network of disabled people with members throughout Europe. ENIL is a forum for all people and organisations on Independent Living issues. ENIL promotes human rights and social inclusion based on solidarity, peer support, deinstitutionalization, democracy, selfrepresentation, cross disability and self-determination. ENIL promotes equal opportunities for disabled people and fights against discrimination in Europe. ENIL addresses the under- representation of persons with extensive disabilities in European disability and social politics, as well as in mainstream society. ENIL’s Mission o Promote the Independent Living philosophy among disabled people, the general public, national policy makers, government administrations, as well as among regional bodies such as the European Union, the Council of Europe and the Organisation for Security and Co-operation in Europe (OSCE). o Develop the concept, principles and definition of Independent Living. Promote the development of Centres of Independent Living throughout Europe and enhance solidarity and networking among them. o Carry out training and awareness raising activities at the European level o Represent Independent Living Organizations and the Independent Living movement at the European level and in different European bodies and organizations (the European Disability Forum, Disabled People’s International etc.). o Combat social exclusion and discrimination through policies which promote Independent Living of disabled people. Make the Independent Living framework instrumental to end discrimination against disabled people in Europe. o Embrace the human rights of disability in acquiring independence and selfdetermination by overcoming the barriers of the medical and attitudinal models. ENIL is a unique organisation; it is made up of strong-grassroots organisations guided by the human rights approach, there is enormous dedication by its members to promote, advocate and lobby for social change (empowerment of disabled people to take control over their lives) and the transferability of the Independent Living principles into applicable practices. ENIL represents a disability movement for human rights and social inclusion based on solidarity, peer support, de-institutionalization, democracy, self-representation, cross disability and self-determination. 4 Organisational Structure of ENIL At Present, there are nine members of the ENIL Board; Mima Ruzicic Novkovic (Serbia) Paul Fagan( Ireland), Kapka Panayotova ( Bulgaria) , Peter Lambreghts ( Belgium) , Germano Tosi ( Italy) , Debbie Jolly ( United Kingdom) , Vibeke Maroy Melstrom (Norway), Nadia Hadad (Belgium). Due to the movement of the Secretariat to Dublin two Irish Board members were co-opted onto the Board with observational status Gordon Ryan (Ireland), Paul Fagan (Ireland). In 2013, ENIL’s management team consisted of the Executive Director, Jamie Bolling, Co-Executive Director Martin Naughton and Policy Officer and Regional Manager Ines Bulic. The ENIL Secretariat is located in Dublin, Ireland. The Project Officer, Vanessa Scanlon and the Finance Officer, Mladen Tubic are based in the Secretariat. In 2013, ENIL had four Regional Teams. ENIL’s North Regional Team is located in the Executive Directors Officer in Sweden and is coordinated by Jamie Bolling, the Executive Director. ENIL’s West Regional Team is based in Onafhankelijk Leven and is coordinated by Peter Lambreghts, ENIL’s South Region is based in CIL Sofia, Bulgaria with Dilyana Deneva coordinating this region. ENIL’s East Region has two Regional Coordinators with Miro Griffiths centred in the United Kingdom and Grega Fadija centred in YHD in Slovenia. 5 Main Objectives of the European Network on Independent Living The main activities of the European Network on Independent Living throughout the year are guided and focused on the four main objectives outlined by the European Union Programme for Employment and Social Solidarity - PROGRESS. From 20072013, the four main objectives were: 1. Improving Organisational Capacity and Management 2. Voicing the Conditions, Concerns and Expectations of (1) People Exposed to Social Exclusion, Discrimination and Gender Inequality or ( 2) Organisations Providing Services to People exposed to Social Exclusion, Discrimination and Gender Inequality 3. Reinforcing the skills of the networks and member’s organisations to advance, support and further the develop EU objectives and priorities at National Level 4. Better Integrating Cross-Cutting issues (EG. Gender, Poverty and NonDiscrimination) in Day-to-Day Work Objective One: Improving Organisational Capacity and Management ENIL has continued to go further in the process of strengthening its organisational capacity since moving the Secretariat from Valencia, Spain to Dublin, Ireland in 2012. The Executive Director of ENIL was appointed as North Regional Coordinator and this office is now based in Harnosand, Sweden. A new South Regional Coordinator, Dilyana Deneva was appointed and remains based in CIL Sofia, Bulgaria. Two new East Regional Coordinators were appointed, Miro Griffins who was based in the United Kingdom and Grega Fajdiga who was based in YHD, Slovenia. The West Regional Coordinator has remained based in Onafhankelijk Leven, in Belgium. In 2013, ENIL placed an emphasis on developing the capacity of the regional teams. A regional face-to-face meeting was organised in each of the four regions and focussed on important issues pertaining to the region. For example, the impact of the austerity measures being the focus of the meeting of the West Regional Face-to-face ‘Stop making disabled people pay for the crisis’ meeting. The West Regional Meeting took place on the 6th December 2013 in the European Parliament. The meetings also focused on personal assistance services and the current progress being made towards Independent Living in 6 the Region. One of the key aims of each of the meetings was to discuss how the regions could be strengthened and cooperation increased within the region. The South Regional Face-to-face meeting took place during the Strasbourg Freedom Drive in France, 10th September 2013. By holding the event during the Freedom Drive, the connections made there were strengthened. The North Regional meeting took place in Elva, Estonia, 21st 24th November and the East Regional Meeting took place in Banja Luka, Bosnia and Herzegovina, 13th November. The main aim of all of the regional meetings was to encourage future cooperation and to grow the Independent Living Movement in the region. ENIL also hosted young people on internships including two young people from Latvia and Estonia respectively to the Executive Director’s Office in Harnosand, Sweden and one person from the Global Grants Programme from Spain who is stationed at the Executives Directors office in Harnosand, Sweden. ENIL’s expertise on Independent Living and Personal Assistance was continuously sought in 2013 ENIL’s expertise on independent living and personal assistance was sought by various organisations and businesses. ENIL hosted a number of study visits throughout the year including: a study visit to Minsk, Belarus between CIL Sofia and the Office for the Rights of Persons with Disabilities (ORPD), 20th -22nd May 2013, a study visit to Stockholm, Sweden between ‘Ray of Light’ Estonia and ENIL & STIL, on th th the 18 and 19 August and a study visit of the Executive Director of ENIL to the Center for Disabled Peoples Organisations in Copenhagen, 26th -28th June 2013. The Former Captain Regent of San Marino visited CIL Sofia, Bulgaria, 20th -24th September 2014 and also participated in the March for Independence which took place on the 23rd September 2013. ENIL also held training on Independent Living and personal assistance for residents of an institution for young persons with disabilities in Sofia, Bulgaria. ENIL Representatives also supported and participated in a number of events in each of the four regions. In the South Region ENIL Board member Paul Fagan spoke about the current situation of personal assistance services in Europe at a Conference on Personal Assistance and Independent Living in Barcelona, Spain. Jamie Bolling, Executive Director of ENIL participated in a Scandinavian Seminar on Hate Crimes against people with disabilities in Oslo, Norway in the North Region. In the West Region, Peter Lambreghts, ENIL’s West Regional Coordinator and ENIL Board member spoke at a Seminar on self-directed support systems in Europe, Brussels, Belgium. ENIL in cooperation with the Motivacio Foundation held a Roundtable on Independent Living in 7 the East Region in Budapest, Hungary with the Executive Director of ENIL, Jamie Bolling participating in this roundtable. ENIL Youth Network In 2013, ENIL successfully made an application to the Council of Europe for a follow up study session focusing on young disabled people and multiple discrimination to the 2012 ‘Supporting Young disabled people to become Future Leaders of the Independent Living Movement’ Study Session. The ENIL Youth Network has continued to grow and in September 2013 during the Strasbourg Freedom Drive an ENIL Youth Meeting was held at the European Youth Centre in Strasbourg. ENIL also produced a video of the first ever official ENIL Youth Network Meeting which took place during the Strasbourg Freedom Drive on the 12th September 2013 at the Council of Europe Youth Centre. Young disabled people from all across Europe, many of whom are members of the ENIL Youth Network participated in this meeting and this video highlights their views on the current situation for young disabled people in Europe and how we can all improve the situation for all young disabled people in Europe by working together and finding new solutions. Objective Two: Voicing the Conditions, Concerns and Expectations of (1) People Exposed to Social Exclusion, Discrimination and Gender Inequality or (2) Organisations Providing Services to People exposed to Social Exclusion, Discrimination and Gender Inequality The European Network on Independent Living (ENIL) held its sixth Freedom Drive in Strasbourg between the 9th and the 12th September 2013. This year marked a historical occasion for Freedom Drive as it marked the tenth anniversary of the event. The Strasbourg Freedom Drive was one of the main ENIL events in 2013. This was a weeklong event gathered 250 people from all over Europe. The aim of the events was to promote Independent Living philosophy, to encourage networking and to empower ENIL members to become more pro-active. The highlight of the week, a march through the streets of Strasbourg on the 11th September 2013 provided the Freedom Drivers with an opportunity to make their messages loud and clear. In 2013, a number of other events were organised along with 8 the march including a one and a half- day conference on ‘The Future of Independent Living, Citizenship and Europe 2020’ which included sessions on ‘Independent Living, disability and politics’ and ‘Disability and Austerity’. One of the unique aspects of this year’s Freedom Drive was the emphasis that was placed on the Independent Living Youth Movement at the Freedom Drive, with a session on ‘Rejuvenating the Independent Living Movement’ held during the conference and an ENIL Youth Network meeting held at the European Youth Centre. Four workshops focussing on key issues that have direct impact on the lives on disabled people including workshops on ‘Hate Crime and Disability’ and ‘Using EU Structural Funds to support Independent Living’ took place on the opening day of the conference. In 2013, emphasis was also placed on increasing cooperation among local, national and European organisation with a Regional Exchange meeting taking place on the 10th September and ENIL Allies Development meeting also taking place during the week long activities. A meeting of Freedom Drivers with MEPs in the European Parliament was organised on 11th September 2013. Emer Costello, MEP for Ireland opened the meeting by outlining the importance of the UN CRPD, the ratification of which she is promoting in Ireland. Mairead McGuinness another MEP for Ireland stressed the importance of working to ensure that Structural Funds do not go into the building or maintaining of institutions for disabled people. A new Freedom Drive Campaign was launched in 2013. The campaign replaced the Freedom Drive Demands from the previous years and aimed to show the reality of disabled people, the increasing barriers they face in times of economic crisis and why so many were unable to join us in Strasbourg. For every person who made it to Strasbourg this year, there were thousands who could not join the Freedom Drive due to the barriers they face as disabled people in their own countries. The Freedom Drive Video Campaign was launched in the European Parliament at the meeting with the Freedom Drivers and MEPs. This video demonstrated to the Members of the European Parliament the many ways disabled people are still being discriminated and excluded from the society. The Campaign aimed to show that the human rights of disabled people are still being violated, despite the European Union’s and the Member States’ ratification of the UN Convention on the Rights of Persons with Disabilities. Through this campaign ENIL called on the European countries and the European Union for the full ratification and implementation of the UN Convention on the Rights of Persons with Disabilities and its Optional Protocol. 2013 marked the 10th Anniversary of the Freedom Drive and to commemorate this occasion a Freedom Drive Booklet ‘Ten Years Closer to Freedom? Celebrating the 10th Anniversary of the Strasbourg Freedom Drive’ was also published. Despite the difficult economic climate, people travelled from many countries throughout Europe including ; Austria, Belarus, Belgium, Bulgaria, Bosnia and Herzegovina, Croatia, Estonia, France, Germany, Greece, Ireland, Italy, Latvia, Norway, 9 Romania, Serbia, Slovenia, Spain, Sweden and the United Kingdom to the Freedom Drive. The Freedom Drive 2013 was organised in cooperation with the Strasbourg Centre for Independent Living CHA and with the support of the City of Strasbourg, ULOBA and European Commission. Resolution Against the Cuts At the 2011 Freedom Drive, as a reaction to the cuts in Independent Living services for disabled people that are taking place across Europe, ENIL launched a Proposal for a Resolution of the European Parliament on the effect of cuts in public spending on persons with disabilities in the European Union. This Resolution outlined measures that should be taken by the Member States, the European Council and the European Commission to ensure that cuts in public spending do not lead to further social exclusion and institutionalisation of disabled people. ENIL argues that doing so is everyone’s responsibility under the UN Convention on the Rights of Persons with Disabilities. Throughout 2013, ENIL continued to receive information from many its members about the ways cuts are affecting Independent Living services for disabled people, such as personal assistance and direct payments. Since the launch of the Resolution at the 2011 Freedom Drive ENIL has continued with a series of activities in order to get the needed support from MEPs. The working group ‘Defend the Right of Independent Living’ continued its work in 2013 towards the Proposal for a Resolution of the European Parliament on the effect of the cuts in public spending on persons with disabilities in the European Union being adopted by the European Parliament in 2013. ENIL has continued to lead this group and there has been good cooperation between ENIL and a number of other organisations in this working group, namely Autism Europe, Inclusion Europe, Mental Health Europe, Disabled People Against Cuts (UK), European Association of Service Providers for Persons with Disabilities (EASPD) and European Network of (ex) Users and Survivors of Psychiatry (ENUSP). ENIL produced a ‘Defend the Right to Independent Living: Action Toolkit for an European Parliament Resolution’ to support its members when lobbying for change and to support the campaign. The working group continued to work in close cooperation with Paul Murphy, MEP and continued to seek support from the Employment and Social Affairs Committee. On the 7th March 2013, the Conference of Presidents agreed to place an oral question on the impact of austerity on the living conditions of people with disabilities on the agenda of the European Parliament. The question, debated and adopted by the Employment and Social Affairs Committee in February 2013 was based on a proposal by ENIL and cooperating European organisations. The debate on this oral question took place in the plenary meeting on the 12th March 2013 in the European Parliament. 10 At the 2013 Freedom Drive the campaign was reignited with Peter Lambreghts outlining the follow up action in his presentation on ‘Disability and Austerity’ in the third session of the Conference. ENIL sought to have another oral question put to the European Parliament with a debate asking what concrete measures the Commission it is taking to ensure the European Union’s commitment under the UN Convention on the Rights of Persons with Disabilities, the EU Charter of Fundamental Rights and European Social Charter as well as the goals of the European Disability Strategy 2010-2020 are being upheld. This first campaign activity was carried out during the Freedom Drive, and was very successful. Nearly, all of the MEP signatures needed for the oral question were collected by the Freedom Drivers. ENIL successfully collected more than the forty necessary signatures for an oral question to be put to the European Parliament. ENIL Representation at EU Level Representatives of ENIL participated in several EU Level events, where they were able to promote Independent Living and the right to personal assistance. The Executive Director of ENIL, Jamie Bolling along with ENIL representative Vanya Pandieva from CIL Sofia, Bulgaria, participated in the EU FRA 6th Fundamental Rights Platform meeting in Vienna, Austria on the 24th -26th April 2013. ENIL’s representative Vanya Pandieva was especially excited to take part in some of the sessions more directly related to the human rights of people with disabilities such as: Multiple Discrimination – hosted by Ludovica Banfi, Victims of Hate Crime - hosted by Albin Dearing and Alice Hamilton, and Rights of People with Disability – hosted by Nevena Peneva and Martha Stickings. Within these sessions, it was emphasized that although people with disabilities are not recognized as victims affected by regular hate crimes, they do suffer from violence and very often experience aggressive and hate provoked actions and attitudes. The Executive Director Jamie Bolling also participated in the EU-FRA Combating hate crime in the EU-giving victims a face and a voice Conference, Vilnius, Lithuania, 12th November 2013. She took the opportunity during the opening panel discussion of the conference to highlight the exclusion of disabled people in existing hate crime legislation. She encouraged the conference participants especially the wide number of state representatives to see the need for the inclusion of disability as a ground for hate crime in existing and future legislation. ENIL Board member and West Regional Coordinator, Peter Lambreghts participated in the Workforum on the implementation of the UN CRPD in Brussels, Belgium, 24th and 25th October 2013. He also attended the European Disability Forum (EDF) Board Meeting in Athens, Greece, 24th May 2013. ENIL were also represented at the European Day of Persons with Disabilities and Disabled People’s Parliament, Brussels, Belgium, 3rd December 2013. ENIL was also 11 represented at the Zero Project; 2nd Conference on “Employment Rights of Persons with Disabilities: Innovative Practices” which took place in Vienna, Austria on the 18th and 19th February 2013. ENIL Communications ENIL’s internet presence has increased significantly during the year. A new section of the ENIL website has been added- the Hall of Fame, which presents and honours pioneers of the Independent Living Movement. The ENIL Hall of Fame, aims to celebrate and honour people’s outstanding achievements and contributions to the Independent Living Movement worldwide. It is also designed to encourage awareness to the general public so that it can be seen that people with disabilities still have many issues yet to be resolved but have also overcome obstacles due to the positive actions of many fantastic people. In addition to daily developments and action alerts such as the Disability Watchdog, the website introduces Role Models who are independent living activists from across Europe who inspire others with their energy, commitment and ideas. Under campaigns, visitors could find more information about the Strasbourg Freedom Drive. Readers are also invited to visit the blog section and to post comments. The website has continued to become a valuable source of information for organisations and individuals working in the field of disability. Press Releases have also been issued regularly on important occasions or as a reaction to developments for example the Effect of the crisis on people with disabilities to be debated in the European Parliament on the 12th March 2013 and ENIL Marks the World Mental Health Day by Submitting a Response to World Health Organisation – WHO Action Plan 2014-2020 “Better Health for People with Disabilities” and have been distributed widely and published on the website. In terms of spreading ENIL’s message to the wider audience, the Newsletter has again proved to be an excellent tool. The newsletter template was updated in February 2013 making it even more interactive and user friendly. Each issue features examples of good practice, Disability Watchdog (examples of bad practice and human rights violations), a role model and any other relevant news and events. In preparation for the Strasbourg Freedom Drive, two special ‘Strasbourg Freedom Drive’ editions of the newsletter were 12 distributed in July and September 2013 respectively. ENIL’s Facebook page and the ENIL Youth Network Group aim to encourage Independent Living activists, ENIL members and the General public to engage with each other on important topics that effect disabled people and to also strengthen connections between people living in different countries. ENIL’s Hate Crime Network on Facebook has continued to grow in 2013. Its aim is to help collect information about incidents of hate crime against people with disabilities and to share good practice in organising training and awareness raising activities among disabled people’s organisations. In this way, ENIL hopes to contribute to increased recognition and better reporting of hate crime against people with disabilities in Europe and ultimately to improved prevention and better justice for victims of hate crimes. Objective Three: Reinforcing the skills of the networks and member’s organisations to advance, support and further develop EU objectives and priorities at National Level ENIL organised trainings on Independent Living and on topics that affect the lives of people with disabilities throughout Europe. ENIL held online training for members of the South Region between the 1st November and 19th December 2013. These included modules on Independent Living, Social Inclusion and Principles of Personal Assistance. ENIL has continued to support the development of peer counselling in Estonia. Mari Siilsalu, ENIL Estonian Coordinator won the Youth of the Year award during the Tartu City Youth Worker Recognition Event in 2013 in Estonia. Mari was awarded this achievement for recognition of her working in creating a safer environment in schools and for developing peer counselling in schools. ENIL also produced a Research Paper on Access to Disabled People to Peer Counselling in selected Countries. ENIL has also continued its work in relation to personal assistance in Europe. The results of the personal assistance questionnaire on the provision of personal assistance in a number of European countries were published on the ENIL website. In 2013, additional information about Belarus, Greece, San Marino, Holland, Bulgaria, Cyprus, Ireland, Spain, Germany and the United Kingdom was collected. A paper on the Comparative Analysis of Personal Assistance Provision in Europe was also published by ENIL in 2013. ENIL’s project the European Coalition for Community Living published a new briefing in December 2013 on the use of Structural Funds for disabled people. The briefing entitled Achieving the Transition to Community Living, highlights the fact that at least €150 million were invested into institutions for disabled people in six EU Member States (Bulgaria, Hungary, Latvia, Lithuania, Romania and the Slovak Republic). As part of advocacy for better use of Structural Funds in Central and Eastern Europe, ENIL and the Open Society Foundations- Mental Health Initiative held a successful 13 roundtable with representatives of the European Commission, Member States, the European Parliament and the civil society. The meeting organised on 7th November 2013 in Brussels, had as its main objective to provide input into the Draft Briefing on Structural Funds Investments for People with Disabilities: Achieving the Transition from Institutional Care to Community Living. Better Integrating Cross-Cutting issues (EG. Gender, Poverty and NonDiscrimination) in Day-to -Day Work Throughout 2013, ENIL cooperated with a number of stakeholders. ENIL is an Associated Partner in the DREAM project- Disability Rights Expanding Accessibility Markets, which is led by the Centre for Law and Policy at NUI Galway. ENIL is also a member of the INNOSERV Consortium. The goal of the project is to identify innovative services to develop innovative research agenda, which will help define future activities. ENIL hired a full time researcher based in Belgrade, Serbia to work on this project. ENIL supported the webinar on innovative social service examples which took place in April 2013. Two Expert meetings in Brussels and Sofia were organised by ENIL as part of the INNOSERV Project, 18th September 2013 and the 7th October 2013 respectively. As a result of the success of the hate crime training in Dublin, Ireland in May 2012, a workshop on hate crime was held at the Strasbourg Freedom Drive. This workshop was led by Joanna Perry, Hate Crime Officer, OSCE-Office for Democratic Institutions and Human Rights. A number of topics were discussed throughout the workshop including, what is disability hate crime, what are the links to tackling hate crime and how can we raise awareness of disability hate crime. Three additional workshops took place during the Strasbourg Freedom Drive: “Discrimination and the processing of disability related cases” which was led by Berit Vegheim, Uloba and Prof. Lisa Waddington, Maastricht University, “Hijacked definitions and disability policy” which was led by Kapka Panayotova, Director of CIL Sofia and ENIL Board member and “Using EU Structural Funds to support Independent Living” which was led by ENIL’s Policy Officer Ines Bulic. In addition to the EU Fundamental Rights Agency and the European Expert Group on the Transition from Institutional to Community- based Care, ENIL has continued being active in the European Disability Forum and is supporting EDF initiatives, such as EDF’s work on independent living. As part of this task force, ENIL Board members took part in the consultation on ‘EDF’s understanding of Article 19 of the UN Convention on 14 the Rights of Persons with Disabilities’. The Co-Executive Director of ENIL, Martin Naughton spoke about Independent Living Definitions at the EDF Board meeting in Dublin, Ireland in February 2013 and ENIL Board member and West Regional Coordinator Peter Lambreghts spoke in relation to Independent Living and Article 19 at the EDF Board meeting in Vilnius, Lithuania, November 2013. ENIL member organisations have provided input into changes in legislation in relation to personal assistance. ENIL supported Germany in the collection of signatures for changes to be made in the law in relation to personal assistance. In Norway, members successfully campaigned against the introduction of new legislation and ULOBA drafted a new proposed piece of legislation which will be debated in the Norwegian Parliament in 2014. After national elections in May 2013, representatives of CIL Sofia held a meeting with the Minister of Labour and Social Policy presenting and outlining a draft Personal Assistance Law which includes amendments that could be made to the current Law on Integration of Disabled People, which would bring Bulgaria closer in line with the UN CRPD and in 2013, the new Government of Slovenia decided to not go ahead with the Law on Personal Assistance. A new Long-Term Care Act was proposed by the Government instead. YHD are now working towards requesting that the legislation relating to personal assistance be a separate chapter within the act. ENIL Membership The change in structure has continued to be a successful strategy which has led to increased grass-roots growth and representation. The regional teams were successful in establishing and maintaining contacts with organisations in their region and in increasing the network of ENIL members.
