Sample Terms of Reference
Preparatory Project for Implementing Sustainable Integrated Water and
Wastewater Management in Pacific Island Countries
Background
The Governments of Cook Islands, Federated States of Micronesia, Fiji, Marshall Islands,
Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga and Vanuatu have received
funds through the United Nations Development Program (UNDP) and the Global
Environment Facility (GEF), to assist the Pacific Island Countries to implement
applicable and effective Integrated Water Resources Management (IWRM) and Water
Use Efficiency (WUE) plans based on best practices and demonstrations of barrier
removal.
This programme, to be executed by the South Pacific Applied Geoscience Commission
(SOPAC), will support Pacific SIDS in the implementation of the Pacific Regional
Action Plan (RAP) that addresses sustainable water management. The RAP aims to
improve the assessment and monitoring of water resources, reduce water pollution,
improve access to technologies, strengthen institutional arrangements, and leverage
additional financial resources in support of IWRM.
The full-size project will support the actual implementation of national IWRM plans,
supported by capacity building and training. In particular, the project will focus on “onthe-ground” demonstrations. The project is implemented by UNDP and UNEP through
the Pacific Partnership Initiative on Sustainable Water Management.
In preparation, UNDP/GEF and SOPAC will facilitate a two-year process to develop the
full-size project. Targeted actions which will be carried out in this phase include
development of National Inter-sectoral Committees in each country, development of
demonstration projects and production of a full brief through a broad consultative
process, involving various sectors of community. The concept conforms to Operational
Programme 9 of the GEF Operational Strategy for International Waters. Projects under
this OP focus on integrated approaches to the use of better land and water resources
management practices on an area-wide basis.
The resulting full-size project document will identify prioritized national capacity needs,
Pacific water hotspot areas of action, Integrated Water Resources Management plans and
networking strategies for GEF SIDS groups for the strengthening of national water
resources and wastewater management.

Job Descriptions
1. Regional Project Development Coordinator
Grade: x.x - The Director of SOPAC, in consultation with the Representatives of
Executing Agencies, reserves the right to appoint a candidate at a lower grade than the
advertised level of the post.
Responsibilities
Under the general direction of SOPAC Directorate, the Regional Project Development
Coordinator (RPDC) will manage the day-to-day implementation of the PDF-B phase of
the Project based on the documents deposited with the GEF for the Project “Sustainable
Integrated Water Resources Management (IWRM) in Pacific Island Countries”.
Technical
The RPDC will develop, in collaboration with SOPAC’s Water Sector staff, partner
organisations and consultants, the different components of the Project. Among other
things, the role of the RPDC will include:













Establishing communication with countries explaining the PDF process and
requirements;
Facilitating the establishment of PDF Executing and Coordinating Procedures; the
Project Steering Committee (PSC); National Project Focal Points and National
Inter-sectoral Committees;
Identification of National Counterpart Institutes for the Full Project;
Preparing the annual work plan for the project, including budget revisions as
necessary, based on the approved project document, in close coordination and
consultation with the members of the PSC;
Coordination and monitoring of the activities described within the work plan;
Preparation of Terms of Reference for consultants and contractors;
Establishment of MoUs with Partners on activities and funding;
Preparation of National IWRM Diagnostic Reports and identification of National
Hotspots;
Provide assistance to countries in the development of Demonstration Projects ;
Development of IWRM Indicators for use in Full Project Monitoring;
Elaboration of an effective Information Transfer, Dissemination and Replication
Mechanism;
Organising and supervising the reporting activities to the Implementing Agencies
(UNEP, UNDP) and the GEF and to the Project Steering Committee and ensuring
adherence to the Implementing Agencies’ Administrative, Financial and
Technical Reporting requirements;
Day to day technical inputs into various project planning and implementation
processes;






Coordinating and facilitating the work of the bodies created under the IWRM
Project;
Directly supervising the day to day work of the PCU through a team consisting of
Professional, Technical and Administrative staff;
Identification of a Networking and Information Sharing Strategy for GEF SIDS
regional groupings;
Development of a Stakeholder Involvement and Public Participation Plan;
Liaising, consulting and networking with appropriate and relevant national and
regional partners;
Promoting actively the IWRM principles and the project components in all
relevant media and fora.
Administrative
The RPDC manages the PDF-B project and the various components. Following SOPAC
procurement rules, he/she approves administrative and financial reports, external
communications and travel requests, as well as the acquisition of equipment. Specifically
the RPDC:
 Develops the agenda for the SC meetings, prepares all technical background
documentation in consultation with others partners; Acts as a secretary for the SC
meetings;
 Coordinates the communications to and from the different bodies created under
the Project and coordinates the organisations of their meetings, notably for the
Regional Project Steering Committee, the National Inter-sectoral Committees,
Implementing Agency/Executing Agency Management Group, Regional
Technical Advisory Group;
 In consultation with the co-Executing Agencies Representatives, the RPDC shall
supervise the hiring of staff (professionals, technical, admin and support);
 Following SOPAC rules, the RPDC manages the Finances and is responsible for
approving all administrative and financial reports, external communications and
travel requests, as well as the acquisition of equipment, goods and services.
Qualifications
1. MSc Degree (or equivalent) in water resources management, hydro (geo)logy,
environmental management, natural resources management, or related field.
2. At least 5 years experience working on water resources management issues at
national and international levels and demonstrated understanding of sustainable
development, including financial and institutional sustainability. Experience in
promoting sustainability and awareness in water management to diverse
audiences including opinion and decision makers. Track record in implementing
change. A good knowledge of the Pacific context and in particular of the Small
Island Developing States specificities is a strong asset. Experience in
implementing UN or GEF funded projects an asset.
3. For the post advertised, fluency in oral and written English is a requirement.
4. The position requires a person combining a strong understanding of the global
water sector drivers, their linkages to Pacific water sector strategies, national
sustainable development priorities of SOPAC Member Countries and the donor
and development network partnerships operating in the Pacific Region.
5. Proven leadership skills and ability to facilitate the work of multidisciplinary
teams, manage change and coordinate various decision bodies of large scale
project is essential. Effective oral and written presentation skills. Experience in
administration for budget and human resources management required. Good
professional knowledge of main office computer applications desired.

Duration: A fixed-term contract of two years.

 Assist in the organization of meetings and provide administrative support;
 Provide support to and report to the coordinator of the project on a daily basis;
 Prepare contract and sub-contract requests, including all supporting
documentation, in accordance with SOPAC´s rules and regulations;
 Prepare monthly reports on achievement of activities, outputs and impacts of
project for consolidation as needed for formal project reporting requirements;
 Facilitate effective liaison between the Regional Project Development
Coordinator at SOPAC and the executing agencies;
 Prepare requests for all transfers of funds to project partners, contracting firms
and consultants;
 Facilitate the communications to and from the different bodies created under the
Project and coordinates the organisations of their meetings, notably for the
Regional Project Steering Committee, the National Inter-sectoral Committees,
Implementing Agency/Executing Agency Management Group, Regional
Technical Advisory Group.
Qualifications
1. BSc Degree (or equivalent) preferably in water resources management, hydro
(geo)logy, environmental management, natural resources management, or related
field.
2. Preferably one or more years experience working on water resources management
issues at national and international levels and demonstrated understanding of
sustainable development, including financial and institutional sustainability.
3. Fluency in oral and written English is a requirement.
4. Demonstrated initiative in carrying out his/her duties and ability to work
independently.
5. Proficiency in using Excel and Word.
6. Effective communication skills.

Terms of Reference – International Consultant
Background:
Expertise is needed to prepare a PDF-B prject design document for the implementation of
the Sustainable Integrated Water Resources Management Project based on the Pacific
Regional Action Plan on Sustainable Water Management and secure the commitment
from participating countries.
Qualifications:
The consultant(s) should have the following qualifications and experience:
 An advanced degree in hydro(geo)logy, water or catchment management or
equivalent experience in (integrated) water resources management / integrated
natural resource management;
 A broad knowledge of the management and scientific issues facing water
resources in Pacific Island Countries or small island developing states;
 Experience in developing GEF proposals and with the GEF process.
