 Guilford Update - Victoria began her presentation regarding Guilford, stating she has just returned

still being “ironed out”; however the Guilford County Commissioners meet on October 4th and

hopefully will approve the Agreement at that time. When the Merger Agreement is signed, Guilford

Center LME will cease to exist and Guilford County will become the 9th County in the SHC catchment
area. Victoria has met with the Guilford staff who is interested in pursuing employment with SHC.
From a legal perspective jobs can’t be offered until the Merger Agreement has been approved.
 Medicaid Waiver Update - Victoria shared the letter from Sandhills Center requesting a two month
delay to the scheduled October 1 implementation date. The Sandhills Center Board approved this
recommendation and NC DHHS is in agreement and support of this request. The delay allows SHC
time to work with their partners HP Enterprise and NTST to further automate the functions that have
been developed, perform extensive testing, and work with their provider network in full implementation
of the authorization and claims processing system.

Discussion
 Budget Update – Victoria updated the committee on the State budget stating it included a $20 million
reduction to LMEs for community services. Sandhills reduction would be approximately $1.2 million.
Sandhills Center will not be absorbing these reductions as it has done in the past. The following changes
were shared with the committee:
o $8.05 million reduction in the Substance Abuse Prevention and Treatment Block Grant for
funding.
o $4.3 million transfer to Social Services to cover the cost of taking responsibility for
guardianships.
 Reviewed SHC Consolidated Balance Sheet and Income Statement dated 08/31/12, noted the following:

1. UNC Chapel Hill School of Social Work, Behavioral Healthcare Resource Program’s website
provides weekly updates of the number of Certified Peer Support Specialists in each county of
North Carolina. There are currently more than 700.

2. State CFAC meeting will be held on Thursday, Sept 13th from 9am to 3pm at the Clarion Hotel
on Hillsborough Street in Raleigh. The meeting will be held in the Four Sisters conference
room on the first floor.

3. The CFAC shall undertake all of the following:
(1) Review, comment on, and monitor the implementation of the local business plan.
(2) Identify service gaps and underserved populations.
(3) Make recommendations regarding the service array and monitor the development of additional
services.
(4) Review and comment on the area authority or county program budget.
(5) Participate in all quality improvement measures and performance indicators.
(6) Submit to the State Consumer and Family Advisory Committee findings and recommendations
regarding ways to improve the delivery of mental health, developmental disabilities, and
substance abuse services.
How CFACs accomplish this:
a. receive information from the community, LME/MCO, Division
b. process, analyze, and prioritize the information (use of workgroups)
c. make comment to the Board (advise)
4. Tenancy Support Team Service will be a new state funded service available soon. There are training
requirements. The service will be staffed by a team of 3 members, a QP (Qualified Professional)
and 2 Peer Support Specialists. This will hopefully provide some support regarding housing to
individuals affected by displacement due to the IMD (Institute of Mental Disease) rulings.

5. DWAC (Departmental Waiver Advisory Committee) met on August 28th. The primary topic of
discussion was an explanation of the SIS (Supports Intensity Scale) by staff from DDTI
[Developmental Disabilities Training Institute]. Community forums will be occurring across the
state. The schedule can be found at:

DWAC will meet again on Wednesday, September 19th from 1p – 3p at the McKimmon Center in
Raleigh.

7. A total of 4 LME/MCOs (57 counties) have gone live under the Waiver: PBH which is now Cardinal
Innovations Healthcare Solutions, Western Highlands as of 1/1/12, ECBH as of 4/1/12, and Smoky
Mountain as of 7/1/12. Sandhills Center is scheduled to go live on 10/1/12. The remaining 6 entities
are all scheduled to go live on 1/1/13. Mercer reviews are scheduled approximately 120 days and 60
days prior to implementation date.

9. Consumers and family members can voice their concerns about the Waiver.
Voice concerns through their CFAC Chair or representative who is the active member at the monthly
IMT (Intradepartmental Monitoring Team) meetings and at public comment time at local Area Board
meetings, DWAC (Department Waiver Advisory Committee) and State CFAC meetings.

 Mike asked for volunteers to attend the Innovations Training – *Supports Intensity Scale” Role-Play to
be held on October 8, 2012 at the Agricultural Building in Carthage, NC at 9:00 a.m.
 The Linden Lodge Foundation will host “Mind, Myths, and Miracles” on Saturday, October 6th at 7:00
p.m. at the PineNeedles Conference Center.













