ADMINISTRATIVE PROCEDURE MANUAL SECTION TITLE PERSONNEL ADMINISTRATION NUMBER PAGE 02-0404 1 OF 2 BASED ON BOARD OF TRUSTEES’ RULE AND TITLE DATE REVISED 6Hx7-2.4 Responsibilities of Administrative and Instructional Personnel February 26, 2013 Purpose The purpose of this section is to establish the responsibilities of administrative personnel relating to personnel administration within their respective operational and functional units. Procedure A. The personnel administration responsibility associated with each administrative position involves much more than the selection, employment, scheduling, supervision and evaluation of personnel. Each administrator must build and improve upon the human resources of the institution to ensure the long-term growth, vitality and continuity of the College. B. Procedures relating to the basic personnel functions are presented in detail in Volume III, Human Resources. Each administrator is expected to be knowledgeable of and in compliance with the provisions of these procedures, and the statutes and rules they implement, in carrying out the referenced functions. C. In addition to the basic functions referenced above, each administrator shall: 1. Be responsible for ensuring that their organizational structure provides for the appropriate definition and arrangement of duties, for the establishment of individual responsibilities and for an equitable division of work. 2. Be responsible for providing for job structuring to enhance individual growth and development of employees under their supervision. 3. Be responsible for a staffing pattern which is in compliance with the College's commitment to equal access/equal opportunity as set forth in the Affirmative Action Plan. 4. Be responsible for the development of a plan for the training of employees to enhance productivity and provide for career advancement. 5. Be responsible for maintaining departmental working conditions which are conducive to high levels of performance and job satisfaction. 6. Be responsible for establishing and maintaining an open avenue of communications within their operating unit to ensure that employees are aware of matters of concern to them and that they have an opportunity to provide input on these objectives and those of the major administrative unit and the College. Be responsible for providing appropriate provisions for participation in the development of goals and objectives for the unit to ensure a knowledge of and commitment to the accomplishment of these objectives and those of the major administrative unit and the College. 8. Be responsible for counseling employees on personal and professional matters which may affect job performance. D. Support in carrying out these responsibilities is available from a number of sources including the Office of Faculty Development and the College’s employee assistance provider. 1. The Executive Director Employee Relations/College Equity in the Human Resources Department is available to provide personnel coaching and counseling assistance.
